A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. The clock was purchased from Jas Murray & Co. of 107 Bourke Street East, Melbourne by Francis Barnard. James Murray & Co were well known clock and watchmakers operating from premises in London with branches in Calcutta and Melbourne. They were watchmakers and jewellers in Melbourne from 1860 to 1888. Francis Barnard established Barnard’s Pharmacy on the corner of Bulleen Road (later renamed High Street) and Cotham Road in 1857. In the early 1860s, after purchasing the clock, he placed it in his pharmacy where it could be seen by passers by. When he relocated across the road to 49 Bulleen Road (now 167 High St.) in 1880 he took the clock to the new premises. He maintained the accuracy of the clock so that local residents consulted it for the correct time, even after the Post Office building with its clock tower was opened in 1888. When Francis Barnard retired, his son took over the pharmacy. In 1925, the Barnard Pharmacy was sold to David Paton. The Paton’s were at first puzzled why people constantly peered in the door until they realised that the timepiece was the drawcard. When David Paton died in 1941, his widow sold the pharmacy but took the clock with her to her new florist shop at 145 High Street. When Mrs Paton retired in 1953, she took the clock to her home in Boronia. In 1973 her daughter donated the clock to the Kew Historical Society.Significant locally to Kew as an example of a timepiece that was used by the local community during the 19th century to tell the time.Barnard’s clock is a typical wall clock of the nineteenth century, variants of which could be seen in shops, offices, public buildings and stations. It has a mahogany case with a moulded wooden bezel encasing a hinged brass bezel housing the glass face which protects the dial and hands when working. The clock face has an off-white hand painted tin dial with black painted Roman numerals. The hands are black painted metal; the hour hand has a wide spade shaped point whilst the minute hand is much thinner. ‘Jas Murray & Co’ is painted above the centre, with ‘107 Bourke Street East’ and ‘Melbourne’ below, with the key hole in between. The clock movement is a fuse chain attached to a brass mainspring barrel which powers the pendulum for eight days. Mrs Charlotte Anderson was born Charlotte Eliza Alsop in England in 1838 and arrived in Australia in 1848. She married lawyer James Anderson in 1864, and in the year of his death in 1878 she became the founding owner-Principal of Ruyton Girls' School, Kew. Mrs Anderson operated Ruyton initially in her own home of 63 Bulleen Road, Kew (now 63 High Street South). According to Ruyton histories, Mrs Anderson is said to have begun the school with her own two sons, four daughters and some of her Alsop nieces and nephews who resided in Kew. Around the time of the addition of Maud King, the first student outside the family, the school changed to a 'Ladies College', and the boys were sent elsewhere for their education. By late 1881 Mrs Anderson began using the name 'Ruyton' for the school, in honour of a connection to Ruyton-XI-Towns, Shropshire, England where her great-grandfather had been vicar and where she was baptised. In 1882 Mrs Anderson moved the School to Edgecomb in Studley Park Road from 1882-1888. The larger premises enabled her to begin accepting boarding students from 1882. She retired due to ill health and sold the school to her friend Miss Eliza Bromby. Mrs Anderson lived at 'Bongamero', in the King Valley, Victoria until her death in 1906. She is buried in Boroondara Cemetery. One of Ruyton's four Houses, Anderson, is named for Charlotte Anderson. An electrified tram route from Melbourne along High Street replaced an original Horse Tram that terminated at the Kew Cemetery. This new tram only reached the bridge over the Outer Circle railway at the Harp Junction. "Following the 1919 amalgamation of suburban tramway trusts, an electrified tram service extended along Doncaster Road. Housing estates such as the 1919 Balwyn Park Estate, 1922 Hillcrest Estate and the Camberwell City Heights Estate, also 1922, quickly followed. These estates were built over by expansive suburban villas, set in fine gardens and along tree-lined streets. Boroondara Cemetery, established in 1858, is within an unusual triangular reserve bounded by High Street, Park Hill Road and Victoria Park, Kew. The caretaker's lodge and administrative office (1860 designed by Charles Vickers, additions, 1866-1899 by Albert Purchas) form a picturesque two-storey brick structure with a slate roof and clock tower. A rotunda or shelter (1890, Albert Purchas) is located in the centre of the cemetery: this has an octagonal hipped roof with fish scale slates and a decorative brick base with a tessellated floor and timber seating. The cemetery is surrounded by a 2.7 metre high ornamental red brick wall (1895-96, Albert Purchas) with some sections of vertical iron palisades between brick pillars. Albert Purchas was a prominent Melbourne architect who was the Secretary of the Melbourne General Cemetery from 1852 to 1907 and Chairman of the Boroondara Cemetery Board of Trustees from 1867 to 1909. He made a significant contribution to the design of the Boroondara Cemetery. High Street, Kew is the main Road in Kew. It was once also known as Bulleen Road, or Main Street. This section of the road is in Kew, although the narrow section on the right hand side of the photo is now Kew East. High Street progresses through a number of significant road junctions: beginning at Barkers Road; progressing through the intersection of Studley Park Road, Denmark Street and Princess Street at Kew Junction; branching left at the junction with Cotham Road; before reaching the junction with Valerie Street and Harp Road. Strategically situated on Bulleen Road (High Street) in East Kew, the ‘Harp of Erin’ was built on the corner of Harp Road and High Street. The present hotel is the third to be built on the site. A second, two storey brick and stucco hotel built c.1864 replaced an earlier wooden structure built in 1854 by Edward Glynn. The ‘Harp’ was a local landmark, used by the Melbourne Hunt Club for their meetings. R.H. Hornby & Sons, jewellers, and V. Greenhill's Grocery Store were located at 43 1/2 and 45 High Street (formerly Bulleen Road) respectively, in the block of shops between Brougham Street and Walpole Street. The grocery first appears at this location in 1893 but only in 1902 is the jeweller's shop located next door. (Sands & McDougall Directories). He established a rope-making business in Bulleen Road by 1858 but was declared insolvent two years later. In his final years, he was celebrated as one of the oldest living settlers of the district. His son, Orlando Henry Beater Christian (c.1853-1930) became a member of the Hawthorn Band and a foundation member of the Willsmere Swimming Club. Henry Christian (c.1809-91), the grandfather of the photographer, was one of the first settlers in Kew. He arrived in Victoria with his wife Agnes and son Orlando in 1855 on the Gypsy Queen. He established a rope-making business in Bulleen Road by 1858 but was declared insolvent two years later. In his final years, he was celebrated as one of the oldest living settlers of the district. His son, Orlando Henry Beater Christian (c.1853-1930) became a member of the Hawthorn Band and a foundation member of the Willsmere Swimming Club. Orlando and his wife Elizabeth had four children of which Henry Beater Christian (1886-1962) was the oldest.An album of photographs, compiled by Henry Beater Christian (1886-1962) of Pakington Street, Kew, depicting individuals, natural and settled environments and the interactions between these worlds.
