Higginson's menswear store was located in High Street Wodonga. Mr. Higginson first worked as a grocery boy at Farmer and Sons in Wodonga. He later moved to Rudines in Dean Street, Albury. He worked at this store, which sold clothing for both men and women for several years until he joined the army in 1942. After the war, he went back to school for a while, but then returned to Rudines. This was followed by 2 years at Stiff and Gannon's in Wodonga. He set about saving to have his own business, spending 5 years as manager at Trim's in Albury. Lionel Higginson met his future wife, Dulcie, at a social dance a few years after returning from the war at a social dance. They both worked in menswear and were engaged 6 months later and started building their dream. This included building their own business. The business, L. A. Higginson's Menswear opened on 10 October 1958 and around 12 months later added a women's clothing line, Dee Gals. This became so popular that in 1995 Dee Gals moved in to its own shop in the arcade. When Lionel passed away in 1999, his eldest daughter Pauline, who supported the business from the time she was 15, helped her mother progress the business. At this stage managing 2 stores was very demanding so Dee Gals was closed. In 2000, Dulcie's daughter Michelle Williams and husband Phil took over the business. The Shire Council closed their doors for a brief period so that all staff could attend the opening and the teachers and children of the local schools also attended. Councillor Beardmore declared that “it was an asset that would return a profit- not in pounds and shillings and pence but in the development and furnishing of the minds and lives of our young people”. It was known as the Beardmore Library. The Wodonga Athenaeum, in an out of the way location, had closed in 1914 after continuing reports of a lack of funds and the proceeds of the sale of the building went towards the building of the new library. In 1915 the library building committee started to put together a building fund for a new library. The library, situated at 78 High Street, was funded almost exclusively by the public. The books from the Athenaeum were presented to the library committee at the opening in 1916. The new library was both a place for education and recreation, a communal space to socialise, which also boasted a billiards room downstairs. In March 1970 construction of a new Civic Centre which included a library began in Wodonga. With its completion the following year, the original library was closed down. The building was vacant for some time and deteriorated badly. It was later purchased by Peter Middleton, who extensively restored the building. Howard Murray (Pat) Lightfoot (1904-1991) served as President for the Association for the Blind in 1952-1954 and 1964-1972 respectively. He joined the Association in 1938 as a sighted member of the General Committee, and was part of the group that dealt with the breakdown of a uneasy financial agreement that existed between the RVIB and AAB, the incorporation of the AAB under the Charities Act and the development of a rehabilitation centre at Kooyong for those who wished to have support without a residential component. After losing his father at an early age, Pat Lightfoot began working as an office boy for Nicholas Pty Ltd, later studying and becoming an accountant - such skills highly needed by the newly incorporated Association. According to 'No Sight, Great Vision', he was a highly skilled communicator, whose friendly and approachable manner won over most of those who opposed his presence on the general committee due to his sight. His support for and recognition of the work done by Mr Paterson led to him standing aside for the position of President and nominating his friend until the Committee overrode him in 1952. His appointment signaled a change in how the organisation was run, and introduced John Wilson as Secretary as well as Stan Horsfall as Treasurer in 1953, which helped move the administration style from social volunteering to business thinking. Health concerns caused him to resign in 1954, however when his health improved he rejoined the Committee in 1958 and again became a key worker in keeping the organisation financially healthy. The "H.M. Lightfoot Centre" - a two storey building attached to Paterson Hall was named after him. Digital image of a photocopy of the Agreement dated 23-8-1912 between the Australian Tramway Employees Association with the Melbourne Tramway & Omnibus Company Limited and a supplemental agreement dated 12-8-1913. The agreement was the first between the Union and the Company which had long resisted unionism. The Victorian Branch of the ATEA was formed in November 1910. The agreement was the result of an Arbitration hearing before the Commonwealth Conciliation Commission. Frank Brennan & Rundle represented the Union and Louis Waxman the Company. The agreement covers wages for all the Companies employees, working days, rostered days off, travelling time, meal breaks, rosters, Sunday work, exchange of shifts, public holiday rates, training of students, accident reports, ability to wear their union badge on their watch chains, disputes re revenue, trackmen, ropemen, the establishment of a Board of Reference, dispute resolution, breach of the agreement and expiry - 30 June 1916, the day the Company Franchise ended. See item 7361 for a copy of the MTOCo employee rules that reflect this agreement. The Queen Carnival was conducted by the Melbourne and Metropolitan Council under the patronage of the Loyal Orange Institution. Minnie Pouliot became the Queen of Victory in Sunshine, and later (2 October 1926) she was crowned Queen of Queens in the district coronation ceremony at Footscray, competing with Footscray, Yarraville, and Williamstown districts. Miss Pouliot was again crowned Queen of Queens at the final coronation (6 October 1926) which was held at the Temperance Hall in Melbourne. The other women in the photograph are: Misses E. Thompson and J. Milne (Maids of Honour), Misses Marie Pritchard and Joyce Dedrick (train-bearers), and the flower girl is Jean Percy. Minnie Pouliot was born in 1900 and lived at 169 Morris St, Sunshine from 1910 until her passing in 1983. She married John Caithness on 16 April 1939, and had one son Max Caithness. Minnie Pouliot was an active member of the Sunshine Choral Society, and she also served on the Sunshine Hospital Auxiliary. Miss Pouliot was employed as Secretary at H. V. McKay until 1939, and she was also generally involved in community activities. Details sourced from the Trove web site indicate that she was involved in the Sunshine Tennis Club (1925), the Sunshine Flower Show (1925), as the Treasurer of the Playground Committee (1927), and as Secretary and exercise participant of the Sunshine Presbyterian Girls' Club (1937). Minnie Pouliot was the singer at a wedding (1938), and in 1925 Pouliot and Caithness are recorded as being members of the Loyal Sunshine Lodge. The Dederang-Mt. Beauty Football Club, nicknamed the Bombers, is an Australian rules football club playing in the Tallangatta & District Football League. The club is based in Dederang, Victoria and Mount Beauty, Victoria. It was formed in the early1900s and disbanded in 1976 when it merged with Mount Beauty to form Dederang-Mount Beauty football club. In 1948 the competition received a boost with an influx of new players who came to work on the Kiewa Hydro Scheme. George and Gordon Hobbs were the famous Hobbs brothers of Dederang which two Premierships were built around. Four brothers starred in Dederang’s First Flag in the Tallangatta League in 1958. Dederang Football Club was one of the earliest recorded football clubs in the Kiewa Valley area. Many players came from pioneering farming families in the area and there were often several boys from the same family playing in the team. The postcard has a drawing of a traditional landscape of The Netherlands represented by a lake, house with mills, a boat and a child dressed in a colourful, traditional costume. The handwriten text is a letter home and describes the writer Peter's visit with his cousin. Other items addressed to Mrs Elsum are in the archive (see 00180 a postcard from 1915). The connection to Legacy is not known.This postcard has a historical significance for the family involved and remind them the time when Peter was at Holland. Nicholas Caire was born on Guernsey in the Channel Islands in 1837. He arrived in Adelaide with his parents in about 1860. In 1867, following photographic journeys in Gippsland, he opened a studio in Adelaide. From 1870 to 1876 he lived and worked in Talbot in Central Victoria. In 1876 he purchased T. F. Chuck's studios in the Royal Arcade Melbourne. In 1885, following the introduction of dry plate photography, he began a series of landscape series, which were commercially successful. As a photographer, he travelled extensively through Victoria, photographing places few of his contemporaries had previously seen. He died in 1918. A picture of the original Gordon Lodge lodge-room of 1886 - room currently in use by the Lodge's artist-in-residence. Below is a newspaper article from the North Melbourne Advertiser (Vic: 1873 - 1894) for Friday 22 April 1887 that describes the architecture of the building at the time of its completion. From some of the details included in the article it is obvious that the journalist who wrote the article was a Freemason. THE MASONIC HALL ASCOT VALE North Melbourne Advertiser (Vic. : 1873 - 1894) Friday 22 April 1887 THE MASONIC HALL ASCOT VALE The now Masonic Hall, Ascot Vale, the foundation stone of which was laid by the Worshipful Master of the Gordon Lodge (Bro, W. F. Lamonby) in October last has just been completed, and will be formally opened: with grand Masonic ball on the 13th prox. The hall stands on a fine block of land having a frontage of 50ft to the Maribyrnong road by a depth of 130 ft., and is built of brick and cement on a most substantial foundation of bluestone. The Tuscan style of architecture has been adopted with the most successful result, and the front design which is especially handsome, includes four massive pilasters with frieze architrave and enriched cornice, forming the entablature of the order,- and giving a most imposing appearance. The front door, over which are the masonic emblems, is seven feet wide, and two escape doors made to open outwards in compliance with the Central Board of Health regulations are also provided, in case of emergency. In the vestibule is a very fine elliptic arch with keystone enriched with fruit, and the whole floor, 9ft. 6in. wide, is laid with Cawkwell's encaustic tyles. On the right, of tile vestibule is a commodious committee room 22ft. by 12ft 6in with side entrance for members, so that in case the main hall is engaged no inconvenience need be caused. On the left is the Secretary's room, and off this again is a staircase cellar. The vestibule is well lighted with two exceedingly pretty chandeliers, which have a very pleasing effect and give it a nice bright appearance ascending a handsome staircase leading from the vestibule the upper storey is reached, and here everything is splendidly arranged, especially 'the Lodge Room, which is a model of neatness and of comfort. The dimensions are 28ft. x 22ft 6in. with an elevation of 17ft. 6in. to the beautiful cove ceiling, which is quite a work of art. At the east end of the room on a raised dais is the master's chair with the masonic emblems, and neat forms of polished kauri are placed at the sides for members, about 150 of whom can be accommodated. The lighting and ventilation have both been well attended to and all is very complete. The main hall is 75ft. by 35 ft. with a stage 15ft. deep, leaving the auditorium 60ft. x 35ft. with a seating capacity about 600. Round the walls up to 6ft 6in. is a handsome dado in Portland cement and above it are panelled Tuscan pilasters to the entablature, architrave enriched frieze and medallion cornice forming the main cornice to the hall. Immediately inside the cornice is a sunken panel all-round the ceiling relieved with ornamental outlet ventilators. There are twelve large windows, six on each aide, and the sashes, skirting boards, and doors throughout the building are beautifully painted in imitation of grained cedar. Two enormous gas reflectors, each for 50 lights are suspended from the ceiling and besides these, four elegant hanging chandeliers for lighting up the proscenium, and back of the stage, under which is a storeroom for seats, &c, when the hall is required for a ball. The floor is made of kauri, secretly nailed, and is beautifully finished off. At the back of the stage are two lavatories and ladies and gentlemen's dressing rooms, between which are a connecting passage for a call boy. Outside is a capital asphalted yard, and the other usual conveniences on an improved plan. There is a right-of-way asphalted on each side of the building, and a large lamp is to be placed opposite the main entrance to light up the front. Everything that forethought and ability could suggest to make the hall comfortable and popular has been done, and it now only remains for the public to avail themselves of the advantages offered them by the enterprising Company. The cost of the building and furniture, including a magnificent piano, was £2,500, and the land £300. Mr J. C. M. Cowan, of Ascot Vale, is the architect, and Messrs Parker and Pater, of South Melbourne, the contractors. The plastering was done by Mr I Nicholas, of Murray Street, Moonee Ponds, who is also entitled to great praise for his splendid workmanship. Mr Cowan has been most assiduous and particular in seeing that his instructions were carried out to his satisfaction, and the result must be exceedingly gratifying to him and to the directors. The Masonic hall is only one of the many buildings erected by Mr Cowan in this district, among the others being the well known residences of Meessrs. J. Levy, Mooneo Street; W. Murphy, Eglington street; G. Groube, Maribyrnong street; C. A. Arvier, Moonee Ponds ; and F. Paul, Mount Alexander road. It may also be mentioned that Mr Cowan generously presented the plans for the now local fire brigade tower which is acknowledged to be one of the strongest and most graceful around Melbourne, The new Masonic Hall does infinite credit to the borough, and in accommodation, design, and comfort it is not surpassed by any similar building of the kind outside the city.

James Redmond Gilbert (sr) was born in 1837 at Hamilton, Ontario, Canada. He married Ellen Spouse. He , James Gilbert died on 26 July 1900 at Melbourne, and is buried at Boroondara Cemetery (Kew). J.R Gilbert lived at Running Creek (later Havilah) for some time, and during that time was employed in one of the bigger mines in the district. Ron Hayward's family ran a shop in Rupert Street, Orbost.This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. Last Friday he rode on the last diesel too Orbost after obtaining a special pass from V-Line. He also handed over the staff for the last change at Orbost. The last driver was Bill Buckley. Mr Hayward was an engine driver with nhe railways and transferred to Orbost when steam engines used the line. He left the railways in in 1957 but took up a job with them again in 1968. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. Warrnambool Public Library The Warrnambool Mechanics' Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, and to reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally, the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. The Warrnambool Mechanics' Institute publication collection is of both local and state significance. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. A history of Eltham Post Office. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month.
