Y2K / the year 2000 / The millennium bug / was commonly used to refer to a widespread computer programming shortcut that was expected to cause extensive havoc as the year changed from 1999 to 2000. Instead of allowing four digits for the year, many computer programs only allowed two digits (e.g., 99 instead of 1999). As a result, there was immense panic that computers would be unable to operate at the turn of the millennium when the date descended from "99" to "00". The Bug presented a formidable challenge to the problem-solving skills of local government officials. Lacking a cure-all that will work for every municipality, local officials must develop their own solutions to meet their community's unique needs. This is possibly 54610 Potter - Thomas RAAF, enlisted 27.4.1942 age 44. Discharged 22.3.1946 with the rank of Cpl in Air Defence HQ Townsville.Large Certificate on cream colour paper. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From: Glen Eira Heritage Management Plan (1996) by Andrew Ward and Associates Caulfield State School No. 773 is important at the State level as the first of similar designs for small schools prepared by the Education Department under H.R. Bastow at Little Bendigo (1878), Glen Waverley (1880), Ascot (1882), Sandringham (1885) and Carlsrich (1892)·. It is a representative example of the Department's Gothic Revival designs, distinguished, however, by the semicircular treatment of the master's office, which compares with Portland (1879), Queensberry St Carlton (1880) and Footscray (1881). It has local significance as the earliest surviving Government School in Caulfield and as a centre for education from 1877, comparing with St. Mary's Jubilee School (qv) of 1887. Nillumbik Now and Then takes the reader on a journey from when the Aboriginal people were this area's sole inhabitnats, to the present day. Nillumbik's history - told in this collection of 96 stories, which are nearly all based on sites - mirrors those of the wider Australian community. It includes tales of the Wurundjeri people, a former convict, farmers, a bushranger, gold-mining, soldiers, artists, intellectuals, environmentalists and sportspeople. Each story is illustrated with a photograph. As a journalist with the former Diamond Valley News, Marguerite Marshall wrote a series of articles on local places of historic interest, later published as the small book "Eltham Shire - Historic Buildings and Places". Many years later an expanded version was published under the title "Nillumbik Now and Then". This is a much larger version of "Nillumbik Now and Then", including significant rewriting and many additional articles. The new publication was made possible by financial support from the Victorian Public Records Office, Bendigo Bank and Nillumbik Shire Council. EDHS and other historical societies in Nillumbik assisted with content for many of the stories. The book was launched at the Eltham Library on Wednesday 19th November 2008. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished by being amalgamated with Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form Greater Bendigo City.Painted metal tin with handle on top. The City of Greater Bendigo Council was constituted on 7 April 1994 as part of a statewide program of local government reform enacted between 1993 and 1995. The reform process reduced the number of councils from 210 to 78. The City of Greater Bendigo has been appointed as the successor in law for the City of Bendigo, the Rural City of Marong, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye and has assumed any rights, assets and liabilities of these abolished councils. On 18 November 1994 the City of Greater Bendigo Council has been appointed as the successor in law for the Shire of McIvor and has assumed any rights, assets and liabilities of this abolished council. On the 19 January 1995 the City of Greater Bendigo Council has been appointed as the successor in law for the Redesdale district of the Shire of Metcalfe. Richard Hartley Smith Abbott was the step son of Joseph Henry Abbott and continued on in the family tradition of entering into business, becoming a successful business man. He also held asperations to serve on local council and was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. Like this father he continued to build local industries with a particular interest in tanning selling products locally and exporting to London. Established in 1880, the Eaglehawk Football Club was one of the first teams to join the Bendigo Football League and to date the senior team has won twenty eight premierships, the most of any team in the league. The Eaglehawk colours are represented by two blues, the light blue of Oxford University and dark blue of Cambridge University which is represented on this pin in the coloured enamel. This pin issued in 1925 commemorates Eaglehawk Football Club's 1924 win which was played at Kennington Oval against Rochester. Final scores were 14.17.101 to 8.9.57. The Bendigo Football League formally known as the Sandhurst Football Association was formed in 1881 and over the decades has grown to include some of the longest established teams in Australia including Castlemaine (formed 1859 - joined 1925) and Kyenton (formed1875 - joined 1947). The local municipal councils worked with the League to provide playing fields for the competition and the Upper Reserve now known as the Queen Elizabeth Oval continues to host many League games. In 1928 at the annual dinner it was noted by the Bendigo Football League that the 'grounds were not all that could be desired, but that they were getting along well with the councils'. Mayor Batchelder responded saying that the council realised that 'the League was a major tenant and was out to do its best for them'. (1) (FN The Riverine Herald, Fri 19 Oct 1928 Page 1). Equipment - Gold Scales, Late 19th / early 20th century
This type of balance scales allows precise measurements to be achieved by ensuring that the balance's fulcrum is essentially friction-free by attaching a pointer to the beam which amplifies any deviation from a balance position; and finally by using the lever principle, which allows fractional masses to be applied by movement of a small mass along the measuring arm of the beam. The standardization of the weights used – and ensuring traders used the correct weights – was a considerable preoccupation of governments throughout this time and inspections were held regularly. When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses.Set of small scales possibly from a travelling boxed set due to their small size, similar to those used in an apothecary and weighing gold. Scales have two round brass pans with a cross bar and chains and pointer central on the lever arm. The Sandhurst Industrial Exhibition was held in Sandhurst at the Market Building and Corn Exchange and was opened by the Marquis of Normandy on the 17th March 1879. Modelled on a similar event held in Ballarat the previous year which was largely aimed at displaying the work of juvenile artisans, the Sandhurst Exhibition was more general in its purpose and provided more space for the general exhibition of products, natural and manufactured from the broader surrounding district. The opening event included a procession of all the friendly societies, fire brigades and other local institutions. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools.Obverse; Ornate relief design made up of a coat of arms with mining icons in each quarter flanked by flags on either side. Danish brothers, Moritz, Julius and Jacob Cohn arrived in Bendigo in 1853 and by 1856 started making cider and soft drinks, building a brewery 1880 to further extend their commercial enterprises and stock their hotels with their own brand of beer. Having sent Moritz's son, (also Julius) to Germany to learn to brew, the Cohn Brothers began to produce Excelsior Lager in 1882, which was traditionally served cold, the first time this had been done in Australia. Overtime the Cohn brothers expanded their operations adding cordials and in 1916 produced a non-alcoholic beer to satisfy the temperance activists. Cohn Brothers built an empire of breweries, cordial factories, hotels and liquor stores and ice works. In 1925 they sold the hotels and breweries to Carlton & United but continued to make their other products until the 1970s when the company became part of the Coca Cola Amatil Group. These Cohn's Cobber Member pins relate to the Cohn's Cobbers TV Club which was sponsored by Cohn's Soft drinks. The Cobbers TV Club was an afternoon children's variety program modelled on the Tarax Show. When local TV station BCV8 opened in Bendigo they broadcast Cobber’s teleclub in their afternoon timeslot for young viewers. Jacob Isaac Cohn was born in 1830 (died 1911) in Horsens Denmark and entered the Sandhurst Borough Council in 1863 where he served as a member for three years, returning again in 1887 to serve as Mayor of the City of Bendigo from 1888-1889. Jacob Cohn was a great supporter of the Mechanics Institute, the Hospital and the Benevolent Asylum. It is believed that through his connection with the Mechanics Institute he exhibited some loaned engravings from the Dresden Art Gallery which were then donated to the City of Bendigo, forming the nuclei of the Art Gallery's collection. Instrument - Weights and Measures, Troy Weight Set, c 1865
Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Accompanying set is a two page letter from Weights and Measures Branch of Consumer Affairs offering set back to the Borough of Eaglehawk in 1989. Certificate - Army Survey Regiment City of Bendigo Freedom of Entry Certificate 1970, Ian Wallace and AHQ Survey Regiment, Bendigo, June 1970
The certificate was issued by the City of Bendigo to AHQ Survey Regiment awarding the Regiment "Freedom of Entry" on ceremonial occasions. The certificate recognises the long service and close association between the Regiment and the City. Three certificates with seals were produced. One held by the City of Bendigo, one held by the Regiment and one was held by Ian Wallace who produced the certificates when he was part of the City's Engineering Department. The Freedom of Entry to the City was first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. The unit then exercised its freedom by marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The parade generally concluded after formal inspections of the troops. Regiment members were often treated to a civic reception at the City Hall after the ceremony. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995.The Regiment copy of the certificate was sent to the Army Military Museum at Holsworthy when the unit was disbanded and this copy (6409.1) held in the Bendigo RSL Museum is the copy that was originally held by the City of Bendigo. 6409.2 is a photograph of Gary Warnest, President ExFortuna Survey Association (left) holding the certificate 6409.1 and Mr Ian Wallace the certificate producer (right).Large framed certificate. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the Army Survey Regiment in 1970. 1980 was the third time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Bob Skitch, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Paul Tomkinson and military dignitaries. The parade concluded after formal inspections of the troops. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995.These black and white photographs of the Army Survey Regiment were taken on the occasion of the Freedom of Entry parade to the City of Bendigo in 1980.
