Robin William Smallwood completed medicine at the University of Melbourne in 1958 and decided on anaesthesia as a career, attaining his FFARACS in 1964. Smallwood was Dean of the Faculty of Anaesthetists at the Royal Australasian College of Surgeons from 1986 - 1987. Smallwood died 6 October 1987 after a brief illness and was awarded the Orton Medal posthumously. The Orton Medal is the highest single achievement the College can bestow. Anaesthesia had its origins in October 1846 in America, by May 1847 news of ether anaesthesia had reached Australian shores and by June 1847 Australian medical practitioners had begun experimenting with and demonstrating ether anaesthesia. Anaesthesia was not really recognised as a distinct branch of medicine in Australia until the first Diploma of Anaesthesia course began in Sydney in 1944. The specialty grew quickly and by 1952 the Faculty of Anaesthesia at the Royal Australasian College of Surgeons had been established. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. In 1868, with the laying of the foundation stone, a time capsule was placed containing four newspapers of the day (Saturday 25 January, 1868 - The Age, The Argus, The Sun and The Telegraph: St Kilda, Prahran and South Yarra Guardian), the first Annual report of the Victorian Asylum and School for the Blind (1867), 11 coins from the Victorian regency and an illustration of the proposed building at St Kilda Road. An undated note also describes a piece of parchment in the time capsule, which contained a list of names of committee members and relevant people involved in the construction of the building, such as Crouch & Wilson; however no image of this has been located. In 1991, this time capsule was opened as part of 125 year celebrations and the contents were put on display. The capsule was the size of a house brick and buried underneath the foundation stone. It was made of metal and had to be sawn open to reveal the contents. These images are of the items found inside the time capsule. Additionally there are low res images of these items plus some photographs taken on the day: Brian Howe, Minister for Health, holds the time capsule whilst Trent Willard and Janice Johns, current RVIB students, stand by during the raising ceremony; Miss Molly Miller, the oldest surviving student, and Mr Percy Raufer, great grand nephew of Mary-Ann Raufer who was pupil number 6 and enrolled in the school in January 29th, 1866 look at the items found in the time capsule. This book gives the history of the Warrnambool Rowing Club. The club was formed in 1873. In 1885 Mrs Fanny Nelson built a boathouse on the Hopkins River bank and leased it to the Warrnambool Rowing Club. A two-storeyed building for the Rowing Club was opened in 1889 and today the club operates from Proudfoot’s Boathouse near the mouth of the river. This is an important book as it details the history of the Warrnambool Rowing Club. Rowing has been a popular recreational pursuit in Warrnambool since the early days of settlement as the proximity of two rivers makes this possible and the Warrnambool Rowing Club has a history well worth recording. This is a soft-cover book of 85 pages with a white cover with a black and white photograph on the front of the old rowing club sheds on the Hopkins River and several images on the back cover of Warrnambool in the 19th century. The book has eight chapters and has pages with information on life members and committees, a Foreword, a Contents page, an Acknowledgements page, an Index and Endnotes. Currently the headquarters of the Melton Historical Society, the Willows was built in 1855 by a farmer called Ralph Parkinson. In 1867, it was purchased and extended by James Ebden Minns. His son, George Minns, was given the property by his father in 1903, George was a council member of Melton Shire for 37 years and after he eft the area in 1951, the property became derelict. Although due to the support of the community, Melton Shire Council purchased the property in 1972 and to assist with the restoration, a group was established called the Willows Restoration Committee. The members included Chairman Cr Ed Gillespie, Lorraine Gillespie, Mr & Mrs Alan Reed, Ken Young, Bill Amor, Edna Barrie, Max Watson, Cr Jeff Robinson and Wendy Barrie.Restoration was completed in 1982.The Willows before restoration in 1973. The raffle was conducted from 3 different selling points. The names on the roster are a who's who of the RSL at the time, except for two names all the sellers were WW2 era members being a list of President current, ex Presidents, Life members, Committee and notables. Blacksmith Shop High Street Melton Residence and Blacksmith Shop was continuously occupied from 1860 and demolished in 1966. Mr A.G. Macdonald operated the shop from 1923-1962 (39 years) An early photo exists of the Blacksmith Shop. It stood on what is now part of the landscaped area of the Melton Community Hall. The three blacksmiths wearing aprons are from the left, W. Whittington, G. Macdonald and A Falconer. MacDonald were employed by Whittington prior to each one in turn taking over the business, Falconer soon after selling the to MacDonald, died. He is buried in the Melton Cemetery. The old Smithy [on the right] stood in what is now 8 High Street Melton. The blacksmith and wheelwright was the forerunner of the modern motor mechanic, whose task it was and is, to keep the wheels of locomotion turning. According to the records there was a Blacksmith in Melton before 1850. In 1871, three blacksmiths, Messrs. A Blackwood, J MacPherson, and A Cameron were operating in Melton. In 1872 Mr. J.B. Whittington commenced as a blacksmith in Toolern Vale. On January 30th 1900, Mr Alexander Blackwood sold the property shown in the picture to J.B. Whittington where his son William Whittington conducted the business. William’s three children attended Melton State School No 340 The family left the district in 1921 when they moved to Essendon. Mr William Whittington died in 1963 at the age of 94. The next owner of the business, for a short period, was Mr. Ackland Falconer, who was succeeded by Mr A.G. Gordon MacDonald, in September 1923. Mr MacDonald raised a family of three. Thirty nine years later, in 1962, he retired, going to live with his son Robert in Sunshine, and the blacksmith shop finally closed its doors. The first meeting was held on 23/3/1922, then the Orbost bowling Club was formed in 1929 when the funds for the construction of the green were issued by debentures of five pounds each. These were all taken up and a six rink green was laid down. Inaugural President, Sam Lynn and Secretary T. Bartold, the first Club Champion was M. Rothberg. It was not until 1951 that women were admitted as associates albeit restrictions.Associate members were not to exceed 25 and ladieswere to be of good character with preference to be given to wives of male members. Ladies had tot be off premises by 4pm. It was not until 1935/1936 that Orbost became a member of the Central Gippsland Bowling Association. Bowling clubs play a significant role in community recreation needs. In 1980 the John Wilson Award was given to Elizabeth Inez Lindsey. The citation reads: The Committee, Blind Members and Staff of the Association for the Blind pay tribute to, and record for posterity, the sustained love and devotion of Elizabeth Inez Lindsey to the blind children entrusted to her care between 1935-1945 as the first Matron of the Royal Victorian Institute for the Blind Nursery, and her continuing influence for good in their lives hereafter. In particular, at his request, we recall her greatness of heart in applying for the guardianship of Barry Farnsworth, despite his serious disability, and her acceptance of him into her own home where she lavished affection and cared for him physically, mentally and spiritually as long as she was able and thereafter to this day continued faithfully and unwaveringly to serve and protect his interests. Associate Professor Catherine Laffey has been described as a changemaker and educationalist. In 1993 she was the ALP candidate for Ballarat Province, and stood as a candidate for the Australian Labor Party in the Legislative Council Province of Ballarat at the Victorian state election, which was held on 30 March 1996. On 18 March 1999 University Council approved the appointment of Ms Catherine Laffey to the Human Research Ethics Committee as a member co-opted from the TAFE Sector. In 2005 she was elected to University Council as the TAFE Representative, and around 2007 the Univesity of Ballarat Consultative Committee. Catherine Laffey was appointed Head of the School of Human Services in 2009. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. The article shows a photo of the original Hall's Gap Hall and the (then) new Hall, which was built in 1956. The copy has been scanned as two separate images (because it was too large for the scanner). the second image is stored under "Additional Images". HISTORY OF HALL'S GAP HALL: No village, no matter how small, could possibly survive without a public meeting place, and Hall's Gap was no exception, even in 1899-1900. Actually it was the locals of Stony Creek village, as Hall's Gap was known for a short time, who decided to hold a meeting to find out how much interest there was in building a town hall! They soon found out that support was overwhelming, as can be seen by the fact that 14 gentlemen nominated for a position on the committee of four! Several motions were moved at that meeting, mainly with reference to the materials to be used, for instance that no "wattle and daub", but rather slabs of bark and local bush logs be used. The walls were to be constructed of slabs, 6 feet long, 9 inches wide and two inches thick. Uprights were to be 9 feet high and at least 9 inches thick. Sheets of bark, all 32 of them, had to be 8 feet by 8 feet. Tenders for the building materials were called on 9 March 1899 and, 21 days later, McKeon Brothers won the right to supply all the material for the princely sum of 4 pounds 10 shillings. The size of the hall was to be 20 feet by 10 feet. The first hall served the community well for the next thirteen years, being regularly used as a place of entertainment and religious worship. The growing community soon realised the need for a larger venue, with better facilities, so once again the townsfolk rallied to raise funds for a new hall, realising their dream around 1913. In 1921 a schoolteacher was provided by the education department but as there was no school building she was expected to use the hall. Mainly lessons were held in the kitchen as it was much warmer than the hall itself, and it was not unusual for up to twenty children to be taught, ranging in age from 5 to 14 years. It was not until 1928 that an official school was built. 1955-56 were years of great excitement. The Progress Association was in charge of deciding the format for the new hall, and there were many rowdy meetings beforehand. Some members had much more vision than others, and to some the amount of money required seemed astronomical. Two hall committee members resigned over differences of opinion but amazingly it all came together in the end, albeit at a greater cost than had been anticipated. There is only one record of a grant being made for the building,1500 pounds, and it came for the Minister of Public Works. Estimated cost of the building was around 8,000 pounds, and when finally finished it was just slightly over, but bank charges and interest took it to well over 9,000 pounds. An electric light generator was included and lighting installed. The idea for a Bowling Club was started by Mr. Bert Cocks, the Manager of the State Savings Bank when he arrived in Ringwood in 1929 but it took two years before a suitable site and was found and in 1931 the club as formed. Ther were 57 foundation members. The President was Councillor Arthur Blood and W. Cox, Secretary. Ten months later the first Annual Report stated that " the green was ready for sowing, a Club House with a billiard table , donations of light fittings and furnishings by members and committee and a balance sheet showing assets over liabilities of £446,3,8." The book continues until 1961.It was compiled by Members Jack Knox and Wilfred Bamford.Plain green hard-covered book (untitled) with 25 typed pages.
