It could have been used to carry equipment, clothing or provisions between the crew on the shore and the victims of a shipwreck or other rescue need. It could be worn on the shoulder or as a backpack or winched out to a vessel on the block and pulley system. The strong canvas could be weatherproof and waterproof to a large extent, provided the drawstring was pulled tight. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay, there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to a rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy apparatus was in use. The apparatus was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a lightweight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part of the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. Beach apparatus equipment - In the mid-1800s the equipment could include a line throwing set, coiled line in a wooden carrying case, rockets, cartridges, breeches buoy, hawser and traveller block, line-throwing pistol, beach cart, hand barrow, sand anchor, crotch pole, and tools such as spade, pick, mallet and hawser cutter. Around the 1860s Warrnambool had a Rocket House installed beside the Harbour. This canvas bag is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. All but one postcard in this set shows images of Warrnambool, in the Western District of Victoria; the other has a London image. The postcards were all printed in Great Britain according to that country’s postal regulations. All cards have titles on the front printed in red. The majority of the images on the cards are attributed to photographer Joseph Jordan and belong to the Jordan Series. The back of these cards has an outline for a postage stamp, a vertical dividing line and a heading on each side of the line to separate the Correspondence from the Address. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Proudfoots Boat House – Proudfoot’s Boathouse is at 2 Simpson Street Warrnambool, on the banks of the Hopkins River. In the 1880s it was a venue for hiring boats for rowing, fishing, sailing and picnics. It was a popular destination for tourists coming from Melbourne for a day or weekend outing. The beautiful historic Victorian period building was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This card is the only one of the nine cards with the location of Warrnambool added to the name 'Joseph Series'. It is also the only one that has text within the outline for the postage stamp. The font used for the test of the headings is slightly different to the other cards. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This postcard of Proudfoot's Boathouse is of historical significance for is connection with Proudfood’s Boathouse. Proudfoot’s Boathouse is an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of boathouses were in the 19th century, those that survive continue to be well patronised. Proudfoot's Boathouse has been an important recreational facility and attraction for tourists flocking to the Hopkins River, one of the State's most popular boating and fishing resorts, since 1885.” (Statement of Significance is from the Victorian Heritage Register)Postcard, one of nine, landscape orientation. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. In 1902 the British regulations then allowed a picture to be printed on the front and the address on the back, so messages had to be written on the picture side. Soon, the regulations changed and the back was divided for a message and the address. Pliiar Caves, near Warrnambool – The formation at the front of the cave resembles the pillars of a porch, giving the cave its name. Local social media discussion locates the caves near Lake Gillear, east of Warrnambool. The area was popular with young lads as a place to explore and to go rabbiting. The caves in this area are home to colonies of bats and have been a source of bat feces or bat guano, which is an enriching additive to soil. The 19th century sailing ships in the Nitrogen or Guano trade collected large quantities of guano from caves and popular bird nesting locations to sell as a rich fertiliser, due to its high nitrogen and phosphorus properties. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time that he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. These and similar articles showcased the Bay of Biscay as a popular boating and fishing location and well worth promoting to places outside of Warrnambool. In 1892 the area was declared a National Park, the first in Victoria, preserving native animals and Indigenous plants. The rich volcanic soil in the area attracted early settlers including the families of Henry Giles, born at Tower Hill in 1858 and his wife Mary Jane (born Freckleton) born nearby at Cooramook in 1860. Henry and Mary worked in the local area where they also raised their six children. For a time, Henry was employed as a labourer on the Warrnambool Breakwater. As in the times when coastal trading ships brought passengers and cargo to the Port of Warrnambool, it continues to be a popular place to visit. However, this postcard is the 'odd one out' in that its location is London, it has no border, it has no reference to 'Jordan' or 'Jordan Series' no reference to the printer, no 'correspondence heading', it is slightly smaller than the others, and it has text in the stamp area that refers to 'inland' and 'foreign' postage, a half-penny inland and one-penny overseas.. Postcards or ‘correspondence cards’ appeared in Britain in 1894. They were plain cards with a space for the message on one side and an address on the other; regulations didn’t allow anything but the address to be written on the ‘address’ side. New Gaiety Theatre, Strand [London] - The New Gaiety Theatre opened in 1903 on the corner of The Strand and Aldwych, London. The second show performed in the new theatre was “The Spring Chicken” in 1905. The third show followed in 1907. The preprinted postage cost on the stamp outline is ½ d. or half penny; according to The Great Britain Philatelic Society, Great Britain Postcard Stamps were priced 1/2 d. or Half Penny from 1-Oct-1870 to 3-Jun-1916. The postcard is significant for its inclusion with a set of nine postcards, eight of which are images of Warrnambool and its district and photographed by Joseph Jordan. It is also curious for is lack of connection to Jordan. Postcard, one of nine, portrait orientation, coloured print. The image shows a tall three-storey corner building with a statue on its domed tower and smaller towers on the sides. The top two storeys have balconies with columns, and overhang the ground floor, providing cover over the footpath. The foreground has horse-drawn carriages and coaches, and motorised vehicles including a bus. Figures wearing top hats and others in long dresses are in front of the building, which has a sign on the corner advertising the building and its current show. There is no correspondence written on the card. The front of the postcard has a printed red title and an inscription on the image. The reverse has inscriptions and outlines for a postage stamp. ... flagstaff hill maritime museum...Flagstaff Hill Maritime Museum and Village 89 Merri Street ...In the words of the Donor, Betty Stone, "This walking stick was made by William Dale from wood obtained from his property Bluestone Quarries situated at Wangoom, Warrnambool. William Dale, the son of William Booth and Hannah (nee Broadbent) Dale was born on 8 July 1828 in Saddleworth, Yorkshire, England. He emigrated to Australia in 1852 and seven years later purchased twenty acres of land in the shire of Wangoom, Warrnambool where he operated a quarry known as The Dale Bluestone Quarries. According to family legend, when William and his wife Elizabeth (nee Chamberlain) first moved into their bluestone cottage on the property, it was surrounded by dense bush that abounded with wildlife. William Dale used this walking stick in his later years. Although physically bent after years of toil, his grandchildren remembered him wheeling his barrow and walking with his stick around the quarries when aged well over eighty years. William Dale died at his residence on 14 December 1913 aged 85 years." He has been noted in a biography as a "Pioneer Industrialist Inventor". In 1840 he began making and selling his own saws in Philadelphia, USA, growing to become the world's largest saw manufacturer. Tools made by Henry Disston and his company have the reputation of being the finest tools money can buy.The saw sharpening vice and its shifting spanner are significant for their connection with Henry Distton & Sons, renowned for high quality hand saws and associated tools. In 1855 Henry Disston cast a crucible saw sharpening steel, the first person to ever do so in America. The hand tools are also important for their association with the early building industry. Saw sharpening vice with accompanying saw tooth shifting spanner. The vice has a ball and socket clamp. The top of the vice has a saw clamp with wide jaws. The Royal Humane Society of Australasia was founded in 1874 with the aim to recognise those who risked their lives to save others and to assist those whose acts of bravery caused them or their surviving dependants to be disadvantaged in some way. The producers of the certificate were Fergusson & Mitchell, a Melbourne organisation established by 1858 that was an engraver, lithographer and printer. Details of the incident were published in the Argus, Saturday 19 April 1890, page 11 - "FATAL BOATING ACCIDENT, (BY TELEGRAPH FROM OUR CORRESPONDENT.), WARRNAMBOOL, FRIDAY A fatal boating disaster occurred in Lady Bay this morning, the victim being Joseph Lowe, licensee of the Bay View Hotel, South Warrnambool. The deceased, in company with two lads named James Ferrier and James Patten, went out in a small dingy to shoot musk ducks. The water was perfectly smooth, and the party were tempted to proceed as far as the mouth of the Hopkins River. In their eagerness they neglected to keep clear of the breakers, and were presently carried in on the crest of a large wave, and the boat cap sized within a cable's length of the shore, precipitating the occupants into the water. Patten and Lowe stuck to the overturned boat, Ferrier striking out for the shore, which he reached in an exhausted state. In the meantime his companions had been washed off the boat, and were struggling in the breakers. Lowe was unable to swim, and Patten kept him afloat, at the same time making gallant attempts to get him ashore, but finally had to leave him to his fate. Ferrier, seeing Lowe's danger, undressed and swam out, but became exhausted. Ferrier and Patten were both found in a fainting condition by persons who saw the catastrophe from the jetty, and ran along the beach to render assistance. Attempts were subsequently made to rescue Lowe's body, which could be seen washing abort in the surf. These proved unsuccessful, and no hope is now entertained of recovering it. Lowe was a smart young man, 28 years of age, and unmarried. He was formerly bar-man at the Commercial Hotel here, having been engaged in Melbourne...." At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. The List is dated November 1877 and shows the number and the location of all of the branches of the Bank at that point in time., a total of 77. - Victoria 35, New South Wales 14, Queensland 2, Tasmania 5, South Australia 5, New Zealand 16 Copies of the notice would have been displayed in all branches of the bank in both Australia and New Zealand to inform customers and perhaps impress them too with a large number of locations and the reference to the bank's connection with London. This document gives information on all bank offices throughout Australia and New Zealand. It refers to the Superintendent's Office address at 75 Collins Street West, Melbourne and is dated November 1877. This places the document at the time just before the new Melbourne office opened on the corner of Collins Street and Queen's Street in 1879. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It came to Australia on 14th December 1835, opening in Sydney. The Acting Superintendent of the Bank of Australasia in Sydney at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch of the Bank of Australasia opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. Two huge mastiff dogs were kept in the backyard and let loose at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Back and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Bank of Australasia was established in Warrnambool in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856. Warrnambool’s Council chose the Bank of Australasia as its bank 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. The List of Offices of the Bank of Australasia has early Australian historical significance through its association with the Bank, which was established in 1834 by Royal Charter and opened in Sydney, Australia, in Sydney in 1835. The List is significant for showing the number and location of all of the Offices of the Bank of Australia in November 1877. This shows that Victoria had 45 percent of all Offices. The framed document is locally significant for its association with the Bank of Australasia, Warrnambool's first bank, established in 1854. The bank continued to operate until the organisation's merger in 1951. It became the ANZ Bank, which is still in operation today. The assembly was sent from shore to ship and back to transport the stranded people and goods safely to shore. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them.This traveller block is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost. Wood and brass pulley block or 'traveller', used in conjunction with the Breeches Buoy. The block has double brass inline sheaves and brass rollers on each cheek of the pulley. Each shell is scored for the strop. The thimble on the strop has a wooden slat attached for quick release of the Breeches Buoy. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. The crew would work as a team to haul in the victims of the shipwreck. The leader of the crew would call out one or several member's numbers to give them a break during the rescue, while other members took their place. All members would then be relieved at some time during the rescue. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s.
