Statement of Significance Last updated on - January 5, 2010 REVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010 What is significant? The c1950s Jelbart residence and the c1945 barn, the garden and the gate posts and the surrounding site to the extent of the title boundaries. How is it significant? The Jelbart house and barn are historically and architecturally significant to the Shire of Nillumbik. The garden and the gate posts are historically and aesthetically significant to the Shire of Nillumbik. Why is it significant? The Jelbart house and barn are historically significant because they are unusually large and because together they comprise one of the oldest groups of substantial mud brick buildings erected during the 20th century in the Shire of Eltham and foreshadow the large mud brick residences of the 1960s and 1970s for which the area is well known (Criteria A & B). The buildings are architecturally significant because their construction (using timber post framing and mud brick walling) is a characteristic feature of what became known as the 'Eltham style'- which was prevalent in the area during the mid and latter parts of the 20th century (Criteria D & A). The dam at the entrance to the Nerreman Gateway in Eltham was built according to an internationally acclaimed theory developed by the builder's father. In 1920, Victorian engineer B.A. Smith was awarded the American Society of Civil Engineers J. James R. Cross Gold Medal for his Technical Paper titled 'Arched Dams'. It was the first time this medal had been awarded outside the United States. The concrete arched dam across the Eltham West Drain was built in 1940 by B.A. Smith's son and engineer, D. B. (Bernie) Smith to water the 24 acre (9.75 ha) hobby farm owned by himself and new wife, Isa Smith. Upon completion of the dam a pump-house was constructed beside the creek but before the water could be pumped up the hill they had to dig a trench and lay 500m of 100mm water main to an elevated holding tank. The Smiths made the pump-house their home for several years until they constructed their home at the top of the hill overlooking Eltham and views extending to Kinglake. Following Bernie's death in 1983, Nerreman Park was subdivided between 1993 and 1995. Gordon Ford designed the landscaping and the pump-house was demolished. 728 Main Road, cnr of Brougham Street, Eltham, May 1988. Former Police House (1859) which at time of photo was the offices of the Shire of Eltham Parks and Environment. This photo was taken prior to the building of the replica Police Station to serve as a lunch room. The origional timber weatherboard building had been relocated around the rear of the residence years earlier but had since been demolished due to termite infestation. Book, J. W. Payne, The Plenty: A Centenary History of the Whittlesea Shire, 1975
This book traces the one hundered years of the development of the Shire of Whittlesea, from the discovery by Hume and Hovell in 1824 to the time of the centenary in 1975. The intervening years saw the settlement of Vandemonians, Sydney-siders, English, Scots, Irish and Germans, Black Thursday, the building of the Yan Yean Reservoir, the Plenty River flour millls, the timber industry, fruit-growing and export and vineyards. Personalities and pubs, subdivisions, stories of the Findon Hunt Club and various Shires including Epping. History of education and transiton from rural to urban in the south of the Shire. The work is illustrated with maps and photographs. The Shire is now the City of Whittlesea and is an immediate neighbour to the north of the Shire of Nillumbik. shire of whittlesea -

Strathewen Public Hall, social and spiritual centre was later lost in the Black Saturday fires 2009. The Strathewen Community decided a community hall was needed in 1901. In 1902 locals built the hall with messmate trees. It was located on the Cottlesbridge-Strathewen Road. The first function was a Grand concert and Balll attended by about 120 people. Several denominations held Church services and Sunday School services in the Hall. It survived several bushfires until after this photo was taken when it was destroyed in Black Saturday, 9 February 2009. The school building originally owned by locals was lost in the Black Saturday 2009 bushfires. Land was purchased in 1914 to build he Strathewen State School on School Ridge Road, Strathewen. Residents and the Education Department contributed funds for the building which the Education Department then leased for a small annual fee. The school opened with one teacher in 1917 with no equipment. In 1921 the Education Department provided desks and a hexagonal shelter shed and took control in 1925. After this photo was taken, the school was destroyed in Black Saturday on 9 February 2009. Document, Certificate of Consent of Sale of Lot 20 Henry Street, Eltham to Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites, 28 Nov 1901
Alexander Robert Edgar, President of the Victoria and Tasmania Conference of the Wesleyan Methodist Church by Certificate of Consent of Sale dated 28 November 1901, declared that the Conference of the Church held in Melbourne, 27 February 1894, agreed to the sale by the Trustees of Lot 20 Henry Street. Indenture dated 15 November 1901 between Revd. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Joseph Cooper, Gardener of Keelbundora, Samuel Jeffrey, Farmer of Jika Jika, John Brown, State School Teacher, Robert David Taylor, Gardener and Isaac Hill, Dealer, all of Eltham, the Trustees conveyed the land to William John Taylor the Younger, Gardener, George Knapman, Blacksmith and Isaac Hill junior, Carrier, all of Eltham and Trustees at the time for a Friendly Society known as the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites for the sum of £40. The conveyance was received into the Office of the Registrar General, State of Victoria, 12 December 1901. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. ‘Worlingworth’, Yarra River, Eltham Original homestead on the property ‘Worlingworth’, a large residence and surrounding farm site standing on a knoll above the River Yarra in Banoon Road, Eltham. The present house was built about 1922 and was originally owned by Mr A.R. Read, a stock and station agent and member of the Stock Exchange (who left the district in early 1926 to take up permanent residence at his Warburton property). It became the home of notable anthropologist Prof. Dr. Donald Thomson (1901-1971) and Mrs. Gladys Thomson who were married in 1925 and had twin sons in 1934 and is considered historically and aesthetically significant to the Shire of Nillumbik.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Farmhouse built in the late 1800s by the Crozier Family. Subsequently owned by the Hill Family. Purchased in the early 1960s and by 1965 the property was owned by the Shire of Eltham. Employees of the Shire lived in the house. In 2006 the Shire of Nillumbik demolished the house which had been subject to extensive vandalism. In accordance with heritage advicde and a permit condition a sign was placed on the site outlining the history of the building. This was installed and remained in place till about 2016 when it was removed. The lands adjoins Alistair Knox Park. By 2010 the Eltham Skate Park was developed. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant? The 1988 emergency operations centre and the surrounding site to the title boundaries. How is it significant? The emergency operations centre is architecturally, aesthetically, socially and historically significant to the Shire of Nillumbik. Why is it significant? The emergency operations centre is architecturally and historically significant as a good and rare example of a large public building constructed in a 1980s version of the 'Eltham style', and as a rare attempt to adapt the 'Eltham-style' aesthetic to meet the changing demands of the Shire in the 1980s (Criteria B, D & E). The emergency operations centre is architecturally and aesthetically significant because it is constructed of mud brick and features: a central entry with a tile mural (Criterion E). Robert Marshall grew up on a small farm in Panton Hills in the 1950s and became an architect, designing in an Australian style, sometimes working with Alistair Knox. Marshall first stood for local council in 1974, having to overcome a childhood stutter by relaxation techniques. He was active in the formation of Nillumbik shire; after 20 years as councillor, he was elected president for 1978 and 1979. In February 1997, his adopted son Stewart Anthony Marshall died as the result of a drug mix-up. He lived in St Andrews and his business was in Hurstbridge. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. William James Capewell, Ernest James Andrew and George Harrison all of Eltham collected the sum of £150 towards the purchase of Lot 20 Henry Street and whereby a Contract of Sale dated 30 December 1921 agreed to purchase (as Trustees of The Eltham Hall to be used in perpetuity for the benefit of the inhabitants of the Eltham District) the land, furniture, fittings and chattels from Jack Alfred Harrison, George Hugh Bird and Edward Samuel McColl for £750. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. Morse, Honorary Treasurer, Charles Robert Nicholls and the first elective committee to be Thomas Nunn Jewell, William John Pasco, George Burchall, William James Burgess, John William Cox, Ernest James Andrew, John Michael Ryan, Frederick William Gillespie Didfield, Charles Harold Williams, Joseph Banks, Laurence Bourke, Charles Robert Nicholls, William James Capewell and James Pascal. This committee was appointed until the Annual meeting of subscribers held in January 1923 at which point all could stand for re-election (held annually). The Trust Deed was signed by Ernest James Andrew, William James Capewell and George Harrison in the presence of John Michael Ryan, Builder of Eltham, 5 August 1922. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Photo of a portrait by Kim Tarpey of Tracey Naughton. Tracey was Eltham’s first Community Arts Officer. Kim coordinated a couple of drawing groups at the North Riding Living and Learning Centre. This organisation eventually metamorphosed into Living and Learning Nillumbik (Panton Hill). Tracey sat for the portrait group. The work was exhibited at the Community Centre in an exhibition organised for the Eltham Festival. Unfortunately the work went missing later down the track when on loan to an art centre and has not been recovered. Kim Tarpey advised "Tracey Naughton sat for my portrait drawing group at Panton Hill. She had a watch with a print of the Mona Lisa on the dial - so I named it the 'Tracey-Lisa.' Rededication of Memorial Tower on its 75th anniversary to those who served in Armed Conflicts between 1948 and 1972. Harry Gillham, President and EDHS and Convenor of the Nillumbik Shire Council's Advisory Committee for the War memorial at Kangaroo Ground was for some years working on the refurbishment of the Tower of Rememberance and the surrounding park. The Committee decided to produce plaques to commemorate the armed conflicts in Korea, Malaysia, Borneo and Vietnam. The plaques were funded by public donations and cost $10,000. The community donated via donation boxes placed at Eltham Library. NL 140 Sept 2001 Governor John landy and other digniaries attended the event for the unveiling of the plaque. Gov Landy unveiled the plaque which was attached to the historical tower in November 2001. Titled “Our Eltham – Artistic Recollections” it features 31 ceramic panels containing artwork with a local history theme. The work is the joint creation of artist Nerina Lascelles and ceramicist Linda Detoma, supported with stonework by Leigh Wykes and steelwork by Neil Carter, all skilled local Nillumbik artisans. The main purpose of our excursion on Saturday 3rd March 2018 at 2.00pm will be to view the panels and will include readings from the interpretive booklet published by the Cemetery Trust. Meeting to discuss the Nillumbik Shire Council's proposed sale and devlopment of the former Shire Office site at 895 Main Road as well as the Eltham War Memorial including the Maternal and Infant Welfare Centre, Eltham Pre-school and Eltham War Memorial Hall and Memorial Gardens at 903-907 Main Road which also includes thje Eltham Senior Citizen's Centre. The meeting was attended by more than 300 people which considered the following: Motion from public meeting – Saturday 13th October, 2018 1. This meeting has no confidence in Nillumbik Shire Council's proposed process for the re-development of 895 and 903-907 Main Rd, Eltham and we deplore the cursory attention given to public consultation to date. 2. We call on Council: *to preserve the Eltham War Memorial building complex at 903-907 Main Rd, Eltham, and retain their existing uses in accordance with the Eltham War Memorial Trust purpose; and retain the Cenotaph and Eltham Senior Citizens' Centre. * to retain council ownership of all land at 895 and 903-907 Main Rd, Eltham for our community and future generations. * following meaningful engagement with residents of the Shire, to place sufficient planning controls on the site of the former Eltham Shire Office to ensure that any future development of that land responds to Eltham's form and character and properly protects public amenity, access and use. * to make all proposals for the development of 895 and 903-907 Main Rd, Eltham available for public inspection as soon as they are received by Council. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
