Book, A Matter of Record, 2003
This book gives the history of the Public Record Office, Victoria. It was written by Professor Bill Russell and produced in 2003. The research by Charlie Farrugia that enabled the book to be written was carried out entirely using the Public Record Office archives. The book documents the 1903 beginnings of the Public Record Office from a small collection in the possession of the Melbourne Public Library through to the important 1973 Victorian Public Records Act to the present day institution at North Melbourne. The Melbourne Public Library, the Historical Society of Victoria and the History School of the University of Melbourne were early contributors to the preservation of Victoria’s archives. This book is in the library of the Warrnambool and District Historical Society and is an important reference for us in regard to the history of archival preservation of historical documents in our State. In addition we are a Place of Deposit for historical records that are surplus to the requirements of the Public Record Office of Victoria and that concern more directly the history of Warrnambool and district. Many local Warrnambool and district residents use the facilities at the Public Record Office at North Melbourne and the link between that institution and Warrnambool historical groups is important. This is a hard cover book of 227 pages. The cover is black with gold lettering on the spine. The dust cover is dark red with printed material about the author and the book’s contents. The front of the dust cover has an illustration of four Victorian Railways ledgers in sepia tones and the back of the dust cover has a small illustration in brown and white of a heritage label. The book has a Contents page, an Acknowledgement page, a Foreword, an Introduction, eight chapters, Appendices, Notes and References and an Index. The book is a 2003 history of the Public Record Office of Victoria written by Professor Bill Russell and researched by Charlie Farrugia. Front Cover: ‘A Matter of Record, A History of Public Record Office Victoria by Professor E W (Bill) Russell, Original archival research by Charlie Farrugia.’ Spine: ‘A Matter of Record, Russell, Public Record Office Victoria’. public record office, professor bill russell, charlie farrugia, historical records of victoria -

Financial record - Warrnambool Mechanics' Institute Accounts Ledger, Warrnambool Mechanics' Institute Secretary/Treasurer, Cash Book, 1907-1911
Although the organization name is not in the book, this ledger appears to have been used as a financial record for the Warrnambool Mechanics' Institute from 1904 to 1911. Most of the entries are the names of those subscribing to the Mechanics' Institute Library, the finances connected to the School of Art and Design and moneys received in connection with the Mechanics' Institute billiards room. The Warrnambool Mechanics' Institute was one of the earliest established in Victoria, being founded in 1854. The School of Art and Design, the second of its kind in Warrnambool, was established in 1883 and continued to be administered by the Mechanics' Institute until 1908. It eventually became part of the Warrnambool Technical School, opened in 1913. A local Museum was a feature of the Warrnambool Mechanics' Institute for many years. A billiards room was a recreational feature of many Mechanics' Institutes. The Warrnambool Mechanics' Institute closed in the 1960s with the library section continuing and the building was demolished in 1975 to make way for new Warrnambool Council buildings (including a new library)This ledger is of considerable interest as it is an early record of the Warrnambool Mechanics' Institute, one of Warrnambool's most influential organizations. The names listed in this ledger are of historical interest and provide much material for local history researchers. This is a ledger with a black cover with gold printing on the front. The pages have ruled red and blue lines and handwritten entries in black ink and blue crayon. The spine of the cover is somewhat tattered on the edges.warrnambool mechanics' institute, warrnambool school of art and design, ethel mitchell warrnambool school of art and design -

Book, Silent Lives: women of Warrnambool & district 1840-1910, November 2017
Warrnambool has never done justice to the women who shared their menfolk the hardships of the pioneering days. Silent Lives fills a void in the history of Warrnambool and surrounding districts, during the early decades 1840s to 1910, providing a narrative about some of the people, in particular women, missing so far in our documented history. Elizabeth O'Callaghan has meticulously researched the period, drawing on early newspapers, diaries, letters, unpublished family histories, honour board listings as well as public documents such as hotel licensing and teacher records held in the Public Record Office of Victoria and State Library of Victoria. By their unremitting labours and self-sacrifice the pioneering women of Warrnambool and district helped to lay the foundations of our communities today. This publication is of significance as it documents the lives of 19th century women in Warrnambool and district between 1840 and 1910 covering Aboriginal women, schools and teachers, specialist teachers of art, writing and cookery, sporting activities, political and charitable activities, how the law treated women, medical treatment, and the everyday lives of women and their families. It contains images of art produced by some of these women.A4 size book with photograph of 7 women and 3 children in c1890sworking clothing and long white aprons, sitting and standing in front of a hedge with washing draped over the hedge. The two girls on the right are wearing wide-brimmed hats. The title is in white print on a band of dark blue across the middle. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. Scene of the 1986 Diamond Creek Town Fair which was the last time veteran Captain Clarrie Stone BEM marched with the brigade. Clarrie was awarded the British Empire Medal for his service to the Country Fire Authority. Also, scenes of vehicles in the parade. Cuts to scene of brigade members in drill formation for inspection by Acting Chief Harry Rothsay (?) on the occasion of the opening of the new fire station extensions on August 29, 1987. Film - Video (VHS), Nillumbik Shire Council, The Nillumbik Story, 1996
PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. Mudbrick houses along the Heritage Trail The saving of Shillinglaw Cottage from demolition in 1963 and relocation brick by brick. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. At Arthurs Creek, the Brock family and neighbours working together to take care of their waterway. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Eltham East Primary School Band playing “All things bright and beautiful” merges into scenes of the bushland sanctuary set aside by the school in 1980 with unidentified teacher discusses the sanctuary and their education program and school children’s comments. Plight of a family of Wedgetail eagles nesting in the path of a developer’s bulldozer at North Warrandyte and actions to save their nesting areas. PART 3 – ARTS (14:45-22:00) Arts and Jazz festival at Montsalvat featuring interviews with Sigmund Jorgensen discussing Montsalvat and its principles. Also Matcham Skipper. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Unidentified man on street talking about the amount of talent in the area, artists, poets, musicians, authors. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Works of local artists are displayed Eltham Library Community Gallery and Wiregrass gallery with a new coffee shop at the Wiregrass making it an even more popular destination. Music at St Andrews Hotel (may be a little bit country) and the Saturday market where likely to hear anything. Sellers and patrons at the market asked about what attracts them to the market and where they came from. Scenes of poets/authors giving readings. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. Jarrold Cottage or White Cloud is known by many to be associated with the Skipper family, and has been since 1944 when Lena Skipper, wife of Mervyn Skipper purchased the cottage. She purchased it from the Estate of Thekla Jarrold who had died in March of the previous year. By the time Thekla died, she had lived in the Jarrold Cottage for 50 years. Thekla Alvenia Sissilia Ellian married John William Jarrold in 1888 at Clifton Hill. They started their family there but when John’s father William (who was married to Hannah Coleman) died in 1893 the family moved to Eltham. William had married Hannah Coleman in 1856 at his home in Eltham. William had arrived in the colony in 1848 so it is believed the Jarrold Cottage goes back at least to 1856 and possibly early 1850s. For a short period of time the cottage was rented to the Police as a temporary Police Station whilst a new and more permanent station was built further up the hill in 1859. The cottage was originally located closer to the Diamond Creek but was subject to flooding so was relocated to its present position on top a mound of rubble placed there from the nearby quarry next to the Dalton Street school (on Main Road). By 1916, John Henry Clark, a photographer who took many early photos of Eltham relocated from Fitzroy to Eltham and boarded with recently widowed Thekla Jarrold and her family. He changed professions from photographer to boot and harness maker around 1931 and Thekla had a small bootmakers shop built ifor him in the corner of her property next to the family home. J.H. Clark remained living at the property until his death in December 1956. At some stage after Clark's death, Lena Skipper is recorded living at the property having relocated from Montsalvat following the death of her husband Mervyn. The property continues to remain within the Skipper family as of 2023. Covered under Heritage Overlay, Nillumbik Planning Scheme. Irish-born John Murray and his wife Mary (daughter of Thomas Sweeney) married in 1849 and settled in Eltham North. John and Mary were amongst the earliest inhabitants of Eltham. John was a farmer and their block of about 80 acres, called ‘Laurel Hill’, was on the eastern side of the Diamond Creek, extending east to beyond Zig Zag Road. It was later extended southward by the purchase of a further 60 acres. He is recorded as a supporter on the petition for a school in Eltham and he served on the National School Board of the Eltham school. John died in 1867 and is buried in Eltham Cemetery with Mary and with two of their grandchildren. Their eldest son Johnnie inherited the property. Then in about 1902 his younger brother James purchased about 50 acres on the western side of the Diamond Creek immediately opposite Laurel Hill, extending west to slightly past Wattletree Road. Eltham North Reserve now lies just beyond the southern boundary. James built a family home on top of the hill on the northern boundary, together with a dairy and milking shed and a food cellar. It is thought that the barn with stables was already there. When Johnnie died in 1912, the two properties (though severed by both the creek and the railway line) effectively merged. The land was worked as an orchard with apples, pears, quinces, and possibly apricots and peaches. Later it became a dairy farm. By 1986, almost all the land had been sold off for residential subdivision and the house had been condemned as unfit for habitation. John's grandson Jim retained a small portion of the land and built a new house. He kept the old one as a storage shed, but it was demolished after he died in 1993. The very old barn is still standing. Photograph, Peter Pidgeon, Grave of Violet Feldbauer (nee Teagle), Eltham Cemetery, Victoria, 5 April 2021
FELDBAUER / TEAGLE Theodore Albert ‘Curly’ Feldbauer was born 15 October 1909 at Melbourne, the son of Theodore Henry (a naturalised German) and Jessie Margarette Feldbauer. The family moved several times during his childhood but before he was 20 he was living and working in the Eltham district. He became a well-known local sportsman. He played cricket for the Montmorency Imperials in 1929 and 1930 in the Eltham Cricket Association and excelled as a footballer and football coach. There are press references at the time to minor misdemeanours and accidents: evidently he was up for a brawl or two, but he was also able to do a recitation at a social night to launch the Eltham Girls Club in 1932. He married a local girl, Violet Amelda Teagle, in 1933, the 12th of 13 Teagle offspring who lived in Frank Street. Curly and Violet’s first child, June, was born the following year. By 1935 Curly was honorary secretary of the Research Cricket Club. He continued playing cricket regularly, mainly for Research, through till the 1940 season, after the war had begun. The girls started at Research State School in 1939 and 1940, respectively. They lived near Violet’s parents in Frank Street. Curly and Violet’s daughter, Valerie Waller recalls: “We lived near my Teagle grandparents, who had a cow. Dad took over the milking. He would rest his head against the cow and sing to her. When he left to join the army, it took weeks before she would settle down to allow anyone else to milk her.” Curly’s service record is not yet accessible from the National Archives of Australia. Valerie Waller gives us some insight into that period between Curly joining and ultimately embarking for Singapore: “Before he sailed to Singapore, Mum would travel by train, to Seymour, to spend a few hours with him. He sent her postcards and called her his “dear love”. His idea was that the sooner everyone eligible joined up, the sooner the war would be over. He had a great love for Australia.” “While he was a prisoner, Mum received a few postcards from him, not in his neat handwriting, but in block letter printing, to tell her he had received no mail or parcels from her. He must have felt we’d forgotten him, because, of course, Mum had sent lots of parcels and letters, and the Japanese hadn’t handed them on.” Theo was one of over 2,000 Allied prisoners of war held in the Sandakan POW camp in north Borneo, having been transferred there from Singapore as part of B Force. The 1,494 POWs that made up B Force were transported from Changi [Singapore] on 7 July 1942 on board the tramp ship Ubi Maru, arriving in Sandakan Harbour on 18 July 1942. Sergeant Feldbauer, aged 35, died as a prisoner of the Japanese on 27 March 1945 at Sandakan Number 1 Camp. The Japanese recorded his death from Malaria. He has no known grave, but it is believed to be at Sandakan Number 2 Camp. His death was not reported in Australia until some months later. Valerie noted: “I will never forget the sound my mother made when she received the telegram saying Dad had died months earlier, ostensibly from Malaria, but he died during the march. The sound still haunts me.” Violet’s husband Theo is recognised on the Eltham Roll of Honour, which was commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre opened in 1952; the first of three buildings, the others being the Eltham Kindergarten and Children’s Library, that were established as the Eltham War Memorial a living memorial, with a specific focus for the welfare of children of the district. Harriet (Minnie) Williams was born London, 1857, the daughter of George John Williams (1812-1895) and Jane Mansfield (1812-1895). In September 1885 she was operating Williams’s Drapery Establishment in premises on Main Road owned by R. Wallis who advertised them to let in September 1885. In 1902 she opened Williams’s Cash Drapery Mart at the southwest corner of Bridge Street and Main Road (opposite the Post Office), owned by W.J. Taylor. In 1906 she bought the premises and one quarter acre of land and expanded the business with a re-opening in April 1906. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. She is buried in Eltham Cemetery with her good friend Ada Ford. Evelyn Observer and Bourke East Record (Vic. : 1902 - 1917), Friday 30 March 1906, page 5 ________________________________________ ELTHAM. (FROM OUR OWN CORRESPONDENT.) For over three years Miss Williams has carried on a drapery business in very small and inconvenient premises opposite the Eltham post-office. Recently she bought the building and a quarter-acre of land from Mr. W. J. Taylor. Thus having a free hand, she at once matured plans to enlarge and improve the premises to make them suitable for her growing business. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. We therefore trust that the public will stand by her by heartily and en masse patronizing her re-opening effort to show their appreciation of pluck in this advance movement. Postcards were posted or exchanged in huge numbers. Postal authorities in Australia only allowed the private printing of postcards from 1898. At this time the back of the card was reserved for the address and postage stamp, and the front was used for the message and a picture. In 1902 British authorities allowed a "divided back", so that the left side could be used for the message, the right side for the address and stamp, and the whole of the front was devoted to the picture. France followed suit in 1904, Germany and Australia in 1905, and the United States in 1907. - Frost, Lenore; Dating Family Photos 1850-1920; Valiant Press Pty. Photograph, Doug Orford, Eltham Courthouse, 730 Main Road, Eltham, 1985, 1985
This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form.
