By the later 1800s the dirt roads in the then out-lying areas of the City of Moorabbin became dangerous, and almost impassable due to huge potholes and muddy swampy areas. The heavily laden market gardener’s carts regularly broke axles and wheels, and horses foundered on their way to the Melbourne markets. Even worse, the heavier “iron maidens”, carrying their malodorous loads of sewage from Melbourne’s inner suburbs for dumping in the outlying areas of the City of Moorabbin, also got bogged in the mire. It was decided that a practical solution to this problem was to install a metal plateway on the side of the problematic roads. In about 1887 the Moorabbin Shire Centre Road, in the Brighton East area, two parallel metal rails were installed so that the wheels of carts could run along smoothly, the horse travelled in the filled, middle area between the rails. Point Nepean Road plateway was removed in 1930 and Centre Dandenong Road plateway was removed in 1934-35. The worn plateway along Centre Road, East Brighton (now known as Bentleigh), was gradually taken up in several pieces, commencing in the the1920s, when its condition deteriorated and it caused a hazard to bikes, pedestrians, motor-cycles and the few early cars. The early steel plateway, constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent, was built along Nepean Highway, between Asling St. and Bay St. The Point Nepean Track was subsequently extended into Moorabbin with branches along Centre, Cumins, South, Wickham, and Keys Roads, the total length was 13 miles. In 1908-1909 plates were laid along Centre Dandenong Road to Ross Street Bentleigh This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. Two parallel metal rails were installed in the right hand side of a few main roads in the Shire of Moorabbin so that the wheels of heavily-loaded market gardener's carts on their way to markets in Melbourne could run along smoothly. The horse pulling the carts travelled in the filled, middle area between the rails. The Steel Plateway was constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent. The wheelway first only ran along Nepean Highway, but it soon extended from Centre Dandenong Road, along Nepean road to its junction with Chapel Street, St Kilda. Later branch lines were built along Centre Road, Bentleigh as far as Warrigal Road and, according to early photographs, along Wickham Road Moorabbin as well. This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. There was a problem with the wheelway : there was only a single set of rails and this was established on the right-hand side of the Nepean Road, travelling towards the city. Traffic FROM the city travelled on the correct or left-hand side of the road. The exception to this rule was the malodorous iron-clads, heavily riveted iron carts, generally travelling in convoy, carrying several tons of human effluent out of Melbourne to be trenched-in in the sandy soil of the Moorabbin district. This is a set of nine photographs of medal presentations at the Army Survey Regiment, Fortuna, Bendigo. In photos .1P to .8P, the Defence Force Service Medal was presented to personnel in recognition of 15 years of efficient remunerated service, or the Clasp for each further 5-year period of service. The photos were taken on four separate occasions. Photos .1P to .3P were taken on the parade ground. LTCOL John Nolan was the CO of the Army Headquarters Survey Regiment from 1965 to 1969. He was subsequently promoted to COL and was the Director of Military Survey from 1972 to 1975. MAJ Lionel ‘Bill’ Sprenger MBE, MID was subsequently promoted to LTCOL and was the CO of the unit from 1969 to 1970. Photos .4P to .7P were taken in circa mid-1970s and Photo .8P was taken on Friday 21 October 1976. Photos .4P to .8P were taken next to the flagpole in Fortuna Villa’s front garden. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. This former King's Colour was originally authorised by King George V in 1919 in recognition of services of 44th Battalion (AIF) during the Great War. Presented by HE the Governor General Sir Ronald Munro-Ferguson, PC, CGMG at a parade in King's Park on 2 October, 1920, however was not passed on to any AMF counterpart unit of the Citizen Forces, as one did not exist at the time. 44th Battalion (AMF) was formed in 1921 from elements of 16th and 51st Infantry Regiments and was presented with this colour by the Governor of Western Australia Sir Robert Furse McMillan at the Anzac Day parade on the Esplanade, Perth on 25 April 1922. The colour was subsequently consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD, DD at a parade on the Esplanade, Perth, 15 November 1924. At the time of presentation this colour was a plain union flag with no central devices or other distinctions included on it. Following Military Board approval given in 1925 the centre circle and Crown were later added, in accordance with the approved design for a King's Colour. With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 11th/44th Infantry Battalion (The City of Perth Regiment) was raised as a linked battalion in 1948 to carry on the identity and traditions of the pre-war 11th and 44th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Union flag with gold fringes. The above battalion became unlinked in March 1952 and 28th Infantry Battalion (The Swan Regiment) became an independent battalion within its own right. The former colours of 28th Battalion were handed back at a parade at Northam Camp on 24 August 1952. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. SEAMEN'S INSTITUTE FOR THE VICTORIA MISSIONS TO SEAMEN In architectural style, the new Seamen's Institute for the Victorian Missions to Seamen, in Flinders street Extension which is to be opened early in September by Sir Ronald Munro Ferguson, the Governor-General, may be said to resemble the type adopted by the early settlers in California, and known in recent years by the name of Spanish Mission architecture. This character is particularly sympathetic with the object for which the building has been erected, and is exemplified in a marked degree in the unique chapel tower of oblong shape with its four pinnacles and open bell turret, with an almost rustic cross as terminal point: also in the arcaded Eastern Court cloisters, with simple round arch arcading, and in the chapel roof, which is framed of heavy rough-hewn hardwood timber work left as it came from the saw, and erected green from the forest. but so well framed and bolted that no harm can result from shrinkage. The foundations are constructed of reinforced concrete, and in some places are nine feet wide. The ground is very treacherous, and considering the irregular weights of the one story, two-story, and three-story parts of the building, the result achieved in sta bility is eminently satisfactory. The main hall has a vaulted ceiling of reinforced concrete construction, and, spanning 35f., is the widest span of any floor in Melbourne of similar construction. The chaplain's residence is built above the lecture hall, and consists of a most complete, up-to-date dwelling-house of eight rooms. It is fitted with every modern convenience and labor-saving device. The cupboard in the pantry, for instance, has two faces — one in the diningroom and the other in the pantry. Dishes are washed in the pantry, put into the cupboard, and taken out in the diningroom, ready for the next meal. Special rooms are designed for the many and various works carried out for the sailors by the industrious workers of the mission. One room is shelved and fitted for the reception, sorting, and distribution of books, periodicals, and other reading matter that is parcelled up by willing hands and given to sailors as ships leave port, to beguile the weary hours of leisure on the sea. Any old books or magazines, illustrated papers, and the like are always welcome at the insti tute. Reading matter of this kind can easily be saved and sent along in bundles. The gymnasium is not yet built. This is the only part of the building required to complete the block; and when its concrete dome, with open eye at summit like the Pantheon at Rome is erected, the whole effect of the groups of buildings will be most striking. In the entrance hall is a floor of marble mosaic, with a central feature of a mariner's compass seven foot in diameter, well executed by the Adamant Pavement Company, and the gift of Mr George Russell. The architect has designed a copper ship as a finial for the main gable of the building, and it, like the gymnasium, is awaiting the collection of more funds or the generosity of a special donor. The whole of the woodwork of the in terior of the building, including high dados round the walls of halls, stair cases, billiard and other rooms is car ried out in Tasmanian hardwood, fin ished in a dull beeswax polish, and the floors of the entire building, except the lavatories, which are tiled, are also executed in Tasmanian hardwood. Mr Walter R. Butler, F.R.I.B.A., was the architect, and the work was carried out by Mr A. B. Robertson, builder. Victorias first quarantine station was established in Port Ormond on 24 April 1840 when the government immigrant ship "Glen Huntley" arrived in the Port Phillip District flying the yellow quarantine flag . The site is marked by a cairn and plaque that was unveiled in 1985. In 1990 a second plaque was affixed to the cairn to mark the 150th anniversary of the arrival of the ship. The site became St Kilda's first official burial ground and the graves of the early colonists remained here until 1898 when the remains were re-interred in the St Kilda Cemetery. Unveiled by the Hon. R W Walsh MLA Member for Albert Park, Minister for Public Works, Assistant Minister for Employment and Industrial Affairs, 7th November 1985.
