This is a booklet giving the names and addresses of voters for the local Council in Levy’s Ward in the City of Warrnambool in 2002. At that time the Warrnambool City Council was divided into seven Wards with one Councillor representing each Ward. The seven Wards at that time were Levy’s, Botanic, Cassady, Pertobe, Proudfoot, Sherwood, and Wollaston. In 2004 the Wards were abolished and seven Councillors today represent the whole City of Warrnambool. In 2002 Glenys Phillpot was the Councillor representing Levy’s Ward. This booklet is of interest as it contains the names and addresses of those enrolled in Levy’s Ward in Warrnambool in 2002. It will be a useful booklet for researchers. This booklet commemorates the 100th anniversary of the proclamation of the Shire of Warrnambool. The original proclamation was read from the Government gazette 13/12/1863 Pg 2958. This follows from being proclaimed a roads district in 1854 which was then partly portioned and proclaimed the Municipal district in 1855. Portion of the shire was again annexed to the city in 1955. The Warrnambool shire covers the area on north east and western sides of the city of Warrnambool covering approximately 600 square miles and has a rich history of farming and dairy products. A program which commemorates 100 years of the shire of Warrnambool. These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton.This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia.These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the crest of the City of Warrnambool with blue edging and some ornamental scrolls. One programme is tattered at the edges. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. Cyril and Joyce Hayward migrated from England in 1955 and quickly became involved in the Arts in Warrnambool. They both became life members of the Warrnambool Theatre Company. Mrs. Joyce Hayward along with her husband Cyril, had a 30 year association with the Warrnambool Theatre Company. They acted, directed and produced a number of works from the 1950’s through to the 1980’s. Mrs. Hayward taught drama and speech at Warrnambool High School and St Ann’s College. They both worked towards reviving the Warrnambool Arts Council.. They were involved in Christ Church choir, readings for the blind, Probus and Penguin club. They retired to Bribie Island in 1985. Joyce Hayward died aged 97 in 2007.Joyce and Cyril Hayward played a significant part in the development of the Performing Arts and Education in Warrnambool over a 30 year period. They both received the Warrnambool Citizenship award. This letter expresses the gratitude of Council and citizens of Warrnambool to the Haywards for their contribution. Terry Kane and Richard Carter were the authors of the short historyType written notes and plans pertaining to the land titles and history of the Ringwood Secondary College site from 1905, prior to the land being sold by the Borough of Ringwood in 1954 to the Education Department. Transcript of covering letter from Richard Carter to Mr T Kane dated 16 November 2012 - "Re: Ringwood Secondary College As we discussed recently, I have done some research into the history of the site. Going back to 1905, the site, then 26 acres one rood 37 perches, was in the name of Walter James Anderson of 61 William Street, Melbourne, Accountant - most likely a speculator. Title transferred to Theodosia Anderson of 167 Collins Street, Melbourne, Artist - possibly his son - In 1907. Theodosia Anderson was thus the owner when on abortive subdivision Into "110 Splendid Home Sites" as "Bedford Park Estate, Ringwood" took place In 1924, creating Anderson Street, Joyce Street, Adams Street and Graham Road, all of which sank without trace. Theodosia Anderson died In 1933, leaving the property to John Blair, Solicitor of Melbourne and Annie Benson of Melbourne, widow, until title ultimately passed to The Mayor, Councillors and Burgesses of the Borough of Ringwood In 1946. Title was then spilt Into three with 14 acres 0 rood 11 perches being transferred to the Minister of Education on 1954 followed by a further 2 acres 1 rood 26 perches to the Minister In 1956. The balance of the land remains In the ownership of the now Maroondoh City Council as Bedford Park. It Is Interesting that at no stage did any of the land belong to the Commonwealth of Australia, notwithstanding that I always understood It was the site of the P.M.G. Workers Camp after the War. Perhaps the P.M.G. utilized the site by arrangement with the borough of Ringwood; perhaps the camp was on the opposite site of Hill Street (Government Road). More research Is needed on this point. This copy of the Certificate of Call to Arms was presented to Dr William Roy Angus at the completion of World War II by the May, Councillors and Citizens of Warrnambool in appreciation for his service. It is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. During World War II between 1942-45, Dr Angus served with the Australian Department of Defence as a Surgeon Captain in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. The Certificate is headed by a crown above the portrait of King George VI, the reigning British monarch at the time of WWII and afterwards. King George was King of the United Kingdom and the Dominions of the British Commonwealth, which is illustrated by the emblems of the Commonwealth countries and of the states of Australia. It also has symbols for the three Australian Military Forces; Navy, Army and Air Vorce. The Certificate also carries the Common Seal of the Mayor, Councillors and Citizens of the City of Warrnambool, and the signatures of the Mayor and Town Clerk. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This is an example of objects used by or issued to Doctor Angus during and after his military service as Surgeon Captain in Australia during World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Call to Arms; certificate of service awarded as a tribute to W. R. Angus by the Mayor, Councillors and Citizens of the City of Warrnambool and sealed with Common Seal and the signatures of the Mayor and the Town Clerk. The top of the certificate has a portrait of King George VI below a crown emblem. The border has logos for countries of the British Commonwealth - Canada, South Africa, Inda and New Zealand - and the Australian States of Queensland, South Australia, Victoria, West Australia and Tasmania. The bottom has the badges of the Royal Australian Navy, the Australian Commonwealth Military Forces and the Royal Australian Air Force. This private late-nineteenth-century four-wheeled carriage has been built to transport a family or group of passengers with a coachman in the front seat. It can be pulled by one horse, or by two horses if the T-pole is attached. The button fittings along each side of the carriage indicate that a folding roof or hood was once attached. The frame across the front of the carriagewas likely to have been a ‘dashboard’ with a leather or wood covering to prevent water, mud and other particles from splashing onto the passengers. The rear step between the two side-facing bench seats is adjustable to allow for ladies’ long skirts. These rear seats appear to be removable, in which case the carriage could be converted to a wagon to transport goods and equipment. The carriage could have been illuminated by oil or carbide lamps placed into the lamp holders on the sides. The carriage was kept under cover for many years in an open-front sandstone building that also included living quarters and an area that may have been stable. It was at ‘Murweh’ a Warrnambool property at 203 Liebig Street. The home is now Heritage and National Trust Listed and described as a ‘gentleman’s residence’. It was built by James Wotton Shevill in the 1860s. Shevill was a councillor from 1875 to 1878, serving in 1878 as Mayor of the Borough of Warrnambool. Jeremiah Wade lived at Murweh there from 1879-1880. By 1915 F.B. Whitehead and his family were living there, and by 1930 the address was used by Mr T.J. Rome and his family. Thomas James Rome was still using that address in September 1973 after his 100th birthday. It is believed that one of the property’s owners had been an Obstetrician in Warrnambool. The current owner re-told the story that children used to hide in the back section of the carriage and smoke, hidden from the sight of onlookers. He had heard the story from a previous owner.The well-appointed horse-drawn four-wheeled carriage is likely to have first belonged to a local councillor and past Mayor of the town of Warrnambool, J.W. Shervill, whose 1860s city property was the carriage location for many years. The carriage is a rare local example of a town-based lifestyle befitting a prosperous personality of the late 19th century. It adds to the story of Warrnambool's development as a town influenced by the port, wealth gained from shipping and the home place of prominent local people such as the Councillor and later Mayor. The side-facing rear seating is unusual for a passenger carriage. It has the feature of removable rear bench seats, allowing for the dual purpose of a carriage or wagon.Carriage; the Victorian-era horse-drawn four-wheeled open carriage has a coachman’s bench seat across the front and two side-facing bench seats in the rear. There are steps at the front on each side and a centre adjustable step and the back. It has a hinged shaft, two lamp holders and a separate T-pole. The bench seats have padded backrests upholstered in green leather and each has padded armrests at the ends. A rectangular metal frame, likely to have been a dashboard, is mounted across the front of the carriage. It has two inner vertical bars. The carriage's body is painted dark green with crimson highlights on some of the panelling. Decorative oval panels with hand-painted motifs are mounted along the sides. The side panels of the carriage have metal fastener buttons attached. The iron-rimmed wheels have sixteen wooden spokes and copper cuffs on the outside of the hubs, and the rear wheels are higher than the front wheels. Wooden brake blocks are mounted onto the back wheels and are active by a metal lever at the front right side of the carriage. The undercarriage is fitted with leaf springs on each side, mounted from front to back axles.
