James Richmond was born at Hamilton ,Lanarkshire in Scotland on 24th November 1840.He migrated to Australia at age 21, on the sailing vessel "City of Melbourne", arriving 23rd July,1862.He made his way to the Ballarat district and secured a position as head teacher at Weatherboard Hill State School. On 25th April 1866 he was selected as the first full time Shire Secretary, at a starting salary of 250 pounds per annum, (the previous position having only been part time). On February 26th 1867 James married Annie Dobson and they had four sons and two daughters. Their residence was a dwelling attached to the original Shire Offices at Learmonth.During his term he took on various other roles. In July 1873 "Richmond Park" on the foreshore of Lake Learmonth was named in his honour.James Richmond died on 29th December,1879 (while still in office),from a severe attack of rheumatic fever at age 39, leaving Annie to raise their six children.First fulltime Shire Secretary of the Ballarat shire,1866-1879. Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. In 1912 Mr. R.L.Medwell was a valuable member of the Learmonth ANA Branch No 75.He also served on the Ballarat Shire Council and was elected in 1910 serving until 1919 and was Shire President in 1917-18. This is the only known photo of a stage coach in the Learmonth and District Historical Societies collection. This is a copy of an original photo given to the society by Anne Beggs-Sunter.
