Alan Marshall (1902-1984) was an Australian writer, storyteller, social documenter and author of 'I Can Jump Puddles'. He lived for many years in Sandringham. This work was presented to The Mayor and Mayoress, Cr. and Mrs R.G. Ward, by the citizens of Brighton to commemorate the Brighton Centenary in 1959. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919. The new Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. This plan records the Brighton Estate, also known as Dendy's Special Survey. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave him the right to choose land in Port Phillip for the low price of £1 per acre for 5120 acres. Dendy appointed Jonathan Binns Were, as his agent, who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Their Brighton Estate was first surveyed by T. S. Townsend in May 1841 and was re-surveyed by Robert Hoddle. Dendy and Were were making plans to sell the land and advertised a 30-guinea prize for the best subdivision which was to be divided into a village, marine residences, suburban and cultivation allotments, with the remainder being divided into country sections. The competition was won by H.B. On 2nd February 1918, Brighton experienced the most extreme cyclone to hit a major Australian city, as recorded by the Commonwealth Bureau of Meteorology. The Flag contains the Sandringham seal, which was designed by Sans and McDougall, had been selected in 1917 by a special committee and depicted as its main feature the Sandringham pier and breakwater, with a yacht in full sail, as an inset, and supported by two dolphins. The motto selected was Omni Opere ("With all earnestness.").Dark blue flag with circular City of Sandringham seal in the centre with the words CITY OF SANDRINGHAM in yellow border around the outside. The seal contains a central shield depicting a large sailboat in the water at the top, below it an L-shaped pier protruding from the right and below that another pier protruding from the left with two small boats at the bottom. The Melbourne and Metropolitan Board of Works (now Melbourne Water) was established in 1891. From that time, as part of their work laying water and sewerage connections, they created detailed plans of houses and other buildings in the Melbourne metropolitan area. In 1956 it acquired powers to construct and maintain highways and bridges, protect and improve the foreshores and create and maintain parks within the metropolitan region.
