Taken in 1973, this photograph features 13 men in suits, most of whom are council members of the United Shire of Beechworth, as well as a secretary and engineer. The photo is taken in a formal setting, suggesting there may have been an occasion at this time (potentially surrounding or related to the August council meeting). Previously a district (1856), then a borough (1863) and separate shire (1866) at this time the Local Government Area (LGA) had been known by this name for approximately two years, after having amalgamated with the still-existing borough. Beechworth amalgamated with Rutherglen and Chiltern Yackandandah to become the Indigo Shire Council in 1994. Little has been found about the men in the photograph, however this was at also around the time that women were becoming more widely accepted into positions on Victorian council (such as Valerie Mason, who was elected the first President of the United Shire of Beechworth council 6 years after this photograph.) The photograph has been taken in front of the Beechworth Shire Hall. The Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. The Town Hall is now home to the Visitor Information Centre, is the starting point for historical Precinct walking tours and is available for hire for events or community meetings.The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct, and is listed on the Victorian Heritage register. Beechworth Town Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. The building was made of granite and constructed to local builders Donald and William Fiddes. The original front to the building was replaced by a two story facade in 1889 designed by George Jobbins and built by Thomas Sandham according to a plaque on the front. The Town Hall is remarkable for its vaulted ceilings and columns. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. Among the inmates was notorious bushranger Harry Power who was originally transported to Van Dieman’s Land for stealing a pair of shoes. He gained his freedom six years later but spent time in and out of gaol for the rest of his life for a variety of offences including a number of armed robberies. The Town Hall is now home to the Visitor Information Centre which helps visitors with amongst other things, accommodation, tours, event enquiries, and is the commencement point for Precinct walking tours. The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct. It is of considerable historical significance as activity on the site dates from Australia’s gold rush period and was the administrative centre for north-eastern Victoria. The building has seen continual use from 1858 as an important public building and displays many aspects of the history of law enforcement in Victoria. The building is also of substantial architectural significance for its construction from local honey coloured granite, which also showcases early stone masonry techniques and craftsmanship. The Precinct is listed on the Victorian Heritage register and is protected by Heritage Victoria under the Victorian Heritage Act 2017. The buildings are also registered by the National Estate, the National Trust and protected by Indigo Shire Council’s Planning Scheme. This photograph dating to 1910 depicts an open cut sluicing site located in El Dorado captured looking east up the open cut from the number 3 Barge site. This is an image of the Warrnambool Lighthouse Complex on Middle Island in 1854. The Store, Lighthouse Keeper's Quarters, Lighthouse and Flagstaff are in the background. The foreground shows a covered buggy drawn by two horses and a person in attendance, and another wheeled vehicle behind it with a figure nearby. There is a saddled horse to the right with two males in conversation nearby. The ground is soft, perhaps the riverbed or sandy shore. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the late 19th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. Both Alexander and Farncombe had served under Senior Keeper Robert Deverell, who was the first and only Senior Lighthouse Keeper at the Middle Island Complex. John Alexander was the Assistant Keeper in the 1850s. Andrew Farncombe was the last Assistant Keeper at Middle Island, serving there with his family from 1864 to 1871. During 1871 and 1872 the Lighthouse Complex was moved to Flagstaff Hill on Merri Street. Farncombe and Deverell then became the first Keepers and occupants of the Lady Bay Lighthouse Complex at Flagstaff Hill. They continued their service together; overall, Deverell served from 1859 to 1885 and Farncombe from 1864 to 1974. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX - The original Lighthouse Complex was built on Middle Island in 1858-1859 then transferred stone-by-stone to Flagstaff Hill in 1871. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters and a Privy. The bluestone Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy comprised a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. Hope served two periods of time at the Lighthouse. This photograph is significant as a visual record of the original Warrnambool Lighthouse Complex on Middle Island, the origin of what is now the Lady Bay Lighthouse Complex. The photograph is significant for its connection to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The photograph is significant for its connection with the important navigational function of the Lighthouses, a function still being performed to this day. The photograph is also significant as it shows an example of buildings organised by the Public Works Department in Victoria in the mid-to-late 19th century. The structures tare still stand strong. This artifact is a large brass bell. It was retrieved from the Schomberg wreck by local divers in the 1970s. Its location at the wreck site was described as "found on the west side towards the stern" the vessel remains lying on a north-south axis, with the bow pointing towards the shore as a result the bell was assessed from this position to have formed part of the cargo. The view that this was not a ship's bell belonging to the Schomberg is gained from two other 'Schomberg Bells' in the Flagstaff Hill collection, both of which have the vessel's name prominently etched into their outer surface. Additional indications indicate that this bell was not intended for maritime use due to the bell's rounded 'bell-curve' shape suggesting it was melodically tunable. Also the detailed basket-type fittings on the bell dome that would allow the bell to be suspended by ropes rather than just bolted to a yoke. The bell is currently on display at Flagstaff Hill, categorised as a church bell part of the Schomberg's cargo that was intended for use in a church within the Victorian colony. As the Colony of Victoria became more established, and its population expanded with the Gold Rush and other emigration from Britain, the demand for regular religious services and permanent church buildings also grew. We will never know if this bell was a specific order or part of an enterprising bell founder's consignment of general stock to a wholesale supplier in Melbourne. A cargo manifest for the Schomberg has unfortunately never been found. The shipwreck of the Schomberg is regarded as of significance to Victoria and is registered on the states Heritage list (S 612). The Schomberg wreck has great historical significance as a rare example of a mid 19th century large, fast clipper ship intended to transport cargo and passengers between England and Australia. The vessel that carried this bell represents the marine advances made in an attempt to break established sailing records between Europe and Australia. Flagstaff Hill holds a noteworthy collection of artefacts from the Schomberg shipwreck. The collection as a whole is primarily significant because of the relationship the objects have archaeologically, not only to highlight the story of the Schomberg ship and later it's wrecking but have an important potential to interpret the story and progression of maritime shipping in the 19th century. The church bell has a standard bell-curve shape and is dull bronze in colour. A large brass bell, plain and without visible maker marks, but with traditionally intricate basket-type cast fittings for suspension from a yoke by a number of ropes or chains. Approximately 3/8 of the bell’s outer surface bears a thin layer of marine growth and limestone accretion, and there is some minor pitting and spots of light verdigris over the remainder. The bell mouth, or lip, is slightly compressed-in in two places. It was retrieved from the wreck of the Schomberg. This Chart titled “Lady Bay and Warrnambool Harbour” was surveyed by Nav. Lieut. H.J. Stanley, of Britain's Royal Navy, in 1870 and printed in April 1871. The chart was made before the Warrnambool Breakwater was built (construction had begun in 1874 and was completed in 1890). The chart includes Directions for entering Lady Bay, Warrnambool Harbour. These are "Vessels entering Warrnambool Harbour must bring the Red Light in sight and steer in with it in line with the upper white Light bearing North, until the Green Light on the Jetty is opened, when steer towards it and anchor. The best anchorage is in 2 ¼ fms [fathoms)] of water, about a cable from ledge off Breakwater rock. Or where convenient, according to draught of water, only endeavouring to anchor as close as possible to Breakwater rock. It is not safe to enter or leave the Harbour in south westerly or Southerly gales.” This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay, and eventually to the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). A copy of the same chart was used to plan several submissions for future changes to the jetty and breakwater. The chart is a historical record of structures existing in 1870; the Warrnambool Jetties, Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. These rulers have been distributed by the Warrnambool chemist, George Le Couteur as advertising tools for his business. George Le Couteur operated a pharmacy at 78 Liebig Street, Warrnambool from 1896 to 1908. Born in Warrnambool in 1856 Le Couteur was educated at the Anglican-sponsored Warrnambool Common School No. 691 and then spent four years at Beechworth Grammar School. He was apprenticed to the Warrnambool chemist, Michael Ryan and then worked as a chemist in Kyneton and Melbourne. When he returned to Warrnambool he took over the business of Frank Uren in Liebig Street, building a second storey on to the building. He was very active in community affairs in Warrnambool. He left Warrnambool in 1908 to open a pharmacy in Hawthorn, Melbourne. When he retired in 1935 he was the oldest registered chemist in Victoria. The information hand printed on the back of one of the rulers has an historical inaccuracy in that J.A. Bromfield was not the first known chemist in Warrnambool. These rulers are of interest because of their connection to the pharmacy business of George Le Couteur He was a prominent person in Warrnambool in the 19th and early 20th centuries.These two oblong wooden rulers have imperial measurements ( to 12 inches). There is black printing on both sides advertising a Warrnambool chemist. One ruler is much stained and has a piece missing on the centre top edge. The other ruler has information on one side hand printed in black ink.‘With compliments of G.T. These plans have been drawn by Steve Hester for the Warrnambool City Council to illustrate the allotments in Warrnambool concerned with the subdivisions of 1989. The streets have not been named but there is an indication of the area with the identification of known buildings (eg Hospital) and the plan numbers of each allotment is clearly marked. These numbers corresponded to the plan numbers registered in card files and ledgers in the Warrnambool City Council offices. The scale of the plans was 1 to 5000. These plans are of considerable interest because they show Warrnambool street subdivisions of 1989 in illustrative form. They show how information was collated in the late 1980s before the widespread use of computer digital means to describe and store information.These are five hand-drawn sheets showing plans of sub-divisions in Warrnambool streets in 1989 (Warrnambool City Council material). The plans are multi-coloured (crayons) and show allotments with plan numbers. The first plan has much of the material torn off but the location is known to be in the Russells Creek area. Some of the green tape around the edges is missing. Plans two to five are almost intact and are bound with green tape. This arch was built as a ceremonial arch. Plaque citation on the arch reads " Erected in 1884 by James Mackintosh, owner of local sawmill, for the visit of the Governor Sir H B Loch. This is the only known example in Victoria of a 19th century ceremonial arch, a type usually intended to be temporary.This arch is on the Historical Buildings register no.1092. It is the only known example of a temporary ceremonial arch still in existence in Victoria. The Former Commonwealth Bank of Australia branch forms part of the Eltham Gateway and the Little Eltham precinct and is located near 804 Main Road, Eltham. It is a significant building and registered on the Victorian Heritage Register. The bank was built in 1878. It is a one-room, bichromatic brick building. Imagine your bank only being open for one morning a week! These were the hours of the Commercial Bank’s Eltham branch early in the 20th century and customers were quite content. The bank stored gold from the Eltham/Research mining areas. It is famous for its bullet holes. These were the result of a hold up in 1949, in which a nervous youth opened an account in the name of John Henderson, then walked to the door and spun around pulling out a pistol he fired into the cedar bench but fled empty handed and was apprehended later, receiving a two year sentence. The Bank was purchased by the Methodist Church in 1954. (The Eltham church is right adjacent). Recent uses have included a meeting room, Sunday School and Opportunity Shop. It is currently used as a storage for the Combined churches opportunity shop which is located in the United church extension beside this location. Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Eltham Courthouse ceased operational duties in 1984 and is now used by various community groups including Eltham District Historical Society. It was listed on the Victorian Heritage Register (Number H0784) in 1982. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building.
