Born in 1865, George V was the second eldest son of Edward VII and Alexandra 1865. He first visited Australia with his elder brother Prince Albert as midshipmen aboard the HMS Bacchante in 1880. He was King of the United Kingdom and the British Dominions, and Emperor of India, from 6 May 1910 until his death in 1936. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. On 2 December 1994, the Shire was abolished, and merged with City and Shire of Bairnsdale, Shire of Tambo, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland.This item reflects the significance of monarchy for Australia and the constitutional history of Australia.The item reflects the interest in the royal family to Australians at this time as well as the general feeling of respect and admiration felt by the rural communities towards the British Royal Family..A folding single sheet, white paper program with a dark purple print. ... , Victoria, Australia in the local government area of the City..., Victoria, Australia in the local government area of the City ...Ascot Vale is an inner suburb 6 km north-west of Melbourne, Victoria, Australia in the local government area of the City of Moonee Valley. Ascot Vale police station was opened on 31 October 1887 in the Melbourne Police District. From 1900-1905 it was located at 54 Parade, Ascot Vale; from 1910-1925 at 71 St Leonards Road; from 1930-1953 at 37 St Leonards Road. In 1953 it was relocated to government owned premises at 111 Union Road until the police station closed on 1st May 1970 and the Sub-district was divided between Flemington and Moonee Ponds police stations. The former police station was used by the Crime Car Squad until about 1987 when the premises were damaged by fire. The police station at 37 St Leonards Road was described as a six-roomed brick dwelling with slate and iron roof on land measuring 150' x 50'. There was also a bathroom and W.C., wash-house, office and lock-up with one cell. It was staffed by one second-class sergeant and four foot constables. The purpose-built police station at 111 Union Road included a four-roomed residence with the exterior clad in rough cast Conite and a tile roof. The governor and his wife left Melbourne on November 14 on a visit to East Gippsland. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. The Borough of Eaglehawk was a local government area which covered ...The Borough of Eaglehawk was a local government area which covered the northwestern suburbs of the regional city of Bendigo and covered an area of 14.54 square kilometres (5.6 sq mi). Eaglehawk was first incorporated as a borough on 29 July 1862. It had nine councillors, who represented the entire borough. Councillors met at the Town Hall (incorporating the Star Cinema) at the intersection of Sailors Gully Road and Loddon Valley Highway, Eaglehawk. The Town hall has always been the centre of the Borough's activities and was built in 1901 on the site of an earlier town hall which had stood on the location since 1865. The Victorian Heritage Database notes: "The present building replaced this earlier building and was opened on 14 August 1901. The architects were the Melbourne firm of Wilkinson and Permewan. As a much larger and more sumptuous building of brick and stone featuring a central clock tower, the new hall reflected prevailing architectural fashion and was a remarkable investment for a town consisting predominantly of poor mining families. The condition of the town hall is substantially as built. The design is almost identical to the Castlemaine Town Hall." On 7 April 1994, the Borough of Eaglehawk was abolished, and along with the City of Bendigo, the Rural City of Marong and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo.Brass bell with eaglehawk topper / handle on timber stand. The photo is taken in a formal setting, suggesting there may have been an occasion at this time (potentially surrounding or related to the August council meeting). Previously a district (1856), then a borough (1863) and separate shire (1866) at this time the Local Government Area (LGA) had been known by this name for approximately two years, after having amalgamated with the still-existing borough. Beechworth amalgamated with Rutherglen and Chiltern Yackandandah to become the Indigo Shire Council in 1994. Little has been found about the men in the photograph, however this was at also around the time that women were becoming more widely accepted into positions on Victorian council (such as Valerie Mason, who was elected the first President of the United Shire of Beechworth council 6 years after this photograph.) The photograph has been taken in front of the Beechworth Shire Hall. The Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. The Town Hall is now home to the Visitor Information Centre, is the starting point for historical Precinct walking tours and is available for hire for events or community meetings.The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct, and is listed on the Victorian Heritage register. ... , a prominent figure in Victorian local government, as secretary..., a prominent figure in Victorian local government, as secretary ...Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. ... in the Victoria Government Gazette and in local and other Victorian... in the Victoria Government Gazette and in local and other Victorian ...Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. This cook book ...This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Front cover: top of page "SEC Cook Book of Family Favourites", in the middle a sketch, black on orange background, of a smiling mother walking from the kitchen to the dining table with a steaming rolled roast and vegetables in one hand and a gravy pot in the other. The furniture and decor relates to the 1950s. Below this sketch is printed"SEC TESTED RECIPES NO. 16" Inside cover: on top of the page is a black and white sketch of a pineapple, apple pear fish with scales, bunch of grapes with leaves a pork roll (head of pig one end and a roll ending on the other, on top of this food arrangement rests a fruit pie. Below this sketch are printed in black print the books contents.The first side of the first page is a black and white photograph Mary Dunne, the SEC Home Service supervisor who provided a signed foreword. The inside back cover has a promotional segment detailing a black and white photograph of a smiling (and happy) couple in the foreground with an electric stove in the distance. The written motto below this photograph is" to Live better -and save money they'll join the Power People. ... of the local government district severed from the Yackandandah Shire... which have housed the centre of local government in Wodonga ...Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the facade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. The Australian Red Ensign, or the Australian Civil Ensign, is simply a red version of the Australian National flag. It is for use only at sea and officially never on land, but can be used by private citizens. At sea, it is the only flag allowable for merchant ships registered in Australia under the Navigation and Shipping Act 1912 and The Shipping Registration Act 1981. Pleasure craft, however, may fly either the Red Ensign or the National Flag. The history of the Red Ensign is intertwined with the history of the Australian National flag. From 1901 to 1954 the Red Ensign was used as the National Flag by State and Local Governments, private organisations and individuals. The Blue Ensign was for Government use only, reflecting British practice with its ensigns. The design of the Australian Red Ensign was always kept in step with the Blue Ensign (i.e. with respect to the number of points on the stars, etc.) but there was often public confusion about which was the `correct′ flag to fly. Many thought the choice was merely one of fashion or preference. In 1941, Australia′s Prime Minister Robert Menzies stated that there should be no restrictions on private citizens using the Blue Ensign on land and, in 1947, Prime Minister Ben Chifley reaffirmed this position but it wasn’t until the passage of the Flags Act 1953 that the restriction on civilians flying the Blue Ensign was lifted after which, use of the Red Ensign on land became a rarity. Since 2008, 3 September has been officially commemorated as both Australian National Flag/Merchant Navy Day which allows the Australian Red Ensign to be flown on land for the occasion as a matter of protocol. SHIRE PRESIDENTS Local Government in this part of the State ...Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. ... ] In 1994, as a result of the local government amalgamation process...] In 1994, as a result of the local government amalgamation process ...Prior to its demolition in 1979, the St Kilda Municipal Depot occupied a 1.2 hectare site at 33 Inkerman Street St Kilda. The land was initially purchased by the Council in 1867 as a site for a permanent market, which ceased to operate in about 1882. In October 1923, the Council discontinued the practice of disposing garbage by burial in tips when it opened a garbage incinerator at the Depot. After thirty years this incinerator had become both obsolete and objectionable to health and was replaced in March 1953 by American-designed Monohearth Garbage Destructor Units. According to the Council, these Destructor Units were the only ones of their kind in Australia and they removed all the objectionable features of garbage disposal (particularly for the employees). They were expected to serve St. Kilda's requirements for the next 80-100 years. In 1957 the Council said that the Destructor Units had 'enabled substantial economies to be effected in the annual costs and have proved a very successful venture. The Council now destroys the garbage from the City of Brighton, which pays for the privilege, and it is anticipated that other Municipalities will also take advantage of ihe benefits of this modern and, in Australia.' The Letters Patent also ...Glen Eira has a long history of association with various heraldic forms. From its early years the municipality of Caulfield had used the armorial bearings of the Caulfield Family (the Charlemonts of Castle Caulfield) to represent the roads board and later the town and city. In 1969 Caulfield City Council began planning to apply for an official coat of arms for the City. In 1974 Horace Hall, a Balwyn North resident and member of the Heraldry Society in London advised Council that the current usage was illegal, and that the Houston family, current owners of the Caulfield Arms could take legal action against Council for 'usurping their arms'. Mr Hall was commissioned to develop new heraldry for the City, and in conjunction with J. P. Brooke Little at the College of Arms, London, he prepared an acceptable design for Caulfield's Coat of Arms. The Council paid an additional sum to have a standard painted on the Letters Patent and the municipality's new coat of arms was drawn up in June 1975. The Coat of Arms retains a number of heraldic elements from the original Caulfield family insignia, including the dragons, the colours and the elements of the shield. The newly registered coat of arms and Letters Patent document for the granting of arms was presented at a civic service to mark the granting of armorial ensigns and the city banner to the City of Caulfield on the 1st May 1977. Significant elements of the coat of arms granted by these Letters Patent are as follows: The motto 'Labore Vinces' translates to 'By our labours we will conquer'. The helmet represents the rank of the owner. Public authorities are granted an esquire's helmet. The brickwork on the crest is a recognised emblem of local government. The Letters Patent also display a banner and a badge, both official symbols of the City of Caulfield. The badge, which is displayed on the banner as well as on its own, features a bridled horse. This represents the importance of racing, the Caulfield racecourse and the Caulfield cup to the municipality. These letters patent officially proclaim the granting of the coat of arms to the City of Caulfield. They are highly significant to the City of Glen Eira as they are the primary document that signifies the official and ceremonial heraldic powers of the Coat of Arms of the City of Caulfield. Mounted Letters Patent illuminated document for the Grant of Arms to the City of Caulfield presented on 1st May, 1977. Hand written and hand painted on cream coloured parchment using different coloured inks, mainly black, blue, red and gouache and gold paint. The bottom edge is folded up over itself approx. 45mm revealing the flesh side of the parchment, which displays black ink signatures and three sets of two horizontal slits that hold three blue ribbon. The ribbons support three wax seals in round, gold coloured metal cases held by the wax through slots in the casing. Although covered by the cap top, each wax seal within displays a different flag emblem with a crown on top, surrounded by a ring of text (difficult to read), noted when the cases were opened during conservation treatment. A picture of the St Andrews Primary School banner was included in page 10 of The banner habits of the Eltham tribes : Eltham Shire "as we are" Community Banner Project report / by Jacky Talbot. The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. The project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable. ... and 1867 when the local government was still in its formative years... between 1862 and 1867 when the local government was still in its ...This dress belonged to Ethel Nina Blundell (1876-1949), having been first made for her mother Jane Blundell (nee Burkitt, 1845-1878). Born in Dublin, Jane married James John Blundell Jr at the Black Street Congregational Church in Brighton on 16 March 1874. The Blundells were a socially prominent Brighton family who played an important role in the development of the area. James' father, publisher and bookseller James John Blundell Sr, served as a Brighton Borough Councillor between 1862 and 1867 when the local government was still in its formative years, including holding the position of Mayor in 1864. He was involved in the foundation of the Brighton Volunteer Rifle Corps and was also a strong supporter of the Brighton Ladies Benevolent Society. The Blundell family were active members of the Brighton Congregational Church and supported the construction of the Black Street church, where James Jr served as a deacon for sixty years, in addition to his work in the Crown Land and Survey Department. The dress is believed to have been made for Jane in 1875 or 1876 during her early pregnancy, likely by a local dressmaker. Jane died in 1878 when Ethel was very young, and Ethel was then raised by her father and paternal grandmother. As she never married, Ethel remained living in the family home of 'Eumana', 164 Church Street, and as an adult she assumed the role of hostess whenever she or her father had guests. On these occasions, she reportedly wore her mother's dress. The family home was sold on James Jr’s death in 1924 and Ethel was living at 52 Black Street Brighton when she died in 1949. In the 1930s, Ethel gifted the dress to a close family friend, Dr Jean Kelly. She told Jean that the garment held precious memories, perhaps due to the connection it provided to the mother she had never known. Jean donated the dress to the Merimbula Old School Museum in NSW in 1987, where it was on display for many years. The Museum donated the dress to Brighton Historical Society in 2023.This is a good example of a late nineteenth century day dress, made from two different patterns of russet brown silk brocade and featuring a lobster tail style bustle. The lack of boning combined with waist and hip measurements indicates it may have been made as a maternity dress. It is lined with beige leaf pattern cotton fabric. The princess line fitted bodice of herringbone pattern brocade has a high round neck with small 'mandarin' style collar and buttons down the front to below the waist where it forms an overskirt which is bordered with a band of coffee bean patterned brocade. The overskirt drops down to hem length at the back but from the centre front it is draped up to the back to a point below the waist level. Here it is sewn to the edge of the lobster tail style bustle which is also bordered by the coffee bean fabric. There is a concealed pocket with the opening under the right edge of the bustle. The buttons on the front of the dress have a decorative circlet of small blue flowers around a russet silk covered dome. The long sleeves are set in and slightly full with a contrasting three pleat band of coffee bean fabric with an ornamental turn back from the pleats sewn just above the wrist. The skirt section of the dress is in four 20 cm bands of alternate fabric patterns with the top and third band of coffee bean pattern slightly gathered and the second and fourth bands of herringbone forming pleated ruffles.1870s, ethel nina blundell, jane blundell, jane burkitt, eumana -

A common form... shires and towns in eastern Australia were honoured by local ...Arthur Edward Stevenson enlisted on 17 September 1914 and served with the 14th Battalion of the AIF. He was killed in action at Gallipoli on 20 August 1915 at age 28. His personal effects of a belt, hairbrush, knife, postcards and photos were returned to his brother John in June 1916. Later that year, John Stevenson wrote to the Officer in Charge of base records, asking for confirmation of his brother’s death, as he had received a letter from Arthur dated 27 August 1915, seven days later than the date on which he was reportedly killed. The Army confirmed that Arthur had in fact died, and concluded that he had likely misdated his letter. In 1920, Arthur’s sister Rachel wrote to the Department of Defence, asking whether her brother’s grave had been located and again querying the date of his death. Later, she completed a form that was sent to next of kin seeking information on deceased soldiers for the Australian War Memorial’s Roll of Honour. Honour Certificates WW1 - From 1915 onwards, recruits in many shires and towns in eastern Australia were honoured by local government authorities. A common form of recognition was the award of honour certificates. The first honour certificates were presented in 1915 and 1916 to men who had yet to leave Australia. The designers and publishing companies solicited business directly from councils. Publishers began to print two different types of certificates: honour certificates to thank soldiers who had survived and memorial certificates to commemorate the dead. D.W. Paterson, a Melbourne publishing firm, claimed they had supplied certificates to over 150 cities and shires in Victoria and New South Wales, including the Shire of Wodonga. Paterson also had the widest range of designs The certificate signified that the officials of the community recognised and shared the family's pride and grief. The certificate was signed by S. Below is a summary of the letter. The death of W.H. Paterson is mentioned and the recommendation to the Committee that the clubhouse by named in his honour was unanimously accepted, however requires the agreement of the Trustees. The remainder of the letter covers the past five years. The Victorian Association of Blind Cricketers are requesting the erection of a shelter shed and scoring boxes. Complaints have been received about horses using the park, which have been passed to Malvern Council who advise they have also received similar complaints from the general public. A fence is required but a lack of finance has delayed this action. The Clubhouse is being used for more activities including a dance class, indoor bowling club, pottery and craft work, therefore a new switchboard and rewiring were completed. In October 1955, the State Government offered funding through local councils, however despite a representation to the Minister, the Malvern Council were not willing to expend funds to the Association as they had committed to build an Elderly Citizens Club. A large signboard was repainted and a new signboard erected at the front entrance, along with a light controlled by a clock. The Clubhouse has also been used one night per month by the local branch of the RSL and occasional use by the Teachers College for inter College sports. There has been cooperation with the L.T.A.V. (Lawn Tennis Association of Victoria) during tennis championships, and although the Committee recognise the need to do more with the area, the impending homes been built at Ballarat and Bendigo have been a limited factor. They were presented to the Warrnambool City Council by the Hon. Tom Uren MHR, Minister for Territories and Local Government: “The Commonwealth recognises that shipwrecks like the LOCH ARD are our national heritage with important educational, recreational and tourist applications” (The Standard, Tuesday 8 May 1984). The LOCH ARD was wrecked in 1878. Unsuccessful salvage operations were then undertaken with the 90 ton paddle steamer NAPIER. In sudden bad weather this vessel too was sunk. The precise position of the LOCH ARD in the exposed and dangerous waters off Mutton Bird Island became lost to memory. The underwater location of the LOCH ARD was rediscovered in 1967 by a Warrnambool skindiver, Stan McPhee. In the two years following his find, the vessel was systematically pillaged by unauthorised salvagers. This led to the State and Federal Governments’ intervention in 1969. A roundup and seizure of recovered lead ingots and copper sheets was conducted by Commonwealth and Victorian Police. Offenders were charged and convicted. The “repossessed loot of the Tassie Boys” was placed into secure storage (Jack Loney, 1978, Wrecks & Reputations). The LOCH ARD manifest of cargo lists “Pig lead 50 tons, 994 pig & 37 rolls” and “Copper 33 plates, 53 bolts”. While the lead ingots have been subsequently described as “ballast”, the copper sheets are unlikely to have been associated with the ship’s normal complement in that way. Similar product lines in the cargo manifest are “Bar and rod iron 102 tons”, “Plate iron 3 tons” and “Zinc 12 tons”. These raw materials were used by colonial artisans such as blacksmiths and metal smelters to fashion, and repair, agricultural implements and industrial machinery. Copper was valued for its non-corrosive properties and its malleability, or ease of working. Both these qualities were useful, for example, in laying underground gas pipes that supplied lighting to residences, businesses and streetscapes in the mid-nineteenth century. As the nineteenth century progressed, the metal was also increasingly valued for its conductivity, with copper wiring linking colonial communities to each other, and the wider world, via the Telegraph system. The average weight of the copper sheets is 216 kilograms, calculated by "volume 0.1936m³ X Cu density 8930kgs/m³".The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The collections historically significance is that it is associated unfortunately with the worst and best-known shipwreck in Victoria's history. Large heavy sheets or panels of copper metal raised from the wreck of the LOCH ARD. The 10 sheets are of roughly similar dimensions and rectangular shape. They bear signs of prolonged submersion in seawater, with various degrees of limestone accretion, adhered marine growth, and green oxidisation. Three of the sheets are severely buckled, demonstrating the force of underwater explosives used in their salvage. One sheet appears cut or severed in a diagonal line downwards from its top left hand corner. One sheet has a 10cm X 10cm square cut out of its top right hand corner. All sheets are in sturdy, stable condition. Marshall first stood for local council in 1974, having to overcome a childhood stutter by relaxation techniques. He was active in the formation of Nillumbik shire; after 20 years as councillor, he was elected president for 1978 and 1979. In February 1997, his adopted son Stewart Anthony Marshall died as the result of a drug mix-up. He lived in St Andrews and his business was in Hurstbridge. Ballarat ...The bearer of this ticket was George Thomas Henry Phillpot who was only 17 years old at the time he sailed. George relates his trip, summarised as follows; he caught a bus from Bolton to Manchester, in north west U.K then the train from Manchester to London and the boat train to Tilbury Docks (near Gravesend). On the morning of June 7th 1929 the ship S.S.Ballarat sailed down the Thames estuary and into the English Channel. The next port of call was Southampton, UK, to take on board some technical equipment. The S.S.Ballarat then sailed through the Bay of Biscay. Instead of taking the customary route around the Cape of Good Hope, this trip was going to be her maiden voyage through the Suez Canal. She sailed through the Straits of Gibraltar and into the Mediterranean Sea and on to Malta, where George and others paid a local boat owner to take them ashore for a short time. They then sailed to Port Said , stopping to load cargo, then at night through the Suez Canal. They woke up early the next morning to watch the locals working on the banks of the canal. The excessive heat on board the ship caused much illness. As they travelled through the Red Sea the heat and the smell of oil also caused sickness. On they went through the Arabian Sea to Colombo the capital of Sri Lanka (which at that time was called Ceylon). A Navigation Slip, donated together with this ticket, shows the coordinates for a location 16 miles from Colombo. They again went ashore for a meal at four-pence a head and a bottle of lemonade for a penny. George and another passenger walked to the slums area and were shocked at the state of it compared to Britain’s slums. They then sailed via the Indian Ocean to Freemantle, stopping again, stopping for goods to be unloaded. While ashore they played a game of soccer against the ship’s crew. Then on to Port Adelaide via the Great Australian Bight. Here shopped for suitable clothing under the advice of some Australian passengers. They then arrived at Port of Melbourne on July 20th 1929 and two days later (on George’s mother’s birthday) George left for Warrnambool. He received his Citizenship Award in 1971. He conducted an electrical retail business in Liebig Street for many years; his son William became principal of the accounting business Sinclair and Wilson, on the retirement of Bill Sinclair, and was actively involved in support of many community organisations. His daughter-in-law, Glenys Phillpot, is actively involved in the Warrnambool community and local government. George was one of 3 orphans on S.S. Ballarat. (The daughter and son-in-law of one of the other orphans also live in Warrnambool.). (Herbert B.G. Larkin, whose rubber-stamped name appears on the ticket, later migrated to Australia and passed away in NSW in 1944.)Of Historical Significance, this ticket is for the ship’s maiden voyage via the Suez Canal route (previously the ship travelled via the Cape of Good Hope). It is also the only existing ticket for the "S.S.Ballarat"(3rd) in our collection. Socially it shows the fare, luggage restrictions, conditions and weekly provisions for a third class passenger’s voyage from London to Melbourne, which has research potential. This ticket is also of significance to the Local Community, giving the background of the ancestor of a local family. It was also of Personal Significance to the bearer as he kept and preserved it in his possession for at least 46 years before donating it to our museum, together with a Navigation Slip, a map and a summary of his journey to Australia.Third Class (steerage) Passenger’s Contract Ticket for for passage on board the P & O line’s S.S.Ballarat, from Port of London to Port of Melbourne. The ticket is a thin paper page, printed on both sides, in very good condition. It has creases as though it has been folded. The passenger’s details, date of sailing (7th June 1929), amount paid and signature of the P & O Branch Service’s representative have been filled in. The ticket has information including a list of weekly provisions for the voyage, disclaimer of the shipping company, a list of dangerous goods not to be carried on board and fines. The page has straight edges top and bottom. The side edges are torn along perforations; some of the perforated holes can be seen. Along the inside of each perforation is printed a small fleur de lies, forming a decorative left and right border.The ticket has been stamped in black, No. ‘1040’. It has handwritten details with black pen and ink. The date of departure is written ‘Seventh June (192)9’ for the cost of,’33’ (poind), and the sum of ‘33’ pound is acknowledged as received. ‘Mr George T.H. PHILLPOT’, the age is written as ‘17’, equal to the status of ‘1’ adult, the total number of persons is ‘One’. The fare is handwritten in pen £’33’ and the total £’33’. It has a purple stamp ‘HERBT. B G LARKIN’ and a crossed out stamp ‘FREDERICK WHITE, and a handwritten signature ‘_Seymore’. ... and towns in eastern Australia were honoured by local government... in eastern Australia were honoured by local government authorities ...Kenneth Malcolm Mortimer was born in Leneva, Wodonga, Victoria on 9 October 1895. He attended school in Wangaratta before entering the Royal Military College, Duntroon in 1913. Along with the rest of his class, he graduated in June 1915. Mortimer was appointed as a Lieutenant with the 29th Battalion on 1 July 1915. He embarked with Headquarters Staff, 29th Battalion, from Melbourne aboard HMAT Ascanuis (A11) on 10 November 1915. Whilst training in Egypt in February 1916, he was promoted to Captain. He was in command of a company of the 29th Battalion at Fromelles, Armentieres, France in July 1916. and was reported missing, presumed killed in action on 20 July 1916, aged 20 years. Mortimer’s remains were buried along with those of hundreds of others in a mass grave near Pheasant Wood, close to the battlefield. This mass grave was rediscovered in 2008. After extensive research and DNA testing, the remains of Captain Mortimer were finally identified in April 2018. He was buried in the Commonwealth War Graves Commission Cemetery at Fromelles and his grave rededicated on July 19, 2018, 102 years after his death. A memorial tablet was erected to his memory at St Luke’s Church in Wodonga. The certificate was signed by S. T Parker, Shire President and R. H. Murphy, Council Secretary on 4th August 1918. Kenneth Malcolm Mortimer was born in Leneva, Wodonga and enlisted in the AIF after training at Duntroon. He fought and died at the Battle of Fromelles, France which was the first major engagement of the AIF on the Western Front. It was presented to Mayor, Cr Rod Fyffe on behalf of the people of Bendigo at a 2016 'Thank You Bendigo' dinner. In 2014 approval for a planning application from the Bendigo Islamic Association to build a community centre and mosque in East Bendigo prompted a series of public protests that captured widespread media attention. During this tumultuous period the Council identified the need for a community-wide plan to promote diversity and help address potentially divisive cultural issues. These events led to the COGB becoming the first local government area (LGA) formally accredited under Australia’s Welcoming Cities Standard. Community leaders emerged who wanted to show that the anti-mosque protesters did not reflect the views of the majority of Bendigo residents. The community lead ‘Believe in Bendigo’ movement gained momentum, and the Council and other local organisations joined forces to present a unified message that Bendigo residents do not tolerate racism. Muslims have made Central Victoria their home since the Goldrush, contributing to the community and the economy for the past 120 years. Traditional Islamic rugs, especially their patterns and motifs are intrinsically linked with the design of the Bendigo Mosque and Bendigo Islamic Community Centre providing important points of reference for the architects of the project. Typically, mosques are linked with specific cultural groups but not in the case of Bendigo where the Muslim community is made up of multi-ethnic groups. This meant the building's design was not fixed to a specific style or cultural iconography but instead needed to encompass many. The small local Muslim community selected a specific Australian architect because of their interest and knowledge of Islamic design and iconography gained through family collection of Islamic textiles. In thinking about the design of the mosque and community centre the architects wanted to acknowledge the role of Afghans in Australian history, especially tribal Afghans who helped build connections across the interior of Australia between First Nations communities, European settlers and Central Asian migrants. The gift of this Turkmen rugto the Bendigo community thus symbolises collaborative partnerships across faith and cultural groups based on friendship and mutual benefit. A Turkman rug was specifically chosen as it is the pinnacle of nomadic arts of the Islamic world. It was also important to the architects and the local Muslim community that the gift was a female artistic product as it was mainly a female Muslim architecture team that designed the mosque in Bendigo and there was a desire to select something that celebrated female artistry. This hand-woven rug is an engsi, made for a woman in preparation for marriage. Design work and weaving is a shared experience, between many generations of women and each rug hold the personal story of the woman it is made for and her family and thus holds deep symbolic meaning. There are often songs and poetry that are recited as the rug is made – helping the makers to memorisze the mathematical structure of the design. An engsi is put on the doorway to a yurt as part of a wedding ceremony. During the ceremony the groom turns the engsii upside down to check the quality of the rug makers weaving skills. The nomadic lifestyle of Yomut Turkman tribes determines the size of the rug as the loom can’t be carried. Its size is also restricted by the dimensions of the doorway of the yurt. This rug is dated as c 1880 because of the types of patterns used, the use of natural dyes (synthetic dyes were introduced to the area in 1890s) and with the smoother weaving on the back indicating the quality of craftsmanship dating to this time period. The Yomut engsi rug was made in Turkmenistan c1880 by Yomut Turkmen Tribes people and is designed to fit over the doorway of a yurt during a wedding ceremony. The main field motif is related to Turkoman jewelery design. The women and girls of the tribe spin the wool and design and weave the rugs. The men shear the sheep, dye the wool and clip the rug after it has been woven. The word “Turkoman” is thought to have been derived from Turk-iman, meaning the first nomadic Turkic tribes that began to follow Islam. "We know of special cases where it has ...Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. NEWS FLASH 14th March “Council moves to provide certainty for the restoration of the courthouse”. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. Work can commence as soon as significant fund raising is achieved. “The community, philanthropists and corporations can now enter this project with certainty. 7th March At the Council meeting on 5th March, following many hours of debate a motion was passed by 5 to 4 vote to purchase the Kew Court House and Police Station outright. As of 7th March Cr Dick Menting lodged a rescission notice. This means that there was another Council meeting at 6pm, Tuesday 13th March at Council Chambers. November 2006 the people of Kew were aroused by the triumphant sound of the Boroondara Brass which had assembled outside the former Kew Police Station. After four long years of neglect, the precinct was being heralded back to life, and what a heartwarming sound it was for all those early shoppers who gathered to hear Cr. Phillip Healey introduce Patrons and supporters of the Save the Court House campaign. Following the speeches, the "Thermometer" was unveiled and the Appeal was formally under way. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act.
