Renovations ...Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. ... at 65 seven years ago when he was working in the engineering... at 65 seven years ago when he was working in the engineering ...Fred looks back; Report: Linley Hartley, Picture: Ron Grant Teaching himself German again after 70 years is just one of the many tasks Fred Golgerth, of Greensborough, has undertaken and succeeded in during his lifetime. As the two year old tenth child of a German descendent, Fred learnt to speak German from an Aunt. But World War 1 was raging. Fred’s older brother had gone to Europe with the Australian forces, changing his name … to ….. to sound less German. “I used to get my bottom slapped for speaking German at home,” Fred said. Even his name was changed from Otto to the more anglicised Frederick. Fred claims his involvement with Eltham started two years before he was born! His sister, two years older than him, was a babe in arms when his parents bought a piece of grazing property in Mount Pleasant Rd. “It was about 24 acres on a spur of Mt Pleasant,” Fred said. “My parents bought it from Mr and Mrs Hughes. There was a two-room mud hut in wattle and daub that we lived in from time to time. “My parents had a dairy farm and dairy in West Coburg, and they bought the Mt Pleasant land to put the dry stock on. “At one stage my mother got very ill and my older sister took my younger sister and myself to Eltham for four or five months. I went down to Eltham Primary School then.” That wasn’t the only time Fred stayed in Eltham. His sister, Wilhemina, known as Willa, married Jim Watson who had the Eltham hotel for some years from the end of World War 1. Pillar to post living was the way Fred described his youth, when he stayed with one married sister after another. “After a while Will and Jim lived in the big house at the top of Pitt St, next to the Council depot, and the hotel was managed by Fitzsimmons who had a big place near the river down there on Fitzsimons Lane. There was no bridge in Fitzsimons Lane but we used to cross the river at a ford, rolling up our trouser legs so they wouldn’t get wet, and carrying our shoes. I’d o down to visit some friends I had in Templestowe. And sometimes Jim Watson took his horse drawn lorry across the ford on his way to the brewery, instead of going don through Heidelberg.” “The bridge across the Yarra in Fitzsimons was not built until 1961.” Fred Golgerth, was only a teenager when he was rolled off his pushbike under a car on the bend between Mt Pleasant Rd and the Diamond Creek bridge. He was hospitalised in the little hospital on the east side of Eltham village that served the district in those days. He still carries the scars of the burns he received from the exhaust pipe and recent x-rays have revealed several broken vertebrae. At the time of the accident he was treated for a dislocated neck and was in plaster from his hip to the base of his head for about seven months. But nothing daunted Fred. Bouncing back he began work as an apprentice to a motor mechanic in Bell St, Preston, a man who is still living (at 90) in Queensland and who still communicates with Fred frequently. “He was like a father to me,” Fred declared. He was a marine engineer as well, so I …. that as well as blacksmithing. They taught us properly then.” After finishing his apprenticeship, Fred bought himself a 30 hundredweight Fargo truck and began his own contract carting business, doing most of the work for a firm called Carnegie’s and a subsidiary of that, Howard Radio. It was in the office Fred met his wife. “He taught me to drive the truck giving me lessons in my lunch hours up the Bourke St and Flinders St extension,” she said. “After work I’d have a driving lesson and all the girls from the Howard Radio would pile in the back to get a lift to Richmond Station.” In the 1939 bushfires, the Mt Pleasant Rd property was burnt out and the hut raised. Two years later, Fred and Dorothy were married. Fred paid £7.15.0 ($15.50) for the suit in which he was married. Dorothy had pulled out of the Women’s Air Training Corps to be married. Others with whom she trained went to Darwin and were in a convoy that was bombed. Fred went into the garage business in Brighton and continued his cartage business for a while. His company was employed to do all Brown Gouge’s motor repairs and factory maintenance. Because Fred had a certificate to do steam repair work he often got jobs maintaining industrial boilers. While he was in Brighton, Fred bought an eight-seater 1925 Silver Ghost Rolls Royce from Sir Keith Murdoch. When the couple moved to Rosanna in about 1943, it became a delivery van for the dairy they operated. “I thought I’d like to get back into a dairy business” Fred said. “We used to deliver the milk in the Rolls. “But it was hard work. We couldn’t get the labour and we’d drive to the farm and pick up the milk cans, take them back to the dairy, cool the milk, bottle it and deliver it. The inspectors would come regularly and the walls for bacteria.” Fred was exhausted. The couple gave up the dairy and moved to Eltham to live on the old property where a weatherboard house had now been built. It wasn’t a big house and the glassed in Rolls Royce limousine became the daytime nursery for the Golgerth’s second daughter. We’d put her in there to sleep during the day.” “Dorothy Golgerth was known to drive the Rolls at breakneck speed along Mt Pleasant Rd. Fred took some time off work then began driving a little local bus run by the Lyon Brothers before taking a maintenance job at the Athenaeum Club in the city. He’d ride an old Harley-Davidson to the station and travel into the city by train. Later, when the family moved to Pryor St. (their house stood where McEwans car park is now) Fred could walk to and from the station. “There was no resident doctor in the early days of Eltham,” Fred said. “Dr Cordner used to come from Greensborough to a room in the old house next to the old grocery shop on the corner of York St and Main Rd, Eltham (the grocery shop is now the Eltham Feed and Grain Store). The Golgerths lived in Eltham until “Dollar Day” – the day decimal currency became official. They eventually moved to Greensborough, when they have lived since. Fred has had his share of interesting jobs since then, retiring at 65 seven years ago when he was working in the engineering department at Larundel. Recently, two of his older sisters and a brother died, within a month. They were all in their 80s. They all had a profound influence on Fred, especially during his youth. His sharp wit and amusing anecdotes are the richer for his having been the youngest of a family that made the best of every circumstance. And now, as he enjoys his retirement, he is concentrating on relearning the language of his infancy; teaching himself German from tapes and a ‘teach yourself’ manual. He is fiercely proud of his German ancestry and treasures the diary, written in German in Gothic script, kept by his grandparents during their journey to Australia. Plaque - Nameplate, Morts Dock & Engineering Co. Ltd, Matthew Flinders I, 1917
This nameplate was attached to the steel steamer Matthew Flinders I, a Suction Hopper Dredge used for pumping up sit and sanding from seabeds. It was donated by the Marine Engineer, Neville Dodds, from Ports and Harbours, from the Matthew Flinders I. The Matthew Flinders was constructed by Morts Dock & Engineering Coy. Ltd in Sydney, New South Wales. Identified as Ship No. 40, the dredge had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered in 1917 at the Port of Melbourne by the owner, the Department of Public Works in Victoria. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In February 1922 Percy Taylor from Ports and Harbours joined the Matthew Flinders as a Mate. 1923 the master in charge was Captain Dunbar. In August 1926 Percy Taylor was appointed as her Master and was later transferred to the Pioneer as Master in 1933. 1930 the dredges were no longer required as the Harbour was no longer suitable as a port. However, one source notes that the Matthew Flinders was still dredging the Harbour in 1938.This nameplate is significant for its association with the suction hopper dredge Matthew Flinders I, which was used to remove the build-up of silt and sand from the Warrnambool Harbour, allowing shipping activities to continue to operate in the Port of Warrnambool. The nameplate identifies the vessel and shows that it was built in Australia in the early 20th century for use within Australia. The need for dredging in the Warrnambool Harbour was a serious and ongoing problem, as silting continued to happen after a series of measures were taken to try and resolve the issue. Eventually, the Harbour could no longer function successfully as a port.Brass nameplate, rectangular with cut-away corners and moulded text, mounted with screws on timber. The plate is from a vessel, the dredge Matthew Flinders I, ship no. 40, built by Morts Dock & Engineering Coy Ltd in Sydney, and registered in 1917. A small rectangular engraved plaque below the nameplate gives further details of the ship and the donor.On nameplate: "MORTS DOCK / & / ENGINEERING COY. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Documents relate to the planning for the introduction of a Graduate Diploma in Occupational Safety and Health to begin in 1978. It was developed for the Victorian Institute of Colleges 1977-81 Academic Master Plan. The working party submitted a Third Draft in April 1977. The Course Co-ordinator was Derek Viner, Senior Lecturer, School of Engineering. The internal working party was Dr E Phillips, Head of School of Applied Science; Derek Woolley, Head of School of Engineering; Tom Norwood, Head of Department of Mechanical Engineering; Max Brooke, School of Business Studies; G Fernandez, School of Business Studies; J Harvey, School of Applied Science; B Rollins, School of Community and General Studies. An External Advisory Panel was also formed was different safety and injury bodies. The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas. Does not include meals. $37.80 per week. * Beaufort House - Managed by the Education Department, with BCAE playing a coordinating role in the placement of students. 75 single and shared accomodation with full board (14 meals per week) $73.80 per week * Nurses' Home - Ballarat Base Hospital authorities made approximately 100 individual study/bedrooms availabel to female students. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. A colour photograph of the Wilks Creek Bridge near Marysville in Victoria.A colour photograph of the Wilks Creek Bridge near Marysville in Victoria. The Wilks Creek Bridge is a former timber and bluestone road bridge on the Yarra Track, and is located just off the Black Spur route, between Narbethong and Marysville, Victoria, Australia. It was built in 1870 to the design of colonial Public Works Department engineer Clement Wilks as part of the construction of a new road to the Woods Point and Jordan Goldfields. Like many bridges of the period, it had a timber superstructure employing squared beams supported by struts and straining pieces, on cut bluestone abutments. The bridge was remodelled around 1900 by engineer John Monash of the famous bridge-engineering firm of Monash and Anderson. It was last used for heavy vehicular traffic in 1980 following the realignment of Marysville Road, and was left to decay until its demolishment in 2008. All timber traces of the bridge were destroyed in the 2009 Black Saturday fires. The Wilks Creek Bridge is a former timber and bluestone road bridge on the Yarra Track, and is located just off the Black Spur route, between Narbethong and Marysville, Victoria, Australia. It was built in 1870 to the design of colonial Public Works Department engineer Clement Wilks as part of the construction of a new road to the Woods Point and Jordan Goldfields. Like many bridges of the period, it had a timber superstructure employing squared beams supported by struts and straining pieces, on cut bluestone abutments. The bridge was remodelled around 1900 by engineer John Monash of the famous bridge-engineering firm of Monash and Anderson. It was last used for heavy vehicular traffic in 1980 following the realignment of Marysville Road, and was left to decay until its demolishment in 2008. All timber traces of the bridge were destroyed in the 2009 Black Saturday fires. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Ballarat College of Advanced Education had been trying for approval of a PG1 Graduate Diploma in Occupational Hazard Management during 1976 and 1977. This last application was 1978. They were hoping to introduce it in 1979. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.Victorian Heritage Database - Hotham Street Road Overbridge HO116 Heritage Overlay - City of Glen Eira https://vhd.heritagecouncil.vic.gov.au/places/43557 (as of 04/07/2021) The Hotham Street road overbridge is located on the Sandringham railway line between Ripponlea and Elsternwick railway stations. It is presumed to have been built by contractors Sharp and Campbell who signed a contract on 25th . November, 1881 to construct a second line of railway between Windsor and Elsternwick. This contract was completed during 1882 and the bridge may have been designed in the year when Robert Watson took over from William Elsdon as engineer in chief for the Victorian railways. It is historically, aesthetically and technically significant. It is historically significant (Criterion A) to the extent that it demonstrates the standards of construction adopted by the Victorian Railways Department when it rebuilt the lines acquired from the private railway companies, (compare the Geelong and Melbourne Railway Co's line from Newport to Geelong, acquired in 1860). It is aesthetically significant (Criterion E) as an intact nineteenth century structure of its type, many similar girder bridges having been renewed with concrete girders in recent years. The bluestone abutments demonstrate high standards of stone masonry and are representative of Departmental work of the period. This bridge forms one of a group of historic structures on the railway to Brighton Beach and therefore contributes to the line's cultural importance as a whole.
