A wide range of items have been created as souvenirs to represent the Hume Weir on the Murray River. Work on Hume Dam started in 1919 and took 17 years to complete. Souvenir items have included chinaware, ashtrays, placemats and small jewellery items such as this tie pin. This tie pin was created as a souvenir for the town of Tallangatta. In the 1950s, the height of the Hume Weir wall was increased, resulting in a nine metre rise in the level of the water in Lake Hume. This necessitated the moving of most of the town of Old Tallangatta due to flooding. The transfer of the township by the State Rivers and Waters Supply Commission to a new site approximately 8 kilometres to the west was completed on 29 June 1956.This item is representative of many items commemorating the Hume Weir and the township of Tallangatta.A small metal and enamelled oval tie pin. Arthur Lock was a Rat of Tobruk and served as President of the Albury Rats of Tobruk Association. 14,000 Australians were in Tobruk during the siege. On return to Australia the veterans looked to maintain the ties created amongst those who were in Tobruk during the siege and to ensure their needs were supported. In 1944, the Rats of Tobruk Association, NSW was established. This was followed by the establishment of the Victorian Branch on 2nd October 1945. Other branches and sub-branches were established across Australia and a Federal Council was established in 1946. With the passing of the survivors of Tobruk, most branches have been wound up with the exception of the Victorian branch. Since 2012 the Rats of Tobruk Association Inc. has opened up affiliate membership to descendants and relatives of the original "Rats" in order to preserve their legacy.This item is part of a collection of items owned by Arthur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. It has particular local significance as the battalion was know as "Albury's Own" because a large majority of the battalion's initial intake of volunteers came from the Albury–Wodonga region. Polyester shirts plus a green tie and epaulets were the only form of dress unform issued to FCV staff. In later years a brown tie was available. Blue work overalls and safety boots were issued for bushfire work. These were replaced with the now familiar bright green overalls in about 1984. There were no dress pants, jumpers, jackets or shoes issued. This led to a long running dispute between the staff association and the Commission over departmental uniform policy at the time. Diana Jones (1939-2009) was President of the Association for the Blind from 1985 until 1992. In her 8 years as President a great deal was accomplished. New centres were opened or extended throughout Victoria and the Metropolitan area, volunteer services expanded and the Vision Resource Centre at Kooyong was built into which 3RPH radio was relocated. A Vision Information hotline, audiology services and the National Centre for Ageing and Sensory Loss were established, the Braille and Talking Book libraries was incorporated into the Association and the Charlie Bradley Cricket Pavilion opened at Kooyong. In 1990 Diana Jones became a member of the first Board of Directors of the newly incorporated Association for the Blind Ltd which ushered in a new era, requiring strict observance of financial and accounting methods in order to ensure continued Government funding. Mrs Jones was highly regarded by clients, volunteers and staff as a capable hard-working leader. Her services to the Association and over many years to the wider community, were recognised in her appointment as a Member of the Order of Australia in the 1993 Queen's Birthday Honours. John Moule was President for the Association for the Blind from 1992 until 1999. Shortly after his commencement, political changes forced the realignment of government departments and expenditure, requiring a reduction in nursing home accommodation and staffing levels. With the demand increasing for services, and the need for a financially sustainable model, he oversaw the increasing amount of government support for the AFB as well as the successful centenary appeal.
