He then joined the Public Service and served in the Antarctic Division, Public Services Board and the Bureau of Air Safety Investigation. A copy of the text an address by Legatee R T Eldridge at a Legacy event on 24 January 1984 to honour Sir Thomas Blamey who had been a patron of Legacy. The speech summarises his life, including his war service in both world wars and inter war years as Chief Commissioner of Police, Victoria. In World War 2 the speech outlines he was in the middle east before returning to Australia and had some difficulties with US General McArthur and also the Press. The penultimate paragraph says "Nobody but Blamey could have been appointed Commander in Chief, held McArthur at bay and influenced the Australian Government through Curtin. On this 'national level he showed wisdom, fortitude, loyalty and a degree of tact. He was indifferent to public opinion, was abrupt, intolerant of little men, had poor opinion of the politicians and the press which created difficulties and detractors." The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. An article from the Bulletin about Legatee Frank Doolan speaking about the origins of the Lone Pine Project which was the subject of a short paper presented by Melbourne Legacy to the Perth conference. In the speech he talks about the role the 24th Battalion in the evacuation of Gallipoli. "the 24th Battalion mounted the gallant rearguard of 33 men who at the evacuation were left behind to keep up the pretence that the Lone Pine Trenches were still occupied. They destroyed the remaining guns, and embarked before daylight twenty minutes before the appointed time, and less than two hours before a storm blew up which would have made withdrawal impossible. Amongst those named in the history of the Lone Pine campaign on Gallipoli were: Lieut. S G Savige, Lieut. H C Brinsmead, Lieut John Anderson, R.Q.M.S. An article from The Age about the death of Sir Alfred (Kem) Kemsley in 1987. It mentions that is was a loss of one of Melbourne's 'great characters'. Between the wars he served as secretary to the Melbourne Metropolitan Town Planning Commission and as secretary to the Liquor Trades Defence Union. In 1934 he became general manager of 3UZ. In world war 2 he was appointed director of the organsation of The Australian Army with the rank of Colonel. After the war he was one of those who founded the advertising agency United Service Publicity (later USP-Needham). He served as chairman and long remained director. Sir Kemsley was one of the earliest supporters of the Shrine and was instrumental in its construction. He was a shrine trustee and governor of the Corps of Commissionaires. An early and long serving member of Legacy. His many honours included KBE (1980), CMG (1973), CBE (1960), and ED. He was survived by a wife, son Liston, and daughter Jean by a previous marriage. Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' Miss Enez Domec-Carre was the teacher of the girls classes at Legacy. This article was based on the Eulogy given by Legatee Ted Larkin at her funeral on 21st April 1998. She was a former Miss Victoria and was known for her physical education skills and for introducing grace and culture to Melbourne. In 1932 she joined Melbourne Legacy and in 1934 became the chief instructor of girls' physical education until she retired aged 65. In the post World War II baby boom the Legacy evening classes were attended by about 400 girls. She helped organise Legacy Widows and Legatee wives to sew the costumes for performances. Among her proudest moments was a display by 1000 Junior Legatees at the MCG during the 1954 visit of Queen Elizabeth II. As well her work for Legacy she ran physical education, ballroom dancing and debutante preparation classes in Windsor, Elsternwick, Gardenvale and Geelong. She also held a position on the Board of Studies and as director of physical education in Catholic Schools. Recognition of her work included being awarded an MBE in 1971. And in 1997 she received Legacy's highest award, the title of Guest of Honour, for her years of service. See also Cat.No. 01300. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving by positioning two mirrors . For this he was awarded the British Empire Medal. He was involved in the purchase of Legacy House in 1955 and also in the Lone Pine project in 1964. In a final story the speaker mentions Frank acquired a race horse called Tamwill from the estate of a mate. It gave him great pleasure for years and poignantly died the day before Frank passed away. Information on the life of Legatee Frank Doolan from a dinner held to celebrate his 50 years of service on 27 May 1974 at the Oakleigh and Waverly Branch. Speakers included President Bill Braidie, Legatee Jim Gillespie and Legatee Frank Doolan. Frank recalls how he delivered the Toast to Legacy at the Perth Conference. In it he likened Legacy to a valuable cloak with foundations of gold and silver laid down by the founders, and additional threads added by successive legatees to become what the public see today. An article from a supplement to the Bulletin with a poem by Legatee Brian Armstrong written just before he passed away. It reflects on Foundation Day and the first 50 years of Service certificates that were being awarded. Legatee Armstrong had been president in 1937. The prom was called Accolade. Last Anzac Day a fine old Digger / Asked me to write him 'a sort of a letter' / Mentioning something of what he had done / As a private soldier in World War One. He had lived alone since he lost he wife / But a score of 'Grandies' adorned his life / They were always asking what he had done / As a Front Line Digger in World War One. He wanted to give them something to show / When he got his call and 'had to go' / But he couldn't remember and wasn't sure / When they fingered his medal and asked for more. He was one of our best and I knew him well / In those far off days of pain and hell / So I wrote recalling his scenes of strife / Especially one when he'd saved my life. Later I found a note at my gate / Just a line of thanks to 'my Dear Mate'. That grand old word so hardly won / In freezing trench and blinding sun / Fifty years gone but it's not too late / To be proud when a Digger still calls you Mate. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. Rosalie Rayment originally trained and worked as an Occupational Therapist. Following completion of studies in Theology she worked for 11 years with the Church in Thailand. Rosalie was ordained in 1988. Fred Vanclay B.D., Dip AgS. ordained 1964 in the Presbyterian Church. Served: Queensland 1961 - 1975; Victoria 1976 - 1985 Vermont - Parkmore; Northern Territory Tennant-Barkly Patrol 1985 - 1993. Died in 2016. Adapted from the eulogy given by his son, Jerry Vanclay One of Fred’s first placements as a minister was in Mackay, North Queensland. Mackay was a wonderful place for Fred, his wife Donna and their young family. They all loved the beaches and the bush, and the children completed a significant part of their schooling there. Whilst posted in Mackay, Fred and Donna enjoyed long road trips in their modest HR Holden sedan, with the family, to Uluru, to Broome via the Borroloola Track, and down the Birdsville Track to the Flinders ranges; along the way, developing the bushcraft that would stand them in good stead later in the Tennant-Barkly Patrol. After many years in ministry in Mackay, then in Vermont, Victoria, Fred and Donna were called to the Tennant-Barkly Patrol in the Northern Territory, where he served for eight years, probably Fred’s most satisfying years. All Fred’s parishes were welcoming and rewarding, but Fred said on more than one occasion that he had a special love for the Patrol. He felt that in an urban congregation, he ministered mainly to those who came to Church, but in the Patrol he ministered to everyone, and especially to those in need. Fred loved to get involved with the day-to-day activities of his people, to develop a deeper relationship and greater understanding. Some remarked that when Fred helped, everything took longer, but they loved him and his assistance nonetheless. Fred was proud to follow in the footsteps of his predecessor Padre Fred McKay, and sometimes joked that he was “Fred the 2nd”, not Fred McKay, but “Fred from Mackay”. During his last few weeks in hospital, Fred liked to reminisce on his time in the Patrol. He joked about how he surprised the selection panel with his knowledge of bush tracks and outstations – knowledge that he had gained on those long road trips from Mackay. He reflected that many aspects of his life were good preparation for his time in the Patrol. After their Patrol, Fred and Donna retired to Mt Waverley, in Melbourne, but they were both restless in retirement, and undertook supply ministries in Wedderburn, Kerang and North Cairns, and made several long journeys into the interior and into their beloved Patrol [in Tennant Creek] – as well as frequent visits to their eight grandchildren and two great-grandchildren, and occasional trips to Europe to reunite with distant family. They never tired of ministering and adventuring, but as age and infirmity progressively clipped their wings, they travelled more in spirit and less by car. Despite the many celebrations that he blessed – baptisms, marriages, and funerals – Fred never sought the limelight, and I think he would be surprised by our gathering today. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought..
