Legacy accepted responsibility ...Letter dated 10 March 1943 to the Melbourne and Metropolitan Board of Works about the retention of an internal water closet at 1267 Burke Road, Kew (Holmbush). Legacy accepted responsibility for any trouble which may arise through this fitting which was not directly supplied from a Storage Tank. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. "Koornung School, Warrandyte was established by Clive and Janet Blake Nield in 1939, after they had visited progressive schools in Europe and America. They believed children should be given freedom to grow while learning to accept responsibility; that school should be a miniature democracy and education not a preparation for life but experience of life itself. A government of children and all staff (whatever their jobs in the school) met regularly, made the rules and dealt out punishment for breaking them. The few rules set down by staff related to health and safety, for instance, no pupils were allowed to go into the river without supervision. The school could not have been started at a worse time. Food rationing and coupons, petrol shortages and men at war limiting teaching staff made difficulties. It was an expensive school to run. Financial difficulties became more serious and eventually the school had to close in 1946. Efforts by the children and a Board of Management of notable people failed to save it. Janet Nield (M.A., Dip Ed.) was an inspired teacher of history. She was one of the few women at Melbourne University at that time to gain a Masters degree in history. The Nields left Melbourne to live in Sydney, Clive to work at Sydney University in lecturing in Education and particularly interested in Colombo Plan students. Janet devoted herself to children as a Lay Analyst. The article continued that the Duke and Duchess of Gloucester were welcomed by the President W A Perrin and his wife and Legatee Kemsley. Mr Perrin explained that Legacy has accepted the responsibility of caring for children of deceased service men, and that since 1922 27,000 children have been given a chance at least equal to the one they might have had their fathers lived. It starts with a quote from Sir Robert Menzies, former prime minister of Australia. 'Legacy is not an organisation designed to organise people into a body to pursue their rights or into a body to defend their mutual interests. If anybody were to trace out what's been done by Legacy since Stan Savige first had this great idea he would find himself going into most of the nooks and crannies of Australian life and finding somebody who is better off, who had a better run, who had done something because of the individual responsibility accepted by members of Legacy. They have contributed to the best elements in our national life and they have done it because it's all been based on active personal responsibility'. The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. They come from a wide range of backgrounds and as such presents a cross section of our earliest settlers in the district from 1840's to 1860’s.Cardboard folder with black and grey mottled cover with 3 metal studs along spine and white paper label with the word negative printed in black on front cover. Alec Sandner was a Strathfieldsaye Shire Councillor from 1982 -1987, Strathfieldsaye Shire President from 1985 – 86 and Mayor of Bendigo 2011 - 2012. This album provides at in depth understanding of the many responsibilities of a Shire President and partners. The newspaper articles, mostly collected from the Bendigo Advertiser, provides commentary on the key issues of the times. Fifty page photo album containing invitations, photographs, newspaper cuttings and event memorabilia dating from 7th August, 1985 to 20th February, 1986 documenting events attended by Alec and Mollie Sandner during Alec's time as Strathfieldsaye Shire President. Contents are arranged chronologically and the album begins with Alec's election as Shire President and includes letters of congratulations and provides an extensive overview of the breadth of events and activities a role such as Shire President and Lady are involved in. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. Freehand drawn graph, page 1, shows decine of active Legatees to number of widows from 1980 to 2000.Melbourne Legacy accepted that "it would be morally wrong to suddenly and with little warning drop a responsibility". Melbourne Legacy could also see the need for change to survive into the future, and that it was necesary that all those who would be affected by these changes should be made awareof them. A photocopy of 7 pages of Chapter 13 from Legatee Donovan Joynt's biography 'Breaking the road for the rest'. Legatee Donovan had received a VC in World War 1. Chapter 13 deals with Legatee Joynt's involvement with Legacy. It covers some of the early years of Legacy's history as he was present at the first luncheon. He mentions it was Mr PW Powell (Pip) that proposed the name Legacy - other accounts attribute the idea to Frank Selleck. It seems Legatee Powell suggested the idea but it was Legatee Selleck that proposed the formal motion and was documented in the minutes. Joynt mentions: "The speaker emphasised that the name Legacy was chosen because it the members of the new organisation had accepted as a legacy the responsibility of seeing that the ideals which their comrades had died fighting for were maintained in Australia."
