The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. This is a set of 18 photographs of contractors preparing the foundations for the construction of Lithographic Squadron’s new Printing Building at Fortuna, Bendigo on the 2nd of October 1987. The building was purpose built to house a new computer-controlled Heidelberg Speedmaster 102 five colour lithographic offset Printing Press. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster Press printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. The clock was either made or sold by T. Gaunt & Co. of Melbourne, a manufacturer, importer and retailer of a wide variety of goods including jewellery, clocks and watches, navigational and measuring instruments, dinnerware, glassware and ornaments. Thomas Gaunt photograph was included in an album of security identity portraits of members of the Victorian Court, Centennial International Exhibition, Melbourne, 1888. Thomas Gaunt History: Thomas Gaunt established Melbourne's leading watchmaking, optical and jewellery business during the second half of the 19th century. Gaunt arrived in Melbourne in 1852, and by 1858 had established his own business at 14 Little Bourke Street. Around 1869 he moved to new premises in Bourke Street on the corner of Royal Arcade, Gaunt's shop quickly became a Melbourne institution. Gaunt proudly advertised that he was 'The only watch manufacturer in the Australian colonies'. While many watches and clocks may have had Gaunt's name on the dial, few would have been made locally. Gaunt did make some watches for exhibitions, and perhaps a few expensive watches for wealthy individuals. Gaunt's received a telegraph signal from Melbourne Observatory each day to correct his main clock and used this signal to rate and repair ship's chronometers and good quality watches. His main horological manufacturing was directed at turret clocks for town halls, churches and post offices. These tended to be specific commissions requiring individualised design and construction. He made the clock for the Melbourne Post Office lobby, to a design by Government Astronomer Robert Ellery, and won an award at the 1880-81 Melbourne International Exhibition for his turret clock for the Emerald Hill Town Hall. He became well known for his installation of a chronograph at Flemington Racecourse in 1876, which showed the time for the race, accurate to a quarter of a second. The firm also installed the clockwork and figures for Gog and Magog in the Royal Arcade. Thomas Gaunt also developed a department that focused on scientific instrumentation, making thermometers and barometers (from imported glass tubes), telescopes, surveying instruments and microscopes. Another department specialised in electroplating for trophies, awards and silverware, and the firm manufactured large amounts of ecclesiastical gold ware and silverware, for the church including St Patrick's Cathedral. There are no records that disclose the number of employees in the firm, but it was large enough for Gaunt to hold an annual picnic for the watchmakers and apprentices at Mordialloc from 1876; two years previously they had successfully lobbied Gaunt to win the eight hour day. Gaunt's workforce was reportedly very stable, with many workers remaining in the business for 15 to 30 years. Gaunt's wife Jane died on September 1894, aged 64. They had one son and six daughters, but only three daughters survived to adulthood. Two became nuns at the Abbotsford Convent and one daughter, Cecelia Mary Gaunt (died 28 July 1941), married William Stanislaus Spillane on 22 September 1886 and had a large family. Gaunt died at his home in Coburg, Victoria, leaving an estate valued at ₤41,453. The business continued as T. Gaunt & Co. after his death. Post Office and Clock History: Warrnambool’s Post Office has been in existence since 1857, when it was originally situated on the corner of Timor and Gilles Street. In March 1864 the Warrnambool Borough Council purchased this clock from Henry Walsh Jnr. for the sum of £25, “to be put up in front of the Post Office”. Henry Walsh Jnr was the eldest son of Melbourne’s Henry Walsh, maker and retailer of clocks, watches, thermometers and jewellery. In 1854 Henry Walsh Jnr. began business in Warrnambool as a watchmaker and jeweller later becoming a Councillor with now a local street named after him. The Post Office was extensively remodelled in 1875-76. Early photographs of this building show that the clock was installed on the northern outside wall, Timor Street, under the arches and between the 2 centre windows, where it could be seen by passers-by. Although spring loaded clocks date back to the 15th century, and fob and pocket watches evolving from these date to the 17th century, personal pocket watches were only affordable to the very fortunate. Public clocks such as this Post Office clock provided opportunity for all to know the time, and for those in possession of a personal watch to check and set their own timepieces to the correct time. During post office reservations during the 1970s the clock was removed and was eventually donated to the Flagstaff Collection. The Clock’s maker Thomas Gaunt, is historically significant and was an established and well renowned scientific instrument and clock maker in Melbourne during the 1860s. He was at that time the only watchmaker in the Australian colonies. In the 1870’s and 1880’s he won many awards for his clocks and was responsible for sending time signals to other clocks in the city and rural areas, enabling many businesses and organisations to accurate set their clocks each day. Warrnambool Borough Council purchased this clock from Henry Walsh Jnr. for the sum of £25 and the clock used to stand in front of the Warrnambool post office to allow ordinary citizens to set their time pieces as they walked by. The item is not only important because it was made by a significant early colonial clock maker and retailed by a locally known clock maker and jeweler but also that it was installed in the Warrnambool Post Office a significantly historical building in it's own right. Built in 1857 and regarded as one of the oldest postal facilities in Australia, with a listing on the National Heritage Database, (ID 15656). This 1864 hall clock originates from the Warrnambool Post Office. The clock glass is hinged to the top of the clock face and has a catch at the bottom. The metal rim of the glass is painted black. The clock face is metal, painted white, with black Roman numerals and markings for minutes and five minutes. The tip of the small hour hand is shaped like a leaf. "T. GAUNT / MELBOURNE" is printed in black on the clock face. The winding key hole is just below the centre of the clock face. The key winds a fusee chain mechanism, attached to the brass mainspring barrel that powers the pendulum with an 8-day movement. The speed of the clock can be adjusted by changing the position of the weight on the pendulum, lengthening or shortening the swing; raising the pendulum shortens its swing and speeds up the clock. The metal fusee mechanism has an inscription on it. The rectangular wooden casing is with a convex curve at the bottom that has a hinged door with a swivel latch. The original stained surface has been painted over with a matte black. There are two other doors that also allow access to the clock’s workings. The case fits over the pendulum and workings at the rear and attaches to the clock by inserting four wooden pegs into holes in the sides of the case then into the back of the clock. A flat metal plate has been secured by five screws onto the top of the case and a hole has been cut into it for the purpose of hanging up the clock. There is a nail inside the case, possibly used for a place to the key."T. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948. The Former Clyde Cameron College was constructed in 1976-7 as a residential training college for trade unions. The college was commissioned and operated by the Trade Union Training Authority (TUTA) from 1977 until its closure in 1996. The design team was the Architects Group and the Commonwealth Department of Construction was responsible for site supervision and contract administration. The building was constructed jointly by Costain Australia Ltd and M.A. & A.W. Chick of Albury. The foundation stone was unveiled by Clyde Cameron in 1976. He was the serving Federal Minister for Labour from 1972 to 1974, Minister for Labour and Immigration 1974 - 1975 and Minister for Science and Consumer Affairs in 1975. The building was completed at a cost of $6.5 million in 1977. It was one of the most controversial of the 1970s due to its Brutalist architecture. The complex consists of a series of wings of one and two storeys linked by pre-cast concrete pipe walkways. Inside the wiring and pipes were left exposed and painted in primary colours to show off the workmanship. The accommodation, most of them single rooms, were able to house 70 students at a time with 1200 students to go through each year. The training college was closed in 1996 and was taken over by the Murray Valley Private Hospital and Murray Valley Radiation Oncology. In July 2008, the Royal Australian Institute of Architects awarded its “25 Year Award for Enduring Architecture” to Clyde Cameron College. The building was again sold in February 2023, although its future is yet to be determined.The former Clyde Cameron College is of architectural significance as an example of the late twentieth century Brutalist style and the work of Victorian architect and lecturer Kevin Borland. It also has historical significance for its association with the Trade Union movement, and the Whitlam government, including its role as Australia’s first residential trade union training facility. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. Bonegilla Army Base and Migrant Reception Centre began when funds were allocated to build Bonegilla Army Camp in June 1940. Builders began to erect about 600 huts prior to the Army moving in during September of that year. Between 1942 - 1943 it was enlarged to 848 buildings. In 1947 Bonegilla Reception and Training Centre began operating with the Army providing transport, security and catering services. From 1949 until 1965 the Bonegilla Reception and Training Centre operated without a military presence. Bonegilla Migrant Reception and Training Centre was made up of 24 blocks. It had its own churches, banks, sporting fields, cinema, hospital, police station and railway platform. It became the largest and longest operating reception centre in the post-war era. More than 300,000 migrants passed through its doors between 1947 and 1971, with most of those originating from non-English speaking European countries. From1965 with the increased Australian commitment to the Vietnam War and the need to find accommodation to train National Servicemen for Vietnam, the Army negotiated with the Department of Immigration to take over several blocks at Bonegilla. In 1971 the Reception Centre closed and the site reverted to the Army. After 1971 the Army undertook a major site redevelopment with the construction of Latchford Barracks as the Army Apprentice School. Later Latchford Barracks was redeveloped into part of the Army Logistic Training Centre. Between 1978 and 1982, nearly all of the centre was demolished in a major redevelopment. The new replacement buildings were formally opened as Latchford Barracks in 1983. Demolition of the buildings prompted calls for recognition of the site and the role it had played in Australia’s post-World War II Immigration program. After much discussion between the Department of Army and Heritage and local groups about the significance of the site, the Australian Heritage Commission proceeded with its listing on the Register of the National Estate. A Conservation Management Plan was prepared for Block 19 in 1996. The Army transferred Block 19 to the Victorian Government. In 2002 Heritage Victoria listed Block 19 on the State Heritage Register, giving attention to both the migrant and army connections with the site. This is a set of 12 photographs of contractors constructing Lithographic Squadron’s new Printing Building at Fortuna, Bendigo circa 1989. The building was purpose built to house a new computer-controlled Heidelberg Speedmaster five colour lithographic offset Printing Press. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster Press printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. This item was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or specially recruited English and Europe specialists. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic State Electricity Commission Of Victoria saucer (tea /coffee).
