St Patrick's Day is celebrated on 17 March. A St Patrick's Day March was held in Ballarat. According to the Ballarat Courier of 03 February 1916 a festival was organised in Ballarat to celebrate St Patrick's Day: "ST PATRICK'S DAY FESTIVAL - There was an excellent attendance last night at St. Patrick's Hall to make a rangments for the annual celebration of St. Patrick's Day Festival. Mr A. W. Hager occupied the chair. The date allotted by the V.R.C. committee, Friday, 24th March, was accepted, and the festival will take place on that date, with the usual race meeting on the Miners' Racecourse, and entertainment at Her Majesty's Theatre in the evening. The secretary was instructed to appeal for the hearty co-operation of the different societies, and to ask for a holiday on 24th March. The amount of stakes and the racing programme were left in the hands of racing committee, whose report will be dealt with at the next meeting. The following officials were appointed to carry out the celebrations:--Chairman, Very Rev. Father Kennelly; vice-chairmen, Rev. Father Henneberry, T. J. O'Loughlin, and A. W. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Annual Meeting presenting the Annual Report was held on the 21st of September 1886 at the Melbourne Athenaeum. In the Standard (Port Melbourne, Vic. : 1884 - 1914), Saturday 25 September 1886, page 2 VICTORIAN SEAMEN'S MISSION. This institution held its annual meeting in the Melbourne Athenæum on Tuesday evening under the most favourable auspices. The hall was filled in every part, a very large pro portion of the audience being seamen. The half hour previous to the com mencement of the meeting was very pleasantly occupied bv listening to the capital playing of the band of the Naval Brigade, and precisely at eight o'clock the musicians heralded the entrance of the vice-regal party by playing ' The National Anthem.' Sir Henry and Lady Loch were received by the Mayor of Melbourne (Mr. Stewart), the Hon. F. T. Derham, Captain Pasco, Mr. H. R. Reid (hon. secretary), and Lieutenant - Colonel Templeton, and His Excellency imme diately took the chair. The venerable ex-chaplain, the Rev. Kerr Johnson, was present, but as he did not feel equal to taking part in the proceedings, the Rev. E. T. Miles opened the meeting with prayer. Nothing could have been more cal culated to give a distinctive character to the meeting than the singing of the Sailors' Hymn by the 300 odd seamen present. The rugged yet tuneful voices of the men blending with those of the ladies present, who heartily joined in, gave a most spirit-stirring effect to the beautiful words of the refrain : — Rocks and streams I'll fear no more, When on that eternal shore; Drop the anchor ! furl the sail ! I am safe within the vail. Next followed His Excellency's address as chairman. The Governor threw himself heartily into the pro ceedings, and his remarks, expressive of the utmost sympathy with the sea men of the empire, were applauded to the echo. In fact from the start all the speakers struck the right key-note. The institution was not held up as a charity on which Jack was more or less dependent. According to the gentlemen who one and all welcomed him as a friend, and a right useful friend too, the thing was all the other way. To the sailor it was, they de clared, that they owed all that the colony possessed, and more — the great ness and prosperity of the Empire, He was the sort of man who never turned his back on a fellow creature, or refused to give a hand to a comrade in distress. Therefore it was deter mined that Jack should not come to these shores and think there were none to care for the comfort of his body or the welfare of his soul, and with the object of greeting the sailor on his arrival, of grasping his hand as a friend, beguiling his hours on shore, and saving him from the scores of dangers and temptations which beset a sea-faring man's stay in port, the institution had in '57 been started. Its claims on the Victorian public, not as a charity, but as a means of show ing some recognition of the services of the brave men who man our mercan tile marine, were ably put before the meeting. The Rev. G. D. Buchanan de clared that if the Melbourne merchants contributed to the mission a tithe of the amount they spent in insurance, they would find their goods better looked after by the seamen than by the insurance companies. Captain McCallum, the treasurer, read the following report of the com mittees of the Port Melbourne and Williamstown Rests : — In no part of the Queen's dominions have there been more changes during the last thirty years than in the colony bearing her gracious name ; and it is therefore all the more pleasant to report that the Victorian Mission to seamen, which started so long ago as 1857, still pursues an active career of usefulness, holding out a helping hand to mariners of all nations, without distinction of colour, race or creed. Eight years ago, some of the supporters of the Mission, feeling the want of a Temperance Club, where the crews of the various ships might recreate themselves and enjoy the three ' C's' — Coffee — Comfort — Company, appealed to the public for assistance, resulting in sufficient funds being obtained to justify the establishment of Sailors' Rests at Sandridge and Williamstown. Both these institutions were opened by a distinguished gentleman who has always taken a practical interest in sea men, and who, but for illness, would have been present at this meeting — Sir W. F. Stawell — and the result jof several years' experience fully justifies the statement that these institutions have supplied a felt want — the attendance of visitors reaching now about 30,000 per annum ; whilst so economically are they managed, that the annual cost to the public is less than L150 The thanks of the committee are specially due to those ladies and gentlemen who so kindly made a special and successful effort to supply both of the Bests with new piano fortes, to the great enjoyment of ' Jack ashore.' The instrument which was pre sented to the Port Melbourne institution by Mr. J. M. Bruce, on behalf of the sub scribers, the funds having been collected by his daughter yet in her teens, being espec ially one of great value. Concerts free to all seamen, given by amateur singers, are held weekly on both sides of the bay, and are largely attended and much appreciated. The building at Port Melbourne, which, being of wood, is merely of a temporary character, is free from debt ; but there is a mortgage of L500 on the Williamstown institution, which cripples its usefulness. The committee have regretfully to report that during the year under review they have lost, through the weakness of increas ing years, tbe loving services of the Rev. Kerr Johnston, their venerable friend and chaplain, whose life is, indeed, the history of the Mission, for he has been connected with it from the commencement of the work. Mr. Johnston has proved himself a true disciple of his Divine Master, and the com mittee trust that in the evening of his days he may enjoy that peace and rest which he lias so well earned. The com mittee presented Mr. Johnston, on retiring, with an honorarium of L100. Mr. E. James has been appointed iu Mr. JohuBton'u room, and the committee believe that their choice lias been a fortunate one. The Mission aud Sailors' Bests have been kept afloat by the unwearied and self -deny-ing exertions of the Ladies1 Committee, who have personally collected nearly the whole of the income ; but it may fairly be asked whether, in this great seaport, where last year there entered in at Her Majesty's Customs 1711 ships, manned by 61,256 men, the mercantile community of Melbourne should net take a more active interest in the welfare of the thousands of brave men who, for a few weeks, temporary sojourners on our shores, away from friends and relatives, have a special claim on our sympathy and help. We are of the old land, ' that gem sunk in the silver sea and we can re-echo Mr. Gladstone's recent words to the crew of the yacht Sunbeam, ' The calling which you follow is a noble one, and is calculated to bring forth the highest qualities of our common nature ; ana if it is possible for any occupation to make a man, in the highest and wideBt sense of the word, it is ' the occupation to which your lives are given. How closely it is connected with the the prosperity and fame of tbi» great nation ; how closely, indeed, it is connected with advancement of civilisation, and tiie general welfare of the world, it needs no words of mine to tell yon, for in your work and life you know it well, and feel it truly.' Look ing at what we Victorians owe to the British sailor, the committee earnestly trust that, with the blessings of the Almighty God, increased success will attend the work of the Mission and Rests. Mr. James read the chaplain's re port: — Since my appointment as chaplain to tbe Seamens' Mission, I have met with greater success than I anticipated. I have visited all the ships that have come into port, also many of the vessels on the Yarra, and am pleased with the civil and courteous manner in which I have been received by captains, officers and men, and in most cases my invitations to them to attend our meetings have been most heartily responded to. . The attendance at the services in the Bethel has much improved — on some occasions scarcely sitting room is to be found. The services have proved a great blessing to many Christian seamen ; whilst several who have come into port caring for nothing of a religious nature, have left praying. God fearing men, with the request that those left behind would remember them in their supplications, that they should be kept through all the trials and temptations to which seamen are exposed. The weekly Tuesday evening concerts got up bj the ladies of the committee and others, have proved a great benefit to the Mission, and a source of great enjoyment to the seamen in port. The programmes are excellent; and are spoken of by the sailors as the best they have heard in any port. The Sailors* Rest is provided with a library, the daily papers, and illustrated literature, with games of chess, draughts, dominoes, quoits, and other amusements, which are much taken advantage of during the evenings. Seamen ' are alio provided with writing materials, free, bo that everyone may have any opportunity of writing to their friends; for many an anxious parent is counting the days and hoping for .the time to come when they shall get a line from their sons in the far distant land, and many a son is reminded of his obligation by the opportunity thus afforded. I am much pleased at this time to acknowledge the kindness of the committee, and the great help I have received from them, also from Mr. Douglas, the manager of the Best. I do not think I could have been blest with a better co-worker. I have no hesitation in recommending the seamen to go to the Best, and telling them that they will receive a most hearty welcome, to which they can all testify ; my thanks are due to the voluntary workers, who have given every assistance ft their power, especially to Miss Lloyd, who is an invaluable help, attending in all weathers, and playing the organ at every service. The Sunday School is progressing, and we aie now about to make another addition to the library, of good readable books. The work at Williamstown is also pro gressing well, the Wednesday night concerts being well attended, and the singing and reciting supplied by local talent really good; the sailors contributing largely to the programmes. Captain McCallum is the backbone of the work at Williamstown, well supported by many warm friends of the sailors. The services held every Sunday night are productive of mnch good. The work here, too, is very encouraging, having much improved of late. I am thank ful to God that He has so blessed the efforts of His people, and hope they may be long spared to carry on the work. The Rev. G. D. Buchanan in an eloquent speech proposed the first re solution : — ' That the Reports now read be adopted, and that the following ladies and gentlemen be the Committee for the ensuing year : — SEAMEN'S MISSION. Ladies Committee. — Mesdames Templeton, Campbell, Chamberlin, Elworthy, Lormer, Gourlay, Gowan, B. Johnston, Webb, Young, Plummer, Misses Elwortny, Webb, Gowan, and M. Hastie. Gentlemen's Committee. — Captains Pasco, R. N., Adams, McCallum, J.P., Dalgarno, Garside, Messrs. Courtis, A. J. Smith, Macpherson, H. R. Reid, J.P., Henry Berry, J.P., Revs. Kerr Johnston, and A. R. Edgar.' Captain Pasco seconded, and in formed the audience that Baron Von Mueller had written regretting his inability to attend, but had sent a substantial cheque. (Applause.) A collection was then taken up and liberally responded to, the band mean-time playing airs suitable to the occa sion, such as ' The Death of Nelson' and ' Rocked in the Cradle of the Deep.' The hon. F. T. Derham next pro posed the second resolution : — ' That the success which has attended the working of the Port Melbourne Sailors' Rest justifies this meeting in taking imme diate steps to raise the funds necessary to erect a Seamen's Institute worthy of the in creasing trade and commerce of Victoria.' This was seconded by the Rev. A. R. Edgar, and both were carried by ac clamation. The Mayor of Melbourne moved a vote of thanks to His Excellency, and Sir Henry in the course of his reply said his sympathies were not only with sailors because he had been much brought into contact with them, but because he had been a sailor himself and had had the honour and privilege of serving in Her Majesty's navy. At this the men sprang to their feet and gave three deafening cheers for the Governor and another for Lady Loch, who bowed her acknowledgment and appeared very pleased at the hearty reception accorded to her. During the evening Mrs. Pearce, and Messrs. Walsh, Woods, and Robinson, members of the Liedertafel, contributed songs. The lady, who has sung at the Tuesday evening concerts, sang ' When the Tide comes in' so charmingly that an encore, although against the rule of the evening, was insisted upon, which was responded to by a beautiful rendering of the old ballad ' Robin Adair,' Altogether the meeting was a com plete success, and will doubtless afford the committee fresh encouragement in their well-directed efforts. The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. Likely to be the idea of Reverend Alfred Gurney Goldsmith, and first published in January 1906 (missing), the newsletter was issued quarterly (printed generally in January, Easter, Midwinter and Michaelmas) but became annual from 1932. 110 Jottings were printed from January 1905 till October 1937; although there was an error in the numbering or a special edition number 88. And unfortunately a few issues are missing The Mission holds a photograph of this publication being packed in calico by the members of the 'Ladies Harbour Lights Guild' for distribution to branches and supporters.Published for some 30 years by the Victorian Missions to Seamen issued to supporters the series contributes to the history of the organisation. Although incomplete, the set is a likely to be the only one remaining. It is a key cross reference supplying many details and dates of ships, crew members, supporters, committee members, chaplains and LHLG, activities in both Melbourne, Port Phillip and other States where Missions were gradually established and information not able to be included in Annual Reports. It is an invaluable source of images. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope.
