Living Memorial is Trust's Gift To A Shire Bathed in bright sunshine and now at its best, the Memorial Garden of the Eltham War Memorial provided a perfect setting for the handing over of the Memorial to the people of Eltham last Saturday afternoon. Speaking for the War Memorial Trust, Mr E. P. Harmer, chairman paid tribute to the unselfishh service given by its members , some for more than 20 years. Special tribute was paid to the late Mrs Ada Lyon, a foundation member who, Mr Harmer said, made the Trust her life. A memorial plaque to Mrs Lyon was unveiled by foundation members Mr N. Kerr. Facilities. An infant welfare centre, a pre-school cente and a children's library are built within the memorial. Funds for the buildings were raised by the Trust and theh women's auxiliary. Accepting the Memorial on behalf of the people of the Shire, the Shire President, Cr. L. C. Docksey, assessed the value at beyond £50,000. To make the transaction legal, Cr. Docksey paid the sum of £1 to the Trust. Many foundation members of the Trust and councillors of the Shire were among the official guests. The Shire of Eltham Brass Band provided suitable background music for the ceremony and at. Metal 'traveller's tickets' were issued at the gate of Mt. Fyans to itinerant workers and travellers passing through the district; they could be redeemed at the homestead for a meal and/or a bed for the night at the station workers' lodgings. Mt Fyans was a significant pastoral property in the Dundonnel area of the Western District. Originally settled in 1841 by Lachlan Mckinnon, by 1856 the Mt.Fyans portion comprised over 48,000 acres. By 1898 when it was sub-divided on the death of then owner William Cumming, it comprised 9000 acres. Pastoral properties relied heavily on a semi-skilled workforce whose numbers were seasonally varied - hence the need for itinerant labour. Notes from the meeting of the Junior Legatee Committee held on 28 September 1942 reveal how Legatees perceived the need to establish a residence for juniors. The notes detail the type of residence which would be appropriate, and how it should be funded and run in broad outline. These views were informed by an interview with the Headmaster of Box Hill Grammar School, a co-educational boarding school.It is interesting to note the different attitudes towards boys and girls at that time; girls required sewing and music rooms to replace the workshop and gym for the boys. Letter from Captain Bert Frank of 24 York St, St Kilda, applying for the manager position at the first Legacy Hostel, named Holmbush. It outlines his war service in WWI (with the 1st and 2nd A.I.F), civilian career running a Ford garage for 20 years and his interests. Also the education and experience of his wife, Clare Frank, and mentions their 10 year old son. It provides referees for both of them. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. Final report dated April 1972 submitted by the Residences Review Sub-Committee (J.E. Chancellor. Chair, H.C.G. Rogers, G.K. Rosman) - see drafts at Cat.Nos. 01672 and 01673. The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. Berg dated 4th October 1974 to A.Quayle, Esq., Chairman of the Housing Steering Committee in which Legatee Berg confirms the completion of the Stage Two design for Blamey House.
