Object, Synchronome Co. Ltd, Synchronome Frequency Checking Master Clock No. 2191, c1930
Information from Norman F. Dalton: Ballarat had a reticulated DC supply in the early part of last century and in 1905 had sufficient generating capacity to enable the trams to be changed from horse drawn to DC electricity. The use of electricity increased with the main power station located on Wendouree Parade, near Webster Street, under the ownership of The Electric Supply Company of Victoria. AC generating plant was installed in 1925 and conversion to AC proceeded. In 1934 the company was taken over by the State Electricity Commission Victoria (SECV) and more AC generation was installed and the changeover of customers was accelerated. This is around the time that the Synchronome Frequency Checking Mast Clock was installed at the Wendouree Parade Power Station. The SECV Annual Report of 1921 states: ::Section 11 of the act directed the COmmission to enquire into the question of securing the adoption of such standards of plant and equipment of a system, frequency and pressure for the generation and distribution of electricity as will admit of the efficient interconnection of undertakings throughout the State. In 1934 when the SECV took over the Ballarat operations the question of linking with the State grid had been a planned operation for some years but due to financial considerations had hindered it and in fact would continue to do so for a further 10 years. So while the need for close frequency control for interconnection was hardly an issue, the need to keep electric clocks correct was important, particularly as this item was a frequent sales point to cover the inconvenience and sometimes expense of converting from DC to AC. The clock is a very accurate pendulum clock with provision for varying effective length during operation for precise time regulation. There are two normal time dials and one is controlled by the pendulum and the other is operated by the system frequency. When the clock was in use it was installed by the MEter and Tests Laboratory and the time was checked daily by radio time signals. The two dials were repeated in the operators control panel in the Power Station. A maximum deviation between the two dials was set in the operating instructions (eg 5 seconds) and the operator would correct this when necessary by remote manual alteration of the turbine governor set point. The clock was used to drive and regulate a system of "slave" clocks which were used to display the time in various locations around the power station. A slave clock is a simple clock which is driven by a small electric motor, its accuracy is regulated by the master clock every 30 seconds to ensure that it and all the other slave clocks in the station are on exactly the right time; slave clocks were placed in various locations, from common rooms to workshops. A master clock could potentially run thousands of slave clocks at one plant. The clock also contains a rectifier. A rectifier is a device that is used to convert AC power to more stable DC current. Two clocks in a timber case. Both are electric, one is powered by the main pendulum mechanism, the other is a self contained electric clock. The main mechanism is of the gravity arm and roller type, which sends an impulse to the slave clocks every 30 seconds. The This Synchronome Frequency Checking Master Clock was used at the Ballarat Power Station. Below the main section of the case is a smaller cabinet containing a rectifier to provide consistent DC power for the clock. The rectifier was made by the Victorian company Hilco, which was located in Burwood. There is a high chance this is not the original rectifier from this clock as there appears to be brackets to hold a larger device in the space the rectifier occupies.Front below main clock face on front of case: "Patented Sychronome Brisbane" Lower left-hand clock face: "Frequency time" Lower right-hand clock face: "Standard Seconds" Synchronous electric clock mechanism on door (Frequency time clock): >200/250 V. 50~ >"Synchronomains" Made in England >Direction indicator for clock starting switch >"To start move lever in direction of arrow and release" >"Patent applied for" Mechanism for "standard seconds" clock: >"English Made" >"Patented" >Serial number "321" >0 above right-hand pillar on front-plate Mechanism for "standard seconds" clock: >"English Made" >"Patented" >Serial number "321" >0 above right-hand pillar on front-plate Mechanism for main clock face: >"English Made" >"Patented" >Serial number "8751" >0 above right-hand pillar on front-plate Inside case, back panel, top enamel plate: >Seconds Battery + Pos. > Battery Common or - Neg. >1/2 min dials Inside case, back panel, bottom enamel plate: external seconds dial Inside case, right hand side, electrical knobs: two switches, both "A.C. mains" Pendulum rod, below suspension spring: Serial number (?) 0000005 Rectifier in bottom cabinet: >"Hilco Rectifier" >"A.C. Plan, Sulieman Pasha Co Plan Transverse Section
The Sulieman Pasha is possibly named after the most important Sultan of the Ottoman Empire, Suleiman One, or Suleiman the Magnificent, when the Ottoman Empire was at its peak. Or potentially a number of Ottoman governors, statesmen and military commanders with the same name after, however the spelling is slightly different to the mine name. No Turkish connection was found relating to the formation of the company, and remains unconfirmed. The mine operated from two shafts; No. 1 near the corner of Humffray and Mair streets, and also near where the Welcome Nugget (2217 ounces) was found years earlier; and the controversial No. 2 shaft several blocks south bordering the northern side of the main highway through Ballarat. The company produced 62 666 ounces of gold, the twelfth highest quartz reef gold production for any mine on the Ballarat goldfield. Some crushing figure examples are January-June 1881: 3674 tonnes 1085 ounces; January-June 1885: 2949 tonnes 1281 ounces; July-December 1885: 4459 tonnes 1119 ounces; January-June 1887: 1869 tonnes 730 ounces; July-December 1892: 1450 tonnes 771 ounces; July-December 1896: 4365 tonnes 1372 ounces. Like many mines in the area, gold grades were low. John Watson was noted as mine manager in the 1880s, and John Williams 1890s. The company was re-organised twice increasing the number of shares from 4000 to 24 000, and increasing the capital available. The Sulieman Pasha Company was formed in 1878. David Fitzpatrick was given the honour of turning the first sod of both the No.1 and later No. 2 shafts. The first dividend was given to shareholders in July 1881. The company obtained a prospecting vote (government grant) to start, and was very proud to be the first Victorian gold mining company to pay the funds back to the government. The event was marked by a lavish banquet laid out for ministers and government officials by the company. Leases were purchased to the south in 1885 to the Llanberris Mine boundary, after poor results began accumulating from the small No. 1 shaft. To take advantage of this new land the company planned to sink a second shaft. Initially this was to take place on government land, but the uproar from nearby residents caused the company to purchase land along the Main Road (now Western Highway), and the old Yarrowee Hotel which had occupied the site since the alluvial digger days of the 1850's was demolished. The area had since those days become heavily occupied with a number of shops, houses, a post office, church and two schools in the immediate area. The thought of an underground mine next door drew considerable opposition. The company (before the days of public relations departments) wrote 'most people would have thought that progress as vital as mining would be supported by tradesmen whose business rely on the mining industry. It seems when it comes to mining they are bereft of their senses, and considering the low ebb of mining in Ballarat East, the action of our opponents are unaccountable. (Sarcastically) There are certain engineering difficulties in moving the quartz reefs to a new location, but if we could to appease our opponents we would'. The company also wanted to take over 4 acres of the St Paul's school oval for machinery, but accused the St Paul's Church of wanting extortionate amounts of money upfront, and on a yearly basis for the privilege. It stated the church could not be opposed to mining when several years earlier it had formed its own company to mine the land, only for shareholders to lose their money. In 1886, the company approached the Minister for Mines, and attended heated public meetings on the matter. The local residents, shop owners, and church submitted a 60 person petition to the local council and government authorities. They stated the shaft contravened the mining statutes, which stating no mining could take place within 150 yards of a public building or church. A speech by a resident stated 'mining always comes with glorious pictures of the great benefits which would accrue all parties concerned if their request is granted, but if property is destroyed or depreciated in value, no-one then comes forward and compensates them'. The No. 2 shaft was approved including taking over part of the school oval. In 1888, workers at the company's No. 2 shaft went on strike to try and bring their wages in line with other mines in the district (the No. 1 shaft was operated by tributers). William Madden (26) was killed from a fall of earth underground the same year, while a year later his father John Madden (70) was similarly killed in the Madame Berry Mine elsewhere in the district. In 1897 as the amount of gold being found fell away, it came to light part of the deal to purchase the Yarrowee Hotel site was a 5% royalty on gold found. Shareholders could not understand why they were paying a royalty to the former owners of the property. The mine closed in 1898 due to a lack of gold. In 1902 a boy (age unknown) called Charles Lee was killed from a fractured skull while working to dismantle the Sulieman Pasha plant. The fuss over the No. 2 shaft had a sequel. On the company winding up, the land was purchased by J.S. Trethowan who built a house next to the shaft. In 1907, the shaft caved-in creating a sinkhole immediately at the back of the house. A Mr Chamberlain heard a deep rumbling sound at 5am, and looked out the window to see his fowl house and thirteen chickens disappear down an expanding hole. He then went back to bed, and called the police later in the day. The shaft was 1050 feet deep, and the hole at the surface that developed was 20 feet by 17 feet across, and 20 feet depth. In 1930 it is reported a syndicate had been formed to clean out the old shaft, and re-open the mine. It is assumed this was the No. 1 shaft but no more was found. Document - Folder, Margaret Stevens Nursing (Clinical Experience) Folder, 1981-1986
Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. This report lists the depths of water and the consistency of the seabed surrounding the Warrnambool Harbour in October 1929, The information, often referred to as 'soundings', was obtained by Jet Probing,. In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. The results could determine plans for future engineering works.Report, titled 'Jet Probings, Warrnambool Harbour'. Two pages of cream coloured paper with hand written notes in pen and ink. Report covers three days of Jet Probings, with resulting figures and comments, for the depths of the surroundings of the Warrnambool Harbour. The report is in point form, with some underlining. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. document, depth, warrnambool harbour, 1929, soundings, jet probe, jet probing, seabed, map of seabed, underwater engineering, warrnambool jetty, warrnambool breakwater, breakwater upgrade, leading lights, chart the harbour, flagstaff hill, warrnambool, flagstaff hill maritime museum & village, maritime museum, maritime village, shipwreck coast, lady bay, port of warrnambool, breakwater, jetty, pier, vhr h2024, royal commission, 1923, public works, water commission, harbour trust, victorian harbours -

Document - Plan, Victorian Harbours Warrnambool, Victorian Harbours, Warrnambool, Plan to Accompany Sir John Coode's Report, 28-02-1879
... / WARRNAMBOOL / PLAN / to accompany / SIR JOHN GOODE'S REPORT / DATED 28 ...This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879. Plan shows existing Breakwater and work proposed by both Warrnambool Borough Surveyor and Sir John Coode. Plan has gold coloured quarter-dowel rods top and bottom and a metal ring at the top.
