Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. Lindsay F.J. Hillman was born in Ballarat in 1910, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. The bronze medal was presented annually to an enrolled student in an accredited course in the field of electrical/electronics studies at the Ballarat School of Mines. specific Criteria for the Award consisted of a balance of academic performance, leadership qualities, commitment to further study and involvement in sporting and/or community groups. Bronze medal designed depicting the portrait of Lindsay Hillman. The medal has a copper finish, and is presented in a blue hinged box. The first Hillman Award was presented in 1992. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948. The aims of the School was "To provide a Technical Training which will prepare girls for their future life's work. This school provides a continuity of study between the Primary and Senior Technical School (School of Mines) classes. This supplies a long felt want in giving a preliminary training for Technical Art, Craft, Commercial, and Industrial Education. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. This pamphlet was provided to parents whose boys wished to attend the new secondary school. Four page pamphlet outlining what the Junior Technical School aims to provide for boys who have reached a certain level of education and wish to study further. After marrying Ron Kirner, Joan Hood was known as Joan Kirner. She became the first female Premier of Victoria. “When I went out teaching, I went to Ballarat Girls Tech, where I met [husband] Ron who was at Ballarat Boys Tech. They were seen as tough schools, and I saw the disadvantage faced by these girls who were at the lowest of the low of the education rung – and yet there were some fantastic girls there who needed equal opportunity. So I think it was teaching that cemented in my mind that people don’t get an even go – and in particular girls. It didn’t take me too long to realise blokes were largely empowered. And it was teaching that cemented how equity and empowerment for women could be achieved through education.” Sarah Capper: You graduated from Melbourne University in 1958, and as mentioned, began work as a teacher in Ballarat. You married Ron in 1960 and received one of those government letters asking you to resign - JK: Yes, I think it burnt a hole in my pocket when I brought it home! We were both teachers, and I said to Ron, “Well, you got married – where’s your letter?!” That really clarified that the world wasn’t quite even, even in this profession that I’d always wanted and loved. I didn’t get superannuation – I think I got something like 100 pounds as pay in lieu of permanent service. And that wasn’t just me – that was a whole generation. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested.
