Document - Framed Poster, Borough of Warrnambool, Victoria, Australia, after 30/06/1875
This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Latitude, 30.24.50 South, Longitude 142.32 East The Principal Port in the Western District of the Colony and the Centre of its Choicest Agricultural Lands. Established a Municipality in 1855, and Created a Borough 1863. Population in 1875 4,500. Warrnambool is the nearest Port to Melbourne on the Western Seaboard, being about 160 miles distant. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Mrs J.L.Smith and Ada Smith in the backyard of the house Law Muir Den 510 Centre Rd Bentleigh c 1910. . The early settler women usually devoted a whole day to washing as it was very labourious. A fire was lit in a stone pit and a large tub of water boiled. Soap that had been made, usually in the previous Autumn, from fat drippings and caustic soda, was flaked into the tub to form suds. The clothes were moved around in the tub with a long wooden paddle that was also used to lift the clothes out of the tub into another tub of cold rinsing water..Stains were removed by scrubbing soap on the cloth against a scrubbing board. Clothes were wrung by hand or a mechanical wringer and hung on the clothes line to dry. Mary Ann Smith was married John Logan Smith 1860-1932 who at first rented a cottage 'Law Muir Den' & Shed from Mr Box and commenced business as a wood merchant - sawing logs into shorter pieces using one horse to power the saw. He purchased the property, added to the buildings , began trading in fuel and fodder as well and installed a chaff cutting mill powered by 10hp steam engine. The business prospered As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . He was elected Councillor of the Shire of Moorabbin and, with Mary Ann, his family were involved with local Church, Red Cross, and other community organizations.Photograph, Black & White, showing 2 women washing clothes in a large tub, set over a fire in a stone pit, in the back yard. A Vesta case is a small, portable box / safe to carry matches and came into use around the 1830s and were produced extensively between 1890 and 1920. During this period, almost everyone carried strike anywhere matches, so they could light stoves, lanterns and other devices. Early matches were unreliable and prone to ignite from rubbing on one another or spontaneously. Accordingly, most people carried a match safe / box to house their matches. Wealthy people had match safes made of gold or silver, while common folk had ones made of tin or brass.c1860 A small tin Japanesque vesta case, with a roughened strike plate, to hold matches for lighting fires, lamps, cigarettes or pipes. Common soap was made from mixing animal fat with potash a form of the potassium based alkali present in plant and wood material. Early settlers, made their own soap from the waste fats and ashes they saved from their daily work. They did not then have to rely on waiting for soap to be shipped from England and waste their goods or money in trade for soap. In making soap the first ingredient required was a liquid solution of potash commonly called lye. Animal fat, when removed from the animals during butchering, must be rendered to remove all meat tissues and cooking residue before soap of any satisfactory quality can be made from it. To render, fats and waste cooking grease were placed in a large kettle with an equal amount of water. Then the kettle was placed over the open fire outdoors, because the smell from rendering the fats was too strong to wish in anyone's house. The mixture of fats and water were boiled until all the fats had melted. After a longer period of boiling to insure completion of melting the fats, the fire was stopped and into the kettle was placed another amount of water about equal to the first amount of water. The solution was allowed to cool down and left over night. By the next day the fats had solidified and floated to the top forming a layer of clean fat. All the impurities being not as light as the fat remained in water underneath the fat. In another large kettle or pot the fat was placed with an amount of lye solution ( known by experience ). This mixture was boiled until the soap was formed - 6-8 hours - a thick frothy mass, and a small amount placed on the tongue caused no noticeable "bite". The next day a brown jelly like slippery substance was in the kettle and this was 'soft soap' . To make hard soap, common salt was thrown in at the end of the boiling and a hard cake of soap formed in a layer at the top of the pot. But as salt was expensive most settlers used 'soft soap',. The soap could be scented with oils such as lavender for personal use. The rocket line faking box with lid has a frame inside with a specifically designed perimeter of faking pegs. The rocket shot line has been faked, or skilful wound, around these pegs to prevent it from tangling. The line is stored in the box, ready for attaching to the line throwing rocket. Some line faking boxes have a false base that is removed before firing the line-throwing pistol, leaving the line to feed out from the box when the rocket is fired. After the line is attached to the rocket the box tilted slightly and faced towards the wreck to allow it to be freely dispatched. The equipment often includes more that one faking box to make allowance for possible errors, broken lines or the need for a heavier line. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This rocket line faking box is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Rocket line faking box with loose fitting lid, painted blue on the outside. The rectangular wooden bevelled-edged plank with two pairs of square metal plates bolted through it. Each metal plate has an eyelet and the two steel cable lengths are permanently attached by their eyelets to the plates. The eyelets at each end of the cable lengths are reinforced with rope work and one length also has a ‘U’ bolt shackle connection. The steel connecting cable also has reinforced eyelets at both ends. The plank has a black stencilled inscription on the upper surface. This set of Victorian era wooden sand pegs was part of the equipment used by the Rocket Rescue Crew when attending a shipwreck. The broad pegs were designed to give a strong grip on soft sand and soil. The pegs could be used with the sand anchor as well as to give a stronger hold on the tripod holding the hawser. Mentioned is that after 1910 the Commonwealth took over the minting it's own money. Gold mining was chosen for the one pound note and a Bendigo scene was chosen. The scene chosen shows boring operations in the Victoria Quartz Mine. The picture was taken by Vincent Kelly of the five figures but for engraving only three were shown. They were Mr W Healy, Mr J Smith and Mr James Beverage. James Beverage was a member of Bendigo's first fire brigade. He went to Beechworth for a demonstration and on the way home stopped at Christie's Hotel in Swanston Street. There was a fire at the hotel and Mr Beverage rescued Mrs Christie, her baby and a servant. At a later date Mr Beverage saved a woman from a burning building in Moore Street in Bendigo. He received the Royal Humane Society's Medal which is now housed at the Bendigo Fire Station in Hargreaves Street. In the City's formative years the area that deposited its rain water into the Long Gully Creek was considered to be in Long Gully and for many years the Victoria Quartz Mine deposited many thousands of gallons of water into the Long Gully Creek. Bendigo Advertiser ''The way we were'' from 2000. Pall Mall: Sandhurst circa 1860s. In January, 1865, land in Pall Mall sold for 90 pounds per foot. In 1867, the Duke of Edinburgh visited the town. The Prince Albert Hall was erected next to the town hall for the Prince's visit. Unfortunately, the hall burnt down just hours before his arrival. A torchlight procession to mark the occasion saw the model of 'Galatea', manned by four boys, aged about eight, catch fire and result in the death of three people. Damage to the premises, which were opened only six month prior was 250,000 pounds. One of the unfortunate losses was the newspaper's files dating back to 1853. Luckily, copies were kept in duplicate by the Bendigo City Council of the time. With the help of a number of regional print shops, the Advertiser still managed to produce a newspaper the next day.
