In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant? The 1988 emergency operations centre and the surrounding site to the title boundaries. How is it significant? The emergency operations centre is architecturally, aesthetically, socially and historically significant to the Shire of Nillumbik. Why is it significant? The emergency operations centre is architecturally and historically significant as a good and rare example of a large public building constructed in a 1980s version of the 'Eltham style', and as a rare attempt to adapt the 'Eltham-style' aesthetic to meet the changing demands of the Shire in the 1980s (Criteria B, D & E). The emergency operations centre is architecturally and aesthetically significant because it is constructed of mud brick and features: a central entry with a tile mural (Criterion E). Drench Gun
The Kettle Drum Drenching Gun was invented and predominately used in the 1940s and 1950s. The Drench Gun was likely used to drench sheep with carbon tetrachloride for internal parasite control. These guns were widely used in Australia. There were problems with the design of the kettle Drum Drench Gun, however, which contributed to its demise. On hot days and/or if the sheep struggled while being drenched, some fluid would miss its intended target and go into the windpipe and onto the lungs of sheep, often with fatal results. At times nearly one-third of a flock could be found dead. Inexperienced operators, overdoses and weather were often blamed for the deaths when it was often the design of the Drench Gun itself. Typewriters pre date computers and were used by office workers eg. Secretaries for documents and letter writing. An inked tape was hit by the keys as it moved along which resulted in their imprint being copied onto paper. Multiple copies were made by inserting carbon paper between sheets of paper. The original was easily identified.Used in the Kiewa Valley.Large, heavy, hard plastic two toned grey typewriter. The keys board includes symbols for inches, pounds, dollars, cents and fractions. The margins and size of paper measurements are in inches.The keyboard slopes up to a vertical plane. On top the area is flat where there is a small gap which exposes the metal keys. The cylinder that holds and enables the paper to be moved is long with controls at each end and a large lever that returns the cylinder to the left. Behind the cylinder there is a compartment. The keys hit an inked tape (black or red and black) which forms an impression onto the paper. Mechanisms, using the correct buttons, enable margins etc. to be pre set. This typewriter sits 3 cm high from a base. Vinyl deep red/black cover sits on top covering top and sides to protect the typewriter from dust. Yields information about the considerations of State Cabinet of a proposal by the SEC to close a Bendigo tram line and thoughts to move the tramways from the SEC to MMTB Management.Newspaper clipping from the Ballarat Courier - 9/6/1953, titled "Cabinet stops tram move" reporting that state cabinet had vetoed the SEC's proposal to cease tram operations between Charing Cross and Golden Square from July 6. This book was used by Orbost Cemetery Trust to record letters written especially to provide a running account of the trust's activities. Although the cemetery was officially gazetted in November, 1891, it seemed certain that burials had taken place before that time. The early trusts were diligent in their record keeping and visionary in their planning.The original Trust members approved by the Public Health Department included C. N. Henderson, E. Watt (Ernest), D. Munro (Donald), M. R. Coote (Massy) and James Cameron (recorded at the first meeting of the Trust dated 29th May 1891. The first mention of a Mr. C. Richardson wasn’t until 25th February 1916 whilst the cemetery was under the control of the Orbost Shire Council with select councillors on the committee. Orbost Cemetery is an important part of Orbost's history. The School of Mines Ballarat began in 1870. It's location was the south end of Lydiard Street. Ballarat Junior Technical School began in 1913 and was boys only until 1951 when girls were included. They were under the control of the School of Mines Council. In 1967 the were three divisions. Each was internally distinguished. Ballarat School of Industries, Ballarat Technical School and Ballarat Institute of Advanced Education. In 1976 B.I.A.E. merged with State College of Victoria Ballarat - formerly Ballarat Teachers' College to become Ballarat College of Advanced Education, later to become Federation University. A tie pin is a neckwear controlling device, originally worn by wealthy English gentlemen to secure the folds of their cravats. They were first popularized at the beginning of the 19th century. Cravats were made of silk, satin, lace and lightly starched cambric, lawn and muslin, and stickpins were necessary accoutrements to keep these expensive fabrics in place and safe. Stickpins commonly used pearls, and other precious gemstones set in gold or other precious metals and were designed specifically for their owners. By the 1860s, wearing cravats had been embraced by the English upper middle classes with a consequently lower quality of materials and designs used in both the neckwear and in the stickpins used to keep it in place. The original Hall Braille writer was modelled on the typewriter and was the first successful mechanical point writer. Frank Haven Hall, Superintendent of the Illinois Institution for the Blind, introduced his invention to the public on 27 May, 1892 at Jacksonville, Illinois. It was manufactured by Harrison and Seifried, Chicago, ca 1892. The carriage moves one space to the left as the keys are released. The styli in the embossing heads are controlled by the keys as are the bars on a typewriter. The styli operate from the back so that letters appear in the normal position for reading. Braille writers enable all dots in a Braille cell to be created simultaneously. This model was found in the Braille and Talking Book Library in South Yarra prior to the staff departure in 2000. Equipment - Glider – Hang Glider Type, 2013 - 2014
Otto Lilienthal (1848-1896) from Berlin, Germany, is widely credited as being the first person to make repeated successful gliding flights. He was known for adopting a thorough scientific approach founded on observations of the flight of birds in relation to the problem of inventing a man carrying heavier than air machine that would fly. He developed and tested bird-like gliders controlled by weight shift by the pilot (a similar method to modern hang gliders). The pilot held on to the glider with his forearms resting in hoops mounted on the main structural beam connecting the wings. The weight shift was achieved by the pilot swinging his trunk and legs. In contrast, the pilot of a modern hang glider is suspended below the glider and, with the use of an A-frame, allows the whole body to be moved around to achieve control. The Lilienthal design apparently had a tendency to pitch down and a tailplane was added to mitigate this problem. Lilienthal flew from hills in the Rhinow region and from a conical hill he built near Berlin. He made over 2000 flights. Importantly, for others seeking to progress manned flight at the time and also for the historical record, reports of Lilienthal’s flights (some with photographs) were published and Lilienthal detailed his experiences and corresponded with other flight pioneers. Lilienthal’s work became well known and influenced Orville and Wilbur Wright in their initial experiments with gliders in 1899 (although in their quest to design and fly an aeroplane they relied on new data created by wind tunnel testing). The replica built by Bruce Hearn is of the 1893 Lilienthal glider. It is very similar to the “Normal-Segalapparat” (Normal Glider) for which patent protection was later granted a few years later. The Lilienthal replica glider is an important addition to the AGM collection as it represents the beginning of successful gliding flight. The Salamandra is a Polish glider designed by Waclaw Czerwinski at the Military Glider Workshops in Krakow in 1936. This glider, designated “W.W.S.1”, was produced in substantial numbers prior to the second world war and used in Poland and some other eastern European countries for training pilots. Only one example survived the war, hidden away in the village of Goleszow in Silesia. In addition, no technical drawings could be found, so when the glider was discovered, the Gliding Institute being keen to re-establish gliding in Poland, used the glider to draw up new plans for construction. Five were built for the Institute in 1947 before production was resumed of the “Salamandra 48” at the SZD Jezow Workshops. Improvement were made by adding airbrakes and structural changes for the “Salamandra 49” and a windscreen and larger tailplane were changes adopted for the “Salamandra 53”. An export version designated “53A” was sold to and built under licence in China. Production of the Salamandra ceased in the early 1960s. Total production may have been in excess of 500. The glider was well regarded as a light weight trainer capable of soaring performance. The Museum’s replica was built by Ray Ash and may be may be classified as a “Salamandra 53”. However, he has added something of his own to the design by replacing the cable runs in the wings with control rods. The glider is substantially complete. The wings and tail / rudder surfaces have been covered with poly-fibre fabric. The fuselage woodwork is sealed with varnish. In addition to the finishing work (including painting) and rigging of the main components, the linkages for Ray’s control rod modification may need further engineering to make them operational. The Ray Ash Salamandra is the first of the type to appear in Australia. The Salamandra did not play any role in the development of gliding in Australia in the early years. However, it is an important exhibit in that it shows in tangible form a nacelle fuselage training glider in configuration and construction detail. Nicholas Caire was born on Guernsey in the Channel Islands in 1837. He arrived in Adelaide with his parents in about 1860. In 1867, following photographic journeys in Gippsland, he opened a studio in Adelaide. From 1870 to 1876 he lived and worked in Talbot in Central Victoria. In 1876 he purchased T. F. Chuck's studios in the Royal Arcade Melbourne. In 1885, following the introduction of dry plate photography, he began a series of landscape series, which were commercially successful. As a photographer, he travelled extensively through Victoria, photographing places few of his contemporaries had previously seen. He died in 1918. Six Aboriginal reserves were established during the 1860s. These were under the control of the Board for the Protection of Aborigines. Four were Christian missions receiving government aid. These were Lake Tyers (Anglican) and Ramahyuck (Presbyterian/Moravian) in eastern Victoria for the Gunai/Kurnai clans; Ebenezer (Moravian) in north-west Victoria for the clans of the Wimmera and Lower Murray; and Lake Condah (Anglican) in south-west Victoria. Fire Beater - Canvas, c 1930s
Bushfire perimeter rather than bushfire area is the main control problem for firefighters on the ground. A conundrum rapidly compounded by spot fires. A small 5 ha fire can be nearly 1 km around the perimeter. That's a long way to build a control line by hand in rough bush. Dry firefighting techniques by hand were mostly confined to “knocking down” or “beating out” the flames, as well as "digging out". Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. This canvas hose beater was based on a century-old design which used lengths of canvas fire hose rivetted together and lashed with wire to a broom handle. The hose was be soaked in water to improve its effectiveness. If the flames were more than a metre or so the user was generally not able to get close enough to extinguish the fire It's recommend that users lift no more than above knee height to conserve energy and let the beater to the work. For years foresters experimented with combination tools. This book, a de-luxe copy, was given to John Dwyer as the Chief President of the Australian Natives Association from 1938 to 1940. The Australian Natives Association (A.N.A.) was established in Melbourne in 1871 as a benefit society. Originally membership was restricted to white men born in Australia. The A.N.A. was influential in Australian politics, especially in the 1890s when it campaigned vigorously for Federation. In 1993 it merged with Manchester Unity I.O.O.F. to form Australia Unity, for many years the largest benefit society in Australia. The annual Victorian Conference of A.N.A was held in Warrnambool in 1931. John Beynon Dwyer (1904-1999) came to Warrnambool in 1937 and assumed control of the legal practice in Kepler Street of Desmond Dunne, retiring in 1984. J. B. Dwyer was a long-serving City Councillor (1937-1975) and was awarded an O.B.E. for municipal service in 1966. This book is of considerable importance as it was a presentation copy given to John B. Dwyer, a prominent Warrnambool lawyer, when he retired as Chief President of the Australian Natives Association in 1940. This is a soft-cover book of 92 pages. It is a de-luxe edition with a green leather cover with gold printing on the front. The inside of the covers has a green and yellow mottled pattern The leather on the spine is very worn and the book’s cover is scuffed. There are some insert title pages in yellow and blue thick card. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. Tool - Scythe, 1930-1960
A Scythe was one of the most important of all agricultural hand tools, consisting of a curved blade fitted at an angle to a long, curved handle and used for cutting grain. In modern scythes the handle has a projecting peg that is grasped by one hand, facilitating control of the swinging motion by which grass and grain are cut. The exact origin of the scythe is unknown, but it was little used in the ancient world. It came into wide use only with agricultural developments of the Carolingian era (8th century AD) in Europe, when the harvesting and storing of hay became important to support livestock through winters. Scythes can still be found in use today by hobby farmers and permaculturists. British forces in the Second Boer war were initially outgunned by the long range Boer artillery. Captain Percy Scott of HMS Terrible first improvised timber static siege mountings for two 4-7 guns from the Cape Town coastal defences, to counter the Boers' "Long Tom" gun during the Siege of Ladysmith in 1899-1900. Captain Scott then improvised a travelling carriage for 4-7 inch guns removed from their static coastal or ship mountings to provide the army with a heavy field gun. These improvised carriages lacked recoil buffers and hence in action drag shoes and attachment of the carriage by cable to a strong point in front ofthe gun were necessary to control the recoil. Inhiband (Hall) intrauterine devices with dispensing box, associated with Professor Geoff Bishop, Ayerst International Inc, 1960s-early 1970s
The Inhiband intrauterine device is a variety of the Grafenberg Ring. The Grafenberg ring was developed by Dr Ernst Grafenberg in the late 1920s. This coincided with the beginnings of the modern birth control movement. Grafenberg and Herbert Hall migrated to the USA during the Hitler era and brought with them the knowledge of the intrauterine ring. Herbert Hall developed a stainless steel version of the Grafenberg ring in 1949 and used it with select private patients in New York. A report on his results was published in the American Journal of Obstetrics and Gynecology in 1962. The Inhiband product bears his name in brackets. The dispensing box and five remaining containers with Inhiband IUDs inside were from the Albert Street East Melbourne rooms of Dr Geoffrey Bishop. This contraceptive device was commonly used in the 1960s-early 1970s.White plastic container with clear plastic hinged lid and white plastic insert with slots for 10 individual containers of Inhiband IUDs. Contains five individual white plastic containers which hold Inhiband IUDs. The five intrauterine devices resemble a metal ring in design and are unused and still in their packaging. contraceptive, intrauterine device
