Report of 302 pages, published in March 1985 by Cullen Egan Dell Australia Pty. Ltd. ISBN 0724126554. The study was conducted to examine organisational requirements for the TAFE college system in Victoria. Conclusions and recommendations are included. The project team was asked to provide: a rationale for the organisation of TAFE colleges; a number of detailed structures and arrangements; a comprehensive position specification for the chief executive of a TAFE college; comprehensive position specifications for senior management positions in TAFE colleges; identification of organisational relationship issues and proposals to address them; and strategies for the implementation of organisation proposals. The team examines in detalis the arrangements within six TAFE colleges selected to provide a representative sample of the total network in Victoria. Although many positive features of TAFE in Victoria were noted, the team concluded that significant problems existed in the system at this time and that these impair the capacity of TAFE to operate in a fully efficient and effective way. 'Drop Zone', is set in an imagined future where decreasing water availability has affected us more dramatically than anyone predicted. The water shortage has become so severe that we have to access water on a first-come first-serve basis, from military-like water ‘drop zones’, like this one, made from modified rain water tanks. These tanks function on three levels: Collected rain water causes the totem sculptures to rise and bloom; evaporation causes the totem sculptures to fall; and an anemometer (device that measures wind speed) drives a process that plays the tank like a giant drum, tuned by the amount of water contained within. This artwork envisions a future for Australia where the impact of decreasing water availability has had a more dramatic effect than any of the predictions. The shortage is so severe that military-like water ‘drop zones’, constructed of modified rainfall storage tanks have been established across the public parks of the City of Yarra for access on a first come, first serve basis. However, as the water is only replenished through rain catchment the tanks may only offer infrequent relief for the City of Yarra residents, standing as hollow reminders of the effects of inaction on the shaping of sustainable national water use.'Drop Zone' was one of three public art works installed in Yarra, in 2011, under the banner of The Environmental Public Arts Project which responded to key features of Council's Environment Strategy: 'Towards Local Sustainability 2008-2020.' This pole was used in the construction of the first Torquay Lifesaving Club clubhouse in 1945. it was dug up by club members from the mouth of Spring Creek, where it had been laid as part of defence strategy during WW2. In the 1940s 'Tank Traps' were placed across low lying Victorian Beaches to stop potential invading Japanese forces. This pole was salvaged from the ashes of the fire which destroyed the first TLSC clubhouse in 1970.This wooden pole was used in the foundations of the first Torquay Surf Life saving Club club house. Between October 2011 and June 2012, Nillumbik Shire Council undertook a community information gathering project to ask residents "what is your vision for your local community?” Picture Nillumbik represents a collection of responses from community groups, schools and households via online submissions, photos, interviews and workshop contributions. The Soviet Union was one of the first countries to realize the unique potential of parachute forces. As early as 1927 there were reports of parachute troops being used against bandits in Central Asia. Within the next two to three years Leonid G. Minov began to organize the first military parachute units. He traveled to the United States to study parachute strategy and techniques employed in air rescue missions. He returned to his country with a supply of American-made Irvin parachutes. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an every increasing demand for electricity by growing population and heavy industrial ares within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level.Reproduction (scanned) of a black and white photo of Clover Dam circa 1940.
