In 1875 John Rowe enrolled at the Ballarat School of Mines (SMB) where he studied Metallurgy and Assaying. In 1880 the Britannia Mine closed and John Rowe moved to Launceston working as Manager of the Royal Tasman Gold Mining Company. He returned to Ballarat two years later to manage the Long Gully United Gold Mining Company. In 1885 John Rowe sought work in New Caledonia followed by South Africa. While in South Africa he received an offer from SMB to lecture in Practical Mining, an instructional innovation which involved weekly visits to some of the principle mines in the district. John Rowe took up this position in 1994, but it appears to have been a short lived innovation ending in 1996, possibly due to John Rowe's failing health. A 2 page double spread feature in the Herald Sun on 29th August 2000 to promote Legacy prior to Legacy Week. The photo of Legatees Rob Allison and Denise Milic is accompanied by the article 'Denise gives it back'. Denise was helped by Legacy when her father, who had served in World War 2, died when she was 12. Denise now joined Legacy to help the older Legatees who have had to slow down their involvement. Until 1996 Legatees were people who had served in the forces. Then it was extended to include Junior Legatees who were the children of servicemen who had died. Rob Allison had been a Legatee for 50 years. The other article was about the types of service Legacy provided for widows and children and included a photo of junior legatees rock climbing on an outing. A group of widows at Legacy House doing seated exercises in June 1991, being taught by instructor Betty Luders who ran the classes for many years (at least from 1996 to 2001). Similar to photos 01544, plus 00619 and 00620 which show exercise classes in 2004. Melbourne Legacy ran an excellent exercise program for its widows for many years at Legacy House. Photos were in a scrapbook of photos spanning 1983 to 1991, they were taken by Susie Howard, Publicity Officer. The labels with the photos explain: ' Exercise - You can do it Legacy . . . organise many activities for their widows. Helping them to keep fit is high on the list of priorities. Instructor Betty Luders keeps a watchful eye on proceedings and ensure the classes are enjoyable as well as beneficial. A photo of Operation Firewood which provided help to widows by supplying and stacking firewood for the winter. Photo shows a truck being loaded with wood in May 1987. From a black and white photo (00765) taken that day the men standing on the truck are Legatee Ken Markey from Cobram/Yarrawonga and Legatee Jack Gunn from Melbourne. From the 1987 Annual Report this photo is captioned "Cobram/Yarrawonga Legatees organised and loaded 450 tonnes of firewood which was transported to Melbourne in trucks donated by ten generous firms and delivered to 154 needy widows under the supervision of local Melbourne Legatees." Legacy provided this service for many years, with the help of Linfox who provided the trucks. In the June 1995 edition of The Answer Melbourne Legacy thanked the Cobram/Yarrawonga Group for their help in supplying and cutting the wood. In 1996 it was announced the scheme had ended.A record of Legacy helping widows by supplying and stacking firewood. He was sufficiently versatile to play successfully in any key position or as a relief ruckman. Tragically, in 1994 a badly broken leg severely restricted his mobility and kicking power. Despite such restrictions, he retained his effectiveness by developing additional team skills. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Jocelyn Hall indicated in notes that the gentleman could possibly be an estate agent. This was confirmed by a grandson of the original owners. (REF: Email 1/8/2020) The original photos is thought to have been a publicity photo for the real estate agency. Carl Theodore Offszanka (1874-1944) was born in Germany. He is listed in electoral rolls at 44 Guildford Road from 1915, occupation furrier, with his wife Ida (nee Schade, 1882-1963), also born in Germany. They were married in Victoria in 1908. In later electoral rolls at the same address are Erna Helena (b 1913; d 1996) and Maria Eliese (b 1910; m Benedict Francis Rieusset in 1936). Both daughters are listed as typists. Also listed is Bernard George (b 1914; d 1987) who in later electoral rolls is described as a process worker. He served in the AIF in the Second World War. Not listed is Carl Bernard b 1909. The Offszanka family lived at 44 Guildford Road from 1913 until post-1980; they came to Surrey Hills from Richmond. Their home was called 'Westfalia' (ref: 1919 electoral roll), presumably after the region in NW Germany. It is not known when Carl and Ida migrated from Germany. This home has had a 2nd storey added to it in late 1990s. According to a family descendant (REF: Email 1/8/20 from grandson) Carl Theodor Offszanka purchased the home in 1913 for £616. He also purchased the adjoining vacant block of land at 42 Guildford Road and ran a large orchard on it before later selling it. This appears to have been between 1920-1930. The family continued to occupy the house until after 1980 when Erna Helena and Bernard George are listed in the electoral rolls. Our property register lists Erna Helena Offszanka as the last member there. She died on 5 May 1996. The Offszanka family occupied this home from its beginning for over 70 years. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. Official number 73287, made of wood, with paddle wheels at the side. 78 gross tons, 27 nett tons. It was altered in 1916 , after cabin removed 48 gross ton. It had 7 different owners before being purchased by R. J. Evans, of Evans Bros. Saw Mill, Echuca, in 1919. The P. S. Edwards was sunk at Echuca in the spring of 1958 and then raised in January 1981 and then was being restored by Geoff Evans in 1985 (Parsons, Ronald. Ships of the Island Rivers. 3rd ed. 1996. p.67) The barge Ada was built in 1899 at Echuca by the Permewan Wright Company. The Ada hull was built of part wood and part steel, to protect the wool from becoming wet on the voyage down the Darling River to the Echuca Wharf. The Ada was used as a logging insider barge as well as a wool barge with the Pevensey on the Darling River.The P. S. Edwards has historical and social significance being a paddle boat built in Echuca. The P. S. Edwards was built in May 1875 by J. M. Webb, Echuca. This pamphlet was published by the Army Survey Regiment as an overview of the Royal Australian Survey Corps (RASvy), its role and unit structure circa 1991, prior to RASvy’s disbandment in 1996. The pamphlet comprehensively detailed the eight steps of topographic map production: Establish Survey Control, Aerial Photography, Aerotriangulation, Stereoplotting, Field Verification, Cartography, Printing and Storage/Map Distribution. Leading technologies used by RA Svy in 1991 included GPS control surveys, 5 colour printing on the Speedmaster offset press and bulk map packaging using the Map Handling Station (with guillotine). Digital map production was operating on the AUTOMAP 2 system, before the “Newheart” system upgrade two years later. Printed on the pamphlet cover was a portion of the plane tabled “four inches to a mile” map of Newcastle. This was compiled and surveyed in 1910 by LCPL A. Barrett, a member of the RAE Detachment, as part of the first major topographic mapping effort of Australia.This is a Royal Australian Survey Corp pamphlet with a historical map printed in colour on cardboard on both sides of the cover. There are 16 pages printed in colour on gloss paper, with photos, diagrams and descriptions. The pamphlet is bounded by two staples on its spine. Each of the 17 images were scanned at 300 dpi in JPEG (.jpg) format and stored on the attached 16 Gb USB memory stick. Official opening of Eltham Library; The Hon. Rupert. J. Hamer, E.D., M.P. (left) and Cr. G.C. Chief Secretary of Victoria, 17 August 1971" on the exterior bluestone wall. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The current library was opened in 1994. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This badge was awarded to participants in the Preliminary Final. The Mordialloc-Cheltenham Community Hospital was a hospital in the suburb of Parkdale. Residents of Mordialloc and Chelsea worked towards a community hospital from the late 1930s. Having a community hospital meant residents who required routine surgery did not need to travel into Melbourne to the larger established hospitals. This was important at a time when few people had their own transport. For many years the Mordialloc Carnival Committee contributed to the cost of building the hospital, with one of its contributions to the ‘opening day’ appeal amounting to one thousand pounds, adding to the several thousand already committed. Construction work commenced on the Mordialloc-Cheltenham Community Hospital in 1950. on a site between Booth St and Carrier Ave on the Nepean Highway in Parkdale. The hospital opened in 1953 and serviced the community until 1996. On 1 August 1995, the hospital became a part of the Southern Health Care Network.
