The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From Glen Eira Heritage Management Plan (1996) by Andrew Ward and Associates: The house at 12 Avoca Grove, part of "Merton", now demolished, is understood to have been built for and occupied by James Wilberforce Stephens from c.1865. It has aesthetic and historical significance. The building's aesthetic value is derived from the manner in which it demonstrates aspects of the Cottage Orne style, popular among Melboume's gentry during the mid Victorian period. Its historical value is derived from its association with J. W. It was built with an address to Glen Eira Road with the driveway gates close by the present Helenslea Road corner. The present address is no. 3 Hood Crescent, Caulfield North. It is historically, aesthetically and socially significant. It is historically significant (Criterion A) as the home of Sir George Stephen, MLA for Collingwood, barrister and mining investor and for its capacity to demonstrate Caulfield's early attraction as a residential retreat for Melbourne's eminent citizens. It is aesthetically significant (Criterion E) as a villa residence characteristic of the mid Victorian period, predating the use of cast iron and comparing in this respect with Charles Webb's "Farleigh" (1865) at 6 Farleigh Grove, Brighton. Its substantial nature causes it to be the earliest surviving mansion house in the Municipality. The porch, external austerity and opulent entrance hall and staircase are important contributory elements whilst the survival of the exterior surfaces predominantly in an unpainted state enhances its level of integrity. It is socially significant (Criterion G) for its association with Shelford C.E.G.G.S. since 1922. 'King Billy' of Ballarat is also known as Frank Wilson, after the surname of an owner of Ercildoun Estate. He was buried in a Wesleyan burial plot at the Ballaarat Old Cemetery on 26 September 1896. The Anglican burial ceremony was organised by the community who thought 'King Billy' to be the last of his tribe. The Ballarat Star of 25 September 1896 stated: that Billy and his subjects 'once virtually owned all the land comprised of the City of Ballarat and its immediate surroundings 'so 'it can be considered only fair that six feet of ground should not be denied for his burial' The Australian Natives Association and the Australian Historical Records Society (later Ballarat Historical Society) took a major role in the burial of Frank Wilson. "As public interest and compassion grew, noteworthy citizens of Ballarat and two key Christian denominations appeared to jostle for pre-eminence in the ritual to follow. Whilst the 'venerable Archdeacon Mercer' from the Anglican Church took the funeral service, the cemetery trustees arranged that the body was placed in 'a central site in the Wesleyan section of the cemetery'. Frank was recorded as a Roman Catholic. The coffin was carried to the grave by several Methodists, including Justice of the Peace, Glenny, and Member of the Legislative Assembly, Kirton, as well as Old Colonists' and noted citizens. Badge - Set of Badges, circa 1940s

The donor, Ada Barclay, was a member of the Flying Angel Club, Missions to Seamen (which is now Mission to Seafarers) in Townsville and Sydney. One of the badges connects her with the Ladies' Harbour Lights Guild in Queensland. The Sanctuary Window and other items at Flagstaff Hill Maritime Village are part of the St Nicholas Seamen’s Church Williamstown Collection. The window is dedicated to the seamen from the Merchant Navy and was organised by a group of women, some of whom were also in the Ladies’ Harbour Lights Guild, dedicated to the care of seafarers across the world. The Sanctuary Window above the altar in Flagstaff Hill Maritime Village's St Nicholas Seamen’s Church’ is titled "Christ Showing the Helmsman the Way". This round, stained glass window was originally installed in the St Nicholas Seamen's Church at 139 Nelson Place, Williamstown, Victoria. The window was donated to St Nicholas Seamen’s Church as a memorial to the members of the Merchant Navy whose lives were lost in the Second World War, 1939-1945. The donor was the Williamstown Lightkeepers Auxiliary, an independent ladies association working with the Williamstown Missions to Seamen. Some of the members of this Auxiliary were also members of the Ladies’ Harbour Lights Guild. This set of badges is significant historically for its connection to the Merchant Navy organisation, the Ladies’ Harbour Lights Guild and the Flying Angels Club. Through this connection, the badges are also connected to the history of the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. It originated in Bristol, England when a Seamen's Mission was formed in 1837. The connection of this set of badges to the Ladies’ Harbour Lights Guild and what is now the Mission to Seafarers, highlights the strong historical and continuing community awareness of the life of people at sea, their dangers and hardships, and their need for physical, financial, spiritual and moral support. Set of four metal and enamel badges pinned in a vertical row to a red ribbon. Each badge is connected with seafarers. Three badges have a crown on the top of a circular badge, a wreath around the circle and the letters "MN" in the centre. One of these also has "Australia" below the circle. The remaining badge has the words "The Ladies' Harbour Lights Guild" around the border on a blue background, and a blue flag in the centre on a gold background. The flag has a gold angelic figure on it. The figure has wings and is holding a book. "MN" "AUSTRALIA". The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Statement of Significance Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. Tom Sheehy, past President of CMHS, was an Historian and Author of ‘Battlers Tamed the Sandbelt’.A4 paper printed both sides x1. Issue 8 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in October 2008. Notices re AGM on October 26th and a visit by Mrs Pam Seymour-Gough who gave the method / recipe for soap making pioneer style. Another excerpt from CMHS Newsletter October 1963 by Tom Sheehy, President, ‘The Early Twentieth Century’, .describes social life in 1903 centred around St Peter’s Church Hall c1862, East Brighton ( East Bentleigh), and The East Brighton Hall c 1894, East Brighton ( East Bentleigh) and Mechanics Institute Cheltenham c 1887. The Moorabbin Shire Hall c 1867 was too small for social events. Social activity lead to Progress Associations and one group pressed for the removal of ‘Brighton’ from Shire of Moorabbin locations. 1906 ‘South Brighton’ street signs were replaced with ‘Moorabbin’.
