Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. The 1958 edition of 'Quadrangle' was the first published as the new magazine of the Ballarat Junior Technical School. Formerly the Ballarat Junior Technical School occupied a few pages at the back of the Ballarat School of Mines Students' Magazine. In this year the Ballarat Junior Technical School's 'brother' school, Ballarat North Technical School, was publishing its own magazine called 'Green Acres'. Articles includeGrey/Blue soft covered magazine of 54 pages. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. This opening features classical plaster pilasters with a pediment above.
