Photograph - Black and white printed card, Ballarat Old Boys' Association presentation to Albert W.Steane, 1942
Albert Steane was born at Sandhurst (now known as Bendigo) in 1877. He attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1876 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane was known for the teaching of Sloyd or woodwork, which was an important point in his career. He opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library) at the School of Mines and Industries Ballarat (SMB). In 1913 Albert Steane, the young head of the East Ballarat Sloyd Centre, was appointed to establish a junior technical school in Ballarat becoming the first headmaster of the Ballarat Junior Technical School. Steane's lifelong interest in gymnastics brought him as much fame as his reputation as a headmaster. He organised the Education Department's gymnastics display at Bendigo's Golden Jubilee Exhibition in 1902. He played a major role in the establishment of the Ballarat Y.M.C.A. and from 1906 responsible for evening classes in physical culture. In 1968, aged 91, he was made a Life Member of the Association. Steane was in complete command of his school, his staff and students. It must be remembered that schooling was not as permissive, tolerant and informal as today. A.W. Steane retired in 1942 after 29 years as Headmaster of Ballarat Junior Technical School. Many visible memorials are evident of his time and influence on the growth of the Junior Tech. A good school also lives on in the memories and affections of its old boys. Many remained in touch to talk about "the old days". A simple lesson he taught was "Win Through". No matter what path was chosen by the students, many were true to his teaching. On his retirement, Mr Jeffery was appointed the new Headmaster. On 19 March 1942, a farewell meeting was held presided over by Mr Jeffery. Those present included A.F. Heseltine, G. Netherway (representing the Old Boys' Association), N. McHuthchinson (District Schools' Inspector), G.A. Simcock (High School), E. Youlden (Pleasant Street State School), and J.A. Ewins (Citizens' Representative). The following presentations were made: G Netherway - nickel-plated smokers' stand with the Old Boys' badge A. Robinson - an illuminated scroll (B&W photograph above) C. Booklet, Ballarat Teachers' College, Ballarat Teachers' College Handbook, 1968
History of the Ballarat Teachers, College as outlined on page 9 of the handbook. Ballarat Teachers' College was opened on may 4th, 1926, at Dana Street State School (no 33), with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., M.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the former Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued until 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College. During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own graduation hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Mr Ellwood, former Principal, delivered the occasional address and presented the Ellwood Prize to the outstanding student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointements and cacilities of the new building. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. Successful students in the course receive the Diploma of teaching (Primary). Orange and black soft covered booklet with a childlike image of a woman on the cover. The 44 page book is the handbook of the Ballarat Teachers' College and includes: history of the college, 1968 programme, courses, teaching Practice, practising school, classification, certification, Ellwood Prize, Lord Prize, hostels, college tripsInside front page signed "Peter Fryar".ballarat teachers' college, peter fryar, t.w.h. turner, tom turner, frank lord, monica miller, dana street primary school, art collection, hostels -

Photograph, Visit of the Chinese Commissioner to the Ballarat School of Mines, 13 November 1906, 23/11/1906 (exact)
The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored.
