The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Erected in the township of Miners Rest in 1920 in remembrance of fallen soldiers, this granite plinth cenotaph stands at the West end of an Avenue of Honour with 25 trees. The memorial is of Harcourt colonial granite, with bronze face plates, and contains the names of twenty-four soldiers of the district who sacrificed their lives at war. The monument was designed by the well-known sculptor, Mr F. W. Commons, and the work executed by returned soldiers employed at his studio on Creswick Road, Ballarat.The memorial is of historic and social significance to the people of BallaratGranite stone memorial including plaques on a bluestone base. 4 smaller granite posts and flag pole. The 79th Fighter Squadron was initially formed at Laverton on the 26th April, 1943 under the command of flying ace Squadron Leader Alan Rawlinson, but within seven days moved to Wooloomanata Homestead on the Geelong-Bacchus Marsh Rd, No 1580 in Victoria. It was a Spitfire Squadron and used Wooloomanata as a training base before flying. The Ballarat Technology Park is associated with Federation University Australia. The first stage commenced on 03 August 1989 when the first sod was turned by Hon, David White, Minister for Industry, Technology and Resources. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. This story, as yet untold, fills a gap in the history of art in Australia and offers a new perspective on Australian art in the first half of the 20th century." - Thames and Hudson website A NEW HOME IN ELTHAM Once they had settled back into Melbourne, Perry and Belle began to look for a place to make a permanent home. Having enjoyed the bush setting of Mosman, they decided to explore the rural fringes of Melbourne. Each weekend they packed a picnic and travelled to the towns in the nearby hills - such as Ferntree Gully, Sassafras, Lilydale and, of course, Cockatoo Creek. Eventually deciding these places might be a little too far from The Herald office, they searched closer to the city. The Heidelberg and Box Hill regions that had inspired his old teacher McCubbin, had become busy, urban areas but further east, towards Warrandyte and Templestowe, there were still large tracts of bush. Finally they settled on Eltham, an area Percy knew very well, having often painted there with Jock Frater. Perry's old friend Dick McCann and his wife Margery had also settled in Eltham. The township was fifteen miles from Melbourne and serviced by an electric train that went to the central Melbourne station of Flinders Street, near where The Herald offices were located. Eltham was a small village in 1925, separated from Melbourne by the Yarra River, and surrounded by orchards and large tracts of bush. Small farms dotted the landscape and the main businesses revolved around ironmongers, blacksmiths, and farming supplies. Of particular appeal to artists was Eltham Park, a large expanse of bushland bounded by the Yarra River on the south side and the Diamond Creek on the east. The park included a playing field that was busy on weekends with cricket or football matches, but for the rest of the week it was mostly empty and an ideal place to paint. The scenery there provided the inspiration for many paintings by Leason, Meldrum and other artists such as Colin Colahan and Peter (A.E.) Newburv. The Leasons found a rundown old farmhouse on four-and-a-half acres of land in New Street, now known as Lavender Park Road. The site was splendid, at the top of a gentle slope which gave panoramic views east to the Dandenong hills, south over the Templestowe orchards and north to Kinglake. The front lawn was taken over by onion grass (or wiregrass as Leason called it) and scattered about the property were many wattles and gum trees. Aloe cacti covered much to the front of the house, while old quince and lucerne hedges separated the house and out-buildings from a rundown apple orchard. Here they would build a new home. ·with financial assistance from The Herald, Leason bought the property and immediately commissioned an architectural firm to design a new house in the popular bungalow style of the time. The old farm house was demolished but Percy saved the siding boards, bricks and corrugated iron for the outbuildings of his new home. The new house was a two storey, triple brick with a large, gabled, terracotta tiled roof. It was situated at the very top of the slope. The paint and varnish were barely dry when the family moved in during the summer of 1925-26 and the fumes were overpowering in the heat. Despite the house being wired for electricity, power poles had not yet reached the area and initially the family had to rely on kerosene lamps and candles. When electricity did arrive, Leason reflected on the community's reception of electricity at the expense of the old growth gum tree corridors in his cartoon, Electricity comes to Wiregrass. The family had now grown to seven. Jack was nearly nine, Jean was seven, Marjory was four, Nancy was two and the baby Patricia was seven months old. Jack and Jean were enrolled in the local primary school down the hill. A retired farmer, Jock McMillan, came to live on the property and help out with the general maintenance. Jock built himself a shack and Belle provided him with meals. He was kept occupied building structures around the property·, such as the garage, the outside toilet, garden beds, trellis arbours and a number of ponds. The elderly, bearded Scotsman with his old hat and baggy pants also provided the inspiration for one of the characters Leason regularly included in his cartoons. Like Leason, Jock smoked a straight stemmed pipe. A neighbour was employed to help Belle with domestic chores, and so the family settled down to live comfortably in their new Eltham house. Belonged to the Melbourne Harbour Trust Commissionersarge, wooden, rectangular "Roll of Honour" board for the Melbourne Harbour Trust Commissioners. It was their honourary board for employees who went to the 1st World War. comprised of seven panels with names of people carved into them. The centre panel has "in Memorium' in brass lettering and is raised out from the three panels which flank it on either side. The main lettering across the top of the board is made from brass, and is attached to the wood. A circular brass crest is featured in the centre top of the board, which is flanked by carved gum leaves and nuts. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. This medal was issued in 1919 to members of the Armed Forces to celebrate the victory of the Allies in World War One. Australian Armed Forces members were issued with the medal produced in Great Britain. The medal was issued to Private A.E.Snell. Albert Edward Snell enlisted in World War One from Nullawarre. He was listed as aged 21, single and a labourer. He was at first in the 8th Battalion (7 Reinforcement Group) and embarked on the Wandilla in 1915 and later transferred to the 14th Battalion. He was wounded in action and returned to Australia in1917.This medal is of considerable significance, firstly as an example of the medal issued after World War One to Australian Armed Forces members and secondly because it was issued to Private A.E. Snell, a resident of Nullawarre, about 32 kilometres from Warrnambool.This is a circular brass medal with a laurel wreath and an inscription on the reverse side. The obverse side features a winged figure of victory with her left arm extended and holding a palm branch in her right hand.
