Dear Mark, Thank you for giving us the opportunity to speak for Peter Ellis. We know Peter to be a worthy candidate for the award and I think that most people that know him would agree. I had been putting together a nomination for Peter that was suggested by a couple at our club meeting on a night when Peter was not present. Everyone felt that he should have recognition for all the work that he has done and it was unanimously voted on. I was given the job. As someone else has beaten me to it I now can speak for him on my own behalf and in my role as secretary of the Bush Dance & Music Club Inc. Peter Ellis is a very good friend of mine and I have known him since April 1975 when we met at a Saturday night dance. At that time there was a small group of us that went around the dances. We would go 100kms to find dances that were not on the average programme, dances such as The Lancers, Albert's, Waltz Cotillion and lots of Polkas. We bemoaned the fact that they appeared to be dying out in the Towns and Cities so we tried to get the Bendigo Old Time Dance Club of which we were members, to introduce these dances on to the programme, but they were not interested. After a lot of discussion Peter, Maurie Rayner, myself and several others decided to start our own dance club where we could do the dances that we liked, and to endeavour to keep them alive. We formed the Sandhurst Dance Club in June 1979 (renamed ten years later as the Bush Dance & Music Club of Bendigo Inc.) In 1981 Peter made two attempts to form a band for the club and in 1983 the 'Celebrated Emu Creek Bush Band' was born, with Peter as the leader. Later Peter set up a junior section of the Emu Creek Band and some of these children grew up to become competent musicians and leaders of their own bands/Groups. Peter's friendship with the late Harry McQueen of Castlemaine led to and increased knowledge of the dances, calls for the sets and the various tunes used. Peter joined the Wedderburn Old Timers Orchestra in late 1979 and travelling around Victoria and interstate with them was of immense help in learning to MC dances, call sets acoustically and in collecting new 'old dances' and tunes. He met elderly MC's who gave him information on the way that they ran the dances in the old days. It was also an introduction to playing items at concerts and in reviving much of the old traditions of the bush. Demand for the tunes for dances led to Peter compiling a series of three books called 'Collectors Choice' which were published by the Victorian Folk Music Club in 1986, 1987 and 1988. 1988 was a very busy year for Peter and The Emu Creek Bush Band as they recorded two double music tapes for the club 'The Merry Country Dance' and 'The Waltz the Polka and all Kinds of Dancing' which were in much demand at the time. Also in 1988 he collaborated with the late Shirley Andrews and they co-authored the book 'Two Hundred Dancing Years and how to celebrate them with a Colonial Ball' for the Bicentennial of 1988. this publication, was instigated by the Government backed Bicentenary Committee, and distributed free to every municipality in Australia. In 1996 The Emu Creek Bush Band and Peter recorded and produced a single CD called a Friday night at 'The Spring Valley Hop'. In 1998 The Bush Dance & Music Club again happily agreed to financially back Peter to produce a series of CDs. The first thing he did was to revive and update the 1988 music tapes for CD. The first of the Qadrille Mania series of double CDs with companion call books was launched in 1999 then in 2000 and 2001. then the triple CD called The Waltz Polka & all kinds of Dances in 2002 followed by the Merry Country Dance CDs in 2005, 2006 and 2007. There were six double CDs and one triple CD produced which was a major undertaking that went on for eight years. The CDs have a great many tunes that Peter collected over the years mixed in with well known tunes and there are very few repeats. During this time we applied for a Grant from the Victorian Government to publish a book on the social History of country dances and dance instructions with Peter as the author. We were successful and published it in 2005. Our CDs and book have all been lodged with the National Library of Canberra as has all Peter's sheet music, boxes of it, as well as everything he has produced. At the 2005 Canberra National Folk Festival, at a meeting of collectors, it was stated that Peter has the largest collection of dance related material in the National Library. Peter compiled and produced his own project a triple CD called 'Take Me Back to Bendigo' in 2002. 2006 Peter and Emu Creek Bush Band produced another single CD 'Bush Concert Vol one Back to Goornong'. 2008 A pet project of Peter's was compiling and producing a double CD for the Wedderburn Old Timers it was of all the recorded material performed by them at concerts and taped by friends and fans. It was funded by Gavan Holt a son of the late Lindsay Holt an original 'Old Timer'. Recent publications are a book mainly music 'Music Makes Me Smile' a tribute to Con Klippel and the music of the Nariel Valley near Corryong Victoria. Peter Ellis & Harry Gardner 1998. Peter has been involved over the years in collecting music and dance by himself and also with Rob Willis and the late John Meredith for the National Library in Canberra. He is continually asked for information and to write articles for people and to verify points re dance and music. He corresponds with like minded people overseas and frequently goes off to Folk Festivals all over the country, usually running dance classes, musician's workshops or just playing for dances. He is an excellent musician and plays Piano, Button Accordion, Concertina, Mouth Organ, Tin Whistle, Ukulele, Spoons and the Bones. He is regarded as one of Australia's foremost collectors and presenters of Australian traditional dance tunes, dances and some musical instruments. Over the years I have heard him referred to as the Guru of folk dance and music. Peter lives and breathes for this passion of his and always has several irons in the fire. He is a life member of The Bush Dance & Music Club of Bendigo Inc. The Victorian Folk Music Club, and The Bendigo Field Naturalists Club. He was a recipient of the David Squance Award in 1994 presented by the Folk Song & Dance Society of Victoria. Over the last twelve months for the folk magazine 'Trad & Now' he has written articles on the old dances and music and this is an ongoing project. This has led to our clubs present project which is the filming of the dances to be shown on UTube as it is referred to in the magazine. This involves members in hours and hours of practising the dances then filming them, and all with Peter's expert teaching and watchful eye on everyone. The Bush Dance & Music Club are and always have been behind Peter wholeheartedly in everything that he does and we are extremely proud of what he has achieved. His drive and enthusiasm for the preservation of music and dance is catching. People like Peter are absolutely necessary in finding and preserving our Australian Heritage, without them it would be lost forever and Australia would be a great deal poorer for it. This letter book has letters, invoices, sketch maps and plans and dates from 1908 to 1910. It came from the office of John William Crawley Junior, an engineer, architect and surveyor in private practice in Warrnambool and also the official engineer of the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family members recording a total of 132 years of service to the Shire. The letter book was passed on to John Crawley’s son, Rolf, Engineer for the Shire of Warrnambool from 1935 to 1968. The letter book then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool and the Warrnambool and District Historical Society has acquired the letter book, one of several Crawley ledgers, from the Michael Hand estate. This letter book is of considerable significance as it contains maps, plans, sketches and written information on the work of John William Crawley, the engineer for the Shire of Warrnambool for 40 years. This is a black-covered letter book with copies of letters and field maps and plans and an alphabetical listing at the front. Some of the letters are invoices for work carried out. The leather section of the front cover has been almost completely torn away and the binding is mended with adhesive tape. There are some torn pages. JC Lumsden or John Calder Lumsden lived at 7 Nelson Street Warrnambool with his parents, father also JC Lumsden. John junior was an amateur jockey in 1950's and sixties and was also a distinguished show rider in "flag races"and the like, winning at local shows and the Melbourne Show. He was also a leading race horse trainer at Warrnambool. This item may well have been his fathers. Although we have no record of where this item came from the following information has recently been uncovered. It has a rounded wooden stick with interwoven material around one section and the remains of a string handle. The end of the stick has a leather tongue or keeper. There is a knob at the top end of the stick with a brass disc inserted with the name of the owner. Murray's Bridge over the Diamond Creek on the Diamond Creek Trail just prior to demolition and replacement with a new steel bridge. Heritage advice obtained by Nillumbik Shire Council, following a suggestion by the Eltham District Historical Society (EDHS), is that the original bridge appears to have been a simplified version of the Country Roads Board’s (CRB) standard timber bridge design of the early-to-mid 1920s. In c1990 Murray’s bridge was renovated with three recycled steel girders as part of a bike/pedestrian path in the reserve. During these alterations many parts of the bridge were removed, and some were replaced. Heritage advice indicates the condition of Murray’s bridge is poor. The remaining original parts are all in poor condition, with severe weathering, splitting and rot, especially to the stringers retained on the bridge. Heritage advice is that Murray’s Bridge does not have sufficient significance in the cultural history of the Nillumbik area to warrant inclusion in the Nillumbik Shire Heritage Overlay and also does not have sufficient significance as a rare survivor to warrant inclusion in the Nillumbik Shire Heritage Overlay. There are no indications in the historical record that this site was individually important to the cultural history of this area. EDHS is comfortable with the heritage advice provided to Council and has worked closely on this project with Council. EDHS has suggested some of the removed timbers be used in the vicinity of the bridge for landscaping and possibly seating, so as to retain these remnants close to the site of the original bridge, which is the last old timber bridge along the lower reaches of the Diamond Creek. Mary (Sweeney) Murray and John Wright Murray selected 80 acres, Lot C Section 16 and Lot 5 Section 17 Parish of Nillumbik, under an occupation license in 1866. John died in 1867 and freehold was granted to his son John in 1873. The farm was known as ‘Laurel Hill’. John Junior was an Eltham Shire councillor and sometime president from 1887 up until 1897. The old farmhouse was demolished in ca2014. * * * A theory posted on local community Facebook groups was that the bridge was built in the 1860s and was built to be more robust than was necessary for the movement of cows from one side of the creek to the other. It was suggested the robustness was necessary to support the weight of gold ore being transferred from a mine on Murray’s land to a railway siding near Murrays Bridge (presumably for transfer and processing at Diamond Creek). Perhaps this may have been one of the motivators for Murray, who really knows? Knowing when mining operations ceased on his land and how that fits the overall timeline would be useful but at the time the bridge was built, local gold production was minimal at best. The known facts are: • The railway line came to Eltham in 1902. • The extension of the railway from Eltham to Hurstbridge was constructed in 1912 so no railway line even existed through Murray's property until 1912 and the Victorian Railways maps at the time show no such siding on Murray’s property. • In 1923 a new company was formed in anticipation of the old Diamond Creek Gold Mine being re-opened. The mine had been previously closed and flooded. It was noted in the press at the time that the mine was within a mile of the railway. Nothing really came of this. • Construction of Murrays Bridge was commenced by James Murray in early 1929 in anticipation of a proposed flag station being nominated on his land, but work ceased shortly afterwards. The proposed flag station was commonly referred to as Glen Park as the residents of the Glen Park Estate wanted Option 1, located near them with the platform adjacent to Colemans corner. This was probably never going to fly as it was virtually in eyesight of Eltham station. Allandale Road was the third option, but the Commissioners' preferred option was No. 2 - on Murray's property. • The Railway Commissioners were not going to finance any such station and the works had to be funded by private landowners and residents, hence Murray investing in this himself. • Murray recommenced work two years later and finished his bridge in 1931 but unfortunately for him, the proposed flag station never eventuated. The bluestone siding you reference may well have been built by Murray as part of the proposed station platform. • Up until then, apart from the Main Road bridge, which was washed away in 1924, virtually all local crossings over the Diamond Creek were low lying bridges – Kaylocks Bridge at Brougham Street, Diamond Street bridge, Glen Park Road bridge. It is expected that Murray also had a low-lying bridge to connect his land either side of the creek. These were all washed away or severely damaged multiple times in the 1920s. Lessons were learnt, and Murrays Bridge appears to have been built in accordance with Country Road Board standards of the time. Flood damage was ongoing, and even more recently constructed raised bridges kept getting washed away, e.g., the new Wattle Tree Road bridge in 1958 just months after completion. Murray’s bridge was reinforced with steel some 30 years ago presumably to provide additional floodwater resistance, given the history of bridges disappearing in floodwaters. • In March 1932 it was reported in the Advertiser that there were still some prospectors operating around Eltham North who apart from further scarring the face of the earth over the previous two years had gained significant experience but little gold - hardly a driving factor for constructing a dedicated railway siding and bridge to transfer gold ore. It is far more probable that James Murray was hoping to have the railway station located on his property and invested his money by building the bridge to lead to it as well as a station platform. Had the station eventuated, it may well have driven up the value of his land for subdivision and new housing estates like the Glen Park Estate. That did not eventuate. Whilst the bridge was indeed old (90 years), the core structure being completed in 1931, it had been modified substantially from original and hence had no significant historic value – i.e., it was not a representative example of its type, construction, and age. Given that the bridge was not worthy of saving, the Eltham District Historical Society with Council’s support, and the Eltham Woodworkers group endeavoured to see what suitable sized timbers were salvageable to fabricate a commemorative seat. Unfortunately, the experts at the Woodworkers group were unable to salvage any suitable length/width timbers to fabricate the seat due to the presence of rot. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. It has recently added 100 new novels to the shelves, and arrangements have been made for a supply of the latest novels immediately they arrive in the state.” Warrnambool Town Council takes over Mechanics’ Institute, Art Gallery, Public Library, Museum – and will double the building’s size In 1912 The Age reported in its Warrnambool news section “Considerable improvements are being effected by the town council in the most picturesque part of Liebig Street. Between the fire brigade station and the mechanics’ institute and art gallery a vacant block of land is being transformed a garden for carpet bedding and flowering plants. The council, which recently took over the control of the art gallery, public library, museum and mechanics’ institute, is doubling the size of the substantial stone building containing these institutions. The new building will contain a supper room for use in conjunction with functions in the town hall, adjoining, and a new reading room.” Mr Pattison, Public Librarian, says Library has a book per head of population In 1953 The Age reported an interview with the Public Librarian, Mr. R. Pattison, who said “Warrnambool has an insatiable thirst for reading. And its reading recipe contains a strong dash of fiction – 73 percent of it. Fiction makes up 10,000 of the 13,000 books in the senior section of the public library. That works out at a book per head of population. Warrnambool today is really book minded. This city has an almost insatiable thirst for knowledge as well as fiction. We’re lending 400 books a day. We supply 33 percent of the reading population of Warrnambool.” The reporter goes on to say “Warrnambool Public Library also has an ultra-modern children’s section of 3,400 books, open to every boy and girl attending school in Warrnambool. Mr Pattison hopes to show travel-talk films and install a radiogram in the children’s section “later on”. But it won’t disturb adult reading next door because the junior section is sound proof. “ Mechanics’ Institutes and Museums Mechanics’ Institutes were important sites for collecting in country Victoria … Warrnambool … all had museums attached to Mechanics’ Institutes before the end of the twentieth century” Warrnambool Mechanics’ Institute Ms Tierney said FHMV holds the collection of the Warrnambool Mechanics’ Institute in three different locations on its site. “The Mechanics’ Institute opened in 1871, was demolished in the 1960s and was one of the oldest in Victoria. “FHMV intends to create a new storage area and bring the collection together in one place which will greatly facilitate access and research. “The collection consists of books and archives dating from the 1850s to 1959s. “Some of the books are rare and valuable but it is unclear as to their relevance to the history of Warrnambool or Victoria,” Ms Tierney said. Warrnambool TAFE History South West TAFE has a long and proud history of providing technical and specialist education, with links back to the formation of the Mechanic’s Institute in 1853. Warrnambool Art Gallery’s History The Warrnambool Art Gallery began in 1886 when retired police officer Joseph Archibald opened its doors in a building behind the mechanics institute in Liebig Street. The Gallery began with an eclectic mix of artworks and museum curios. Before long Archibald mobilised public support and paid for a new gallery annex. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. Despite its enthusiastic start the economic downturn of the 1890s brought the Collection to a halt. In 1910 the Council took control of the Mechanics Institute and ran the Gallery there until 1963 when the building was allocated for municipal offices. The Collection was dispersed on loan to galleries in Shepparton and Hamilton and not reunited until 1971. In 1986 the Gallery’s Centenary year, a permanent home was built next to the ‘Civic Green’ and named in memory of one its champions Sir Fletcher Jones O.B.E. 2016 Warrnibald Entries Joseph Archibald established the Warrnambool Museum and Art Gallery in 1886 while his son Jules Francois Archibald founded the Archibald Prize through his bequest of 1919. His aim was to foster portraiture, as well as support artists, and perpetuate the memory of great Australians. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. Between the fire brigade station and the mechanics’ institute and art gallery a vacant block of land is being transformed a garden for carpet bedding and flowering plants. The council, which recently took over the control of the art gallery, public library, museum and mechanics’ institute, is doubling the size of the substantial stone building containing these institutions. The new building will contain a supper room for use in conjunction with functions in the town hall, adjoining, and a new reading room.” Mr Pattison, Public Librarian, says Library has a book per head of population In 1953 The Age reported an interview with the Public Librarian, Mr. R. Pattison, who said “Warrnambool has an insatiable thirst for reading. And its reading recipe contains a strong dash of fiction – 73 percent of it. This city has an almost insatiable thirst for knowledge as well as fiction. We’re lending 400 books a day. We supply 33 percent of the reading population of Warrnambool.” The reporter goes on to say “Warrnambool Public Library also has an ultra-modern children’s section of 3,400 books, open to every boy and girl attending school in Warrnambool. Mr Pattison hopes to show travel-talk films and install a radiogram in the children’s section “later on”. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. Warrnambool Art Gallery’s History The Warrnambool Art Gallery began in 1886 when retired police officer Joseph Archibald opened its doors in a building behind the mechanics institute in Liebig Street. The Gallery began with an eclectic mix of artworks and museum curios. Before long Archibald mobilised public support and paid for a new gallery annex. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. In 1910 the Council took control of the Mechanics Institute and ran the Gallery there until 1963 when the building was allocated for municipal offices. In 1986 the Gallery’s Centenary year, a permanent home was built next to the ‘Civic Green’ and named in memory of one its champions Sir Fletcher Jones O.B.E. 2016 Warrnibald Entries Joseph Archibald established the Warrnambool Museum and Art Gallery in 1886 while his son Jules Francois Archibald founded the Archibald Prize through his bequest of 1919. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. The Warrnambool Mechanics' Institute publication collection is of both local and state significance. (This Statement of Significance is quoted from the Significance Assessment : Warrnambool Mechanics’ Institute Book Collection at Flagstaff Hill Maritime Museum, February 2009, by Annette Welkamp, Cultural Connections, for Delise Oldfied, FHMV) References Juvenile Department in Warrnambool Public Library In August 1903 The Age newspaper reported in its Warrnambool news section that “With the object of discouraging boys from reading literature of the “penny dreadful” class, the committee of the local public library has decided to open a juvenile department and to stock it with hundreds of suitable books attractive to the youthful mind.” 100 new novels added to Warrnambool Public Library Shelves In November 1905 The Argue newspaper’s Warrnambool news section announced “The committee of the Public Library is bringing the collection of books more up to date. It has recently added 100 new novels to the shelves, and arrangements have been made for a supply of the latest novels immediately they arrive in the state.” Warrnambool Town Council takes over Mechanics’ Institute, Art Gallery, Public Library, Museum – and will double the building’s size In 1912 The Age reported in its Warrnambool news section “Considerable improvements are being effected by the town council in the most picturesque part of Liebig Street. Between the fire brigade station and the mechanics’ institute and art gallery a vacant block of land is being transformed a garden for carpet bedding and flowering plants. The council, which recently took over the control of the art gallery, public library, museum and mechanics’ institute, is doubling the size of the substantial stone building containing these institutions. The new building will contain a supper room for use in conjunction with functions in the town hall, adjoining, and a new reading room.” Mr Pattison, Public Librarian, says Library has a book per head of population In 1953 The Age reported an interview with the Public Librarian, Mr. R. Pattison, who said “Warrnambool has an insatiable thirst for reading. And its reading recipe contains a strong dash of fiction – 73 percent of it. Fiction makes up 10,000 of the 13,000 books in the senior section of the public library. That works out at a book per head of population. Warrnambool today is really book minded. This city has an almost insatiable thirst for knowledge as well as fiction. We’re lending 400 books a day. We supply 33 percent of the reading population of Warrnambool.” The reporter goes on to say “Warrnambool Public Library also has an ultra-modern children’s section of 3,400 books, open to every boy and girl attending school in Warrnambool. Mr Pattison hopes to show travel-talk films and install a radiogram in the children’s section “later on”. But it won’t disturb adult reading next door because the junior section is sound proof. “ Mechanics’ Institutes and Museums Mechanics’ Institutes were important sites for collecting in country Victoria … Warrnambool … all had museums attached to Mechanics’ Institutes before the end of the twentieth century” Warrnambool Mechanics’ Institute Ms Tierney said FHMV holds the collection of the Warrnambool Mechanics’ Institute in three different locations on its site. “The Mechanics’ Institute opened in 1871, was demolished in the 1960s and was one of the oldest in Victoria. “FHMV intends to create a new storage area and bring the collection together in one place which will greatly facilitate access and research. “The collection consists of books and archives dating from the 1850s to 1959s. “Some of the books are rare and valuable but it is unclear as to their relevance to the history of Warrnambool or Victoria,” Ms Tierney said. Warrnambool TAFE History South West TAFE has a long and proud history of providing technical and specialist education, with links back to the formation of the Mechanic’s Institute in 1853. Warrnambool Art Gallery’s History The Warrnambool Art Gallery began in 1886 when retired police officer Joseph Archibald opened its doors in a building behind the mechanics institute in Liebig Street. The Gallery began with an eclectic mix of artworks and museum curios. Before long Archibald mobilised public support and paid for a new gallery annex. Loans and grants allowed the Gallery collection to grow with significant early acquisitions by French, German, and Belgian artists, which were less expensive than British works. Despite its enthusiastic start the economic downturn of the 1890s brought the Collection to a halt. In 1910 the Council took control of the Mechanics Institute and ran the Gallery there until 1963 when the building was allocated for municipal offices. The Collection was dispersed on loan to galleries in Shepparton and Hamilton and not reunited until 1971. In 1986 the Gallery’s Centenary year, a permanent home was built next to the ‘Civic Green’ and named in memory of one its champions Sir Fletcher Jones O.B.E. 2016 Warrnibald Entries Joseph Archibald established the Warrnambool Museum and Art Gallery in 1886 while his son Jules Francois Archibald founded the Archibald Prize through his bequest of 1919. His aim was to foster portraiture, as well as support artists, and perpetuate the memory of great Australians.
