Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This item is significant because it documents actions taken by the Falls Creek Tourist Area Management Committee in their role overseeing the Tourist Area.The financial review conducted by a representative of the SEC has recommended the implementation of property rates for the coming year and information regarding this levy were included. Though several applicants were received there was no successful submission for the establishment of a hotel. An advisory committee has determined that any future development is dependant on augmentation of the sewerage and water systems. The Village T-Bar was very popular during the season but the need for improvement of the slopes was noted. The Shine Dome is one of seven projects that the Royal Australian Institute of Architects has nominated to the World Register of Significant Twentieth Century Architecture. In 1956 six architects were invited to submit plans for the Academy of Science's new building in Canberra and the Academy's building design committee selected Grounds Romberg and Boyd's proposal designed by Roy Grounds. It features a shallow arcaded concrete dome, sheeted in copper and was one of a number of domed buildings that appeared around this time internationally, expressing the optimism of the post-war years. It perfectly reflected the Academy's ambition to champion excellence in Australian science and promote international scientific engagement. The information in this booklet was prepared by a University Investigation Committee formed in Warrnambool in 1961 to present the case for the establishment of a university in the Warrnambool area. The chairman of this committee was the Mayor of Warrnambool, Cr P. O’Sullivan and the secretary was W. L. George of Warrnambool. This submission was unsuccessful at the time but campaigning for a university continued. In 1961 Warrnambool Technical School in Timor Street was offering both secondary and tertiary courses in the technical and trades areas and in 1969 the tertiary section of this Technical School became the Warrnambool Institute of Advanced Education. The tertiary section was relocated in 1984 to Sherwood Park, a 94 hectare site on the Princes Highway five kilometres from Warrnambool’s C.B.D. In 1990 Deakin University established a regional campus at Sherwood Park after a merger with the Warrnambool Institute of Advanced Education. This booklet has some historical significance as it contains the information collated on the campaign in Warrnambool and the Western District for a university to be established in the Warrnambool area.This is a soft cover booklet of 48 pages. Photograph - of a K class four-wheel or single truck tram on a PMTT route 14 (STRATHALBYN ST (Kew) - VICTORIA BRIDGE) tram service, at Harp Road and High St. The reference gives the tram based at Kew Depot in 1928. The tram was originally a Prahran and Malvern Tramways Trust tram, though, by the time of this photograph, it has been re-lettered for the MMTB, which took over the PMTT in 1920. The photograph has been marked up for a submission possibly to either Council or the MMTB for a waiting room or shelter at this location. Ltd., were commissioned by Ministry for Planning and Environment, City of Ringwood and the Ministry of Transport in 1986 to prepare and exhibit the plan for public comment. After consideration of responses, the Working Group will make recommendations to the Council and Ministers subject to hearings of any formal submissions.

This book was originally intended as a Christmas and New Year diversion for soldiers facing a harsh winter in the trenches on Gallipoli. In November 1915 a committee was formed to produce the publication and a notice seeking contributions was circulated at Gallipoli. Prizes were offered for various categories and 150 submissions were received, although not all were incorporated in the book. After the evacuation of Gallipoli, official war correspondent Charles Bean and his assistant, Arthur Bazely, edited the contributions. The drawing on the front cover, "Gallipoli 1915" is by David Baker. Over 100,000 copies of the book were sold. About half went to the AIF and many could also be found in Australian households. It cost 2/6. The illustrations, stories, cartoons and poems for this book were cCreated by soldiers under enemy fire and in extreme hardship. After the second world war there was a decision made to create a memorial for the 1939-45 War at the Shrine. A competition was held and 53 entries assessed. The first prize was shared between two submissions and the third prize money was also awarded. These two documents show that Legatee Kemsley was one of the Assessors who decided the basis of design for the memorial. The notes of a meeting of the Assessors show that Mr W. Balcombe Griffiths, Mr Marcus Martin, Colonel Kemsley and Sir Edmund Herring (Chairman of the Shrine Trustees) were present when the winning design was chosen. The design was later completed as the Forecourt in the shape of a paved cross, built in 1953, and the Cenotaph surmounted by a statuary group and the Eternal Flame. The memorial was dedicated and the flame set alight by Her Majesty Queen Elizabeth II on February 28 1954.A record of the decisions made by the committee that chose the design of the memorial for the 1939-45 war that was built as the Forecourt, the Cenotaph and the Eternal Flame at the Shrine of Remembrance. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This item is significant because it documents the growth of the Skiing Industry in Victoria up until 1966.A detailed report into the "Growth and Administration of Skiing in Victoria" produced by the Victorian Ski Association. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." Stencil used by Sgt. Albert David Lowerson, VC, a soldier settler on Merriang Estate near Myrtleford. Lowerson acquired one of 19 blocks assigned by the Closer Settlement Board on the 700 acre estate in 1920. The stencil marked bales of cured tobacco leaves prior to shipment to Melbourne. Lowerson was one of the few successful soldier settler farmers in the district, operating a piggery, dairy farming and growing tobacco for almost 20 years on "St. Quentin". (Lowerson was awarded the Victoria Cross at Mont St. Quentin on September 1, 1918.) His success and status enabled him to lead a submission on farm debt and infrastructure problems when the soldier settlement scheme was being reviewed at government level. He was active locally on these issues and supported fund raising for a war memorial, memorial hall and veteran welfare.The stencil represents the achievements of A.D.Lowerson, VC as an isolated example of success as a WW1 soldier settler and as a local identity who stridently supported the need for recognition and support of ex-service personnel.Stencil made of thin sheet metal, rusted .Wording of stencil "A.D.LOWERSON. William John TURNER served on the Committee of the Bendigo Sub Branch from 1948 - 1951, 1953, 1955 - 1958, he was Jnr Vice President during the 1953 - 1958 years. His fund raising and other positions are well documented in Cat No 8029 re the submission for the Life Membership. William Turner had pre WW1 military service in the 67th BN Bendigo area as a Cpl in the Machine Gun section for 2 years. He enlisted in the AIF No 3627 in the 8th Reinforcements 21st BN age 19 years 6 months on 10.7.1915, embark for Eygpt 29.12.1915, transfer to 60th Bn 26.2.1916, promoted Cpl 25.3.1916, embark for France 29.6.1916, WIA 24.4.1918 GSW right wrist, rejoin unit 23.7.1918, promoted Sgt, transfer to 59th Bn 25.9.1918, RTA 15.5.1919, discharged from the AIF 22.8.1919.
