In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Originally labelled "Beauville Estate, Established 1936, Still Thriving 65 years on, 10th March 2001", the Beauville Estate Album contains colour photographs of houses in the Estate. They were taken around the time of the Beauville Estate’s 65th Heritage Celebration held on 10/03/2001 and donated to the Caulfield Historical Society shortly afterwards. Photographer unknown. Glen Eira’s Heritage Management Plan by Andrew Ward (1996) Vol 2 p78 states that by the end of 1934, the first 3 houses had been built in this housing estate.City of Glen Eira’s Heritage Management Plan Vol 2 p79 (p84 of the pdf version) – HO12 Beauville Estate and environs, Murrumbeena: The Beauville Historic Area is important at the State level as the first large housing estate undertaken by the AV Jennings Construction Co, later Jennings Group Limited, Victoria’s largest home builder. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. This file contains two items: 1/Twelve photographs of the Glen Huntly, Neerim Road hand-operated railway gates, dated 1983 and November 1985, photographer unknown, and two black and white copies of two of the original photographs. Four photographs are in black and white and eight are in colour, all picturing the Gatekeeper’s shelter and/or the railway gates. Six photographs dated 1985 include the Gatekeeper, unidentified, in some photos operating the gates. 2/A three-page pamphlet dated 03/05/1979 promoting a public meeting at the Caulfield Town Hall to debate Road Grade Separation proposals for the Neerim Road and Glenhuntly Road railway crossings. Document details the proposed VicRail improvement and four alternative improvements as we as a blank questionnaire for the submission of ideas regarding the proposals to the Caulfield City Council Urban Planner. A short summary of other concerns held by two councillors and an engineer regarding the proposal is also included, as is a Railway Noise Level. Letter - Rosstown Railway
This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Two photographs picture Mayor Brian Rudski and City Manager Graham Calder with a crowd of unidentified people present. One photograph and both copies are of the inscription on the plaque, with the wording identical to that of the handwritten note by R. This file contains three items: 1/A review of the ROSSTOWN RAIL TRAIL from LIVING IN GLEN EIRA, vol. 11, 2004, Issue 4, no. 25, date and author unknown. The review explains the purpose of the Rail Trail with a brief narrative of the history behind Rosstown Sugar Mill Railway line. Concluding with information on the location of the Trail and the expected time required to walk the entire track included in the review is a map of the Rail Trail, which marks significant sites along the trail with historic pictures. 2/A newspaper article from THE AGE, dated Tuesday 21/10/1980 and written by Iola Matthews, reporting on the circumstances that led to the publication of the book RETURN TO ROSSTOWN written by Des Jowett and Ian Weickhardt. The article begins with a brief biography of the authors before moving into details of the book’s content, providing a further biography of W. Murray Ross which includes information on his financial ventures – particularly the Rosstown Rail – his marriage and children. This file contains one item: 1/A loose-leaf, 23-page document titled ‘The History of Glen Huntly’, by Alfred R. Jones, dated 20/06/1991, describing the history of the suburb. The author has drawn heavily from the 4 sources noted in the bibliography. Subjects covered include the ship the suburb is named after, the suburb’s State School, the suburb’s churches, the Rosstown Railway and Sugar Mill, the origin of the name of Carnegie, the suburb’s aerodrome, and the beautification of the Glen Huntly Shopping Centre. The final 12 pages consist of 9 appendices relating to the aforementioned subjects. Appendix A is a typewritten letter from Ron McLeod, secretary of the Place Names Committee, to Mr. D. R. Aylen, CEO of the City of Caulfield, notifying the latter of the alteration of the name ‘Glenhuntly’ to ‘Glen Huntly’. Appendix B is a list of the ministers of St. David’s Uniting Church from its formation in 1916 to the present. Appendix C identifies the persons portrayed in St. David’s stained glass windows. Appendix D is a poster announcing the auction of 41 blocks of land between Hawthorn and Bambra Road formerly owned by William Ross, plus a map identifying said land blocks and anither fir locality. Appendix E is an A4 plan of the Rosstown Railway. Appendix F is a drawing of the Rosstown Sugar Mill. Appendix G is a poem titled ‘The Swagman’s Retreat’, by Herb Arnott, about the failure of the Mill. Appendix H is a map of Caulfield’s horse tramways plus a list of opening and closing dates. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. Article - Grand Union Tramway Junction, Balaclava Road and Hawthorn Road
This file contains three items. 1. A three-page Caulfield Conservation Study of the Balaclava Road/Hawthorn Road Tramway Crossing, undertake by Andrew Ward and dated September 1994. Study includes a brief history of the junction and a statement of significance. Study also includes Four black and white photographs of the junction and of architectural details of the tram tracks. 2. A letter from the Conservation Manager of the National Trust of Australia (Victoria) to the manager of the Planning Section for the City of Glen Eira, dated 15/06/2001 and attached to a six-page Classification Report. The letter informs of the Classification of the Grand Union Junction at the intersection of Balaclava and Hawthorn Road by the national trust, signed by Conservation Manager Ian Pausacker. Classification Report includes details such as the date of construction, a statement of significance, history of the junction, physical description of the junction and the condition of the junction at the time of writing. Report also includes a map of the Melbourne Tram Network drafted by Keith Kings and dated 01/005/1956, with illustration of the layout of fifteen tram depots, and updated aerial illustration of the Grand Union Junction, and a further map of Melbourne Tramways developed by North Melbourne Electric Tramways and Lighting Co. and Prahran and Malvern Tramways Trust, drafted by Keith Kings and dated January 1914 with illustrations of three tram depots. 3. Two articles from the Caulfield Leader written by Aaron Langmaid and dated 13/02/2007 and the Melbourne Bayside Weekly dated 21/02/2007 written by Joanne Sim, both concerning the Grand Union Junction. The article from the Caulfield Leader includes a picture of Executive Officer of the council of Tramway Museum of Australia Craig Tooke in front of the intersection. The article from the Bayside Weekly includes a picture of a tram passing through the junction and a brief history of the junction and tram network in Caulfield. Buninyong had no railway station so residents would travel to Yendon to catch the train. The Yendon Railway Station building was demolished soon after this photograph was taken. The bluestone was purchased by John Vernon, and was used to construct retaining walls in a garden enclosure between the first two buildings at the new Ballarat Institute of Advanced Education campus at Mt Helen. This is now known as the courtyard between building 'F' and building 'G' at the University of Ballarat mt Helen Campus. The following article was published in the Ballarat Courier on 06 December 1968. 'Yendon Station to be demolished - The old bluestone railway station at Yendon is to be demolished. C.A.D. Fisken told Buninyong Shire Council of the proposal at its meeting yesterday. Fortunately, he said, the beautiful stonework would not be lost. It would be used and incorporated in the new School of Mines building at Mt Helen. the retention of the century-old building was the subject of representations by Council to the Railways following the closure of the station for goods traffic 'some time ago'. The building had also been noted by the National Trust as one of special interest. The Railways Department advised the meeting that an inspection had been made at the Yendon level crossing, but no recommendation could be made at present for installation of flashing light signals.'Bluestone building with dressed bluestone door and window jambs and chimney. The roof is corrugated iron. The platform edge is also of bluestone construction. The building is the former Yendon Railway Station (now demolished) on the Ballarat -Geelong main line (the original Melbourne to Ballarat mainline). When the line was opened, this station may have been originally called Buninyong as it was built a number of years before the Ballarat to Buninyong branch line was built. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. This annual report was one year before the opening of the new tertiary division at Mt Helen. Council decided to retain the overall title "The School of Mines and Industries, Ballarat" for the foreseeable future, but to separately name the three divisions as follows: 1. Diploma School - The Ballarat Institute of Advanced Education (A division of the School of Mines and Industries, Ballarat) 2. Trades School - The Ballarat School of Industries (A division of the School of Mines and Industries, Ballarat) 3. Secondary School - The Ballarat Technical School (A division of the School of Mines and Industries, Ballarat). The annual report also foreshadowed the Centenary of the School (and technical education in Australia) in 1970. Speaker at the trade Prize Night and Apprenticeship Week was W.J. Anderson, and Craftsmen Certificates were presented by the Ballarat City Council. A number of quarto pages with stapled inside a brown card cover. The report was for the year ended 30 June 1969, and was delivered by Ballarat School of Mines President M.B. John. Page 5 lists the Diplomas awarded. Page 6 lists the scholarships, prizes and awards, including the Josephine Brelaz Scholarship, Martha Pinkerton Scholarship, Frank Pinkerton Scholarship, Mica Smith/Serjeant/Ironworkers Scholarship, Ballaarat Has Comapny Scholarship, Ballaarat City Council Scholarship, R.W. Richards Medal. Page 8 covers buildings and accommodation. Conditions were cramped at Lydiard Street , with conditions hoped to be improved when the Stage I buildings at Mount Helen were completed in the following year. Mount Helen Master Plan was undertaken by Joint site planners G.J. Harrison, staff architect at the Flinders University of South Australia. and messrs L.H. Vernon and associates, of Ballarat. The following staff members retired: A.L.H. Aldersey; J.V. Crotty; M. Page; J.Ralston; P.J. Smith, P.B. Todd; Derek Wooley; Mr Goldfinch. TRADE DIVISION: F.D. Hamilton, J. Moran, D.Drake The following new lecturing appointments were made during the year: G.I. Boyd; E.W. Butters; D.R. Dowling; P.D. Kelly; G.J. medwell; R.E. Northey; C.A. Pogliani; R.H. Pyke; Roy Schrieke; B.J. Shearer, D.J. Stabb, T.W. Sweatman; A.C. Turner; D.G. Williams; C.M. McGarry. The Computer centre was enlarged when Arch MacKinnon was transferred as Mathematics lecturer to Computer Manager. J.A. Wilson was the computer operator, and R. Kopke, E. Dykstra and V. Gay were Card Punch Operators. Preliminary work on the new Brewing and Malting course was continuing, and plans were being made for the commencement of courses in Librarianship and General Studies.
