Photograph, Visit of the Chinese Commissioner to the Ballarat School of Mines, 13 November 1906, 23/11/1906 (exact)
The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. Document, Letter to Returned Soldiers' Association, 1916, 28/08/1916
... tuition for returned soldiers at the Ballarat School of Mines ...Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. White paper with handwritten script in ink. The rough draft letter relates to free tuition for returned soldiers at the Ballarat School of Mines28.8.1916 Major Lazarus Secretary Returned Soldiers Association Y.M.C.A. Ballarat Dear Sir. On the 25th February last my Council adopted a resolution to the effect that application from returned soldiers for free tuition at this school would be favorably considered. At the Council meeting held on Friday last, the 25th inst., the matter was further discussed and, at Colonel Bolton's suggestion, it was decided that it would be in the best interests of the movement, if application for admission were received through your association. The undermentioned gentlemen were appointed as a sub-committee to receive such application and will be very pleased to interview any soldiers whom you would recommend as trainees. Photograph, 1960s
This photograph was taken in the 1960s at Lake Sambell and is a view across the lake from the east side, the photo was taken during a period of improvements to the lake and surrounding area. Lake Sambell is an artificial lake that was created on the site of the old Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised through both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club sort to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position of shire engineer from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface area in 1964. These improvements to the lake also reflect an increase in leisure time and access to travel during a period of post-war prosperity in Australia during the 1950s and 60s. This photograph is of historical significance as it documents Lake Sambell in the 1960s after a series of enhancements to the lake area to improve its appearance and usability for both the people of Beechworth and tourists. It is also of social significance in providing an insight into the increase in leisure time and access to travel during a period of post-war prosperity. Photograph, 1960s
This photo was taken in the 1960s from a northeast position looking down towards Lake Sambell, the caravan park, and the surrounding area. This photo was taken during a period of rejuvenation for the lake area including the opening of the caravan park in 1959 and the swimming pool area in 1961 (this pool is just visible in the centre of the photo). The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960’s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. Funding for the project was raised by both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club tried to raise awareness and funds to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface are in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. This photograph is of historical significance as it documents Lake Sambell and the surrounding area in the 1960s after a phase of enhancements to improve the appearance and usability for both the people of Beechworth and tourists. It is also of social significance in providing an insight into the increase in leisure time and access to travel during a period of post-war prosperity.Black and white rectangle photograph printed on matte photographic paper and unmounted.Reverse: 1 / [logo KODAK/ VELOX/ PAPER] / C798 / 3535lake sambell, lake sambell caravan park, lake sambell swimming pool, caravan park, caravanning 1960s, rocky mountain mining company, l.h. sambell, r.e. carter, beechworth swimming club, forward beechworth committee, minister of lands, tourist development authority, lake swimming, swimming, boating, fishing, water skiing, beechworth 1960s, lake sambell fishing, lake sambell boating -

Furniture - Cupboard, Possibly 1920, when the City of Rayville was built
The biscuit locker came from the vessel the "City of Rayville", an American motor-driven freighter constructed in 1920. The ship was the second victim within 24 hours of an extensive minefield laid by German raiders in October 1940, during World War Two and the first American ship to be sunk in world war II. She was under the command of Captain Cronin and bound from Adelaide via Melbourne to New York, carrying a cargo of 1500 tons of lead from Port Pirie along with a cargo of wool and copper from Adelaide, when she struck a mine in the Bass Strait, six miles south of Cape Otway at 7:45 pm on 8th November 1940. The explosion was heard on shore at Apollo Bay; the force of it tore out the foremast and the ship sank within 25 minutes. There was a crew of 38 and all but one survived. A rescue crew of fishermen from Apollo Bay left shore in the dark and picked up the survivors from the dangerous sea taking them back to safety. The US Secretary of State Cordell Hull at the time wrote individual letters of thanks to all the rescuers involved. The biscuit locker is of historical and marine archaeological significance because of its association with the wreck of the City of Rayville. The vessel is listed on the Victorian Heritage Register No VHR S126. Additional significance is that the ship was the first American vessel sunk in the second world war and is still socially significant to the descendants of the City of Rayville crew and the Apollo bay fishermen who took part in the rescue. The external surfaces of the cupboard and the inside of the door are painted brown. The interior is painted blue the door has 2 metal hinges attached on the outside, each with 6 single-slotted screws and a wooden rotating door latch attached to the side of the door. There is a round eyelet on the door near the latch, the cupboard sides are each made from wood joined vertically and sit within a slightly wider, flat base and top. The frame of the cupboard is split with the paint on the outside of the cupboard scratched and chipped revealing a darker paint underneath. There is also a rough slash of white paint from the side of the cupboard going to about the Centre of the door. “PI/298” is hand written in black pen, paint or ink on the inside panel of the door in neat letters.
