Bendigo Weekly date unknown. '' Snippets of Bendigo history'' by Edith Lunn the View Street story continued. In this article Edith Lunn describes Dudley House, originally the survey office and the oldest permanent government building in Bendigo. From 1854 surveyor Richard Larritt worked there. It was in 1890 that the name Dudley house was attached to the building. Town clerks W. Honeybone and H.C. Inleton lived there. Later it was the home of Dr. Peter Slater, after he moved out city engineer Mr. Rex Anderson moved in. After his death the Bendigo branch of the Royal Historical Society of Victoria established its home there after 25 years Dudley House reverted to the Council. The City of Ballarat unanimously resolved to erect a Civic Hall in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Colburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. Harcourt branch of the Australian Natives Association was formed in 1908, meeting in a chaff shed behind the local grocer shop. In 1911 the branch contracted with Mr Sutherland of Barkers Creek to build a hall of boxed concrete construction. Sutherland was a pioneer in the use of concrete for structural purposes.He subsequently had a career as City Engineer at Camberwell. The ANA branch conducted many social occasions in the hall and gave community leadership for upwards of fifty years in addition to its friendly society/health insurance activities.. This plaque commemorates the official opening of an occasional child care centre and pre-school in South St, Wodonga in 1989 by the Governor of Victoria Dr. Davis McCaughey. With strong population growth in Wodonga community services had expanded rapidly throughout the 1980s. The first child minding centre had opened in 1975. BY 1987 Upper Murray Family Care provided full-day family day care and occasional care and there were also 2 private child care centres. By 1986 there were 350 full-time places and 75 part-time places, but pre-schools were unable to fill the demand for another 511 applicants. This new facility helped to ease a little of the problem. This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. Surveyors report 1986 regarding the restoration of the Bendigo Cenotaph continued on from Cat No 8255. The document starts with a report to a Council meeting held on August 18th 1986. This is a more detailed report of the first by Dr. A.H. Spry (AMDEL) followed by Mr W. Barton City Engineers Department. The state of the Cenotaph was also compounded by it's situation re the Bendigo Creek. Main points where. The Cenotaph is sited on the Bridge over the Creek not alongside it as was supposed. The Cenotaph concrete foundation was resting on the old timber decking which is in an advanced state of decay among 5 main points. Report goes on with points. Conclusion; "It would of course be necessary to demolish the Cenotaph to carry out this work". Estimate of costs in brief. 1. Bridge repairs $72,000.00. 2. This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Digital copy of an original MMBW plan. This contour plan shows the area identified by the MMBW for purposes of drainage and sewerage in 1894. The suburbs represented extend from Williamstown in the west to Bulleen in the east, and from Preston in the north, south to Sandringham. Suburbs are outlined in coloured ink. Red lines indicate main and branch sewers in existence at the beginning of 1894 in central and inner Melbourne. These extended as far as Williamstown and Brighton, but not yet as far as Kew, where sewering did not commence until 1901. Contour lines show the topography, which was important for indicating the fall of the land for the laying of sewers and drainage channels. Kew appears to be fairly undeveloped at this date except for railway lines and stations (the Kew and Outer Circle lines), main roads, the Kew Lunatic Asylum Reserve and Studley Park. However, the contour plan does not accurately represent the density of settlement, nor the large number of houses, which were being built in Kew and other suburbs from the 1850s to the land boom of the late 1880’s and early 1890’s. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This plan is part of a large and historically significant group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. When the contracts were let for surveyors to identify and record the extant houses and landscapes within an area for the Board of Works, the contracts were let at separate times, hence the anomaly where two copies of Plan No.1571 exist in our collection. The first of these plans identifies the building materials used in houses bordering Fitzwilliam Street, Edgevale Road, May Street, Malin Street, Davis Street and Wellington Street. The cut off point for the survey was the south side of Wellington Street. By 1903 when the survey was undertaken many of the sites were already built on, particularly those facing Edgevale Road. The plan identifies the preponderance of weatherboard houses in the area. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The Melbourne and Metropolitan Board of Works (MMBW) was established by an act of the Victorian Parliament in 1890 to prepare for and to implement a sewerage and water reticulation system across what was then inner Melbourne, its surrounding and middle distance suburbs, including Kew. The MMBW was disbanded in 1991.The map collection of the Kew Historical Society has at its core the historic maps assembled and originally stored in the City Engineer's Department of the City of Kew. These include maps in a number of scales. The vast majority of maps were produced by the MMBW in the first two decades of the twentieth century, and are solid working maps, backed by linen for durability. These maps are historically significant to Kew, the City of Boroondara and to the history of the development of state utilities in Victoria. A number of the Kew maps have additional details added by former municipal officers, including the levels reached by various floods. As these were working documents, information was added to them long after the period of their initial production and distribution.Early map of the Town of Kew, created after 1910, at a scale 440 ft to 1 inch. The 'assembled' map by the City of Kew Engineer's Department includes scaled down copies of The Melbourne and Metropolitan Board of Works maps, Nos. 39, 40, 64, 65, 66, 67, 68, and 117. The map covers the entirety of the Town of Kew, bordered on its north and west by the River Yarra, by Burke Road in the East and Barkers Road in the south. The map shows the extent of urban development by that time, prominent institutions and the outlines of built structures in the municipality. The troopers supported Police Inspector A. Angus, who acted as Town Marshall to challenge 200 Members of the Royal Australian Engineers, 3rd Division. The Regiment gained entry to the City by the production of a Freedom of the City Scroll presented by the Mayor of Ringwood (Cr. B.J. Hubbard)."

Mr. George Thomas' connection with Collingwood Technical School began as a junior technical student at Collingwood in 1913. He then became an apprentice in the electrical trades during which time he also undertook a Diploma course in Electrical Engineering. Mr Thomas was appointed as a teacher (part-time) of Electrical Wiring at Collingwood in 1922 having had previous experience teaching in Geelong at the Gordon Institute of Technology. In 1930 Mr Thomas became a full-time teacher in Electrical Trades, the year of the commencement of the Apprenticeship Commission in Victoria. In 1937 he was instrumental in introducing electroplating as a trade whereas it had previously only been taught as a section of the Electrical Trades. This was a period of severe economic constraints following the Great Depression and spending on education was limited. Needing the latest knowledge of industrial practices, Mr Thomas canvassed electroplating industries around Melbourne seeking employment opportunities and met with favourable responses. He approached Quinton’s electroplating firm in North Melbourne with the proposal to work for them on Saturday mornings without payment. In return for his labour, he asked to be taught the basics of the trade. During the week he was able to impart his knowledge to his students. Initially, he wanted to develop electroplating as an outlet for the Youth Employment Training Scheme. Once the class was firmly established, he submitted a proposal to the Education Department to establish an Electroplating Department, and this became the first of its kind in the southern hemisphere. He gave up teaching in 1939 to become the Northcote City Electrical Engineer where he served for 26 years. During this time he was also a Consulting Electrical Engineer to Box Hill and Port Melbourne Councils. His association with Collingwood Technical School (and later, College) continued, first as an examiner on the State Electricity Commission (SEC) panel and from 1947 as a member of the School Council. He was president of the Council in 1961 and 1962. He also represented the College on the Northern Regional Council and participated in the selection of Electrical Trades teachers. For four years, 1967-1971, he represented the metropolitan Technical Schools and Colleges on the Council of the Monash University, in which capacity he gave outstanding service to technical education. George H. Thomas attended his first Council meeting on June 12, 1947 and remained on the Council until the secondary and post-secondary sections were separated in 1981 – a period in excess of 34 years. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library.
