Richard Liebreich of Germany invented his design of ophthalmoscope in 1855. This example is complete in its case with Coccius lenses and condensing lenses. Early ophthalmoscopes required an external source of illumination, eg lamp or candle, and light was reflected into the eye to be examined by the mirror on the ophthalmoscope. The earliest versions of the Liebreich ophthalmoscope used a polished metal surface to reflect light; glass mirrors were introduced in 1870. A condensing lens was held in front of the patient to view the image. Heywood Waterworks Trust was constituted on 20 November 1962 upon application by Councillors of the Shire of Portland to construct, manage and maintain the works for the supply of water to the township of Heywood. The Trust was abolished on 1 July 1984 under the Water and Sewerage (Restructuring) Act 1983 when it amalgamated with the Heywood Sewerage Authority to form Heywood Water BoardA cast iron seal press, . The basic balance scale has been around for thousands of years and its accuracy has improved dramatically over the last several centuries, the principle behind this tool remains unchanged. Its parts include a fulcrum, a beam that balances on it, a pan at the end of the beam to hold the materials to be weighed, and a flat platform at the other for the counter-balancing weights. Balance scales that require equal weights on each side of the fulcrum have been used by everyone from apothecaries and assayers to jewellers and postal workers. Known as an unequal arm balance scale, this variety builds the counterweight into the device. Counter scales used in dry-goods stores and domestic kitchens often featured Japanned or (blackened) cast iron with bronze trims. Made by companies such as Howe and Fairbanks, the footed tin pans of these scales were often oblong, some encircled at one end so bulk items could be easily poured into a bag. Seamless pans were typically stamped from brass and given style names like Snuff (the smallest) and Birmingham (the largest). Some counter scales were designed for measuring spices, others for weighing slices of cake. In the 18th century, spring scales began to appear and would use the resistance of spring to calculate weights, which are read automatically on the scale’s face. The ease of use of spring scales over balance scales. One of the most common types of spring scales was the kitchen scale also known as a family or dial scale. Designed for horizontal surfaces, these vintage kitchen scales used the weight of goods in a pan at the top of the scale to force the spring down rather than the balance system. Such scales were common in early 20th century households and were sold by many companies. Many had flat weighing surfaces but some were topped by shallow pans. Companies such as Salters, Chatillon, and Fairbanks were the most popular brands used. These scales are significant as they identify one of the basic preparation items for the weighing of foodstuff in the family kitchen to prepare everyday meals. This item is significant as it gives a snapshot into domestic life within the average home in Australia around the turn of the twentieth century and is, therefore, an item with social relevance. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. This tin which once contained coffee with chicory was purchased in a period when the importation of coffee beans into Australia was quite expensive and to counter that local distributors of coffee mixed it with Chicory, a blended coffee, flavoured slightly milder depending on the amount of coffee(percentage) per serve. This provided a cheaper cup of "coffee" drink. This mixture was a spin off from the 1930's Great Depression and the naval blockages of World War II (imports from India and other regional coffee growers) and the scarcity of secure ship supplies. As supplies became more secure "pure" coffee as a drink became available at reasonable costs. This "insignificant" coffee/chicory tin is very significant as it demonstrates that the Kiewa Valley was becoming more accessible to reliable coffee supplies and general food items.This was brought about through reliable roads and an ever increasing population The need for travelling supply caravans to the area, and with the establishment of grocery stores in Tawonga and Mount Beauty the supply of previously "hard to get" groceries vanished. This transition was precipitated by the SEC Vic Hydro Scheme of the 1940's to 1960's which increased the valley population two fold.This container of McKenzie's Coffee and Chicory is made from pressed steel and has a tight fitting lid (steel with a protruding lip to allow finger pressured removal). The tin has one pressed seem (holding the cylinder together). The backdrop of the outside of the tin is "grained" brown painted with dark brown (worn) lettering and central between McKenzie's/Coffee is a figure of an eagle with its wings outstretched. All the letters and figure have been embossed into the tin surface. The weighted contents are listed at a capacity of 1Ib Net.On one side (front) "McKenzie's Coffee and Chicory 1lb Net". With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside. Possibly the annual State schools picnic held by the Board of Advice at Haley's Paddock near Eltham railway station on 11 March, 1904. Haley’s Paddock (now occupied by Eltham shopping centre) was capable of accommodating 10,000 people, with ample shade and hilly surroundings, an ideal place for any gathering. The main foreground is the site of the present day Eltham Village and Coles Shopping Centre. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). On Tuesday, 4 October 1904, the first serious railway accident occurred on the Colac-Beech Forest line near Beech Forest. As no train was scheduled that day in the afternoon the crew decided to fetch some wood from down the line. They fired the boiler on locomotive 3A, attached two trucks to the locomotive and moved out of the station. When they arrived opposite the Ditchley Park Hotel they stopped the engine and adjourned to the bar for some refreshments before beginning work. While they were engaged some local children boarded the unattended engine, started it, panicked when it began moving and jumped out leaving in to speed away and tip on a curve in a cutting at Ditchley. The engine was severely damaged. However, its cause remained an Otways secret. In 1904, at the initiative of Premier Thomas Bent, Victorian Railways was authorised to build an electric street railway from St Kilda to Brighton. The line opened in early 1906 and was one of Melbourne's first electric tram services. On Saturday 5 May, 1906, Premier Thomas Bent performed the opening ceremony of the St Kilda to Brighton electric tramway at the Brighton Terminus, presided over by Cr. Thomas Wilson, Mayor of Brighton, with refreshments following at the Brighton Yacht Club. About 60 representatives were in attendance including the Railway Commissioners and the mayor and councillors of St Kilda, Brighton and Caulfield. The newspapers of the day commented that the cars were the best yet seen in Australia, possessing a great advantage over the Sydney trams, in that they are easily entered, and the glass windbreak was another improvement in design. The reverse has a conventional oak tree centrally, with a crown above, with two lions counter rampart as supporters between the dates 1939 and 1945. The base of the medal reverse has the words ‘THE DEFENCE MEDAL’. The ribbon is orange with green outer stripes, each green stripe having a black pin-stripe running down the centre. The green represents the Islands of the United Kingdom, the orange represents enemy attacks, and the black represents the black outs. The medal is housed in a small cardboard box. Thomas Walker & Son was internationally renowned in the manufacturing of ships logs. Founding father Thomas Walker (1805–1871), an engineer in Birmingham, patented a mechanical log in 1878 which was a recording instrument that attached to a rail at the stern of a vessel connected by a long cord with a rotor which was towed behind the ship. The instrument dial recorded the distance travelled. Thomas Walker first went into business to manufacture stoves at 58 Oxford Street Birmingham. Walker’s self-feeding stove was widely lauded at the Paris Exhibition of 1855, winning a prize medal and kick starting the first of many notable innovations for the Walker family's manufacturing business. However, it wasn’t until working on an earlier ships log model invented by his Uncle that Thomas Walker became interested in the further development of this device, used to ascertain a ship’s speed. Walker continued to improve on the common log for the company of Massey & Sons and these improvements were deemed revolutionary. This log became a firm favourite of the West India Association (British-based organisation promoting ties and trade with the British Caribbean) and the most common log in use for two generations. It took till 1861 for Thomas Walker and his son, Thomas Ferdinand Walker (1831-1921) to patent the first Walker log of many. Together, with the introduction of the A1 Harpoon Log two years later, they established the Walker Log Business as a force to be reckoned with. By the time of his passing in 1871, Thomas Walker Snr had not only founded a family business with considerable staying power but also instilled a tradition of public service. Having sat as a representative on the Birmingham Town Council for 15 years and played an active role in public works, he was soon given the nickname of ‘Blue Brick Walker’. Much like his father, Thomas Ferdinand Walker changed the face of the maritime industry. His patent of 1897, the ‘Cherub’ log, was a notable departure from the past providing a far more accurate reading and replacing the majority of logs of the age. They were the first to produce an electric log and the Walker factory was one of the first to introduce the 48 hour work week for employees. This ship log was invented and made by a significant marine instrument maker and innovator of machinery. It demonstrates the huge leap taken to improve navigational accuracy at sea with an instrument that was in use for decades. Ship Log, three analogue dials calibrated in increments of Miles, the Rocket Log is a nautical instrument for measuring a vessel’s speed and distance traveled. The floating log was drawn behind the ship over a fixed time period in order to measure the distance traveled. The counter could measure enough miles to cover the maximum distance traveled by a ship in one day. The log has two distinct parts; a brass register, made by Walker, showing the distance recorded and the rotator made by Reynolds, that spins in the water driving the counter. both parts are connected by a linked chain. The register has a cylindrical brass body approx 4.5 cm diameter containing registering mechanism with hardened steel bearings. Distance is indicated by the three pointers on enamel plate as follows: graduated every 10 miles from 0-100; every mile from 1-10; every 1/4 mile from 1/4 -1. A brass sling and eye secured to the body enables it to be attached to the taffrail. The original rotator would have had a cylindrical tapered wooden body, approx 4.5 cm in diameter with three metal alloy fins or could be all made from brass. British forces in the Second Boer war were initially outgunned by the long range Boer artillery. Captain Percy Scott of HMS Terrible first improvised timber static siege mountings for two 4-7 guns from the Cape Town coastal defences, to counter the Boers' "Long Tom" gun during the Siege of Ladysmith in 1899-1900. Captain Scott then improvised a travelling carriage for 4-7 inch guns removed from their static coastal or ship mountings to provide the army with a heavy field gun. These improvised carriages lacked recoil buffers and hence in action drag shoes and attachment of the carriage by cable to a strong point in front ofthe gun were necessary to control the recoil. This set of 16 photos of the Christmas Children’s Party were taken in the and the grounds of Fortuna, Army Survey Regiment in 1992. The Christmas party was an annual event enjoyed by the soldiers’ families, featuring amusements such as the ‘pig train’ and pony rides, a historic fire engine provided by the Golden Square Fire Brigade with Santa on board and refreshments such as cordial, lollies, ice creams and fairy floss. Single members readily volunteered to assist in the running of the party. An occasional highlight was displays of military hardware such as tanks and APC from the Puckapunyal’s Armoured Centre. Catering staff/contractors taking a break outside the kitchen are also featured in this collection. The Army Survey Regiment Wives Club was instrumental in establishing the Tennis Hut, featuring in photos .1P to .5P. The Wives Club initiated many social events. The Northern District School of Nursing opened in 1950 to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989.P.T.S. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This light hanging mechanism could have been used for an adjustable chandelier with candle holders. It would likely be attached to the ceiling by its long stem to suspend the light fitting. A chain would have been threaded around each pulley, with one end joined to the top of the light fitting and the other end joined to a counter weight. The four counter weights would allow the light fitting to be raised or lowered to the desired height with little effort, to allow for lighting the candles or change the intensity of the light. This light fitting was once installed on the famous sailing ship, the Loch Ard, which was built in 1873 and tragically wrecked in 1878.The fitting was recovered from the wreck almost 100 years later, at the time it was discovered. LOCH ARD 1873-1878 – The Scottish-built clipper ship Loch Ard was bound for Melbourne in 1878 with 54 people on board. The mixed cargo it carried included items for the 1880 International Exhibition in Melbourne, one of which was the now famous Majorca ware Minton ‘Peacock’ statue. The Loch Ard was wrecked on June 1st when the ship crashed into Mutton Bird Island, east of Port Campbell. The only survivors were Tom Pearce, a crew member, and Eva Carmichael, a young passenger who was rescued by Pearce. The Gibsons, owners of nearby Glenample Homestead, cared for Tom, and for Eva who stayed longer before returning to Ireland. The wreck of the Loch Ard was discovered in 1967, before the introduction of the Victorian historic shipwreck legislation. In 1969 it was decided that all recovered material should be lodged with the Receiver of Wrecks. In 1980 Flagstaff Hill Maritime Museum Divers received a permit to recover artefacts from the wreck to safeguard them from looters. In 1982 the site was listed as a Historic Shipwreck, and the Maritime Archaeology Unit recovered loose artefact material. The light fitting is recognised as being historically significant as an example of lighting either as part of the ship ‘Loch Ard’ or part of the ship’s cargo, imported for use in Colonial Victoria in the 19th to early 20th century. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. Metal pipe, closed and hooked at one end, stem has three decorative rings, and open end has a short narrower metal pipe inserted. Narrow pipe has a three tiered, scallop-edged dome attached to the end. The dome encloses remnants of broken chain length and is attached to a set of four pulley wheels arrayed in a circle with their edge sat right angles to each other.
