Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. William Withers and Edward Ryan drowned near Point Lonsdale on 19 October 1954 when they tried to enter the Rip at Port Phillip Heads against an ebb tide with a strong south-west wind blowing. They were sailing a large crayfishing boat, the 'Robert John', returning with a load of crayfish from King Island.Photograph shows William (Bill) Withers and Edward Ryan who worked in the local Queenscliff and Victorian fishing industry. The commercial fishing industry developed in Queenscliff from the 1860s, with early fishing developing around the couta boat and barracouta fishing. Crayfishing and shark fishing also became important, especially as the supplies and popularity of barracouta as a commercial species waned. Local Queenscliff fishermen often fished outside Port Phillip into Bass Strait and had to navigate the dangerous entry to Port Phillip, known as 'The Rip', with its turbulent and variable water and weather conditions. This added to the everyday dangers of sailing faced by fishermen in their industry. The local fishermen often had the local knowledge of these waters, but the fishing community in Queenscliff also lived with the threat or fear that the Rip could rob them of one of their own. The entrance to Port Phillip with this Rip is the scene of many shipwrecks,often resulting in tragic loss of life or injuries, including passenger and cargo ships travelling to/from Melbourne and Geelong as well as accidents to local Queenscliff and Port Phillip sailors such as the fishermen or sea pilots. John was the eldest son of Dr Jack (Frederick John) and Mrs Doris Bennett (nee Willmott). His paternal grandfather, John Henry Bennett, was also a doctor who practiced in St Arnaud and Hawthorn. John was born in Melbourne on 23 October 1924 and attended Scotch College for his early education. The family moved to England shortly before WW2 and he completed his schooling at Mill Hill in Uxbridge (and at St Bees School in Cumberland to which Mill Hill was evacuated). He entered St Bartholomew's Hospital Medical College in 1946. He married Christina Hudson in Cambridge in 1946 and they followed the rest of the family back to Australia in 1948. John was Resident Medical Officer at the Repatriation Hospital in Heidelberg from 1948-1953. He was an Honorary Clinical Assistant at the Royal Melbourne Hospital from 1950-1965 and became a member of the Royal Australasian College of Physicians in 1953. He joined Drs W Langley Carrington, William (Bill) Vorath and Norman Rose at the Surrey Hills Medical Centre in 1953. He lived in Camberwell and had 2 sons and 1 daughter; one son also qualified as a doctor, working in Hobart. His brother Robert, a radiologist, lived in Mont Albert and one of his 4 daughters, Dr Penny Bennett, also worked at Surrey Hills Medical Centre at a later period. The donor was a niece of John Bennett.The Surrey Hills Medical Centre was one of the first, if not the first, general practice to include specialists as partners soon after WW2. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo.
