St Patrick's Catholic Church Elaine closed in 2013. Originally known as "Stony Rises" Elaine could once claim the largest Catholic church congregation in the Meredith parish, due to the extensive mining activity in the area. At the time the population of the district supported three hotels and 4 churches and the town was served by a water supply from a reservoir at Lal Lal. Elaine in common with other rural communities has lost many of the services that were once available, but it still retains a well maintained Catholic church and Public Hall as well as a Hotel, Post Office, General Store and Service Station. (http://www.parishofmeredith.org.au/elaine_h.html, accessed 04/03/2014) The St Patrick‘s Church at Elaine was opened on Sunday 28th, November, 1909 and a report appeared in the Advocate on December 4th, 1909. "On Sunday last the Very Rev.Dean Phelan, V.G., blessed a new church at Elaine, in the parish of Meredith. The church, which was built by a local firm, Messrs. Smith Bros, is a weather-board building on brick foundations, and gives a clear seating accommodation of 50 feet by 25 feet, independent of sanctuary, sacristy, and porch. After the ceremony, which commenced at 11 o‘clock, the pastor of the parish, Rev.M.Murphy, celebrated Mass, and the choir from St.Joseph‘s, Meredith, sang in a highly creditable manner portions of Weber‘s Mass, also a hymn to St.Patrick, under whose patronage the church is placed. The financial statement made by Fr.Murphy showed that the entire cost of the building, alter, seats, etc, was $1103.10; that $620 had been subscribed previous to the opening, and over $140 received on Sunday, including $20 from his Grace the Archbishop, and $10 each from the Dean and Fr.Murphy. After Communion the Very Rev.Dean Phelan preached on the necessity of a church as a dwelling place for God in His Eucharist Presence. Taking for his text, “Behold the tabernacle of God with men: He shall dwell with them, and they shall be His people; and He Himself with them shall be their God.” In doing this work, I am pleased to learn that you have not only received material assistance from some who do not kneel at this altar, but that the authorities of the Presbyterian Church have given you their organ for the Mass today. This generous action deserves our special thanks and is in striking contrast with the anti-Catholic prejudice shown in other quarters. It reminds me of the action of Hiram, King of Tyre, when he heard that Solomon was about to build a house to the God of Israel. Not only did he offer cedar-trees from Libanus, but skilled men to carve the wood, and sent his trained sailors to assist in bringing from the mines of Ophir four hundred and twenty talents of gold for internal decoration. According to The Geelong Advertiser on 25 July 1928: One of the largest congregations that has ever been in St.Patrick‘s Church attended on Sunday last, the occasion being the consecration of a memorial window to the memory of James Connell, who died in his 25th year in February last. Deceased was the youngest son of Mr. and Mrs. John Connell, respected residents of Elaine. He was loved and respected by all sections of the community, and was closely connected with all sporting bodies. Friends of the deceased and the family were present from Ararat, Stawell, Ballarat, Melbourne, Geelong and all the surrounding districts, also members of other denominations. A few noticed were Cr.C.C.Austin, Mr.H.Young, Mrs.A.Bowers, Mrs.Gray, Mr.and Mrs.R.Norgate and others. The stained window was made by Brookes Robinson in Melbourne, bearing the image of St.Patrick and the inscription thereon “To the undying memory of James Connell, who died 3.2.28 R.I.P.” The beautiful window was kindly placed in position by Mr.Bill Smith, Meredith. High Mass with full ceremonies was offered by Rev.Fr.F.Conlon,P.P., Meredith, with six alter attendants from St.Josephs School, Meredith. The Meredith choir, with Mrs.R.Grant organist, assisted by Miss K.Johnson (violin) rendered beautiful music, the principal parts of the singing being capably handled by Mrs.Thos Brady, Father Conlon took as his text, “Blessed are the dead who die in the Lord. From henceforth now, said the spirit, that they may rest from their labors, for their works follow them.” With well chosen remarks Fr.Conlon touched feelingly on the many qualities of the late member. First as a good son; secondly as a good citizen and sportsman; thirdly as a good child of the church. It commemorates the 80th anniversary of the school and includes Principal's message, student work, many photographs, sports report, teacher farewells, Wind Orchestra trip to Canberra report and other camp reports. A special supplement is also included which has interviews with past students and teachers. Each page is mounted on cardboard and quality of images is not high. It comes complete with spelling mistakes, poor quality photos and quite a bit of empty space. The homes were presented by the donors for the use of the Old Colonists' Association of Ballarat. The homes fulfil the original 1888 aim of 'aid and assist indigent or suffering old colonists' and 'to provide the shelter of a home for old and indigent pioneers of the gold fields, their widows, or anyone connected with the association'. From the minute books: "Mr and Mrs F.J. Williams, both natives of Ballarat, offered to build a cottage on the Association's ground at Perry Park [now Charles Anderson Grove] something after a style of the Hassell Homes. That offer was immediately followed by another from Mr S.W.J. Clark, a member of the Council. Both offers were promptly and gratefully accepted." The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages over 40 Home retirement village at Charles Anderson Grove Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. One of the first objectives of the Association was "to provide the shelter of a hose for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxed of groceries to deserving pensioners, and in some cases payment of burial costs. == Purposes == ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association.

Probably originally drawn for publication in Melbourne newspaper showing detachment of Victorian Mounted Rifles on way to establish order at a strike site during the Labour and Shipping Strike of August 1890. During the strike armed troops were deployed to support the police in Melbourne and in Newcastle and a number of other ports around the country. In Melbourne, the announcement that a public meeting was going to be held on 31 August 1890 to support the maritime strikers sent the Victorian government into precautionary mode. On the eve of the meeting, the Victorian Mounted Rifles were briefed by their commanding officer Lieutenant-Colonel Tom Price: 'Men of the Mounted Rifles, one of your obligations imposes on you the duty of resisting invasion by a foreign enemy, but you are also liable to be called upon to assist in preserving law and order in the colony. ... To do your work faintly would be a grave mistake. If it has to be done effectively you will each be supplied with 40 rounds of ammunition, leaden bullets, and if the order is given to fire, don't let me see any rifle pointed in the air; fire low and lay them out so that the duty will not have to be performed again.' Price was quite clear and quite unapologetic about his intentions. He only wanted ′'to hit the strikers in the legs ... not to kill them outright. He explained that the term 'lay them out' was used in his regiment to mean 'temporary disablement'. A force of 1,000 militia and mounted police and another 1,000 special constables were embodied by the time of the meeting. These forces, apart from a troop of mounted police were held in reserve out of the way and the 40,000 who attended the meeting, although enthusiastic, were orderly and the forces were not called in. Presented to 1st Infantry Regiment (WA Volunteer Forces) by HE the Governor of WA, Lt-Colonel Sir Gerard Smith, KCMG at a Queen's Birthday parade held on the Recreation Ground, Bazaar Terrace, Perth (now where the Esplanade is situated), on 28 May 1896. Consecrated by Senior Chaplain of the Forces, the Very Reverend Dean Goldsmith. Purchased by the WA Government, with the sanction of the Home Authorities, the colour was manufactured at the Pimlico Army Clothing Depot, London. It was the first Queen's Colour to be presented to a Western Australian Army unit. (A detailed description of this colour appeared in "The West Australian" of 23 May 1896) This colour was subsequently inherited by successor Militia units to the 1st Infantry Regiment, including 11th Australian Infantry Regiment (Perth Regiment), 88th (Perth) Infantry, 11th Battalion (The Perth Regiment) and 11th/16th Battalion. The colour was handed over to the Perth City Council at a special parade of the 11th/16th Battalion held in Forrest Place on 7 June 1930, and was laid up in the Council Chambers in Murray Street. Together with the other historic colours handed over at the time, this colour later went into storage when Council moved premises in the early 1960's. Perth City Council had some restoration work carried out on these colours in 1975 and later had them on display in their display room at Council House, St Georges Terrace. In 1909 His Majesty King Edward VII directed that honorary banners be presented to the Australian Infantry Regiments in commemoration of the services of their members who had volunteered for the South African War 1899-1902. (Promulgated under Military Order 132/1909). These would be similar to those presented to Australian Light Horse Regiments, Royal Australian Artillery and Australian Army Medical Corps in 1904. The Melbourne Legacy Diary/Contactor handbooks were produced annually by Melbourne Legacy. The books supply Legatees with many useful details and regulations. They include lists of current Legatees and contact details. A handbook is issued to all Legatees to assist them with their work with the legacy widows; eg childrens' education, welfare, accommodation, health. A quick easy guide to services provided by Melbourne Legacy such as bursaries, medical care, financial assistance etc for Legatees use. Correspondence between Aaron Beattie Esq from Beattie Physical Culture College Melbourne and E. Hilmer Smith Esq about Girls’ Physical Culture Classes in July 1928. It was intended to aid the Sydney Legacy Club establish classes for girls. Excerpts include the following information: "I would suggest that you form a special C/tee to handle the Physical Culture work. . . . I would suggest that special care be taken to see that none but fully-qualified and trained teachers handle the children - this is all important. . . . We charge every child 5/- per year, payable quarterly. We have been most fortunate here with the girls section. An old friend of mine - Mrs Gillies - is our Hon. Directress. She was - until her marriage - in charge of all Physical Culture training in the State Schools of Victoria, and is a wonderful woman. She takes complete charge, appoints her own staff and so on. We pay some of her assistants from £2.2.0 to £5.5.0 per term of 12 weeks. The class was formed in May last year with 42 girls - we now have 121, and they have left the boys far behind. Enclosed you will find a copy of our measurement chart, which is an important part - every child should be recorded before starting, and again at the end of the year. I am also sending you a copy of our Demonstration Programme. This show was given after the girls had been going for 10 months, and it was a wonderful success - all these things help to bring success, and children seem to want these things to keep them going. . . . We spend about £600 per year on our Children's Work and nearly all of that goes to the Physical Culture side." The correspondence is a good snapshot of the undertaking of Melbourne Legacy running girls' club at that point in time and that Melbourne Legacy was trying to help Sydney Legacy establish a similar program. Legacy was one of four organisations who were known as Trustee Organisations for the distribution of funds to dependants in necessitous circumstances. In his early years Stan Savige had a special friend, Perc Markham, with whom he grew up and attended South Yarra Baptist Church. Perc was rejected on medical grounds when he sought to enlist for service in World War 1. He worked with his father in the building business and established a reputation as a builder and renovator of houses. After the foundation of Legacy, Stan Savige utilised the services of Perc for Legacy tasks on a number of occasions. In token of this relationship, in about 1936, Stan Savige presented this desk to Perc Markham who used it until his death in 1978. The desk then passed into the care of Perc’s son, Lloyd, who perceived that it could be of both historical and sentimental value to Melbourne Legacy. He presented it to Legacy in November 1984 so that it may be used by those who have cause to respect the memory of one whose energies were devoted to the establishment and perpetuation of the Legacy movement. A poor fellow lately arrived on the diggings of the name of John Jones became ill of a rheumatic fever this week. Having no money to obtain medical assistance, and being unable to work, he was, of course, in a sad dilemma; however, a neighbour came over to me to draw up a subscription paper for the poor man, stating his distress. Next day at noon the same man came back and told me that he had collected 16 pounds 1shilling and sixpence among his neighbours for Jones and had also obtained an order to get him into the Melbourne Hospital; so the invalid went down to Melbourne I a cart this morning. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Tasmanian architect J.H. Esmond Dorney developed this ground-breaking design for the Sandringham Hospital, which opened in 1964. Dorney had spent significant time recuperating in hospital in the post-war years and developed a special interest in hospital design. The hospital included circular wings with nurses’ stations at the hub and wards radiating outwards like spokes on a wheel. The hospital included 100 beds, two operating theatres and four delivery rooms and baby nurseries. Each ward of two to four beds had its own bathroom, and featured wide windows with garden views. “The Keeper looks after the shrines of the dead and he is responsible for their wellbeing, to make sure that their spirits do not return to make trouble for the living. Beyond their grave there is no blame, so he keeps all the dead, criminal, foreign etc. Keepers are not often seen because they live well away from all social groups, being supposed to spend most of their time in the nether world. The Keeper’s Robes carry complex amulets or protection from the dead, who he both guards and fears. He must also stop the living from using his charges against one another. His life is almost totally ritual, given over to chants and spells. He will never marry, but will breed by impregnating a selected mate in order to carry on the line, the office is hereditary. When his children are old enough, they are apprenticed to him and must live apart from the community, looked after by a nurse and taught all the rituals necessary for their future career. Very occasionally, a child is chosen from the community because of some special characteristic - precognition, albino colouring, special interest in the dead etc. At any time there might be up to twelve apprentices of various ages who assist the Keeper in his work. These children are taboo to all others, who must close their eyes if they accidentally catch sight of an apprentice.” -Inga Hunter

Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Awarded to: School Children of the Commonwealth of Australia Other Details: Of the commemorative medals issued to mark the end of the First World War, the most common was the so-called 'Peace' or 'Victory' medal issued to every child in Australia aged 0-14 years (and aged up to 16 if parents were in the armed forces). The medal was designed by Charles Douglas Richardson, better known for his work as a sculptor. Time constraints as well as pressure from the production of other victory medals meant that no single manufacturer could make the 1,670,000 medals. Six were therefore selected: Amor, Stokes, Schlank, Parkes, Angus & Coote (who later withdrew) and Platers. The medals were silvered bronze, with silver issues for special presentations. The Defence Department supplied a red, white and blue striped ribbon and pin. Distribution began in March 1919. Victorian school children received their medals on Friday 18 July and on 'Peace Day' on Saturday 19 July.To commemorate the end of World War 1Round white metal medals issued to mark the end of WW1.
