Mr Donald Hartley Rowe was born in 1876; married Mary Gibson in 1901 and died in Surrey Hills in 1958. In 1935 his daughter Winifred (1903-1985) married Phillip Sebastien Slavin (1907-1980), known as Paddy, who took over the business. He is first listed at 118 Union Road (no occupation noted) in the electoral roll of 1937 through until 1963. The signage demonstrates the increasing demand ...Hudson's Soap Powder, was the first satisfactory and commercially successful soap powder and was made in Liverpool by Robert Spear Hudson. He was also an innovator in using advertising, commissioning striking images from professional artists and paid for publicity , something which few other businesses did, and as such Hudson's soap became a household name. Horse, steam and electric tramcars, print periodicals and chemist shops carried his advertisements. This sign was manufactured by Patent Enamel Co Ltd was a company built in 1889 at Selly Oak, Borough of Birmingham, West Midlands, England, United Kingdom. The business was the first factory specifically devoted to enameled iron sign making. It had twelve furnaces for fusing the enamel, two scaling furnaces, and a large printing room, plus a huge area for steampipe drying. The company also smelted its own enamels and colour oxides. Painted advertising signage ...One of a group of slides taken by Mrs C Dickins, the mother of Joy Stewart, of built heritage in Kew. 35mm colour transparency (slide) of a rendered brick commercial building at 6 Walpole Street, Kew, taken in 1980 (now demolished). The double-fronted, two-storey building has a street frontage. Behind the formal rendered front, there is a wooden rear section then an extensive building with a pitched roof made of what appears to be galvanised iron sheeting. The ground floor facing Walpole Street includes a window and door on the left and a wide opening on the right to allow vehicular access; and earlier access by horses and carts when it was a livery stable. The second floor has two sash windows. Painted advertising signage includes: Brown's Office Cleaning Service, and Coakley Motors which would indicate the probable tenancy of the building at this or an earlier period. The building was located across the street from the (former) Kew Library and (former) Kew Town Hall. Similar view to SEPP_0609 taken from near Dudley Street looking north but significantly later in time with numerous stores now constructed on the eastern side south of Pryor Street in what was once Haley's Paddock. Luther Haley sold his bakery store in 1917 and the roof now sports advertising signage for Electrine Candles, presumably coincident with the period of ownership by Hannah Lloyd from 1917 to about February 1920 or Lee’s Railway Store (Messrs J.R. & N.E. Lee 1920-Sep 1922). A boy and a man are standing in the road and the ghost image of three people walking towards them on the footpath just past the store. Ernie Andrew’s combined newsagency and haberdashery/clothing shop with advertising for "The Age" is present at the corner of Arthur Street, on the opposite corner would be the Bootmaker's shop (F. Butterworth, succeeded in 1922 by G.H. McDonald) and William J. Capewell's Butcher shop, second building from right (relocated from in front of the railway station in 1910). North of the News Agency is believed to be Horace H. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Originally labelled "Beauville Estate, Established 1936, Still Thriving 65 years on, 10th March 2001", the Beauville Estate Album contains colour photographs of houses in the Estate. They were taken around the time of the Beauville Estate’s 65th Heritage Celebration held on 10/03/2001 and donated to the Caulfield Historical Society shortly afterwards. Photographer unknown. From Glen Eira’s Heritage Management Plan by Andrew Ward (1996) Vol 2 p78: In Murrumbeena Road, the shops which form part of the estate are a simple cream brick row relieved by manganese bricks in bands across the upper storeys. City of Glen Eira’s Heritage Management Plan Vol 2 p79 (this is p84 of the pdf version) – HO12 Beauville Estate and environs, Murrumbeena: The Beauville Historic Area is important at the State level as the first large housing estate undertaken by the AV Jennings Construction Co, later Jennings Group Limited, Victoria’s largest home builder. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment. This specific property is a milk bar on street level with plate glass windows and door, colourful advertising and "229' in the top right section of the window. Shop signage says "MURREMBEENA MILK BAR". The upper storey brick residence features a large window, a flat roof and decorative two tone banded brickwork. This building, located at 97 Main Street Bacchus Marsh, was built by Mr George Muir in 1920 using bluestone walls from Landsberg House, a former boarding school at Mt. Blackwood. In 1946 Mr W. J. Wilmot opened a car sales business which was sold in 1954 to trade as Stamford Motors. Subsequently, various businesses operated on this site, and is still in use, presently as an accountancy business.Black and white photographic print. Photograph dates from the 1940s and shows a bluestone building with lintels of local sandstone supporting a pediment with a sign advertising Austin cars fixed on top. Signage on the pediment reads: W 1930 WILMOT & SON AUSTIN SALES & SERVICE PHONE 206. The frontage is divided in two, both sections topped by an arch. The left-hand section is glass-fronted, the right section open for vehicle access. The door between the two sections is also arched. Two vehicles are parked at the front, a sedan and a ute, presumably both Austins. This sign likely dates from the late 19th to early 20th century and would have been displayed at the premises of J. Crump, a general storekeeper with businesses in both Dandenong and Natimuk, Victoria. The artistic Alpine design may reflect European influence, common in imported signage and decorative goods of the period. General stores were essential rural businesses, supplying groceries, clothing, hardware, and farm supplies to regional communities. This sign is both a piece of retail advertising and a decorative item, representing the entrepreneurial spirit of local business in small-town Victoria. John Grump was an entrepreneur and had stores in Natimuk, Horsham in the late 19th century. He was mayor of Horsham in 1903-1904. That same year he left Horsham for Dandenong where he opened a general store on Lonsdale Street.A highly decorative metal store sign or plaque, on cardboard material, featuring a rustic Alpine-themed design deer. The upper section depicts a woodland scene with two mountain goats or ibex standing among rocks and trees. The border incorporates tree trunk and branch motifs, giving it a naturalistic, carved-wood appearance, though the item is made of metal. The central portion contains a plaque with engraved or painted text reading: J.
