It is used for measuring angles on the vertical and horizontal planes. The two folding arms have small metal support springs where they are attached to provide support and the other ends have pins with which to mark particular points. A screw mechanism on the rim allows fine tuning of plotting. Chadburn, Brothers were fine instrument makers of Sheffield making optical and nautical instruments during the 19th century. This item was donated by a local resident whose grandfather Carl Spence was a bridge builder who worked on the Warrnambool Breakwater extension c 1919. This item has scientific significance which is possibly linked via the owner to one of Warrnambool's most well known landmarks.Brass, circular instrument with fold out sections which are hinged and a movable section. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. Commissioner Edgar Henry Brownbill on footplate, 1962. Commissioner Edgar Henry Brownbill was in office 1957 to 1967. George Coop advises - "The train on the Eltham/Moama bridge is actually the Commissioner’s Special on one of its inspection tours of the VR rail system. This was a very grand special train with accommodation for the Commissioner and staff in carriages also used once for the Royal Train and other State purposes. You can just see the Commissioner of the day, dressed in his suit and wearing engine drivers gloves, standing in the loco cab doorway. A good ‘hands on’ impression is created amongst local staff if can be seen that the boss is no ‘desk jockjey’. The observation car on the back was originally made for the ’Spirit of Progress’. I climbed up onto the bridge iron plate work to get this view. It was safe enough as the cantilevered pedestrian walkway was still on the east side at the time." "I was resident in Echuca from Jan. ’59 to approx. May ’64. At that time the single Echuca/Moama bridge was a combined road/rail bridge. The rail gauge was 5’3” and still is, I believe, on the new bridge that sits just upstream of the old one. This rail line into NSW has always been 5’3" gauge because it has no connection with any NSW tracks. The old Echuca/Moama bridge, locally called the ‘Iron Bridge’ has, over years, undergone some structural changes. The two lattice iron hoops arcing over the roadway have been raised and lowered and changed design. Presently a pedestrian walkway is cantilevered off the west (or downstream) side of the bridge. It used to be on the eastern side. Guess changes went in when new rail bridge only was built on the eastern side as well." The entries are notable for the original creative spelling and the lack of information on the names of the workers, often referred to by their first name or a nick name. It belonged to John William Crawley Junior, an engineer, surveyor and architect in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. The information in the book comes in the form of lectures on suspension bridge making and these were sent to John Crawley by his tutor or coach, Arnold Lilley (Lilly). Arnold Lilley was an Oxford mathematician working in Victoria and it is said that he coached or trained 95% of the municipal surveyors in Victoria in the 1890s. John Crawley has obviously had this material bound into a book and it was passed on to his son, Rolf, who was the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society acquired the book, along with several Crawley ledgers and letter books, from the estate of Michael Hand. This book is of interest as it contains lectures and other material on the building of suspension bridges and belonged to John William Crawley Junior, an engineer for the Shire of Warrnambool for 40 years. It also is a memento of the work of Arnold Lilley who produced the material on suspension bridges and coached John Crawley in his surveying studies.This is a hard cover book with a purple cover. The cover is slightly faded. The book contains handwritten material regarding the building of suspension bridges and includes sketches, lectures on suspension bridges and pages with postage stamps on them. He taught sociology at Stanford University, the University of Chicago, Monash University and La Trobe University and was the founding Director of the Australian Institute of Family Studies. In the 1950s Dr Edgar was a student at Warrnambool High School and these works of art were produced at that time. For a school project he researched the early history of the Warrnambool Art Gallery and some of its collection, dating from the 19th century. In 2019 he published a book, ‘Art For the Country’, the story of Victoria’s regional art galleries and the book includes information on the founding and the later history of the Warrnambool Art Gallery.These works of art are of interest as they were painted by Dr Don Edgar, a noted academic and author today and a former resident of Warrnambool. The booklet records the achievements of the competitors and the work ...The Hopkins River One Mile Swim started in 1960 as part of an Aquatic Day to raise funds for the Warrnambool Olympic Pool. Since 1961 a measured One Mile Course (1600 metres) was used, the course being up river for approx. 286 metres, then to the bridge and back to the jetty to the finishing line. It was a handicap race. The race was abandoned after 46 years (2005). The booklet is of some importance as it gives the details of the Hopkins River One Mile Race, an event that was a prominent one in Warrnambool for 46 years. The booklet records the achievements of the competitors and the work of the committees involved and will be useful for researchers. This is a booklet containing a souvenir program for the 40th Annual One Mile Swim in the Hopkins River in 1999 and a Full Race History from 1960 to 1999. It has been produced in-house by the Warrnambool Surf Lifesaving Club and has a blue cardboard front cover and a grey back cover. The photocopied and typed pages have been bound with black plastic. The contents include newspaper cuttings, photocopies of photographs, lists of winners and a list of the race’s sponsors.
