The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. Box shape with grey steel top ...This calculator is like a modern calculator style keypad with a traditional pinwheel calculator. In operation it is similar to other Facit machines. The design from the 1930s was produced without interruption with only slight modifications until the early 1970s.This one hasn't a serial number or Model Number so date is unknown but probably the 1940s - 1950s when the SEC were constructing the Kiewa Hydro Electric Scheme.Used by the SEC Office Staff when the SECV were constructing the Kiewa Hydro Electric SchemeBox shape with grey steel top and sides on a black base. Three thin strips of stainless steel embossed with numbers on the top and clear panels beside them. Front has 3 red and 10 black knobs with arrows on the red and numbers on the black. Metal gift box or tin, contained within a black card cover with Yarra Trams name on the outside. The Gift box or tin, with lid, has the words "Celebrating our first year together", with the Keolis Downer EDI Rail logo and Yarra Trams logo. The box contains a silver coloured metal torch, with LED bulbs fitted with a cotton hand strap. Three AAA size batteries by Ninghai Hengjui Battery Co. contained within the dark grey foam holder. The torch has been printed with the Yarra Trams logo. Folded with in the box is a 10 folded card giving the achievements of the first year (from 30 Nov. 2009) to Nov. 2010. The tram behind has been renumbered to P class 131, fitted with the large roller destination box and has route 17 showing. There are 30 men shown, only the depot manager? not in a uniform. Includes Inspectors. A number of men have a returned service man badges showing. No staff numbers. This belonged to Sue Slonek, who at the time was Secretary of the Surrey Hills Historical Society and an active volunteer working with the collection. She died unexpectedly and this and a book were formally donated to the collection by her son Alex. Wilfred Shipman Bishop was Sue's father. As a young man he grew up at 21 Grovedale Road, Surrey Hills. His father Frederick James Joseph Bishop was a bookbinder. Wilfred enlisted in the AIF in WW2 (V46365). He married Lucy Isobell Legge in 1943. They had 4 children - Sue and 3 boys. 1st Mont Albert Scouts meet in the scout hall at Surrey Park, where they share facilities with 9th Box Hill Scouts.A Black and white photo within a brown matt board of 25 boys and young men dressing in scout uniform. The setting is formal with a drape at the back and the troop arranged in 4 rows standing and sitting on carpet. This suggests that it was taken in a studio. Along the bottom edge are the words: 1ST MONT ALBERT TROOP. Equipment - Stencil Set, Mid-20th century
The stencil set has signs of use, with ink on the metal and paper stencils, and in the mixing lid and the block and tube of ink have been used too. The larger brush in this set is labelled "rubber set". The phrase is not to be confused with the 1900-1950s firm Rubberset but ''rubber set" is the process of setting the bristles of a brush into rubber to keep them together and hold them in place. This stencil set once belonged to Dr William Roy Angus. He habitually labelled his possessions with his name - this stencil set may have been used for that purpose. This set is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This stencil set is an example of objects belonging to Dr. W. R. Angus, 1901-1970, surgeon and oculist. It shows the keeness of the owner to label his posessions. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Stencil set with 27 metal cut stencils of the 26 letters of the Alphabet plus an ‘&’, and a metal clip to hold the set together (.1 - .28). The set also has two wooden handled brushes (large with a purple band .29, small with grey band .30) a solid block of black ink and a tube of black paint (.31 and .32) in a green tobacco tin, and a round metal lid used for mixing the inks. The set is contained in a vintage wooden cigar box with a hinged lid. Another stencil (8452.33) is made from stiff waxed paper and reproduces the medical symbol [serpent wound around a rod or cross]. This set is part of the W. R. Machine - Object, Lucky Envelopes Instant Bingo dispenser, 1970s
During the 1970's RVIB conducted fund raising through the use of Instant Bingo machines in Melbourne's pubs and clubs. For 20 cents per card, a Lucky Envelope would be provided and amounts from $1 (if all the numbers were green), $2 (gold), $5 (blue), $10 (grey) or $25 (red) could be won. Machines were emptied/refilled by RVIB volunteers and the profits gained were expended by the Institute for services to the blind. Medal - Object, Member of the Most Excellent Order of the British Empire (box only), 1975
To recognise the dedication and service of non-military persons, the Member of the Most Excellent Order of the British Empire (civil order) was established. Shortened to MBE, the award consists of a silver cross with a circular centre and a fleur de lis attached on four sides. Above the north facing fleur de lis is a crown which is connected to a rose pink crossgrain ribbon with pearl grey edges, and tied into a bow. In the central part is the profile of King George V and Queen Mary, and the words 'For God and Empire' in raised letters against a roughened background edging the portrait. On the rear are the copperplate letters 'GRI' (which stand for Georgius Rex Imperator) and an image of a crown directly above this. It is designed to be worn on the left hand side by the female recipient. Work on paper - Black and White Photograph, Dr Norman Rose
Dr Rose was a member of the Surrey Hills Medical Centre for approximately 50 years. Norman was the son of Maurice Rose (1889-1963) and Gertrude nee Gordon (1891-1972) and was born in Birkenhead, Cheshire, UK, on 15 September 1916. Norman had an older sister, Irene. As with many migrant families, Maurice departed from London for Melbourne on 27 October 1927 on the ‘Ballarat’ ahead of his family, who sailed on the ‘Bendigo’ on 8 May, 1928. Norman was 12 years old. The family lived in a number of locations including St Kilda, Balaclava and later Elwood. Norman attended Wesley College, following which he enrolled at the University of Melbourne, where he studied medicine, graduating MB BS in 1939. For unknown reasons, post-graduation Norman moved to Perth in March 1940. It was at the Fremantle General Hospital that he met his future wife, Helen Beatrice (Betty) Mackie, and began training in anaesthetics. When World War 2 was declared, Norman enlisted in the army. He was attached to the 2/13th Field Ambulance (AIF). He served in the Middle East and Borneo. Upon their return to Melbourne after the end of the war, Norman completed hospital rotations as a Resident Medical Officer at the Alfred Hospital (1946-1947) and at the Royal Women’s Hospital in 1948. Norman was a close friend of Dr Bill Vorrath, which probably explains how he came to join the Surrey Hills Medical Centre in either 1948 or 1949. Although technically a General Practitioner, Dr Rose focused on Anaesthetics. He was often on call for the Emergency Department at Box Hill Hospital and he also taught many students how to administer an epidural. In 1972, under the so-called ‘Grandfather Clause’, he was registered as a Specialist Practitioner in Anaesthesia. Dr Rose’s long service to Box Hill Hospital was recognised with the award of Life Governorship of the Hospital in 1978. Dr Rose married for a second time after his first wife Betty died in 1997. He retired in 1998 or 1999 and died in 2010 in his 94th year. Vehicle - Wagon, Circa 1930s - 1940s
This baker’s wagon (or cart) was used to transport and deliver bread and other baked goods in the Warrnambool area. It is currently decorated with signwriting advertising H.H. Smith, Baker who owned and operated his Warrnambool bakery in the late 19th and early 20th century. The design of this baker’s wagon is similar to others dating around the 1930’s and 1940’s and was likely to have been built around that time for Stephenson’s Bakery in Warrnambool. The wagon’s original internal shelves were removed due to it being used in the early days at Flagstaff Hill to give children rides around the Village. BAKERS’ HISTORY There were many bakeries in Warrnambool in the 19th to mid-20th century. Each bread bakery made bread deliveries by horse and wagon in their appointed delivery zone. This wagon has sign writing representing Smith’s bakery although it is most likely the delivery wagon of Stephenson’s bakery. SMITH’S BAKERY – as shown on the wagon’s signage Henry Huntington Smith (1857-1941) was born and educated in Warrnambool. He worked at Davis’ steam biscuit factory in Timor Street before he started his own bakery business in 1885 at a premises near the corner of Fairy and Koroit Streets. A few years later Smith built his new bakery on the corner of Fairy and Lava Street where it still stands today as Monaghan’s Pharmacy. The building was designed by James McLeod in 1892 as a bakehouse, shop and residence for Smith The address was known locally as Smith’s corner. Next door to the bakery, at 136 Fairy Street, were Stables built by Jobbins and McLeod in 1886 for William Cust. A photograph in the archives of the Warrnambool and District Historical Society shows the 1892 building with four fancy horse-drawn wagons on the street with white clad drivers and a promotional stand erected with 5 bakers in uniform and the signage “H H Smith & Co, Pastry Cooks and Confectioners”. One of the wagons appears to have “H H Smith” painted on the side. H.H. Smith & Co. placed an Advertisement in the Weekly Times in December 1896 promoting its business as bakers, confectioners and pastry cooks, praising their shop as an ‘ornament to the town’ with ‘neat appointments’ and ‘dainty decorations’. It also boasted that the business supplied a large number of customers within a twelve mile radius of Warrnambool. In November 1919 The Warrnambool Standard announced the marriage of Henry H Smith, Mayor of Warrnambool, to Jeannie Samson-Goodman in East Adelaide. In the same newspaper was a notice that Frank Crossley was to open as baker and pastry cook in H.H. Smith’s premises. As well as being the proprietor of the H.H. Smith Bakery, Henry Huntington Smith was a Councillor for the Warrnambool Municipality from 1913 – 1937 and Mayer for two terms. In December 1919 during his first term as Mayor he was honoured for the work he had done with returning soldiers after World War I, receiving a document in recognition of this work, presented by the Mothers, Wives and Sisters of returned soldiers. Smith was very interested and involved in the community in many roles, including being the Vice President of the first Warrnambool and District Historical Society. STEPHENSON’S BAKERY – believed to be the past owner of the wagon The last owner of the bakery was Harold Stephenson. Stephenson was enlisted in the A.I.F. and was invalided home in 1943 before the end of the Second World War. He also served as a Councillor 1958-1976, during which time he served six terms as Mayor for the City of Warrnambool (1966-1973) while he had the bakery. He was very involved in many local organisations including the Warrnambool Surf Life Saving Club and the Road Race Committee. He died in 1985, lauded as being one of Warrnambool’s “most distinguished civic leaders”. It has been said that the baker injured in World War II invented a special contraption to enable him to get up into the wagon and that he alerted his customers that he was in their vicinity by blowing a whistle. The customers would come out and choose their own bread from the back of his wagon then pay him for it. However another account is given by a man who once earned pocket money by helping the baker on his rounds. He says that it was Stephenson, the owner and manager of the bakery, and not the delivery baker who received a significant injury during the war, making him unable to climb the stairs of his upstairs accommodation at the bakery, therefore causing him to sleep downstairs. At this time in the early to late 1940’s Stephenson’s bakery had three wagons, one for each of the delivery rounds. The wagons were painted black and yellow. Two of the drivers were Stan Lake and Ali (Alec) Dean who both had wagons with the covered cabin design. The third driver was Bill Lake who had a flat wagon. Stan Lake delivered in the area around Lava and Koroit Streets, Ali Dean had another round and Bill Lake had the Dennington area. Bread continued to be delivered into the 1960’s but by this time the delivery vehicles were motorised. The goods produced at Stephenson’s bakery included breads baked in different shaped tins such as High Tin, Sandwich and Vienna. Some shapes were easily divided into half by breaking them apart, therefore the baker could make two quarter loaves from a half loaf, satisfying different needs. There was the option of white or brown bread, sweet buns, fruit buns and Boston buns. The baker’s assistant was known to take great delight in ‘trimming’ the broken halves of excess bread and crust, enjoying his treat. THE BAKERY PREMISES – South east corner of Fairy and Lava Streets, Warrnambool The building retains the original cast iron veranda. Above the veranda a motif of a wheat sheaf in ornamental plaster can be seen. Inside the building there are still has some of the original fittings. The building was classified by the National Trust in August 1979. After the Second World War an official system of zoning was introduced as a fair way for the baking industry to operate. In 1949 different pricing was introduced by the Government for either delivered or retail purchased bread. Many of the small local bakeries went out of business after the Government banned zoning. The way was made open for the larger bread manufacturers to enter the local market with cheaper prices. Some of those companies were Mc Queens, Tip Top, Twisties, Sunicrust, (Mc Queens ‘new’ bakery building was where the current Toyworld shop now stands, is, in the Ozone carpark.) O’Grady’s Bakery, later changing hands and known as Burkes Bakery, was in Fairy Street near Timor Street intersection, on the North West side. There was also a bakery named Almay. The baker’s wagon is significant because of its association with H.H. Smith’s Bakery in Warrnambool.. The H.H. Smith’s Bakery building on the corner of Fairy and Lava Streets, built in 1892, is classified by the National Trust, August 1979. Smith Street Warrnambool was named after Henry Huntington Smith, who was a Warrnambool Councillor 1913 – 1937 and Mayor 1919 – 1921. Baker’s wagon, often referred to as a baker’s cart. Four wheeled horse-drawn delivery wagon, front wheels smaller than rear wheels. Wagon is clad with metal sheets and lined with varnished timber panels. Wheels have metal rims, wooden spokes and rear wheels have wooden brake pads. Horse shaft is timber with metal fittings. Front has a metal lamp holder, brake lever, metal hand grips and decorative metal foot plates. The wagon has suspension leaves on back and sides and double suspension leaves on the front. Driver’s area at front has a roof, glass side windows and wooden box seat with hinged compartment accessing wagon storage area. Door above back of seat has buckled leather handgrip strap attached, door slides open for access to wagon area. Back of wagon has a wooden step and a split door; top door has ventilation louvers, both doors have metal latches. Wagon is painted cream with brown trim and signage and green step. Remnants of red and green paint are visible; underside of seat panel is painted grey. Wagon advertises H.H. Smith & Co. Baker, a Warrnambool business established in 1885, but is of a more modern design seen around 1930’s and 1940’s and most likely belonging to Stephenson's bakery.
