This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The State Electricity Commission of Victoria published a journal every second month for all its workers throughout Victoria. Each 'project' reported their news, giving an update on work, sport, technical achievements, social gatherings, personal notices etc. The S.E.C. Journal included a regular section for the Kiewa Hydro Electric Scheme titled "Kiewa Keynotes" giving an insight into life & an update on the work on the project and the reporting of new clubs, services etc. being formed. It also reported on many of the people living there. Eg. Feb.-Mar. 1955 Cover "Packhorses get supply to Kiewa's survey outposts - Pg. 2. S.E.C.V. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from 1938 to 1961. The Scheme included three power stations, dams, tunnels and was becoming a popular tourist destination with Falls Creek Ski field within its boundaries.This leaflet was published by the SECV to ensure all visitors to the Kiewa Hydro Electric Scheme were made aware of safety measures with regard to their driving and to bush fires. These were necessary as the area was unique with driving on mountainous roads, changeable and extreme weather and the threat of bush fires. The gatehouse existed during construction, when the SECV was in charge, as a restriction to entry to the Scheme for SECV workers and those with permission to enter. The SECV controlled the area so in case of accident, the SECV was the body to contact not eg. the police.Small white and green leaflet made from one sheet of glossy paper and folded in half. The Mount Beauty Chalet was built by the State Electricity Commission as accommodation for single staff working on the Kiewa Hydro Electric Scheme. Towards the end of the completion of the Scheme the chalet was used for accommodating tourists. This brochure advertises the attractions in the area and includes tariffs - the Weekly rate and Casual rate.The chalet was built for accommodating employees working on the Kiewa Hydro Electric Scheme and then became a centre of accommodation for tourists in Mt Beauty. This metal plate machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. This meter belonged to the State Electricity Commission of Victoria. This meter measured the power used by all the houses in Mount Beauty and provided an inked one month period chart. This information was used to quantify and pay for the power consumption to the Transmission and Generating Department from the Distribution Department which then went on to bill local consumers.The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from the late 1930's to the 1960's. Radio Telephone was minuted during the war. it was approved in 1944 for the State Electricity Commission of Victoria's use only. it was completed by the end of 1946. used by the State Electricity Commission of Victoria at Bogong during the construction of the Kiewa Hydro Electric Scheme to connect with head office in Melbourne. It allows one conversation at a time using traffic controls in an unusual system of radio telephone providing communication. At the time it was unique in Australia and installed by the S.E.C.V. technicians. It provided unattended shortwave radio link between two ordinary telephone switchboards, connecting any of the S.E.C.V.'s internal lines with the telephone system at Bogong and the construction camps beyond. From Bogong, radio phones connected to the outpost stations on the High Plains far above the snow-line. In operation, the service was similar to a normal telephone system but dispensed with the physical connection of wires and poles between the main terminals.Historical: This headphone set superseded headphones with two earpieces and those without a microphone. This one may have been used by operators on the switchboard at Bogong or Mt Beauty or one of the construction camps on the Kiewa Hydro Electric Scheme. The S.E.C.V. installed this unique system of communication to operate their branches especially at Bogong and beyond where the distance was great and often limited by the terrain and weather.Radio Telephone for SECV switchboard. The switchboard was located in the office of the switchyard. This switchboard was used by the State Electricity Commission of Victoria on the Kiewa Hydro Electric Scheme in Mt Beauty. Employees living in the towns and in the Kiewa Valley who had telephones were connected to the switchboard and were able to speak after dialling a number and then being connected by an operator working at the switchboard. This connection pre dated automatic connections. This switchboard was used by the S.E.C.V. for their employees on the Kiewa Hydro Electric Scheme and is an example of communications used in the 1940s and 1950s using telephones and operators prior to automatic 'stations'. The State Electricity Commission was established in 1920 with the development of the Yallourn Power Station and brown coal was used for 90% of Victoria’s electricity supplies. In the 1990s the Commission was abolished and electricity companies were privatized. In Warrnambool electricity was officially connected to the city in 1924. This plate is one taken from a Warrnambool power station. One power station in Warrnambool today being located in Botanic Road.This plate is of some interest as a reminder of the times when the State Electricity Commission controlled power supplies in Victoria.This is a small rectangular metal plate with four holes at each corner for attachment to a Warrnambool Power Station. During winter skiers skied on the Bogong High Plains. During the 1940's the State Electricity Commission of Victoria was constructing the Kiewa Hydro Electric Scheme and skiing was part of their employees recreation. Skippy St Elmo won ski races during the 1940's practising on the High Plains where she and her husband lived. Her husband worked for the S.E.C.V..Employees of the State Electricity Commission of Victoria were early skiers on the Bogong High Plains. The papers have been collected in correspondence since 1947 and cover many of the retail shops in Mt Beauty. The sale of the shops by the State Electricity Commission during the 1960's when the construction of the Kiewa Hydro Electric Scheme was completed. Owners of the Mt Beauty Supermart and Newsagency and Falls Creek Mini-Mart, Samuel Keith Pearce and Gordon Cathew Pearce's documents are included. The papers record a period when the SECV sold the retail shops in Mt Beauty after the completion of the Kiewa Hydro Electric Scheme. During WW2 there were volunteers all over Australia observing air activity every night. This photo was taken from the S.E.C.V. hut dedicated to this activity and was manned by men and women throughout the war. The State Electricity Commission of Victoria were based at Bogong when constructing the Kiewa Hydro Electric Scheme. The State Electricity Commission of Victoria dedicated a hut at Bogong township during World War 2 for the purpose of volunteers manning the hut to observe air craft. This was during the construction of the Kiewa Hydro Electric Scheme. Tram line up at the depot with the same personnel (Item 9235), in formal poses in each photo. They are attired in the MESCo uniform that suggests that the photographs were taken before the State Electricity Commission of Victoria takeover on 1 September 1930. The ex-Melbourne Meadowbank cars 27 and 28 first ran in Geelong in 1928. Date of the photos would therefore be restricted to 1928-30, but it is possible that they were taken close to or on the handover date as a final record. Mt Beauty rural fire brigade was established in 1948 by the State Electricity Commission of Victoria as an industry brigade. When Mt Beauty was handed over to the Shire in 1961, the fire brigade became a member of the Country Fire Authority (C.F.A.). Today it is an urban fire brigade. The t-shirt would have been used when members were together during fire drills, competitions, meetings etc. The black shirt was used prior to 1950 and the Red shirt was used after March 1950 The red t-shirt was used in the following yearThe t-shirt was part of the Mt Beauty fire brigade uniform indicating that the fire fighters were part of a team and were able and wanted to be recognised.
