This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. The former Albion (West) Woollen and Worsted Mills is a functional structure which has been built in stages, possibly dating from the 1880s, with the earliest sections near to the Barwon River.The Worsted mill operated for about 50 years and at its peak employed around 500 people. In 1973 the mill merged with the British John Foster and Sons Company under some controversial stock and shareholding issues. The mill continued for a short period before closing at a time when much of the Australian textile industry was finding it difficult to compete with overseas operations. In the 30 plus years after the closure, the site was used for several ventures, including the Mill Vintage Markets and a vehicle trim manufacturing operation. In 2011 the site was purchased by Little Creatures of Western Australia to become their main brewery for the eastern states of Australia. Now owned by the Lion Group, Little Creatures started their 60 million dollar transformation of the old mill in 2012. Finally, in 2013 these former walls of industry were soon rattling away to the sounds of a different type of industry, as the first bottles of beer made their way out of the Geelong Little Creatures Brewery. The remaining building of the former Albion Woollen and Worsted Mills has historical significance as one of Geelong's major woollen mills. The venture has operated on the same site for more than a century. The Albion Woollen Mill was one of the four key sites along with Victoria, Barwon and Union Mills that was established in the late 1860s to mid-1870s. These mills were in constant operation on the west side of the Barwon Bridge over the last century and led to Geelong's fame as milling and scouring locality. The Albion Mill was probably the most successful survivor of the early private company operations. It was regarded as a model mill in the late 1880s and was, from all accounts, well-planned and organised with machinery on a par with the great mills of England. It produced high-quality tweeds. Together with the (now demolished) Union Mill it was regarded as the borough's principal industry over the 1870-1900 period and was one of Australia's most significant producers of tweed by 1900. These two mills were more successful, competitive and long-lived than the Barwon and Victoria Mills. The remaining building form is an important reminder of the private ventures of both the Albion and Union Mills and represents a key site of spinning, carding and finishing as well as scouring and dying that occurred in the lower section near to the river. The loss of the adjacent former Union Mill is unfortunate because the complex, together with the former Collins Union Mill office building, was an important reminder of the success of these industries and the reputation they earned for the Geelong region as a centre for quality textile products. A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. A gold-plated medal issued by the City of Moorabbin to commemorate the quincentenary of Victoria in 1984-5. It features the City Shield incorporating vegetables, a rooster, a cow and a house, and the sesquicentenary logo. The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council.
