It appears to have been a working register used in the 1950s, 60s and 70s and information has been added to the entries as it became available and as Council works were carried out in these streets. It contains information on the locality, wards, allotment numbers, lodged plan numbers, footpaths and printed information from the Victorian Local Government Departments. It sometimes gives the origin of the name of the street and some other miscellaneous information is included. It is presumed that the information contained therein has now been stored electronically. This is a most important ledger as it contains much valuable historical information on Warrnambool streets. It will be of great use to researchers. This is a loose leaf binder with a black leather cover and a black metal and cord binding mechanism. The pages are unnumbered but there is provision for insertion or removal of pages and there are leather alphabetical tabs protruding from the pages. The pages have blue ruled lines with blue lined margins and headings. The streets in Warrnambool are listed alphabetically and the information in the register contains both typed and handwritten material. There are also printed notices from the Victorian Local Government department, extracts from newspapers, copies of letters and plans of street subdivisions. Taken in 1924, depicted are eleven young men dressed in school uniform attire standing in the playground of Beechworth State School. This group of young men were part of a farcical play titled "School Days" as part of Beechworth State School Concert series. Beechworth Primary School (formally known as Beechworth State School) was constructed in 1875 by architect Henry Bastow (1839 - 1920). Bastow was the chief architect and surveyor for the Victorian Government’s Department of Education. During his chiefship, over six-hundred schools were constructed across the state which was in response to the Victoria’s Education Act of 1872 legislating free, compulsory, and secular education. Performances such as this “School Days” play were common forms of entertainment within Beechworth up into the early twentieth century. This stems from the goldrush period in Beechworth (1852-1866) when travelling entertainers would tour the goldfields offering performances in singing, acting and circus tricks. These were usually held in a local pub or designated concert spaces, such as the Star Theatre in Beechworth. Entertainment offerings begun to slow down mid-twentieth century when the population begun to dwindle. Many locals took up this responsibility and put on their own plays and shows across the town. This photograph is historically significant as it provides insight into the types of entertainment activities held at the Beechworth School during the early twentieth century. The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a brass measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artefact was made sometime between George V reign (1910-1936) and gives us today a snapshot of how imperial weights and measures were checked by Government departments prior to decimalisation and how a standard for the various types of measurement was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct. Jug brass haystack form with a deep lip and pouring spout, small neck and broad base. It displays a curved pistol handle. Inscription at base of handle top of jug stamped 61 GVR SM. These marks signify that the measure complied with the Victorian Government capacity liquid standard measurement. This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. This sign denotes the waiting room for witnesses which was situated on the western side of the building.A tangible link which provides historical and social significance to Warrnambool.Rectangular wooden sign with rounded corners. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct.Maker Possibly Robert Brettell Blake or De Grave, Short & Co Ltd both of LondonContainer bronze round shape for measuring dry quantities has brass handles & is a 'half-bushel' measurement"IMPERIAL STANDARD HALF BUSHEL" engraved around the top of the container. This "first reader" for children in a Victorian Primary school was fashioned by the period that it was printed in (1951), and the associated educational principles was applied by the Victorian Educators. It defines the role play of young children, at this point, in their educational development and contained within the(1950's) "society's" mores and expectations. This book was widely used by state schools in Victoria including Mt Beauty and Tawonga Primary Schools.This reader is significant to the Kiewa Valley because it demonstrates that there was still a very marked "one book" fits all school environmental approach by State educators which the local schools were apart of. This book is one of the KVHS children's school book collection, which many were donated by local families whose children went to Mt Beauty Primary School. Therefore this reader represents a social history significance for the period from 1950's and 60's. The book is in good condition, consequently making it suitable for exhibitions, and highlighting schools in the Kiewa Valley along with what local children read in these schools. This primary school reader has an orange cover with "John and Betty" printed in green. Below this is the green outline of a young boy leading his dog(Scottish Terrier) on a lead. Behind him is the red outline of a young girl (bow tied waist belt) in front of a cat(tail up). A thick green line is situated below the figures. The cover is 180 gsm thick. Inside the book are colored sketches of a boy and a girl playing well defined "boy" and "girl" activities (gender specific for the period of print 1951) Below these activities are simple descriptive words for the above activities.On the front page "John and Betty" below this "The earliest Reader for the Little Ones". Kraft-Walker Cheese Company commenced in Allansford in 1935 leasing the factory premises from Warrnambool Cheese and Butter Factory Company. Dairy companies entered competitions organised by the Dairy Industry Association and associated organisations and local agricultural societies to encourage improvement in products. Some of these awards are considered prestigious and highly regarded within the industry. The certificates were passed to Cheese World Museum by the factory management.This certificate was held by the factory management until transfer to Cheese World Museum. The certificate provides an insight into the dairy industry during the 1950s.Cream card certificate from Royal Agricultural Show has a plain line border on left, bottom and right side with inner border of green vine plant on left, top and right side. A sheaf of oats and a scene of haymaking complete the border design. The top of the certificate has the Department of Agriculture Victoria logo flanked by circular images of a sheep and cow on the left and a hen and horse on the right. Book - Local Government Act First Report of the Assistant Commissioner of Roads and Bridges
This file contains 1 item: 1/The Local Government Act, First Report of the Assistant Commissioner of Roads and Bridges, printed by order of the Victorian Legislative Assembly on 08/03/1865. The document is the first annual report of John Steavenson, Assistant Commissioner of Roads and Bridges under s330 of the Local Government Act no. 176 (1863), and relates to transactions which took place from 02/09/1863 to 31/12/1864. The report outlines operations carried out by the Department of Roads and Bridges in this period. In the Glen Eira area this includes: separating electoral subdivisions of single districts (Moorabbin), adding detached portions of territory to road districts and shires (Caulfield), appointing of and altering in polling places, appointing of polling places for ridings of shires and subdivisions of road districts (Moorabbin), preparing and transmitting of forms of books also of pro forma accounts for guidance of local bodies in keeping their accounts, appointment of main roads, construction of a main road, ‘Dandenong’, in the Caulfield and Gardiner districts, proclaiming of Common Toll Roads, names of and security given by Managers of Common Toll Roads.
