Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. The tenant lived at the mercy of the resident landlord. Home was a one-roomed house, a chimney of wicker work plastered over with mud or just a hole in the roof. The walls might consist of mud too, or sods of grass. Any windows, were rarely glazed and would be open to the elements all year round. The Pig, if any, was kept in the house, the most valuable possession. Sold for cash at local market. The main items in the house were a potato pot and water bucket. As well as mother, father and children, there could well be grandparents all living in the same cramped conditions. The family would sleep on rushes or straw lain on the floor. Most tenants were tenants 'at will ', which meant they could be evicted at the 'will' of the landlord. Some had a lease for the life of the father and the eldest son, and this meant they were relatively safe from eviction as long as they could pay their rent. There was a tradition of passing on a portion of your land from father to each of the sons, who would build a small dwelling, and in turn pass a portion onto their own sons. This cycle of subdivision meant that many families were surviving on a tiny plot of land from which to derive a crop of potatoes for the year. Women worked hard in this environment, rearing children, cooking, cleaning, tending to any animals such a pigs or chicken and when needed, helping in the potato field. Life was dictated by the annual rent due to the landlord. Other typical expenses could be the Hearth Tax (actually charged by the number of fire places in a house) Turf, Hay (for any farm animals) and tithes. A tax known as the tithes were calculated at one tenth the value of everything saleable. Tithes were a bitter issue. They were for the support of the Church of Ireland, Protestant Bishops and Ministers, and a cess tax for the construction and maintenance of Protestant Church buildings. The problem being that the vast majority of those paying the Tax were Catholic and paying to support something that was contrary to their beliefs. Potatoes were the staple diet from September through to the end of Spring of the following year. But the summer months were months of hunger and hardship as they waited for the following harvest to come in Autumn. During these months people had to resort to eating anything they could find; turnips, cabbage, even wild grass, nettles, wild berries and dandelions. Those who lived close to the sea would collect seaweed and use it spread on their land as a form of manure. The dependency of so much of the population on the Potato as their sole source of food was to prove disastrous during the Famine years. Situated in King Street, Eltham, Alistair Knox built his home and office in 1962-1963 with mud-bricks made from the local soil and recycled materials blending the house with bush around it. Knox popularised the Eltham earth building movement, begun by Montsalvat founder, Justus Jorgensen. Alistair Knox (1912-1986) was also an Eltham Shire Councillor 1971-1975 and Shire President in 1975. Knox established the inaugural Eltham Community Festival in 1975. He used mud-bricks from local soil and recycled materials, characteristically blending the house with the bush around it. The result was a work of art. Knox popularised the Eltham earth building movement,1 begun by Montsalvat founder Justus Jörgensen. He was also an Eltham Shire Councillor from 1971 to 1975 and Shire President in 1975. For Knox mud-brick building was not just a building style, but a spiritual experience and a way of relating with nature. At 40 he rediscovered God and his building reflected his theological, political, philosophical and particularly environmental world view, which was far ahead of its time.2 He also contributed to building development in his use of concrete slab foundations when stumps and bearers were the norm. Knox was introduced to mud-brick construction in 1940 by Jörgensen, then shortly after, Knox joined the Navy. In 1946 Knox studied Building Practice and Theory at Melbourne Technical College (now RMIT University). There he befriended fellow student and artist Matcham Skipper who belonged to what was then called the Jörgensen Artists’ Colony. Knox decided to build an earth building in Eltham, partly because the post-war huge building demands resulted in expensive and scarce building materials. He asked artist Sonia Skipper for help who, with Matcham, had constructed mud-brick buildings at the Artists’ Colony. The simple rectangular low-lying house at King Street is framed by native plants and a 3.6 metres wide pergola surrounds the building. Wedded to the landscape, a door in every room at the perimeter, opens outside. The property also includes a forge, a small hut built by son Macgregor at 15, and a mud-brick tower for chickens. Building materials were foraged from a wide variety of sources. Some of the joinery material came from old whisky vats. When the Oregon of the highest quality ‘was put through the wood-working machines, it gave off a deep smell of whisky that made the whole atmosphere exotic and heady’.3 Amateur builders, including schoolboys from Knox’s Presbyterian Church, made some of the mud-bricks. But the building was finished with the professional help of Yorkshire builder, Eric Hirst. Inside, the light is subdued with the mud-brick, beamed timber ceilings and floors of slate, timber or orange-brown tiles. Skylights, with rich blue and red leadlighting, illuminate one entrance area and this feature is repeated as edging on the door. The centre of the house is like a covered courtyard, with rooms built around it. The central room, 11 metres x 7 metres, was built in the same proportions as Knox’s mud-bricks. Clerestory windows on four sides infuse the room with a soft light. A huge brick fireplace extends beyond one corner and opposite is a small one where timber can only be placed vertically. The slate for the floor was discarded from the Malthouse Brewery now used as a theatre in Southbank. In the middle is a large refectory table and benches that seat 18. Like much of the house, it is rugged, yet beautiful. Made of Western Australian Jarrah by Macgregor with a chain saw and an adze, it retains knot and nail holes. Each wall has an opening, 2.4 metres at the ends and 3.6 metres at the sides. Only one has doors and these concertina doors are made of the backs of old church pews. The main bedroom has an ensuite with a marble hand basin discarded from the Victorian Parliament building; and a dressing room, where two wardrobes of polished timber recovered from a tip are attached to the walls. Separate from the house is the strikingly original circular-shaped office made of bluestone sourced from the original Army campsite at Broadmeadows.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Throughout its history, the land in what is known today as Studley Ward of the City of Boroondara has been subject to continuing subdivision. This is evident in Plan 1301, where later hands have modified the original map to include streets created subsequent to the printing of the plan in 1904. Other annotations such as the ‘Reserved for Road Purposes’ beside the Yarra never eventuated. The plan continued to be modified to at least 1953, when a later hand noted that a particular site was ‘Property site P. McIntyre house’ in Swinton Avenue. Two significant houses in the area are outlined on the plan: ‘Swinton’ on the corner of the streets then named Effey and Maud Streets (now Swinton Avenue) and ‘Fairhaven’ [unnamed] in Stevenson Street. This image is one of several family group portraits taken by Stevenson and McNicoll on rural properties. This property has been identified as that of John Tilley at Parwan’s Creek. The people depicted are presumably members of the Tilley family. The dwelling has since been demolished. Tilleys Road in Maddingley is probably named for this family farm.Small sepia unframed photograph on card with gold border framing photograph. The image shows a family group of four women and one young child. It is unclear if the child is a boy or a girl, due to the custom of clothing young male children in dresses. The women are sitting or standing in two groups. To the right stands an older woman in a starched white apron, perhaps indicating that she is the housekeeper. The group on the left is of one woman standing and two women seated, one reading a newspaper or magazine. The young child reaches out one arm to her, perhaps for reassurance. The dwelling consists of two structures, one single storeyed cottage, which is perhaps the older part, and an adjoining weatherboard house with a steeply pitched roof and a prominent chimney at the front. The cottage has a shingled verandah partially covered by corrugated iron, which also covers the roof. Trees, a climbing vine and shrubs form a rather unkempt garden. These two albums were used at the Slab Hut - Orbost Visitor Information Centre. The Orbost Visitor Information Centre is situated in Forest Park on Nicholson Street. The centre is housed in the historic Slab Hut. The hut was an original family dwelling built in 1872, on a site approximately three kilometres upstream from the junction of the Buchan and Snowy Rivers. No nails were used in the construction; it was all wired together. After a period in storage the slab hut was opened in its present location in Orbost as the Information Centre in 1987.These albums are contemporary records of the construction and relocation of an iconic Orbost building, the Slab Hut.Two large photo albums. 2280.1 has no front cover. These boots belonged to Captain Charlie Rogers of the Australian Army who wore these and ceremonial regalia when he was part of the Guard of Honour during the visit of the Duke of Gloucester in 1934. The visit was part of Victoria’s centenary celebrations and the Duke officially opened the Melbourne Shrine of Remembrance. Rogers was a well-known Warrnambool identity in the 1930s, 40s and 50s as a horseman and an Army identity. He built a house in Birdwood Avenue, Warrnambool, in 1935 and was a long-serving Warrnambool Show official as a judge of equine events. Rogers died in 1961. These items are of great interest as examples of the boots worn by Army Lighthorse personnel in the 1930s. The mechanism for keeping the boots in good condition is of some technological interest. They are also of interest because they belonged to a well-known 20th century Warrnambool person. These are two knee-high brown leather boots with brown laces. The boots are slightly scuffed. Inside the boots are two pieces of red-striped canvas. The boots have wooden inserts to support the boots in storage. These wooden inserts, all varnished, are in four pieces - a solid foot shape to fit in the foot of the boots, two pieces shaped to fit the calf of the leg padded with green felt, one with slight indents at the top and the bottom and the other with a decided groove and the centre piece that has a hole cut out to fit the shape of the other two. This last piece has a wooden handle with a metal attachment. There is only one handle as it can be screwed out and fitted to either wooden insert. Eliza Rutledge (1820-1888) was the daughter of Rupert and Jane (nee Newby) Kirk. She married William Rutledge in St James’ Church, Sydney on 18th August, 1840. She and William had five children, two sons and five daughters. Recorded accounts tell that Eliza was “beloved for her kindness and hospitality” and that she and William kept open house for all manner of social events and occasions. Eliza died at Farnham Park, Dennington, on 31st August 1888. She is buried at Tower Hill Cemetery. The marriage of Eliza to William Rutledge, a man of historical importance in the development of Port Fairy, Warrnambool and the western district of Victoria, places her as a person of importance.Their daughter Susan Fleetwood is also memorialised in a window in Christ Church, Warrnambool. Through the address on the box, this dress has a local connection. Miss Mavis Hedrick operated a dress salon at 162 Liebig St Warrnambool in the 1940's. Her parents lived at various houses in Warrnambool, including Skene, Spence and Princess Sts. She married John William Freeman in 1942 and left Warrnambool some time after that date. From wedding reports of the day it doesn't seem that this is Miss Hedrick's wedding dress. It seems more likely that it was purchased from her frock salon in Liebig St Warrnambool.While the owner and original wearer of this dress has eluded us, the dress has a strong link to Warrnambool through the original box with its identifying labels. The dress is very much in the style of the era of Miss Hedrick's dress shop..This cream silk wedding dress and slip was donated in original cardboard box with the address written in large letters on the front. The dress is cream silk with gold metallic trim in two lines across the bodice.There are silk covered buttons on the front and back of the bodice and it has a high rounded V neckline.It has long lily point sleeves .There is a side opening with hook and eye fastening.The skirt is cut on the cross and a small train flows from the back of the dress. A simple A line slip accompanies the dress. It has ribbon shoulder straps and the top is edged in a fine narrow lace. The large box is rectangular and grey in colour. The addressee's name is written in large lettering in black (possibly crayon) . A label is pasted to the top right hand corner. The brush in this case could have been used as a hair brush or a clothes brush. It is enclosed in a leather case and was probably an item made for travellers. The brush and case belonged to George Tomlinson of Ballangeich. Ballangeich is a small settlement on the Hopkins Highway about 27 kilometres from Warrambool. George Tomlinson’s grandfather, William Tomlinson , established a farming property at Ballangeich in 1865 and opened a hotel, ‘Half Way House’ on part of the land. George Tomlinson’s father, also William, continued to farm in the area and was known as a fine judge of cattle and sheep. This case and brush are of interest as an example of the brushes men used in the mid 20th century. The items are also of interest as they belonged to a member of a well-known Ballangeich family (Tomlinsons).1 This is a piece of brown leather rolled over and stitched with yellow thread to form a container or case. This book documents the lives of William and Agnes Brebner and family. William’s father, Isaac had come to Warrnambool in the 1860s and had a tailoring business in the town. By the beginning of the 20th century he was the caretaker at the Sea Baths in Gilles Street, Warrnambool and the family lived in the caretaker’s cottage (Les O’Callaghan History House today). William Brebner established a paint shop in Timor Street in 1916 and this prominent business remained in the Brebner family until 1977. It continued in other hands until the early years of the 21st century. This book is of significance as it documents the life and times of William Brebner and his family. The Brebners have been important, particularly in the 20th century, in the business and community world of Warrnambool.This is a soft cover book of 132 pages.
