This booklet lists the Constitution and Rules of the Victorian Country Football League in 1955. The Victorian Country Football League was founded in 1927 and merged with AFL Victoria in 2012 to form AFL Victoria Country. In 1955 the Victorian Country Football League had eight delegates elected by the League and one District Councillor from each of the fifteen designated country districts. The object of the League was to promote the game in the Victorian country areas. This booklet is of some interest as it details the Constitution and Rules of the Victorian Country Football League in 1955. The Hampden League centred around the Warrnambool area was one of the districts covered at that time by the Victorian Country Football League.This is a small soft-covered booklet of 64 pages. It has a pale green cover with ruled black lines and printed information on the front and the name of the printer on the back. The pages have been stapled but the staples are now removed. The cover is torn at the spine and the cover is somewhat scuffed with some scribble on the cover edge. The back cover and one of the pages have biro annotations on them. The Progressive Political League was formed in 1891 after the 1890 Maritime Workers Strike; it subsequently became the Australian Labor Party. The PPL is also contemporaneous with the defeat of the Shearer's Strike (1891). In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). On March 2, 1940, Sir Winston Dugan, Governor of Victoria unveiled the busts of the six first prime ministers of Australia at a ceremony on the long avenue of Horse Chestnuts. The donor, Richard Armstrong Couch, was born in Ballarat in 1868. Edmund Barton (1849 –1920) was an Australian politician and judge who served as the first Prime Minister of Australia, in office from 1901 to 1903. He was appointed prime minister on 1 January 1901, the day on which the new federal constitution came into effect. The Prime Ministers Avenue is a feature of national significance, set in the magnificent Horse Chestnut Avenue of the Gardens. The 28 Prime Ministers of Australia are displayed as bronze portraits mounted on polished granite pedestals. The collection includes a portrait of one of the founding fathers of Federation, Alfred Deakin, who was the first Federal Member for Ballarat and the second Prime Minister.3/4 view using flash of the bronze bust and granite pedestal of Prime Minister, Edmund Barton in the Prime Ministers Avenue. On the 14th of October 2023, Australians were asked to vote on a proposal to change the wording in the constitution 'To recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.’ Only 39.9 per cent of legal votes were in favour of this change, and there was not a majority in any of the six Australian States (there was a majority, however, in the Australian Capital Territory). On the 26th June, 2023 Councillors with the The City of Greater Bendigo discussed their position on The Voice to Parliament and decided to support the Yes campaign while pledging to provide information on both sides of the debate to residents. Cr Margaret O’Rourke introduced the motion and spoke at length about the importance for Council to adopt the recommendation. “Recognising the Aboriginal and Torres Strait Islander voice in the constitution ensures that Indigenous Australians have a direct and meaningful role in shaping policies and laws that impact them'. Several Councillors voiced their concern over whether the City could formally support one side of the debate, while seeking to provide neutral information saying that it did not pass the commonsense test. The Constitution was adopted with club colours blue, orange and green at a special meeting on the 6th October 1931 at the Town Hall under the presidency of Honora Blood. -

The Progressive Political League was formed in 1891 after the 1890 Maritime Workers Strike; it subsequently became the Australian Labor Party. This object includes the organisation's constitution. The PPL is also contemporaneous with the defeat of the Shearer's Strike (1891). Its platform included "electoral reform, reform of the labour laws, social reform and supported Federation on a ‘democratic basis’." (Anarchist Age 2008). Gives the rules of the 'The Ballarat Tramways and SEC Benefit Fund'Sixteen page with light brown light weight card covers, centre stapled book titled "The Objects, Rules and Regulations of 'The Ballarat Tramways and SEC Benefit Fund." Details the committee, that it was approved by the Department of Social Services, name, objects, constitution, trustees, executive, collectors, meeting of members, members qualifications, benefits (in pounds), claims, unfinancial members, payment of claims, the Secretary, alteration to constitution and Order of business. Note the membership allowed for any SEC employee in the district. President J. Tucker Secretary and Treasurer - W. Cross Vice President L.Hoare and H. Gilbert Committee - R. Parrot, P.Egan, V.McCartin, B. Browne, S. Stevenson, T. Tonkin, J.Megee. Later version of Reg Item 3658, benefits similar, but contribution 1/6 - instead of 1/- per week. The Electoral Act 1856 was passed through Parliament o March 13, 1856. Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The covers are beige coloured with the title "Gippsland Electoral Rolls for 1856 and Stock Assessment Payable" in blak print. On the left hand side is a vertical pattern in black print. The book contains an alphabetical list of persons claiming or supposed to be entitled to Vote in the Election of a Member for the District. It lists the needed qualifications of electors followed by the Voters Roll for Legislative Assembly, 1856 and the Voters Roll for Legislative Council, 1856 .
