This photograph was taken in August, 1938 at the time of road making in the area and some eight years prior to the establishment of Mt. Beauty township. The area was still being used for grazing, and the land was eventually acquired from the local land owners by the State Electricity Commission. The construction of the road, from Tawonga to the High Plains, was commenced in April of this year. This allowed men and heavy equipment to be transported to the work sites for the construction of the Kiewa Hydro Electric Scheme. An important photograph as it shows the upper Kiewa Valley as it was before the establishment of the town of Mt. Beauty. The land had been cleared of natural growth and has been used for grazing cattle. By 1946 housing construction had commenced for the new town of Mt. This skirt belonged to Joan Elizabeth Peck who served with the Royal Australian Air Force in the Second World War. Joan was born on 27 July 1919 in Acton England and enlisted in Echuca on the 6 January 1943. At the time of her discharge from the RAAF in 1945, Joan was serving as an Aircraftwoman with the 2 Air Observers School in Mount Gambier. Throughout the war, the Mt Gambier base operated under the Empire Air Training Scheme.This skirt was donated by the owner, Joan Peck, and has significant provenance. The inscriptions throughout facilitate significant research ability, though records are not publicly accessible and digitised at this time. Joan Peck’s uniform is also significant as an item of social history, revealing the role of local women in the home front war effort. Light khaki coloured skirt in cotton fabric. Skirt belonged to Grace Begg(born 15-9-1857). Worn by her at Mt Carmel sheep station, near Heathcote, Victoria. Station managed by her father John Begg. Grace married Russell Scott Thomas on 2 August 1890 at Heathcote and later lived in Albert Park. She was grandmother of Russell Alexander of Creek Road Mitcham (Russell Alexander Menswear Mitcham). Harmony Vale was the name of the homestead built by early pioneer Jabez Richardson. The whole of the valley took on this name. The building lasted until 1933. The first Mt Dandenong State School opened in a shed on the property of William Ferguson on the corner of Blythe and Old Coach Roads. The first teacher was Miss Ethel Gruber who opened the school on May 11th, 1897. It wasn’t until 1901 that the school shifted over the road into an old school building that was moved up to the new site from Ringwood. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The Kiewa Valley has promoted itself as a tourist hot spot since the Kiewa Hydro Electric Scheme concluded. Mt Beauty began as a construction town and was to be sold off but tourism became promising so the SECV handed the town over to the Bright Shire, houses were sold and businesses commenced. From the early 1960s the town promoted itself and Falls Creek as a tourist destination. The Kiewa Valley Accommodation group combined with the local advertisers to publish this brochure.This brochure promotes tourism all year round promoting the local businesses enabling them to succeed. As tourism is the main industry in Mt Beauty and Falls Creek since the Kiewa Hydro Electric Scheme finished, this advertising is important.
