This book has been written by Walter Murdoch while he was living in Warrnambool in 1903. Walter Logie Forbes Murdoch (1874-1970) had a distinguished academic career and became Australia’s best-known essayist. He was a household name to two generations of Australians through his radio broadcasts and syndicated literary columns in many Australian newspapers. In 1901 Walter Murdoch came to Warrnambool going into partnership with James Scott, the proprietor of Warrnambool College. They bought out Warrnambool Grammar School previously run by John Stanley. When Scott retired Murdoch became the sole owner and headmaster of the school. While in Warrnambool Murdoch wrote the school history textbook ‘The Struggle for Freedom’ which covers British constitutional history and has chapters on Australian government at all levels, including the new Federal Government. In 1904 Murdoch left Warrnambool to take up a lecturing position in English at Melbourne University. He went on to become the foundation Professor of English at the University of Western Australia and later its Chancellor. Murdoch University in Western Australia is named after him. During his lifetime Murdoch published over 40 works and he was knighted in 1964. This book is of major significance as it was written by the distinguished writer and academic Walter Murdoch whilst he was working in Warrnambool. The address at the end of the book’s Preface is ‘The College, Warrnambool’ and the date is ‘October 7th 1903’. The book sold 10,000 copies in its first year. This copy of the book ‘The Struggle for Freedom’ was owned by a member of the Goodall family, a name prominent in Warrnambool’s history. The stamp of the stationer Walter Davies shows that it was originally bought at a well-known local Warrnambool bookstore.This is a hard cover book of 248 pages. It has a dark red cover with black printed material and a Whitcombe and Tombs logo. The cover is torn near the spine and there is much foxing. The book contains a Preface, Contents pages, an Introductory chapter, 28 other chapters on the development of Government in Britain and the Federation of Australia and an Index. John Murtagh Macrossan (1833-1891) was a Queensland politician who for some time held the seat of Townsville in the Queensland Parliament. The cover was originally blue but is much faded, especially on the spine. The print on the cover and spine is dark blue and there is an ornamental edging on the front cover. The back of the cover has an advertisement for other Walter Murdoch books. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. Terry Kane and Richard Carter were the authors of the short historyType written notes and plans pertaining to the land titles and history of the Ringwood Secondary College site from 1905, prior to the land being sold by the Borough of Ringwood in 1954 to the Education Department. Transcript of covering letter from Richard Carter to Mr T Kane dated 16 November 2012 - "Re: Ringwood Secondary College As we discussed recently, I have done some research into the history of the site. Going back to 1905, the site, then 26 acres one rood 37 perches, was in the name of Walter James Anderson of 61 William Street, Melbourne, Accountant - most likely a speculator. Title transferred to Theodosia Anderson of 167 Collins Street, Melbourne, Artist - possibly his son - In 1907. Theodosia Anderson was thus the owner when on abortive subdivision Into "110 Splendid Home Sites" as "Bedford Park Estate, Ringwood" took place In 1924, creating Anderson Street, Joyce Street, Adams Street and Graham Road, all of which sank without trace. Theodosia Anderson died In 1933, leaving the property to John Blair, Solicitor of Melbourne and Annie Benson of Melbourne, widow, until title ultimately passed to The Mayor, Councillors and Burgesses of the Borough of Ringwood In 1946. Title was then spilt Into three with 14 acres 0 rood 11 perches being transferred to the Minister of Education on 1954 followed by a further 2 acres 1 rood 26 perches to the Minister In 1956. The balance of the land remains In the ownership of the now Maroondoh City Council as Bedford Park. It Is Interesting that at no stage did any of the land belong to the Commonwealth of Australia, notwithstanding that I always understood It was the site of the P.M.G. Workers Camp after the War. Perhaps the P.M.G. utilized the site by arrangement with the borough of Ringwood; perhaps the camp was on the opposite site of Hill Street (Government Road). More research Is needed on this point. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. The tent model mentioned in the letters was displayed in the Ballarat School of Mines Museum. During the 1960s it was transferred to the Ballarat Historical Society. It is there for the past few days and he may wish it to remain a week or two longer, I know of no other exhibition of it to delay it being packed and shipped to my relatives in Geelong (Mr [?] Bright of Hitchock's Firm) who may wish to show it in one of their windows before forwarding it to your museum - I have had an itemised pane glass case made for it with drop down end and [?} it stands on a plateau of moss, to represent grass 32 x 13 x 13 high and chimney 14 1/2 - the case is made 34 x 26 x 20 high inside - I shall have it very carefully packed - tent emptied tools, beds, &c &c in separate packing and insured for 50 pounds - I will send you full details later on. I hope and believe your President will accept it in due time Meantime believe me to be very truly Cat Walter Hitchcock G.F.B. 48 The Memorial Hall Farringdon St London March 15th 1911 The Secretary Ballarat School of Mines Dear Sir, Thanks for your letter received last week – I have unaccountably mislaid it, so cannot address you personally, shall no doubt find it among office papers. The model is being fetched today from Victorian Agent General’s (Sir John [Lavernor?] office window in the Strand where many thousands, he tells me, have stopped in passing to see it (their first peep of Ballaarat). It will be on view at Blackheath (Kent) for a week, then packed and shipped without further delay. I shall enclose in the glass case (which is 26 x 34 x 16 in high) some spare minced moss and gas (smoke) in case in transit the plateau suffers by shaking (though it is well glued down). All the tools, mining appliances, cradle, windlass, &c will be separately packed enclosed – which you can easily place in respective positions. HRH Prince of Wales has graciously accepted a photo of it – and in my letter to him when sending it for his acceptance I said – as he would probably ere long visit Australia as did his grandfather and father, which ought to (and certainly will) include at least a day or two in seeing your beautiful City, and also something of your mines &c instead of the hurried visit of his father (2 hours) when he, as Duke of York, unveiled a statue to the memory of those slain in the sad Boer War, which now is admitted by almost everybody to have been a big political mistake, - though in the future with England’s present wise policy towards that country it will prove for Africa’s welfare. It may interest you to know that when I ascertained that Geelong was not to be visited by the Royal Pair – I went up to St James’s Palace by appointed time the Duke’s private Secy Sir Arthur Bigge – taking with me a specially illustrated paper issued in Melb. showing many pictures of the beauties and industries of Geelong – Sir Arthur was impressed but said all the arrangements for the Royal stay in Victoria (10 days) were made locally, by Lord Hopetoun and collegues and committee, and were practically closed – which meant that only a brief trip to Ballarat to uncover the memorial was intended outside Melbourne. Perhaps if we were Melbourne residents we should have succumbed to the prevailing spirit of selfishness – forgetting (or trying to forget) that there are many beauty spots in Victoria and centres of great interest - Ballarat, Geelong, Bendigo, &c that ought to have been visited instead of Melbourne only. Finding Sir Arthur favorably impressed about Geelong I thanked him and returned to City work again. I at once called to Geelong whose mayor and friends had been twice unsuccessful in trying for the Melbourne functions programme being altered to include a visit to Geelong and lovely spots in the Western District, reporting my interview with Sir A B and his favourable reception of my representations, but that any alteration to the programme of engagements during the Royal visit must be made locally and by the local authorities. This had the desired success for on receipt of my message the Geelong mayor and colleagues again reopened the question and went to Melbourne, resulting in a concession (but what an altogether inadequate one) and they graciously ? consented to the train, on its way with the Duke and Duchess to your city, to stop at the Geelong stn (15 minutes) and so it came about that by a hasty local effort, 3,000 school children, and not a few of the leading people including the Mayor &c were gathered to welcome them in Geelong. The National anthem being sung, an Address read and presented and kindly replied to. Now Ballarat should doubtless has influence. See to it when our P. Of Wales visits Victoria – an unselfish ¬ programme is fixed up – and HRH afforded ample opportunity of visiting leisurely your city, Geelong, Bendigo and other centres of beauty and importance. The Prince himself will be the gainer by such an equitable and enlightened programme, - and come back with all the more favourable views of the marvellous development ever since our family first settled in Geelong in 1850. A far preferable result of such a visit than night after night having Melbourne Banquets and the visiting of its undoubted attractions - whilst all the rest of the State remained unvisited. Such an official mistake must not be made again. I will write you again, stating name of steamer of which the model is shipped and date of departure – it is firmly built on a backing of 3/8 in oak tall uprights so through the 7/8 in plateau and am entrusting the packing be very careful. I expressed firm – so that except possibly any breakage in glass case – it should reach you in due time all right. Hitchcock regarding the death of James Oddie and early gold mining at Ballarat, 1911 48 The Memorial Hall Farringdon St London April 20th 1911 My Dear Sir, It is with no ordinary feeling of regret that I received the tidings of the death of my good friend, your fellow citizen for many years, Mr James Oddie. Living at Geelong from March 1850 I came to know him there as carrying on a foundry business in Ashby. With the discovery of gold at Ballarat started off almost of the working people, as well as of all other classes of the male population. Mr Oddie arrived in Ballarat I believe on or about September 1st 1851. My three comrades and I arrived October 1st 1851 – among the many thousands soon gathered within a mile or so of Golden Point – my friend Oddie and I often met. I returning to Geelong after a year mining – my friend on the other hand remaining at Ballarat ever since – a marvellous record, and I am sure his life has been one of unique value to your City in many ways, - his age (87) naturally prepared me for his call home – and only two mails before the news came I received from him on of his kindly chatty letters in which amongst other things – he referred with pleasure to having received from me two 10 x 12 photos – one being of my model and that he was arranging to have it placed in a shop window in your city. I am interested in the fact of your having known each of my three comrades of 1851/52. It was J.M. Garrett and I who got permission to conduct public Sunday morning service in their large Marquee – used all the week for issue of Licenses in the absence of any church buildings, and it being on wet Sundays impossible to have services as usual under the trees – Ballarat then was more like a Gentleman’s Park – than bush country – but the axe soon did its work – and all were felled for our cooking, and hencewith to make our kindling etc. Shafting of holes not being at first done because too shallow – our deepest (at Eureka) was only 115 ft. Bendigo I hear had now mines of 4,000 ft in depth (deeper than our tin or coal mines here). I fortunately have, in excellent state of preservation, my last of 12 licenses dated October 1 1852 and have recently purchased here a Miner’s Right dated 1864, to that when explaining on matters re Gold Licensing I can show sample of each. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it.
