In 1976, the Shire of Pakenham recognising that Cockatoo was the second largest township within the shire, acknowledged requests for the provision of recreation facilities. Council purchased four hectares of land strategically located in the Town Centre and in conjunction with the local community, embarked upon a programme of staged development of the site. The first stage saw the construction of the kindergarten building which was opened in 1977, followed by the bowling green, tennis courts, netball courts and public toilets. The Community Complex Building was the final development of the site.The Cockatoo Community Complex building, was the final stage of the development and was opened on the 20th November 1982. It was a replacement for the old Cockatoo Hall, which had not been renovated since 1936. The old Cockatoo Hall was lost in the Ash Wednesday fires on the 16th February 1983. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. In 1946, the Melbourne and Metropolitan Board of Works (MMBW) approved a site for a new dam for Melbourne's domestic water. This is now known as the Upper Yarra Dam. Due to the construction of the dam, the workforce had to be accommodated on site; domestic quarters were built for single men, families and staff. The township also had kitchens, laundry facilities, a canteen, a recreation hall, mess areas and a co-op store, with one of the first houses being seconded to accommodate for a school. This photograph shows personnel at a Kindergarten party at the Upper Yarra Dam, a time where workers were housed during its construction. The Museum was first considered in 1963 when it was felt that Victorian narrow gauge railway history was quickly being destroyed by progress. Originally it was planned to only cater for two locomotives and some rolling stock associated with the Moe and Walhalla Railway. Construction of the site commenced on Labour Day Weekend in March 1964, the area was then fenced. The first exhibit arrived soon after and companies with locomotives and other railway features offered items to the Museum. When interesting exhibits from the "Steam Era " were known to be coming available,discussions were held with the owners in an attempt to obtain the item for preservation. In 1965 an Umbrella style shed was built and by May, the first locomotive ex Erica State Saw Mill (CLIMAX) had arrived.
