Photographs - Demolition of the old Tawonga District General Hospital. Set of 8 colour photographs
In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all the facilities as nursing staff, support staff and volunteers. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Sigma was founded by two Melbourne pharmacists in 1912, it has grown to become one of the key players in Australia’s pharmacy industry .Edwin Thomas Church (1864 – 1947) and Ernest Holloway Leete a prominent chemist and a member of the College of Pharmacy who had established his own pharmacy in 1897. The entrepreneurial Leete had been part of a move in 1904 among a group of commercially-minded chemists to put up proprietary preparations. 1913 - 1927 Initially, the fortunes of the Sigma enterprise relied on E. H. Leete ‘working from home’, and even as late as 1915 company address was in Claremont Avenue Malvern. Following the establishment of the business in 1912, the Sigma Company Limited was located at Flinders Lane, Melbourne. Sigma – Tromax, 1928 E.H. Leete after sixteen years, said he would not stand again as a director of the company because interests were also turning elsewhere. He was assisting another company as its agent in the motor trade. 1938 to1953 was characterised by steady growth for Sigma, accelerated by manufacturing opportunities during World War Two. Between 1975 and 1996 the company was transformed as it entered a period of both consolidation and rapid growth. The appointment, in 1996, of new Managing Director, George Savvides, marked a break from the past. Today Sigma is a leading full line wholesale and distribution business to pharmacy. A major rebuilding project took place. Brothers John & Thomas Morgan with local storekeeper Harold Goodwin Taylor designing and building a grand new Guest House with 22 bedrooms plus the original bungalows. Unheard of at the time the guests bedrooms had hand basins with hot & cold running water. This was achieved by building a weir on Stony Creek and piping the water to a high holding tank at the guest house. The dining room was a grand affair, a 4.5 metre high ceiling with beautiful gold leaf cornices, art deco ceiling and wall lights with feature plaster lights in the form of blue bells, wall to wall carpet and Kentia palms completed the picture. Ladies & gentlemen dressed for dinner, the ladies resplendent in their long evening gowns and jewellery would come down the stairway from the entrance hall to the lounge then the dining room. The tables were beautifully appointed with damask table cloths & fine silverware. The kitchen was well appointed with a huge coal fired range and a donkey for hot water. Milk & cream, bacon & pork, chicken & eggs together with vegetables were all home grown on the property. A large ballroom with a beautiful timber floor was the scene after dinner for many dances and party nights with guests from other establishments and locals joining in for the night. A huge fernery was also a feature of the gardens. The store built in 1925 was located on Main Road just south of Bridge Street (present day No. 820 Main Road). An extension was added to the right in 1939. The store was built in late 1925 at the same time as Mr C. Nicholls’s new store was constructed. Both were considered modern shops, and an improvement on most, business establishments of the time. Mr. Nicholls’s store included alongside it a modern, weatherboard villa residence. Mr. Burgoyne’s store incorporated the post and telegraph office, which was operated by John Neville Burgoyne’s half-aunt, Miss Anne Hunniford until her death in 1928 at which time J.N. Burgoyne became postmaster. The unsealed footpath in front is reasonably extensive as not visible is a concrete kerb and channel which was laid from the Post Office to John Street during Nov-Dec 1926. Footpath construction in front of Burgoyne’s store commenced August 1942. The extension to the right of the store was erected in 1939 for a new telephone exchange adjacent to the store and post office. A continuous telephone service operated by Mr Burgoyne and his family commenced operation 18 November 1939. Approximately 70 extensions were routed through the new exchange, 40 of which were transferred from the Greensborough Exchange. Entry to the exchange was via a separate door on Main Road or via the shop. The public telephone was initially mounted on the wall but later moved to the street. Poster on wall of shop promoting the protection of vineyards from Prohibition by voting No. This would date this photo to c.March 1930. A vote was being held by the Victorian government which the vineyard growers were opposed to due to the ramifications it would have upon the wider industry for dried fruits and table grapes, etc as well and how it was in direct conflict with the federal government's actions of WW1 Soldiers Settlements on vineyards as it would ruin them. Edward Gadd died of pneumonia, July 1937. He had operated his coach building business in Eltham for about 17 years (1920-1937). He lived in Research and left a wife and three sons. He was actively involved with the Research Hall and was largely instrumental in its establishment. Baker and Grocer store, cnr. Main Road and York Street, Eltham, early 1900s. Sign on side of building "Baker, Grocer & Summer Drinks" This image appears to be of the baker/grocery store after it was purchased in 1902 by Mrs Sarah Burgoyne and her husband, John James Thomas Burgoyne. It is possible that Mrs Sarah Burgoyne is the lady in front of the store with her eldest daughter, Charlotte and youngest son, James. Another daughter (Frances) and the family dog are watching from the doorway. In 1902 Mrs Sarah Burgoyne purchased from Wilfred Henry Johnston, the property on the southern corner of Main Road and York Street, Eltham, which consisted of a store and bakery establishment occupied by Mr. Luther Haley whose lease had expired around the same time. Mr. Haley had not been prepared to leave as he was unable to secure at Eltham a suitable house in which to carry on his business. Wilfred Johnston applied for an eviction of Hayley, which was heard at Eltham Courthouse in August 1902. Hayley advised he was building a place near the railway station which he expected to be done in about three weeks’ time. The court gave him the three weeks to vacate. Hayley’s new premises near the station became the present shopping district’s first shop and he ran it successfully till 1917 when the family moved to Clifton Hill, and he became a publisher. Small decorative bags containing dried lavender, rose petals and other fragrant flowers and leaves were used to add fragrance to linen and clothing. They were also used to repel insects and help preserve the textile pieces. Fragrant bags were used to freshen the air in rooms and even as a deodorant inside special pockets in ladies' undergarments. In the Words of donor, Betty Stone, … “These crocheted and embroidered articles cover a period of three generations- ie. Sarah (nee Chamberlain) Lees, Ann (nee Lees) Dale, and Daisy Elvena (nee Dale) Welsh. All three were accomplished needlewomen; also, both Sarah Lees (born 1844) and her daughter, Ann (b 1865) crocheted a wide variety of articles for use in their homes. A few examples of these items have survived the years.” It was a tradition for brides to have a 'glory box' containing linen and embroidered articles to take to their new home. Many of the items were made by Daisy, a skilled dressmaker. Daisy began her apprenticeship at two shillings and sixpence per week at Miss A. E. Emery's dressmaking establishment at 150-152 Liebig Street, Warrnambool. Considered to be the leading house of fashion in Warrnambool, Miss Emery employed about eight young women who worked long hours to sew elaborate gowns for clients, including wives of graziers who would attend the race carnivals and social functions in Warrnambool. Chamberlain, Dale and Lees families)This item is associated with the Warrnambool pioneer families of Chamberlain, Dale and Lees. These families are listed in the Pioneers' Register for Warrnambool Township and Shire, 1835-1900, published by A.I.G.S. Warrnambool Branch. The item is significant for its association with a ‘glory box’ or hope chest’, a tradition of single ladies making and collecting a range of linen and other domestic items in preparation for their future marriage. Federation University Gippsland Campus was formerly a Monash University campus. The Auditorium was opened on 09 June 2009 by Professor David de Kretser AC, Governor of Victoria. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The name Federation University Australia was chosen to convey the scope and capacity of an expanded regional university with a federated network of campuses. Gladys Reed was a member of the Ormond Choral Society c 1950. who performed plays and musicals the City of Moorabbin and she was skilled in hand knitting, crochet and dressmaking. Her garments were used by her family and the Ormond Choral Society . Patons' & Baldwin Ltd began as two separate companies: J & J Baldwin and Partners, founded in the late 1770s by James Baldwin of Halifax, West Yorkshire, England, and John Paton Son & Co., founded in 1814 by John Paton of Alloa, Scotland. Both men had formed their businesses using the spinning mule developed by Samuel Crompton. They mainly produced yarns for commercial knitting machines. The two companies merged in 1920 and diversified into producing wool for home knitters, as well as publishing knitting patterns under the "Patons Rose" and "Baldwins Beehive" trademark. By the mid-1930s, the company had establishments across Scotland and Northern England, Canada, New Zealand, Launceston, Tasmania, Australia. The company branched out into various related lines of business, and the development of new products such as nylon and Terylene. In 1961, the company was merged with J & P Coats Ltd. The Patons trademark is still in use today.The yarn production facility at Alloa was closed in 1999 and the large factory in Launceston, Tasmania, Australia,closed in 1997. In 1952 J. & P. Coats and the Clark Thread Co. merged.and in 1961 a merger with Patons and Baldwins created Coats Patons. WADE, Ivan Mayor 1969-70, 1970-71 Ivan Wade grew up in Bendigo and Brunswick, one of eight children. After his marriage, he moved with his wife and young family to Kew in 1951. In 1959, he took a year’s sabbatical in 1959 to build a new family home for his wife and four children at 222 Cotham Road, Kew. He worked professionally in the Meat Industry, successfully building a small chain of retail butcher shops, and a meat exporting business. He worked for improvements in the Trade through involvement in the Meat and Allied Trades Federation, of which he was the first State, and then Federal President. He was to be awarded an OBE for his services to the Meat Industry in 1979. Having been a long-time member of Melbourne Lions Club, he helped start Chadstone Lions’ Club as an inaugural tenant of the Chadstone Shopping Centre in 1979. He was also a tireless worker for charity, making his home available for functions raising funds for local groups. His passion for the community led him to stand for Kew Council as a representative of College Ward. As a councillor, he was elected mayor for two terms. During his term of office, new Kew Municipal Offices were constructed in Cotham Road. An active worker for the Kew Elder Citizens Association, he was involved in the establishment of an Opportunity Shop in Walpole Street to raise funds for the development of a new Centre in High Street. The Opportunity Shop was used to train locally unemployed youth skills such as furniture repair. The silver trowel was presented in a black leather case lined with blue velvet. The trowel was to be used a second time in 1982 when Cr Wade and his wife laid the foundation stone of Hamer Court. The trowel was later donated to Kew Historical Society Inc by Gwlad Wade, the wife of Cr Ivan Wade, on 20 August 2000. On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." It is possible by this means also to divert the at present dangerous enthusiasm of uninstructed youths for the pea rifle into safer and more useful channels."Important early document identifying the specifications for a miniature rifle range in central Kew. Text, Sydney Industrial Blind Institution annual report (loose copies), 1903-1951
Annual reports produced by the SIBI, informing their subscribers and the general public of the good work undertaken by the Institute and the ongoing need for funding. Information provided included income, expenditure, fund raising, staff, services, etc. Below is a summary of other information contained in the reports. 1902 - Trades at which the blind are employed, extracts from visitors books, balance sheets, supplementary catalogue of books in library, subscription and donation lists by town, constitution of the institution and rules, sick fund rules and balance sheet. Also noted were the impending installment of a printing press for books, the development of blind distributors of tea beverages and that instead of a blind boys home, boys would instead be sent to board with suitable families. 1933 - A list of braille transcribers and the amount of braille produced, a brief report on the Floral Festival organised by the Women's Auxiliary Committee and the donation of a shop in George Street for 12 months for the selling of articles made by the Blind was provided by a SIBI committee member. 1934 - A brief report on the hostels at William Street and Woollahra, a detailed listing of all functions which raised money through the auspics of the auxiliaries, and a visit by Superintendent Hedge and Librarian Mr Thompson to the Croydon Ladies Social Club. 1938 - A radio show called the 'Glow Worm Session' on 2GB with home teacher Roy Kippax, the 150th anniversary of Sydney celebration and a 16 millimetre film that was made to publicise the Institute's work. 1939 - A record amount raised through the sale of goods made by Blind Workers, the refurbishment of "The Haven' at Woollahra and transfer of residents from William Street, and free admission by the Trocadero and Metro-Goldwyn-Mayer to swing concerts and 'Broadway Serenade'. 1940 - Incorporation of the Institute's Women's Magazine into Boomerang Magazine, the enlistment of two Board members Cohen and Meeks for active service, and a brief report from each of the branch auxiliaries. 1941 - The difficulty of obtaining stereotype Braille items from London and the passing of the editoress of the Women's Magazine Miss L.E. Hudson who had just completed the final edition. 1942 - Employment of 60 blind men and women in war related industries, the purchase of an air raid shelter and the small size of the report due to the shortage of paper. 1943 - Closure of the Basket department due to government regulations on cane stock, the provision of a lunch hour news service provided by visitors and individual reports from each of the Ladies Auxiliaries. 1944 - Presentation of a revolving chair to Honorary Librarian Mr H.W. Thompson for 35 years of service, the filling in of air raid trenches due to the improvement of the wartime situation and that SIBI had been supplying the Royal Australian Navy with mats, brushware and other products. 1945 - Continued placement of blind workers in outside industries, the compilation of a register of blind citizens and the election of the Hon. Justice Maxwell as President. 1946 - The successful application for Royal assent and the subsequent name change of the insitution, the intervention of Hon. Member C.R. Evatt Minister for Housing regarding the building of a new hostel for blind women and the establishment of an Honour Roll with a description of inductees Mrs K.L. Barry, Mrs J. Ayre, Mrs E. This photograph was taken in the 1960s at Lake Sambell and is a view across the lake from the east side, the photo was taken during a period of improvements to the lake and surrounding area. Lake Sambell is an artificial lake that was created on the site of the old Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised through both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club sort to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position of shire engineer from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface area in 1964. These improvements to the lake also reflect an increase in leisure time and access to travel during a period of post-war prosperity in Australia during the 1950s and 60s. This photograph is of historical significance as it documents Lake Sambell in the 1960s after a series of enhancements to the lake area to improve its appearance and usability for both the people of Beechworth and tourists. It is also of social significance in providing an insight into the increase in leisure time and access to travel during a period of post-war prosperity. Lord Kitchener visited Seymour as part of his review of Australia's military capabilities. Lord Kitchener was Commander-in-Chief of the British Army at the time of his visit. At the invitation of Prime Minister Alfred Deakin, Kitchener visited Australia in 1909 to inspect the existing state of defence preparedness of the Commonwealth, and advise on the best means of providing Australia with a land defence. Kitchener’s report, submitted in February 1910, recommended the introduction of compulsory military training which was immediately adopted, as was the establishment of the Military College, Duntroon: It has been definitely decided that Seymour will be the site of the Kitchener camp. The troops which will make the strongest muster at the camp will be the Light Horse. This being so, the suitability of the chosen area for cavalry operations has necessarily had to be considered in selecting the site, and an additional factor is that Seymour is practically in the centre of the Light Horse districts. The country round Seymour is also suitable for artillery manoeurves, and there is no available area in the vicinity of Melbourne where these could be so well carried out. As it is considered that Field-Marshal Lord Kitchener will desire to see the troops on the move, the reason for choosing such a district as Seymour is apparent. The eight days to be devoted to the camp will be mainly occupied in moving the troops over a considerable area, and in carrying out certain tactical operations. Many of the sites recommended have been inspected by officers of the head quarter staff, and all that now remains is that the exact situation for the main camp should be selected, Major Luscombe will visit Seymour on Saturday to inspect the surround country, and select the most suitable places. The poster includes a cartoon by Arthur Jordan, with a conversation between an ailing man and a good man after baths visits. There are several reviews dating from 1906 to 1908 extolling the healing powers of the baths' waters. In February 1877 a Baths Company (1050 shares) was formed in the town of Warrnambool for the establishment of the baths at the south end of Gillies Street. The baths were filled with sea water from Lady Bay, originally pumped by a windmill situated near the current Surf Lifesaving Club and carried by iron pipes to the Public Baths; later the water was pumped by gas motor. Hot and cold fresh water baths were advertised. The gentlemen’s bath was 100 feet long and 50 feet wide, of graduating depth. A second bath, solely for ladies, was 60 feet long by 30 feet wide. Hot Sea-water Baths were also part of the institution, and were sought after for their ‘wonderful curative powers’, and ‘incomparable’ as a ‘tonic for the feeble’. In June 1881 the Hot Sea Baths were opened, and both hot and cold water baths were supplied at reasonable charges. Patrons came from near and far to receive the benefits. The manager of the Baths was J. Kirkpatrick. The Baths Company struggled for several years without success so in 1883 the baths were sold to the Borough Council for 1250 pounds. The original shareholders received nothing for their outlay; the overdraught was over the sale price. In May 1884 the Council announced that an estimated they has spent 1000 pounds in improving the baths since purchasing them and were now returning an income of 11 per cent. The poster promotes the healing powers of the hot sea water baths that were in use in Warrnambool in the late 19th century through to the early 20th century. The baths were a place for fitness, health and social activity, an example of the recreational activities during this period.Poster, black and white, mounted on card. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Kiewa Valley House nursing home was officially opened on March 6th, 1985, with a new lounge extension opening in May, 1993. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians.The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance. Many SEC workers and their families have received high medical care at Tawonga District General Hospital and Alpine Health and/or as residents of Kiewa Valley House over the years. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all three facilities as nursing staff, support staff and volunteers. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. Tracey Naughton was the former Shire of Eltham Community Arts Officer and was responsible for developing the 'As We Are' project which encouraged a number of local community groups to develop banners. The Society was keen to be involved and the project was kicked off following a talk to the Society's members by Tracey in April 1986. The banner was completed and displayed with a number of other banners at the Eltham Community Centre in October 1986. It was then carried proudly for the first time in front of the Society's Parade Float in the 1986 Eltham Community Festival Parade and subsequent parades through to 1990. In December 1994 the Shire of Eltham ceased to exist and following council amalgamation and the establishment of the new Shire of Nillumbik, the Society's name (Shire of Eltham Historical Society) had become somewhat irrelevant and it was revised in 1995 to Eltham District Historical Society. The immediate downstream impact of this change was the rendering of the Society's Banner to history after only eight years of use. The banner now hangs proudly in our Local History Centre. The Historical Society Banner: Jud Degan worked with this group. The banner was designed by a male member and sewed by women. Sewing the banner renewed the group's knowledge of the area in an innovative way and, in turn, this has renewed the energy of the members to participate in the Society. The emphasis in this banner was to create a work of high standard which would last as part of the area's future heritage. The women particularly gained a sense of the history of their craft skills, enjoying the combination of hand embroidery and new machine embroidery skills shared by Jud. Pleydell; Ian McDonald The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated temporarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948. Domestic object - Doily Case, Daisy Dale, before 1922
In the Words of donor, Betty Stone, … “These crocheted and embroidered articles cover a period of three generations- ie. Sarah (nee Chamberlain) Lees, Ann (nee Lees) Dale, and Daisy Elvena (nee Dale) Welsh. All three were accomplished needlewomen; also, both Sarah Lees (born 1844) and her daughter, Ann (b 1865) crocheted a wide variety of articles for use in their homes. A few examples of these items have survived the years.” The purpose of a doily case was to hold embroidered or crocheted doilies or small mats, which were used on plates to serve cakes and similar items. This case was designed and made by Daisy Elvena Dale, born on 27 October 1899, the youngest child of Ellis and Anne (nee Lees) Dale, of Latrigg, Wangoom, Warrnambool. The doilies in the case are a mixed collection sewn by children, which my mother collected over the years. Daisy Dale made this doily case before her marriage in 1922; it was a tradition for brides to have a 'glory box' containing linen and embroidered articles to take to their new home. A skilled dressmaker, Daisy began her apprenticeship at two shillings and sixpence per week at Miss A. E. Emery's dressmaking establishment at 150-152 Liebig Street, Warrnambool. Considered to be the leading house of fashion in Warrnambool, Miss Emery employed about eight young women who worked long hours to sew elaborate gowns for clients, including wives of graziers who would attend the race carnivals and social functions in Warrnambool. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. Bella Guerin was born on 23 April 1858, at Williamstown, Victoria. She studied at home to matriculate in 1878, and then gained her Bachelor of Arts from the University of Melbourne in 1883, becoming the first woman to graduate from an Australian university; she followed this with a Master of Arts in 1885. She taught at Loreto Convent, Ballarat, urging the establishment of higher education scholarships to produce ‘a band of noble thoughtful women as a powerful influence for good’. She married an elderly poet, Henry Halloran, who died shortly afterwards leaving her with a young son, Henry. She returned to teaching and from the mid-1890s frequented suffragist circles. A second marriage in 1909 to George D’Arcie Lavender was also short lived. Bella Guerin was vice-president of the Women’s Political Association from 1912–14 and co-authored Vida Goldstein’s 1913 Senate election pamphlet. However, dual membership of the non-party feminist camp and the Labor Party was prohibited by the latter in 1914, so from that date she campaigned for the Victorian Socialist Party and the Women’s Socialist League, speaking out on a range of controversial issues. She led the Labor Women’s Anti-Conscription Fellowship during the 1916 referendum campaign. In 1918, as vice-president of the Labor Party’s Women’s Central Organising Committee, she caused controversy by describing Labor women as ‘performing poodles and packhorses’ who were used for fundraising but under-represented in policy decisions—and she was right. Bella died in Adelaide on 26 July 1923 of cirrhosis of the liver and is remembered for her idealism, her oratory skills and her commitment to equity for women. Cecil Rhodes was a British businessman, mining magnate and politician in South Africa. He was Prime Minister of the Cape Colony from 1890 to 1896. He believed in British Imperialism and he and his British South Africa Company formed the territory of Rhodesia in the early 1890s. He was forced to resign as Prime Minister in 1896 after the disastrous Jameson Raid, an unauthorised attack on Paul Kruger's South African Republic (Transvaal), which sent his brother to prison convicted of high treason and nearly sentenced to death. This event contributed to the outbreak of the Second Boer War. Rhodes went to Kimberley in a political move. During the war the military felt he was more of a liability than an asset and found him intolerable. The officer commanding the garrison of Kimberley, Lieutenant Colonel Robert Kekewich, experienced serious personal difficulties with Rhodes because of the latter's inability to co-operate. However, he still remained a leading figure in the politics of southern Africa. Rhodes was dogged by ill health his whole life. He died in 1902, aged 48, at his seaside cottage in Muizenberg. He was cared for by Leander Starr Jameson during his illness, becoming a trustee of his estate and residuary beneficiary of his will, which allowed him to continue living in Rhode's mansion after his death. His final will left a large area of land on the slopes of Table Mountain. Part of the estate became the upper campus of the University of Cape Town, another part became the Kirstenbosch National Botanical Garden. The rest was spared development and is now an important conservation area. His will also provided for the establishment of the Rhodes Scholarship.
